Commissioner Secretary, Cooperative Department, Yasha Mudgal, today chaired a meeting of the Union Territory Level Implementation and Monitoring Committee (UTLIMC) to review the implementation of the Centrally Sponsored Project for computerisation of Primary Agricultural Credit Societies (PACS) in J&K.
The meeting was attended by the Registrar, Cooperative Societies, J&K; Deputy General Manager, NABARD; representatives of the Finance Department; Managing Director, J&K State Cooperative Training Board (JKSTCB); representatives of the System Integrator and other senior officers of the Cooperative Department.
A detailed PowerPoint presentation was made on the current status of the PACS computerisation project, covering progress achieved so far and issues requiring attention. The Committee also discussed handholding support to PACS, scanning and digitisation of legacy data, deployment of manpower and data reconciliation.
Detailed deliberations were held on the implementation status and operational challenges, with particular emphasis on providing adequate field-level support to PACS to facilitate their smooth transition to the computerised system.
Reviewing the progress, Yasha Mudgal directed the System Integrator to complete all assigned deliverables within the stipulated timelines. She stressed that the approved implementation schedule must be adhered to strictly and that avoidable delays should not affect the overall objectives of the project.
The Commissioner Secretary emphasised close and continuous coordination among the Cooperative Department, Registrar Cooperative Societies, NABARD, District Central Cooperative Banks (DCCBs), System Integrator and other stakeholders. She said effective field-level coordination would be critical for resolving operational bottlenecks and ensuring timely delivery of the benefits of computerisation to PACS.
Yasha Mudgal directed that regular monitoring of the project be undertaken at the level of the Registrar, Cooperative Societies, J&K. She stressed that monitoring should extend beyond routine reporting and include verification of the actual completion of every milestone and deliverable.
She further directed that each milestone and deliverable be duly verified, supported by appropriate documentation and records, before being treated as completed. She said a robust verification mechanism would provide a reliable assessment of the actual implementation status.
Emphasising institutional accountability, transparency and proper record-keeping, the Commissioner Secretary directed that all communications and instructions issued to the System Integrator regarding project implementation should be conveyed in writing and properly documented.
She also directed that the Administrative Department be kept regularly and timely apprised of the project’s progress, particularly regarding achievement of milestones, completion and verification of deliverables, manpower deployment, scanning and reconciliation of legacy data, and any issue that could affect the approved implementation schedule.
Reiterating the importance of the PACS computerisation initiative, Yasha Mudgal said the project is aimed at strengthening the functioning of Primary Agricultural Credit Societies through modern technology, improved record management, greater operational efficiency and enhanced service delivery.
She directed all stakeholders to maintain close coordination and ensure timely resolution of issues so that the approved objectives and implementation targets of the PACS computerisation project are achieved effectively.
