LG Sinha summons J&K Legislative Assembly session on October 23

Jammu, Sep 27: Lieutenant Governor Manoj Sinha Saturday, summoned the (autumn) session of the Jammu and Kashmir Legislative Assembly in Srinagar on October 23, 2025, at 10 am.

LG Sinha, through an order, has summoned the J&K Legislative Assembly to meet, in exercise of the powers conferred upon him under section 18(1) of the J&K Reorganisation Act, 2019.

Accordingly, in terms of Rule 3 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly, the Secretary J&K Legislative Assembly Secretariat, through a summon, asked all the Members (MLAs) to “attend the Session of the Legislative Assembly on the appointed date, time and place.”

On September 23, the J&K Council of Ministers, in its meeting presided over by Chief Minister Omar Abdullah in Srinagar, had recommended convening a week-long autumn session of the J&K legislature from October 13, 2025.

The recommendation was then sent to LG Sinha.

Immediately after the LG issued an order summoning the session, the J&K Legislative Assembly Secretariat, through a bulletin, asked the MLAs to submit notices of 10 starred and unstarred questions and one bill each by October 4, 2025, and two resolutions each by October 7, 2025.

“Members of Jammu and Kashmir Legislative Assembly are requested to send notice(s) of not more than five starred and five un-starred question in relaxation of Rule 32 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before October 4, 2025, and not more than one Bill in relaxation of sub-rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before October 4,2025,” the bulletin read.

Similarly, the MLAs, in the bulletin, have been asked to send “not more than two Resolutions in terms of Rule 174, the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before October 7, 2025.”

Now, the Speaker of, Legislative Assembly will list the calendar of business and sittings in the next two or three days.

The Business Advisory Committee may, later, tweak the calendar if some changes are warranted.

As per sources, the session is likely to last till October 31, with a provision of six to eight sittings.

However, the exact schedule will be clear only when the LA Secretariat issues a provisional calendar.

The session is being held five days ahead of the expiry of the deadline (October 28) of convening a session within six months of the previous session, as per the constitutional requirement.

A special day-long session was convened in Jammu on April 28, 2025, to pass a resolution condemning the Pahalgam terror attack of April 22, 2025. Prior to it, the maiden budget session of the J&K legislature was convened from March 3 to April 9, 2025, in Jammu.

The opposition had been demanding the immediate convening of the session since early September to discuss some pressing issues, mainly devastation caused by recent rain-induced floods, landslides, leading to critical issues, including those pertaining to connectivity; AAP MLA Mehraj Malik’s detention under the Public Safety Act (PSA), and statehood restoration.

If by then, the government does not receive business rules, pending approval of the LG since June this year, it may also be a vital issue to be flagged during the session.

During the budget session, the private members’ bills and resolutions could not be taken up due to the uproar that dominated the last three days on account of the Waqf Amendment Act passed by the Parliament.
