Jammu, Sep 1: The legislative business related to the ensuing autumn session of Jammu and Kashmir Legislative Assembly, commencing from September 21, 2026 will be processed and managed through the National e-Vidhan Application (NeVA) portal.
The National e-Vidhan Application (NeVA) is a digital platform for facilitating paperless functioning of Legislative Assemblies and streamlining the management of Legislative Business.
It (NeVA) was partially introduced in the 2026 budget session of J&K Legislative Assembly (February to April) in Jammu. The replies of cut motions were processed through the portal.
Speaker Abdul Rahim Rather, in a pre-budget session presser in January this year, had announced the partial introduction of NeVA in J&K Legislative Assembly to encourage paperless functioning.
“Partially, we will begin work from the (2026) budget session but hopefully it will be fully in place from the next session (following the budget session). This will facilitate all,” he had assured.
For the implementation of NeVA project in J&K, two committees, one headed by the Assembly Secretary and other – apex committee under his (Speaker’s) chairmanship were also constituted.
To ensure the processing, submission, receipt and disposal of legislative business through the National e-Vidhan Application (NeVA) portal during autumn session, J&K Department of Law, Justice and Parliamentary Affairs Commissioner Secretary AchalSethi has issued a set of circular-instructions for all the administrative departments.
Asserting that the legislative business relating to the ensuing autumn session is required to be processed and managed through the NeVA portal, Sethi has pointed out that the questions received from the MLAs have already been sent to the concerned departments by the Assembly Secretariat and the log-in credentials of the departments have also been created.
Accordingly, all administrative departments have been asked to access their respective NeVa log in accounts on daily basis and ensure that legislative business concerning their respective departments, including government bills, legislative proposals and amendments, replies to Legislative Assembly Questions, assurances, notices, references and other related documents, is submitted, received and processed through the NeVA portal in accordance with the prescribed procedure and timelines.
The concerned departments have also been directed to ensure that the documents uploaded on the portal are complete, duly authenticated and correspond to the approved version of the relevant proposal or document.
In this connection, each department will designate a nodal officer or NeVA coordinator, wherever not already designated, to coordinate with the Legislative Assembly secretariat and the Department of Law, Justice and Parliamentary Affairs and to deal with legislative business received through the portal.
The concerned departments will make necessary arrangements before commencement of the session to ensure smooth transition to the electronic system and avoid any delay in legislative business, Sethi has asserted, adding that any technical issue relating to the Portal may be taken up with the Legislative Assembly Secretariat or concerned technical support team.
All the administrative secretaries have been asked to ensure effective implementation of the specified arrangements in their respective departments from the ensuing autumn session.
On August 12, 2026, the Lieutenant Governor Manoj Sinha had summoned the autumn session of Jammu and Kashmir Legislative Assembly in Srinagar on September 21 at 10 am.
After the LG Sinha issued an order summoning the session, the J&K Legislative Assembly Secretariat, through a bulletin, asked the MLAs to submit notices of 8 questions (each) – 4 starred and 4 unstarred and one bill (each) by or before August 25, 2026 and two resolutions each by or before September 5, 2026, with the direction that they (MLAs) may also send their notices (questions, bills-resolutions) on NeVA (National e-Vidhan Application digital) platform of J&K Legislative Assembly.
The Speaker, Legislative Assembly has yet to list the provisional calendar of business and sittings after deliberations with the elected government. The Business Advisory Committee may, later, tweak the calendar if some changes are warranted. It is being presumed that the autumn session may last 10-12 days with a provision of 7-8 sittings.
The session is being held almost a fortnight ahead of the expiry of the deadline i.e., October 4 of convening a session within six months of the previous session, as per the constitutional requirement.
Previous session i.e., the budget session of J&K Legislative Assembly in Jammu had ended on April 4, 2026.
In January, 2025, in alignment with the Chief Minister Omar Abdullah’s vision for early implementation of project National e-Vidhan Application (NeVA) in UT’s Legislative Assembly, J&K was accorded financial approval for the same by the Centre.
Costing Rs 16 crore (approximately), the project NeVA for J&K Legislative Assembly was approved through a virtual meeting in January last year by the Secretary Ministry of Parliamentary Affairs, Government of India.
For the first three years, the project will be fully funded by the Centre.
