Centre clears names of 14 top IAS officers for key posts in jumbo rejig

New Delhi, Aug 22: The Appointments Committee of the Cabinet (ACC) on Friday approved a major top-level bureaucratic reshuffle of as many as 14 Secretary-rank IAS officers across various ministries and departments of the Centre.

The appointments, which include several officers on special duty (OSD) who are taking charge of posts to replace incumbent officers who are retiring, will see new faces in top positions of the Central government.

As part of the reshuffle, Atish Chandra, an IAS officer of the 1994 batch of the Bihar cadre, has been elevated to the rank of Special Secretary in the Prime Minister’s Office (PMO).

Senior bureaucrat Rajit Punhani has been appointed the Chief Executive Officer of the Food Safety & Standards Authority of India (FSSAI) and will replace Ganji Kamala V. Rao, a 1990 batch officer of the MP cadre, who is superannuating. Punhani, a 1991 batch officer of Bihar cadre, is currently the Skill Development and Entrepreneurship Secretary.

Alka Upadhyaya, a 1990 batch officer of the MP cadre, who is currently the Secretary of the Department of Animal Husbandry and Dairying, has been shifted to a new role as Secretary of the National Commission for Minorities, under the Ministry of Minority Affairs.

Debashree Mukherjee, a 1991 batch officer of the AGMUT cadre, will take over as the new Secretary for the Ministry of Skill Development and Entrepreneurship to fill the post that has fallen vacant with Punhani’s transfer. She was previously the Secretary of the Department of Water Resources, River Development, and Ganga Rejuvenation.

Vijay Kumar, a 1992 batch officer of the AGMUT cadre and the current Chairman of the Inland Waterways Authority of India (IWAI), has been appointed as Officer on Special Duty (OSD) in the Ministry of Ports, Shipping, and Waterways. He will succeed T.K. Ramachandran, a 1991 batch officer of the Tamil Nadu cadre, when he retires on September 30.

V.L. Kantha Rao, a 1992 batch officer of the Madhya Pradesh cadre, has been laterally shifted from the Ministry of Mines to the Department of Water Resources, River Development, and Ganga Rejuvenation, taking over charge from Mukherjee.

Sukriti Likhi, a 1993 batch Haryana cadre officer and Chairperson of the National Authority for Chemical Weapons Convention, is the new OSD in the Department of Ex-Servicemen Welfare, Ministry of Defence. She will succeed Niten Chandra, a 1990 batch Odisha cadre officer, who superannuates on October 31.

Rannjana Chopra, a 1994 batch Odisha cadre officer, has been appointed as OSD in the Ministry of Tribal Affairs. She will take over from Vibhu Nayar, a 1990 batch Tamil Nadu cadre officer, on October 31.

Naresh Pal Gangwar, a 1994 batch Rajasthan cadre officer, has been named Secretary of the Department of Animal Husbandry & Dairying, replacing Upadhyaya.

Niraj Verma, a 1994 batch officer, will be the new OSD in the Department of Justice, succeeding Raj Kumar Goyal, a 1990 batch AGMUT cadre officer, upon his retirement on August 31.

Piyush Goyal, of the 1994 batch, has been appointed Secretary of the Ministry of Mines, replacing Kantha Rao.

Sanjay Garg, a 1994 batch Kerala officer, is the new OSD for the Bureau of Indian Standards (BIS) and will take over from Pramod Kumar Tiwari, a 1991 batch Assam-Meghalaya cadre officer, on October 31.

Roli Singh, a 1994 batch Rajasthan officer, has been named Chairperson of the National Authority for Chemical Weapons Convention, replacing Likhi.

Trishaljit Sethi, a 1990 batch Indian Postal Service officer, has been appointed as Secretary of the Central Vigilance Commission (CVC).

Jammu, Aug 22: The Directorate of Enforcement (ED), Jammu sub-zonal office, has provisionally attached several immovable properties worth approximately Rs 66.77 Cr in the case of Messrs Bharat Papers Limited under the Prevention of Money Laundering Act (PMLA), 2002.

According to the ED spokesperson, the provisionally attached properties comprised factory land and buildings of Messrs Bharat Papers Limited and two residential houses of directors and relatives of directors of Messrs Bharat Papers Limited.

ED initiated an investigation on the basis of an FIR registered by CBI, ACB, Jammu, against Messrs Bharat Papers Limited and its directors, namely Anil Kumar, Parveen Kumar, Baljinder Kumar, and Rajinder Kumar, sons of the late Jagdish Chander, for defrauding a consortium of banks led by the State Bank of India to the tune of Rs 200 Cr on the basis of a complaint filed by the then DGM, Stressed Asset Management Branch, State Bank of India, Ludhiana, Punjab.

The ED investigation revealed that Messrs Bharat Papers Limited and its directors did not use the loan amount for the intended purpose for which the loan was sanctioned.

However, the funds were diverted through bogus or shell entities and bank accounts opened outside the consortium of banks. Further, the loan funds were also syphoned off by way of cash withdrawals directly from the loan accounts.

“Machine parts from the factory unit of Messrs Bharat Papers Limited were also stealthily removed and sold without the knowledge of the banks. Further investigation is in progress,” the spokesperson said.

Meanwhile, in a separate case, ED and the Anti-Corruption Bureau conducted multiple searches in the Jammu region as part of a money laundering probe linked to the alleged grabbing of custodian land worth crores against some revenue department officials and others.

The case was registered by the ACB (Central) of the Jammu and Kashmir Police (JKP).

As per officials, raids were conducted at nine locations in Jammu and one in Udhampur, including at the residences of a personal assistant to a former minister and several property dealers in Jammu.

Srinagar, Aug 22: A recent analysis has reaffirmed that Reliance Jio continues to be the most affordable telecom option in India, offering higher data allowances compared to competitors Airtel and Vodafone Idea (Vi).

According to BNP’s analyst report, all three operators now charge Rs 299 for a 28-day plan. However, Jio maintains an edge by offering 1.5 GB of daily data, while Airtel and Vi provide 1 GB. Similarly, Jio’s Rs 3,599 annual plan offers 2.5 GB/day, compared to Airtel and Vi’s 2 GB/day.

Jio’s popular Rs 799 plan, which provides 1.5 GB/day for 84 days, continues to be widely available for recharge across platforms including PhonePe, Google Pay, Paytm, and the Jio website. The Rs 249 plan is now restricted to Jio Stores’ physical outlets, while the Rs 209 plan can be accessed via the MyJio app.

For entry-level users, Jio has retained affordability with the Rs 189 plan, offering unlimited voice, SMS, and 2 GB data for 28 days. Other options include the Rs 209 plan (1 GB/day for 22 days), the Rs 299 plan (1.5 GB/day for 28 days), and the Rs 349 plan (2 GB/day for 28 days).

Compared with its peers, Jio maintains a consistent price advantage. At the 28-day cycle, Jio’s 1.5 GB/day plan costs Rs 299, versus Rs 349 from Airtel and Vi, giving customers savings of Rs 50 each month. In the 2 GB/day segment, Jio’s Rs 349 plan remains cheaper than Airtel’s Rs 398 and slightly below Vi’s Rs 365.

On CM’s suggestion, SED seeks suggestions from stakeholders to improve quality education in schools

Srinagar, Aug 22: The School Education Department (SED) has started an exercise to rope in stakeholders including the heads of the schools and teachers to put forth an action plan for improving quality education in government-run educational institutions.

The move comes days after Chief Minister Omar Abdullah asked the department to submit a 10-point action plan which will be worked out in one year for the betterment of the children.

CM Omar Abdullah said this during his address during a day-long conference organised by Directorate of School Education Kashmir (DSEK) on National Education Policy (NEP)-2020: challenges and prospectus at SKICC Srinagar, earlier this week.

“I will start working on those 10 points within a year because I want our children to compete with the children of the whole country,” Omar Abdullah said in his address.

He said that there was no shortage of intelligence and talent in our children but they only looked for opportunities.

“Opportunity and exposure, these are the two things that are lacking here,” Abdullah said. He asked the education minister Sakina Itoo to put forth a 10-point action plan in cabinet and assured that work on the action plan will be started within a year. “Because I want our children to compete with the children of the whole country,” he said.

Following this, Directorate of School Education, Kashmir (DSEK) has invited concise, achievable and practical suggestions from all stakeholders including school heads, teachers, parents, students, community and civil society after thorough analysis at school and community level. The 10-point action plan is to be submitted to the directorate by August 25, 2025.

“Your inputs will directly form our action plan to make J&K a leader in quality education,” reads a message

The suggestions to be framed by the stakeholders must include 10 areas of concern besides gaps identified at school level as well as the realistic action to fill the gaps.

The stakeholders have been asked to put forth suggestions about how the learning, equity, safety and well-being of students will improve.

The initiative is likely to engage community members at the village level in the smooth functioning of the school and restore public ownership of the government schools.

The decision to seek 10-point action plan form stakeholders comes weeks after the School Education Department (SED) decided to hold mega Parent Teacher Meeting (PTM) in school to restore

PTMs were organised in schools to regain missing public ownership for the schools. The officials said the PTMs will bridge the missing link between the schools and the parents and will ensure proper communication with the stakeholders.

New Delhi, Aug 22: The Supreme Court on Friday said that voters excluded from the draft electoral roll in Bihar’s ongoing Special Intensive Revision (SIR) can use Aadhaar as proof to file objections against their deletion.

According to a report by Bar and Bench, a Bench of Justices Surya Kant and Joymalya Bagchi clarified that people may submit their objections with “any of the 11 documents listed in Form 6 by the Election Commission of India (ECI) or Aadhaar card.”

The Court further directed that objections can also be filed online without the need for physical submission. Where forms are filed in person, booth-level officers must issue acknowledgement receipts. The Court also urged political parties to actively help citizens who were left out of the draft roll, expressing concern that only two objections had been received from Booth Level Agents (BLAs) so far. The matter arose from petitions, including one filed by the Association of Democratic Reforms (ADR), challenging the ECI’s June 24 directive to conduct an SIR of electoral rolls before the Bihar assembly elections. Petitioners argued that the revision risks disenfranchising lakhs of citizens and undermining free and fair elections.

The ECI, however, defended its powers under Article 324 of the Constitution and the Representation of the People Act, 1950. On August 6, it was revealed that around 65 lakh names had been dropped from the draft roll. The Commission assured the Court that no name would be removed without prior notice, a hearing, and a reasoned order. Earlier, on August 14, the Court had directed the ECI to publish the list of voters proposed to be deleted, a step which, it was informed today, has been complied with.

Rajouri, Aug 22: Army Commander Northern Command Lt Gen Pratik Sharma on Thursday visited formations and units in the hinterland areas of Rajouri and Kishtwar districts to review operational preparedness and compliment troops for their resilient action.

The visit came in the wake of the recent cloudburst at Chishoti, where Army personnel played a crucial role in executing swift and successful Humanitarian Assistance and Disaster Relief (HADR) operations.

The Army Commander lauded the timely efforts of troops in extending support to affected civilians and ensuring effective rescue measures.

New Delhi, Aug 22: Prime Minister Narendra Modi will undertake a two-nation visit to Japan and China from August 29 to September 1, the Ministry of External Affairs announced on Friday.

PM Modi will first travel to Japan on August 29–30 at the invitation of Japanese Prime Minister Shigeru Ishiba to attend the 15th India–Japan Annual Summit. This will be his eighth visit to Japan and his first summit with Mr. Ishiba. The two leaders are expected to review the Special Strategic and Global Partnership, covering defence and security, trade and economy, technology cooperation, innovation, and people-to-people exchanges. They will also discuss key regional and global developments.

In the second leg of the trip, the Prime Minister will visit China from August 31 to September 1 to participate in the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, hosted by President Xi Jinping. On the sidelines, Mr. Modi is expected to hold bilateral meetings with several attending leaders. The PM’s visit and meetings with China will be closely monitored by global leaders, mostly Western countries, as the relationship between India and China is growing after nearly five years of strain and tension.

India became a full member of the SCO in 2017 and held the presidency of the grouping during 2022–23. Officials said the visit will reaffirm India’s close ties with Japan and China and its commitment to constructive engagement within the SCO framework.

Srinagar, Aug 22: A father and his son were killed after the vehicle they were travelling in met with an accident in Rajarwani area of Uri in north Kashmir’s Baramulla district on Friday.

The officials said the accident occurred when a vehicle bearing registration number JK05N-7924 collided with a dumper at Rajarwani area in north Kashmir’s Uri, resulting on spot death of two persons.

They have been identified as Abdul Latif Ganie and his son, Faizan Ahmad Ganie.

Police have taken cognizance of the incident.

New Delhi, Aug 22: Gold prices fell Rs 250 to Rs 1,00,370 per 10 grams in the national capital on Friday amid a weak global trend, according to the All India Sarafa Association.

The precious metal of 99.9 per cent purity had closed at Rs 1,00,620 per 10 grams on Thursday.

In the national capital, gold of 99.5 per cent purity slipped Rs 150 to Rs 1,00,050 per 10 grams (inclusive of all taxes) on Friday. It had settled at Rs 1,00,200 per 10 grams in the preceding session.

However, silver prices rallied by Rs 1,000 to Rs 1,15,000 per kilogram (inclusive of all taxes) on Friday. The white metal had ended at Rs 1,14,000 per kg on Thursday, according to the Association.

On the global front, spot gold was trading 0.25 per cent lower at USD 3,330.48 per ounce in New York.

Spot silver also went down by 0.48 per cent to trade at USD 37.96 per ounce.

“Gold and silver prices are staying within a narrow range as traders await significant movements in anticipation of US Federal Reserve Chair Jerome Powell’s speech at the Jackson Hole symposium, which could provide clues about the direction of monetary policy stance,” Renisha Chainani, Head – Research at Augmont, said.

According to Praveen Singh, Head of Commodities and Currencies Mirae Asset ShareKhan, the September interest rate cut is highly likely, as Fed Chair Powell may make it data-dependent due to mixed signals on the US economy.

Srinagar, Aug 22: Kashmir’s chief cleric Mirwaiz Umar Farooq on Friday called for bringing facts about the “rotten meat scandal” in Kashmir in the public domain to address people’s concern and anxiety.

Addressing the Friday congregation at the Jamia Masjid here, the Mirwaiz expressed deep concern over the rotten meat scandal that shook people’s trust and created widespread anxiety for the past more than two weeks.

The authorities recently conducted raids at multiple locations as part of a crackdown on rotten and adulterated meat in the Kashmir valley, targeting vendors suspected of selling unhygienic and expired meat products.

During the operations, substantial quantities of rotten meat were seized and destroyed on the spot under the relevant sections of the Food Safety and Standards Act.

The Mirwaiz said that despite assurances in media by the authorities regarding a thorough investigation into the matter, “not much is known about its follow up – who are the people behind it, for how long has it been going on, or have any arrests been made”.

“All this needs to be put in the public domain to address people’s concern and anxiety on this matter,” he said.

He said once that is done, it is imperative that a foolproof mechanism is put in place to ensure such incidents never recur.

“There should be no leniency whatsoever with those involved in this heinous act that puts people’s health and lives at grave risk,” he said.

The Mirwaiz stressed that Kashmir needs its own regulated slaughterhouses where proper hygiene, Islamic guidelines, and food safety measures are strictly observed.

Both the government and the business community must gear up to establish these facilities, as people cannot blindly trust what comes from outside without scrutiny, he said.

The Mirwaiz also said that the Muttahida Majlis-e-Ulama (MMU) — the amalgam of several religious bodies — at its meeting on Thursday constituted a seven-member committee comprising jurists from all schools of thought to deliberate on the issue.

The MMU already has a Halal Certification Board, which will now be expanded and strengthened to ensure compliance with Islamic standards, he said.

“The MMU is fully willing to cooperate with the government in this matter to preserve the Islamic character of halal food and to safeguard the health and trust of our people,” the Mirwaiz said.
