CEO Udhampur restricts mobile phone use by teachers during classes

Ramban , Mar 10: The Chief Education Officer (CEO) of Udhampur has directed teachers to refrain from using mobile phones inside classrooms during teaching hours, saying the practice adversely affects the teaching–learning process and disrupts the academic environment in schools.

According to an official order issued by the Chief Education Officer on March 9, it has been observed that some teachers have been using mobile phones while teaching, which negatively affects the teaching–learning process and disturbs the academic environment in schools.

In view of this, all Principals, Headmasters and Zonal Education Officers (ZEOs) of the district have been directed to ensure that teachers do not use mobile phones inside classrooms during teaching hours.

The order further states that the concerned Principals, Headmasters and ZEOs must strictly monitor the implementation of these instructions in their respective institutions, clusters and zones.

The CEO office has warned that any violation of these directions will be viewed seriously and dealt with as per the rules.

A copy of the order has also been forwarded to the Director School Education Jammu, Deputy Commissioner Udhampur, Joint Director School Education Udhampur-Reasi Range, all Principals of Higher Secondary Schools, all ZEOs and Headmasters of High Schools in the district for information and necessary action.

Drass, Zojila Pass receive fresh snowfall

Ganderbal, Mar 10: Drass in Kargil received a fresh spell of snowfall along with higher reaches of Kashmir including Zojila Pass and Sonamarg on Tuesday.

Drass received 2 to 3 inches of snow while Zojila witnessed 2 to 3 inches of snow and Sonamarg received about 2 inches of fresh snowfall.

Drass received fresh snowfall, leading to a drop in temperatures and covering the region in a white blanket.

The snowfall has further intensified the cold conditions in the area.

The fresh snowfall resulted in the slippery road conditions along Zojila Pass on Srinagar-Leh National Highway, causing disruption to the traffic movement.

Officials said that the road has been temporarily closed for traffic movement. They said the road clearance work was started by the Border Roads Organisation (BRO).

The Meteorological Department has predicted erratic weather with snow and rain for next few days in Ladakh and J&K areas.

New Delhi, Mar 10: The J&K Trade Promotion Organisation (JKTPO), under the Industries and Commerce Department of the Govt of J&K, is showcasing the Union Territory’s agro and food processing potential at the 40th edition of AAHAR 2026, Asia’s largest food and hospitality exhibition, currently underway at Bharat Mandapam in New Delhi.

The five-day event, being held from March 10 to 14 under the Raising and Accelerating MSME Performance (RAMP) programme, is organised by the India Trade Promotion Organisation (ITPO) in association with the Ministry of Food Processing Industries.

AAHAR 2026 brings together leading food and beverage companies, hospitality industry stakeholders, exporters, buyers, policymakers and trade professionals from across the world. The exhibition serves as a major platform for businesses to connect with global markets and explore new trade opportunities.

According to officials, the exhibition is expected to feature more than 1,800 exhibitors and around 155 international participants from 17 countries, along with thousands of verified global buyers and several international trade delegations.

The mega event was inaugurated by Union Commerce and Industry Minister Piyush Goyal, reflecting the Government of India’s focus on strengthening the country’s food processing ecosystem, boosting exports and enhancing global market access for Indian food products.

At the exhibition, the Jammu and Kashmir Pavilion has been set up at Hall No. 1, First Floor (IF-23), providing a platform for MSMEs, farmer producer organisations (FPOs) and women entrepreneurs from the Union Territory to showcase their premium products.

The pavilion highlights several of Jammu and Kashmir’s renowned Geographical Indication (GI)-tagged products, including saffron, garlic, rajmah, basmati rice and Sulai (Acacia) honey. In addition, exhibitors are presenting a range of value-added products such as organic honey, essential oils, herbs, ground spices, pulses, millets, dry fruits and dehydrated fruits and vegetables.

Officials said the participation aims to enhance the visibility of Jammu and Kashmir’s agri-based value chains and promote the region’s high-quality food products in both national and international markets.

The pavilion is also expected to facilitate business-to-business (B2B) interactions between entrepreneurs from J&K and buyers, exporters and distributors from across the globe.

Speaking on the occasion, the Managing Director of JKTPO said the organisation’s participation in AAHAR 2026 reflects its continued commitment to promoting MSMEs, food processors and agri-entrepreneurs from the Union Territory by connecting them with major trade platforms.

He said such initiatives play a crucial role in expanding market access, enhancing product visibility and increasing the export potential of Jammu and Kashmir’s unique agricultural and food products.

A statement of NC issued here said that on the occasion, Abdullah conveyed his heartfelt sympathies and condolences to the leadership and people of Iran on behalf of the people of Jammu and Kashmir.

Over 40,000 posts vacant across J&K Govt departments

Jammu, Mar 10: More than 40,000 posts are currently lying vacant across various departments of the Jammu and Kashmir government, with the administration reviewing the progress of ongoing recruitment to expedite the filling of these positions.

The issue came up for discussion during a meeting chaired by Chief Secretary Atal Dulloo, who reviewed the status of vacancies and recruitment being conducted through the Jammu and Kashmir Public Service Commission (JKPSC) and the Jammu and Kashmir Services Selection Board (JKSSB).

The meeting was attended by administrative secretaries of various departments, the Chairperson of JKSSB, the Secretary of JKPSC and other senior officials.

During the review, the Chief Secretary stressed the need for expeditious filling of critical vacancies to strengthen governance and improve public service delivery across the Union Territory.

He directed all administrative secretaries to hold regular follow-up meetings with their departments and recruitment agencies to ensure that pending issues are resolved and vacant posts are filled at the earliest.

Dulloo also instructed that timelines fixed for ongoing recruitment drives must be strictly adhered to and directed recruiting agencies to advertise all posts referred to them without delay.

He further advised the recruitment agencies to prepare and publish examination calendars so that job aspirants have clarity regarding examination schedules and adequate time for preparation.

During the meeting, the Chief Secretary reviewed several bottlenecks affecting certain recruitment processes in JKPSC and JKSSB and directed the concerned departments to issue necessary clarifications and resolve procedural hurdles immediately.

Observing that prolonged recruitment cycles create uncertainty among job aspirants, he emphasised the importance of completing recruitment within defined timelines.

“Predictable recruitment cycles help candidates plan their careers better and reduce uncertainty among aspirants,” he said.

Commissioner Secretary, General Administration Department (GAD), M Raju, presented a detailed overview of vacancies across government departments.

According to the data, a total of 40,661 posts are currently vacant in different departments, including 3,808 Gazetted posts, 24,507 Non-Gazetted posts and 12,351 Multi-Tasking Staff (MTS) posts.

Among major departments, the Health and Medical Education Department accounts for a large share of vacancies with 2,497 Gazetted posts, 8,088 Non-Gazetted posts and 2,712 MTS posts.

Other departments with substantial vacancies include Agriculture Production, Power Development, Finance, Revenue, Forest, Public Works (R&B) and Youth Services and Sports.

Reviewing recruitment undertaken by JKSSB for Non-Gazetted and MTS posts, JKSSB Chairperson Vikas Kundal informed the meeting that since 2019 the Board has received 46,744 posts for recruitment.

Out of these, 9,260 posts were withdrawn, leaving 37,484 posts for recruitment. The Board has already completed selections for 32,956 posts, including 27,449 selections made during this period.

He said that 10,035 posts are currently under different stages of recruitment with the Board. These include 2,532 posts yet to be advertised, 4,768 posts at the examination stage, 1,258 at the selection stage and 1,477 posts under live advertisements awaiting completion of the recruitment process.

Secretary JKPSC Bashir Ahmad Dar also briefed the meeting about the status of Gazetted posts referred to the Commission.

He said that 1,745 Gazetted posts are presently under process with JKPSC. Of these, selection schedules have already been prepared for 1,573 posts, while 172 posts are yet to be scheduled due to certain procedural issues.

Dar informed the meeting that a recruitment timeline has been finalised for filling these posts. As per the schedule, 630 selections are expected to be completed by March 2026, 476 during April–May 2026, 158 during June–July 2026 and 309 during August–September 2026.

Department-wise analysis showed that the highest number of posts with JKPSC pertains to the Health and Medical Education Department (872 posts), followed by School Education (470 posts), General Administration (170 posts) and Higher Education (129 posts).

The meeting was informed that all departments have shared the latest status of advertised posts, vacant positions and posts proposed to be referred to recruiting agencies.

It was decided that all clear vacancies without legal or procedural issues will be referred to the respective recruiting agencies at the earliest to ensure timely recruitment.

Handwara, Mar 10: Contractors associated with Jal Shakti Department Tuesday locked the Division office Handwara in protest against the non-release of their long-pending bills.

The protesting contractors said that despite completing several water supply schemes in different areas of the division, they were yet to receive their payment for a long time. “Our repeated requests and representations to the department have failed to yield any concrete result,” they added. They said that the delay in clearing their payment has pushed them into severe financial stress and they were unable to clear payments of labourers engaged in the projects. “We have completed several works under the department as per the directions, but our payments are still pending.

The department must clear the dues without further delay,” Sajad Ahmad, a contractor from Handwara said.

“We are unable to figure out why the concerned officials are reluctant to clear our payments when the government has already released the payment,” said another contractor. The protesting contractors warned that if the government fails to release their pending payments in the coming days, they will be left with no option but to dismantle the executed works. They urged the concerned authorities to intervene at the earliest and resolve the issue by releasing their genuine dues without further delay.

New Delhi, Mar 10: The Organisation of Islamic Cooperation and China have called for restraint and dialogue as clashes between Afghanistan and Pakistan continue along the disputed Durand Line, with reports of rising casualties and displacement of civilians in border areas, reports Tolo news of Afghanistan.

Khalil Ibrahim Okur, Deputy Director General for Humanitarian Affairs at the OIC, expressed concern over the tensions and voiced hope that peace and wisdom would prevail. He said Afghanistan and Pakistan were “brotherly countries” and the dispute should be resolved through diplomatic channels while reaffirming support for the Afghan people.

China also urged both sides to de-escalate the situation. During a meeting with Afghanistan’s Foreign Minister Amir Khan Muttaqi, China’s special representative for Afghanistan said Beijing hopes the dispute will be resolved through dialogue and diplomacy.

The tensions along the Durand Line have intensified over the past two weeks with cross-border shelling, military strikes and retaliatory attacks reported in several provinces. Local officials and aid agencies say civilian casualties are mounting and thousands of residents in border areas such as Torkham have been forced to flee their homes amid heavy shelling.

Afghanistan’s Defence Minister Mohammad Yaqoob Mujahid said Kabul does not seek war but is fully prepared to defend the country if necessary. “We are ready for war whether it lasts one month, one year or even ten years,” he said as reported by the Tolo news agency, adding that Afghanistan prefers resolving issues through dialogue but will respond to aggression.

Foreign Minister Amir Khan Muttaqi also accused Pakistan of violating Afghanistan’s sovereignty through military strikes and said Kabul’s actions were defensive. He stressed that Afghanistan remains committed to resolving disputes through dialogue and mutual understanding but considers defending its territory a legitimate right.

According to Afghan authorities, clashes in several provinces along the Durand Line have resulted in heavy fighting between Afghan and Pakistani forces, with both sides reporting casualties. International organisations and regional countries have urged Kabul and Islamabad to avoid further escalation and pursue diplomatic solutions to the crisis.

Srinagar, Mar 10: Jammu and Kashmir Anti-Corruption Bureau (JKACB) on Tuesday trapped and arrested a Patwari posted in Halqa Batmaloo, Srinagar, while allegedly demanding and acceptinga bribe of Rs 10,000 for issuing revenue extracts, officials said.

As per statement issued, Jammu and Kashmir Anti-Corruption Bureau received a written complaint alleging therein that Patwari Halqa Batmaloo Srinagar namely Saffdar Hussain Mir is demanding Rs 10,000 as bribe in lieu of issuance of revenue extracts in favour of a relative of the complainant and was asked to be paid today in order to receive the requisite documents.

Unwilling to pay the bribe, the complainant approached ACB and submitted a written complaint requesting legal action against the accused public servants.

Upon receipt of the complaint, a pre-trap verification was conducted, which established the demand of bribe, accordingly a Case FIR No.05/2026 U/S 7 PC Act 1988 was registered at ACB PS Srinagar and investigation was taken up.

During the course of investigation, a trap team was constituted. The team laid a successful trap and caught the accused public servant Saffdar Hussain, Patwari, Halq Batamaloo red-handed while demanding and accepting Rs 10,000 as bribe from the complainant. The accused was taken into custody after completing all Medico-Legal formalities,

Further investigation of the instant case is going on, statement added.
