J&K’s vehicle count crosses 27 lakh, roads buckle under pressure

Srinagar, Feb 22: Anyone caught in Srinagarís evening gridlock doesnít need official data to know the roads are under strain.

But the numbers confirm the daily frustration: Jammu and Kashmir now has more than 27.36 lakh registered vehicles, while the total road network stretches roughly 41,141 km – a figure that has seen little change even as the vehicle count rises year after year.

At the end of 2024-25, the total registered fleet – public and private combined – stood at 27,36,197 vehicles.

During that financial year alone, 1,69,012 new vehicles were added.

The momentum has continued into 2025-26, with another 1,47,448 vehicles registered up to December.

That translates to nearly 67 vehicles for every kilometre of road.

In a region where large portions of the network pass through mountains, roads remain closed during winter or narrow down to single-lane stretches, that ratio carries more weight than it would in the plains.

A senior transport official, speaking on condition of anonymity, said the geography makes comparisons with other states misleading.

ìYou cannot look at our road-to-vehicle ratio the same way you would for a flat state. A kilometre of road here simply cannot handle the same traffic volume,î he said.

Responsibility for maintaining the road network is divided among several agencies.

The Roads and Buildings Department manages around 24,000 kilometres across the Jammu and Kashmir divisions.

Other stretches fall under PMGSY, the Border Roads Organisation, NHAI, and NHIDCL. National Highways – critical for inter-regional connectivity – account for just over 1750 kilometres.

For a fleet of over 27 lakh vehicles, that is a heavy load, especially given frequent disruptions from landslides, snow, and flash floods.

The government points to ongoing projects as evidence of progress.

Prime Minister Narendra Modi last year inaugurated the Sonamarg Tunnel, providing an all-weather link on the Srinagar-Leh route, and laid the foundation for widening National Highway-701 between Rafiabad and Kupwara.

In addition, 316 road projects covering 1781 kilometres have been sanctioned under PMGSY-IV for J&K.

However, infrastructure projects in the region often face delays due to terrain and weather conditions.

Meanwhile, vehicle registrations continue to climb steadily each month, widening the gap between demand and capacity.

In response, the Transport Department has focused on regulation and digitisation.

Services like driving licences, vehicle registration, and fitness certificates now fall under the Public Services Guarantee Act, 2011, with most processes handled online through the VAHAN and SARATHI platforms.

During 2025-26 up to December, the department issued 1.01 lakh new driving licences, renewed 70,153, granted 8306 fresh fitness certificates and renewed 73,962 more.

An Intelligent Traffic Management System – featuring red-light violation detection cameras, automatic number plate recognition, and an e-challan system  has also been introduced to strengthen enforcement.

The department has also issued licences to 11 cab aggregators, including OLA and UBER, formalising the ride-hailing sector, particularly in Srinagar.

Fare revisions for private operators are reviewed in consultation with stakeholders to prevent sudden increases that could burden commuters.

However, revenue figures suggest challenges remain.

Against a target of Rs 1530 crore for 2025-26, the department has collected Rs 706.35 crore up to December, less than half the annual goal.

Two major projects – the Institute of Drivers Training and Research (IDTR) and the Inspection and Certification Centre (ICC) – are under construction and expected to improve driver training standards and vehicle fitness monitoring.

Yet experts argue that better regulation alone will not resolve congestion.

New Delhi, Feb 22: “Do not share your OTP, Aadhaar number, or bank account details with anyone. Most importantly, change your passwords regularly, just as you adapt your food and clothing with each season.”

This was the message delivered by Prime Minister Narendra Modi during his monthly radio address, ‘Mann Ki Baat,’ on Sunday, aimed at combating digital fraud. He explained that he had previously spoken at length about digital arrest, which has raised awareness about digital fraud and online scams.

However, such incidents continue to occur.

PM Modi said that many people are being targeted through digital arrest and financial fraud, and quite often, senior citizens have been swindled of their lifelong earnings.

To protect themselves, he urged everyone to remain vigilant and advised that KYC (Know Your Customer) or re-KYC procedures should only be carried out through bank branches, official apps, or authorised platforms.

“Do not share OTP, Aadhaar number, or bank account information with anyone. And most importantly, keep changing your password from time to time. Just as food and clothing change with each season, make it a rule to change your password every few days,” the PM said.

He said that often, people come across news of fraud involving businessmen.

“Someone calls up and says, ‘I am a high-ranking officer. You need to share some details with me.’ Innocent individuals might fall prey to such tactics, making it crucial for everyone to stay alert,” PM Modi said.

Referring to the KYC process, he said that, when individuals receive messages from banks requesting KYC updates, they may wonder why it is necessary since they’ve already completed the process.

“I urge you not to fret; this is just for the safety of your money. We all know that nowadays everything from pension, subsidy, insurance, UPI, everything is linked to the bank account,” the PM said.

This is why banks periodically perform re-KYC to ensure that customers’ bank accounts remain secure, he said. “Yes, here too, you must remember one thing: criminals make fake calls, send SMS and links.”

PM Modi mentioned that the Reserve Bank of India recently held a financial literacy week focused on these issues, and the campaign will continue throughout the year.

He urged people to heed the RBI’s advice and keep their KYC updated.

“Remember: correct KYC, timely re-KYC keeps your account safe. Become an empowered citizen. Because only empowered citizens build a strong and self-reliant India,” the PM said.

Moscow, Feb 22: All four international airports of the Russian capital were closed due to safety concerns on Sunday afternoon until further notice as air defence forces shot down 11 Ukrainian drones within an hour.

The Russian civil aviation agency Rosaviatsia said in a press release that air traffic restrictions have been imposed at all four international airports- Domodedovo, Vnukovo, Zhukovsky and Sheremetyevo — due to safety concerns.

“Air defences have intercepted another UAV flying towards Moscow,” Mayor Sergey Sobyanin said on his Max channel.

Srinagar, Feb 22: The University of Kashmir (KU) launched a four-year Integrated Teacher Education Programme (ITEP) for aspiring teachers.

According to the officials, the motive of this programme is to provide future teachers with modern and professional training.

“This is a teacher education programme which is for the students who have completed their 10+2 examinations,” an official said.

The official said that earlier students after completing their graduation would B.Ed to become eligible for teacher posts.

“But this initiative is beautiful in the sense that after completing 12th class studies, a student gets a choice to go for teaching as he or she is free to choose medical courses or some humanities courses if they are desirous to pursue. ITEP becomes a choice for them or a platform for them to decide their future in advance,” the official said. The KU will enroll the first batch of students from the current year.

“With ITEP students get an opportunity in advance that if you are ready or motivated to become a teacher then after 12th, you are trained and polished to become a future teacher if you pursue this course,” the official said.

The official said if students complete three years, they will get a three-year BA degree and if they complete 4 years, then they will get the BA-B Ed degree.

“This is a dual degree course, which is not true about the rest of the teacher education courses run in the department of education,” the official said.

President Private Schoolsí Association of J&K (PSAJK), welcomed the initiative and congratulated the University administration and the vice chancellor Prof. Nilofer Khan for taking this progressive step toward strengthening the foundation of teacher education in J&K.

“Introduction of the integrated programme is visionary and aligned with the spirit of NEP 2020. J&K has been grappling with a persistent shortage of professionally trained teachers across both government and private sectors,” Baba said.

He said the current intake capacity alone cannot bridge the widening gap between demand and supply of trained teachers in the next five years.

ìThe pace at which we are producing trained educators is far below the pace at which classrooms are expanding,î he said.

President PSJK urged the university to consider extending the integrated programme to affiliated private colleges, with strict riders of quality infrastructure, faculty standards, and instructional excellence.

ìUnless we open such facilities to credible private institutions under robust regulatory frameworks, the teacher deficit will continue to widen. Quality control and expansion must go hand in hand,î he said.

He further urged the government to earmark dedicated budgetary allocations for structured upskilling programmes for teachers up to the middle level in both private and government schools.

ìTeacher capacity building must not remain symbolic. It must be systematic, funded, and measurable,î he said.

New Delhi, Feb 22: The Karnataka government is considering a proposal to restrict mobile phone use among students below 16 years of age, amid concerns over rising social media addiction, NDTV reported.Chief Minister Siddaramaiah raised the issue during a meeting with vice chancellors of government universities, seeking their views on the feasibility of such a move.

“Today we are discussing this, and as you are all Vice Chancellors here, I seek your opinion. Children are falling prey to drugs. Also, in line with Australia and some European countries, there is a thought to ban mobile phones among students. I want your opinion on this. We are looking at this for children below 16, not adults. Many of them are falling prey to social media addiction,” the Chief Minister said.

According to NDTV, the proposal follows growing concerns about excessive screen time affecting teenagers’ academic performance, behaviour and mental health. The state government believes unrestricted smartphone access has fuelled social media obsession and exposed children to harmful content. Officials said formal feedback has been sought to assess how such a restriction could be implemented, including enforcement mechanisms and possible exemptions for academic use.

3 JeM terrorists killed in Kishtwar encounter

Jammu, Feb 22: Three members of the Pakistan-based Jaish-e-Mohammad (JeM) terror outfit were killed in an encounter with security forces in Jammu and Kashmir’s Kishtwar district on Sunday, officials said.

The bodies of all the slain terrorists were charred beyond recognition as the mud house they were hiding in caught fire during the gunfight, they said, adding that preliminary assessments by security agencies suggest that one of the deceased is Saifullah, a notorious JeM commander.

He had reportedly infiltrated into Jammu and Kashmir nearly five years ago and had since remained active in the region, allegedly masterminding several deadly attacks on security forces, including one in July 2024 that left four soldiers dead.

Saifullah had escaped a number of encounters in the past.

The officials said the body of the third terrorist, along with a weapon, was retrieved from the gutted hideout of the ultras in the evening.

Earlier, Northern Army Commander Lieutenant General Pratik Sharma complimented the White Knight Corps troops for their “swift and precise” action to neutralise the terrorists.

“The Army Commander commends the commanders and troops on ground for their persistence in challenging terrain and weather conditions. Northern Command remains committed to ensuring a terror-free Jammu and Kashmir,” the Army said in a post on X.

The terrorists were neutralised during the “Trashi-I” operation in the general area of Passerkut in the Chatroo belt and two AK-47 rifles, along with ammunition, seized.

“Pursuant to credible intelligence inputs collated from J-K Police, IB (Intelligence Bureau) and own intelligence sources, a deliberate joint operation was launched in the Kishtwar region under operation Trashi-I to track and neutralise terrorists operating in the area.

“Following successful contact established earlier, troops of CIF (Counter-Intelligence Force) Delta, in close coordination with police and CRPF, re-engaged the terrorists today at approximately 11 am in challenging terrain,” the White Knight Corps said in a post on X.

Displaying tactical precision, seamless synergy and resolute aggression, the troops dominated the encounter site, the Army said.

“The hunt continues — those who seek to disturb peace will find no sanctuary,” it added.

Sharing preliminary information, the officials said the terrorists were hiding inside a mud house on the foothills and opened fire on the approaching search parties, leading to an intense gunfight.

The mud house caught fire during the gunfight and was gutted.

The charred bodies of the terrorists were retrieved from the scene and efforts are on to identify them, the officials said, adding that the intelligence inputs had suggested the presence of Saifullah and two of his associates, both Pakistani nationals.

The Chatroo forest belt has witnessed nearly half-a-dozen gunfights between terrorists and security forces since January 18, resulting in the killing of a soldier and a Pakistani terrorist. While the soldier lost his life on January 18, the terrorist was eliminated on February 4.

With the killing of the three terrorists on Sunday, a total of seven JeM ultras have been eliminated by security forces in separate encounters in the Jammu region this year. Earlier, two terrorists were killed in the Ramanagar forest in Udhampur on February 4 and one was neutralised in Parhetar village of Kathua on January 23.

Meanwhile, a truck driver was detained for questioning after some Pakistani contact numbers were found on his mobile phone during checking at the Pangdour chowk in Samba district late on Saturday evening.

The truck was on its way to Kashmir when police stopped it at a checkpoint and found several Pakistani numbers on the driver’s phone, the officials said, adding that further investigation is on.

New Delhi, Feb 22: Prime Minister Narendra Modi announced on Sunday that a statue of British architect Edwin Lutyens, which has stood in Rashtrapati Bhavan, will be replaced by a statue of C Rajagopalachari, the first Indian governor-general of independent India.

During his monthly radio address, ‘Mann Ki Baat’, Modi noted that, unfortunately, even after independence, statues of British administrators remained in the Rashtrapati Bhavan, while those of India’s great leaders were not honoured with a place there.

However, the country is moving away from symbols of colonial rule and is beginning to embrace symbols of Indian culture, the prime minister stated.

“A statue of British architect Edwin Lutyens also stood in Rashtrapati Bhavan. Now, this statue will be replaced by a statue of Rajaji (C Rajagopalachari),” he said.

Modi mentioned that during the ‘Azadi Ka Amrit Mahotsav,’ he had discussed the ‘Panch-Pran’ from the Red Fort, highlighting the importance of freeing oneself from the mentality of slavery.

Affirming that the Rashtrapati Bhavan is taking a significant step forward in this regard, he announced that the ‘Rajaji Utsav’ will be celebrated on February 23, during which the statue of C Rajagopalachari will be unveiled in the central courtyard of Rashtrapati Bhavan.

“Rajagopalachari was among those who saw power not as a position but as a service. His conduct, self-restraint, and independent thinking in public life inspire us even today,” the prime minister said.

Additionally, an exhibition on Rajagopalachari will take place during the Rajaji Utsav, running from February 24 to March 1. “Do pay a visit there, to have a look, whenever possible,” Modi said.

Edwin Lutyens, in collaboration with Sir Herbert Baker, designed several monumental buildings in New Delhi, including Rashtrapati Bhavan, North Block, South Block, and India Gate.

In recognition of his contribution, a part of New Delhi is also known as ‘Lutyens’ Delhi’.

The officials said war-like stores, including two AK-47 rifles, were also recovered from the site.

An encounter broke out in the general area of Passerkut in Chatroo belt around 10:30 am, prompting joint parties of Army, police and CRPF to launch a search operation after they received information about the presence of two Pakistani terrorists affiliated with the prescribed Jaish-e-Mohammad, they said

The terrorists, hiding inside a mudhouse on the foothills of a hill, opened fire on the approaching troops, leading to an intense gunfight.

One terrorist has been killed in the ongoing operation so far, the officials said.

The Chatroo forest belt witnessed nearly half a dozen gunfights between terrorists and security forces last month, resulting in the killing of a soldier and a terrorist.
