Teenager injured in suspected landmine blast in Poonch

Jammu, Feb 11: A 16-year-old boy was injured in an explosion believed to have been caused by a rusted landmine that had drifted into a stream in Jammu and Kashmir’s Poonch district on Wednesday, officials said.

Bilal Ahmad, a resident of Banpath village, was loading sand into a tractor at Battar Nallah when the blast occurred around 4.30 pm, they said.

Preliminary investigation suggested that the blast was caused by a landmine that had washed into the water body and got detonated while the boy was working after being hit by the spade, leaving him injured, the officials said.

Locals rushed to the spot immediately after hearing the blast and shifted the injured boy to district hospital for treatment, they said.

Police and other security personnel reached the site soon after the incident and cordoned off the area, the officials said, adding a search operation was launched to check for the presence of any other unexploded devices in and around the nallah.

PDP MLA seeks fast-tracking of AIIMS in Kashmir; raises healthcare, reservation issues

Jammu, Feb 12: PDP MLA Waheed-ur-Rehman Parra on Wednesday raised concern over the delays in the completion of an AIIMS in the Kashmir Valley and flagged several issues related to healthcare infrastructure, private clinics’ registration and the reservation policy in Jammu and Kashmir.

Participating in a discussion in the Assembly on grants for education, social welfare and health, Parra said these are sectors crucial for human development, which require urgent attention amid the growing demand and existing constraints.

“The completion of AIIMS Awantipora, which caters to the Pulwama-Challar belt, would significantly improve the overall healthcare sector in south Kashmir and Srinagar.

“Last year, the status of AIIMS Awantipora was 70 per cent and it remains the same even today. There has been considerable cost escalation.

“If the government personally monitors the project, it will bring significant changes in Pulwama and benefit the entire south Kashmir,” Parra said.

The PDP legislator also said that despite earlier assurances and meetings convened by the petition committee, the progress of the project appeared slow and required close monitoring.

He also reiterated the demand for MRI facilities at the district hospital in Pulwama, saying the hospital witnesses heavy patient footfall amid staff shortages.

Parra also demanded the establishment of a community health centre (CHC) in the Khan Medical Block under centrally-sponsored schemes, urging the government to take up the matter with the Union government.

He also said that permanent registration of more than 3,000 private clinics in Jammu and Kashmir has been pending for the past two years.

“Earlier, private clinics used to receive annual registrations, but permanent registration is necessary as these are already supporting the healthcare system where government facilities are inadequate,” he said.

Parra also flagged issues related to the reservation policy, claiming that the current system created an imbalance in opportunities.

“Sixty per cent of the population is getting 40 per cent of the opportunities, while 40 per cent of the population is getting 60 per cent of the opportunities. This imbalance affects education, employment and future prospects,” he claimed.

The PDP MLA also urged the J-K government to keep two orders (SRO 305 and SRO 176), which implement the new reservation policy, in abeyance till the Cabinet committee report is finalised and issues related to caste census and related metrics are resolved.

Keeping the order in social welfare in abeyance temporarily would help address public anxiety and restore balance in opportunities, Parra said.

‘Governance is a moral contract’: Shashi Tharoor

New Delhi, Feb 11: In a thought-provoking keynote at the 24th edition of Reimagining Governance: Discourse for Excellence (RGDE), Dr Shashi Tharoor urged public institutions to rethink governance as a moral responsibility anchored in dignity, trust and courage.

The session marked the second anniversary and conclusion of Season One of RGDE, an institutional dialogue platform of the Employees’ Provident Fund Organisation (EPFO), hosted under the aegis of the Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS). Central Board of Trustees members, officers from EPFO’s field and zonal offices across India, and officials from the Ministry of Labour and Employment joined the commemorative session.

Governance Beyond Compliance

Dr Tharoor described governance as “a moral contract between the State and its people,” stressing that transparency, accountability, participation and rule of law must operate alongside efficiency and empathy.

He cautioned against confusing digitisation with reform. “We must not merely digitise inefficiency; we must redesign it,” he said, advocating sustained Government Process Re-engineering and simplification of procedures.

Highlighting a paradox of modern administration, he observed that even in an age of vast digital capability, citizens are often repeatedly asked to prove identity and eligibility. Governance, he suggested, must move toward integration and seamless service delivery that spares citizens avoidable procedural hardship.

Grievance redressal systems, he said, are not favour-granting platforms but instruments of democratic respect. Public service delivery must be rooted in dignity, empathy and institutional trust.

He also emphasised the need for scientific temperament in governance, evidence-based policy, data-driven review and reasoned judgment while cautioning that knowledge without ethics risks distancing institutions from the people they serve.

His concluding line resonated strongly: “When governance becomes truly just, citizens cease to feel governed; they begin to feel cared for.”

Ideas to Action

Launched on Good Governance Day in December 2024, RGDE was conceived as a reflective forum to examine governance beyond routine compliance. Over two years, its conversations have translated into institutional outcomes within EPFO, including the “Compassion in Governance” module inspired by Nobel Laureate Kailash Satyarthi, process simplification exercises drawing from public policy discussions, strengthened ethics training, and a forthcoming joint diploma programme in Labour Law and Social Security in collaboration with Gujarat National Law University.

Central Provident Fund Commissioner Ramesh Krishnamurthy reaffirmed EPFO’s commitment to citizen-centric and technology-enabled service delivery. Kumar Rohit, Director PDUNASS, highlighted how RGDE has strengthened ethical capacity and reflective leadership within the organisation.

The session concluded with an interactive exchange moderated by Uttam Prakash, Regional PF Commissioner and curator of RGDE. In a lighter moment, when asked whether Artificial Intelligence might one day replace politicians, Dr Tharoor quipped that while AI can process data and analyse trends, it cannot replicate human judgment, moral choice or democratic accountability — drawing appreciative laughter from officers nationwide.

With this anniversary session, RGDE formally concludes Season One. Season Two is expected to return with renewed design and deeper engagement, continuing the effort to strengthen governance that is accountable, technologically capable and fundamentally humane.

Srinagar, Feb 11: Inspector General of Police (IGP), Kashmir Zone V. K. Birdi today chaired a high-level joint security review meeting at Police Control Room Kashmir in view of forthcoming important events.

The meeting was attended by senior officers of J&K Police, Intelligence Agencies, Army, Railways and Central Armed Police Forces deployed in the Kashmir Zone.

IGP Kashmir reviewed the prevailing security situation and took stock of preparedness and coordination measures put in place for the upcoming events. Emphasis was laid on effective intelligence sharing, inter-agency coordination and sustained public cooperation to maintain peace and security.

District Police Chiefs were directed to intensify market checking drives in coordination with the Civil Administration to curb hoarding, black marketing and overpricing of essential commodities. District heads were also instructed to enhance community engagement to ensure smooth conduct of religious and public events.

In view of the anticipated increase in tourist footfall, enhanced security measures were ordered at tourist destinations. Security of railway stations and tracks was reviewed, with directions for intensified patrolling, surveillance and preventive measures, including awareness initiatives to avert mishaps. Security arrangements along the National Highway were also reviewed and directions issued for further strengthening.

IGP Kashmir directed all officers to remain vigilant, strengthen intelligence and response mechanisms, and ensure close coordination for the smooth and peaceful conduct of forthcoming events across the Kashmir Valley.

Jammu, Feb 11: DIG Shridhar Patil today chaired a security review meeting to ensure a safe and secure environment at the tourist destinations across the Doda-Kishtwar-Ramban range in Jammu and Kashmir in view of increasing tourist footfall, officials said.

The meeting was aimed to assess and strengthen the overall security framework for ensuring safety of the tourists, they said.

Officers from the district police and the Central Reserve Police Force (CRPF), who participated in the meeting, held detailed discussions on the effective implementation of the standard operating procedures (SOPs), enhancement of access control and surveillance measures, and improving coordination among security agencies deployed at key tourist locations.

The meeting also emphasised updating contingency plans and conducting mock drills to strengthen preparedness and response capabilities.

The DIG directed all concerned officers to implement the security measures in a coordinated and time-bound manner to maintain high alertness and operational readiness to deal with any emergent situation, the officials said.

Search operation underway in J&K’s Doda

Jammu, Feb 11: Security forces on Wednesday launched a search operation following information about suspicious movement of three persons in a remote area in Doda district of Jammu and Kashmir, officials said.

The cordon and search operation was launched in Katasoo and Donadi in Thathri area by a joint party of special operations group (SOG) and troops of Rashtriya Rifles this morning, the officials said.

They said the search operation is underway but so far there was no contact with the suspected persons who were seen moving in the area before dawn.

Driving licences of 70 accused cancelled in NDPS cases: DC Srinagar

Srinagar, Feb 11: Deputy Commissioner Srinagar Akshay Labroo on Wednesday said that the district administration has revoked nearly 70 driving licences of individuals found involved in NDPS cases, asserting that stringent action against drug peddling will persist.

The DC said the decision was taken by the District Level Committee in coordination with District Police Srinagar and allied departments, particularly the Transport Department. He stated that anyone found involved in NDPS-related offences will face legal cancellation and disqualification of their driving licence.

The Deputy Commissioner said the step is aimed at sending out a strong deterrent message, urging youth and the general public to stay away from drug-related activities.

He further added that the district administration, in close coordination with police and health teams, is committed to intensifying its crackdown and adopting strict measures to curb the drug menace in the district. — (KNC)

Official figures show disparity in reserved category certificates issued in Kashmir and Jammu

Srinagar, Feb 11: Official data presented by the Jammu & Kashmir Government in the Legislative Assembly on Wednesday revealed a disparity between Kashmir and Jammu across all seven categories of reserved population.

In response to a cut motion moved by Peoples Conference president Sajad Gani Lone, the Jammu & Kashmir Government revealed that the Jammu region holds over 92.5 percent share in Scheduled Tribe category certificates, while Kashmir accounts for just 7.4 percent.

Of the total 749970 Scheduled Tribe (ST) certificates issued, 693781 were granted in Jammu and only 56189 in Kashmir.

The disparity is sharper in the Scheduled Caste (SC) segment, as more than 98 percent of such certificates were issued in Jammu division, while only 1.24 percent were issued in Kashmir. Out of 141419 SC certificates, 139664 were issued in Jammu and 1755 in Kashmir.

The share of Jammu is 50.5 percent in the Reserved Backward Area (RBA) category, while that of Kashmir is 49.4 percent. Out of 100848 certificates issued in this category, 50982 were granted in Jammu and 49866 in Kashmir.

In the Actual Line of Control (ALC) category, 93.6 percent of certificates were issued in Jammu and 6.3 percent in Kashmir. Out of 7,192 certificates issued under this category, 6,732 were issued in Jammu and 460 in Kashmir.

All 6,732 International Border (IB) certificates were issued in the Jammu division.

In the Other Backward Classes (OBC) category, Jammu holds a 59.8 percent share, while Kashmir accounts for 40.2 percent.

According to the data, 78324 certificates have been issued in Jammu under this category and 52652 in Kashmir. —(KNO)

Jammu, Feb 11: Chief Minister Omar Abdullah on Wednesday expressed regret over his alleged remarks in the Legislative Assembly, saying he did not intend to hurt anyone, even as BJP legislators continued their protest inside the House.

Speaking in the Assembly, the Chief Minister Omar said, “I regret my remarks if they have caused any hurt. My comments were directed at them and not at their family members. However, their field commander (referring to LoP Sunil Sharma) went to the extent of dragging my late grandfather into the matter while leaving.”

Earlier, BJP MLAs termed the reported comment as inappropriate and against the dignity of the House. Raising slogans inside the Assembly, the members demanded that the Chief Minister withdraw the remark and tender an apology, leading to a brief walkout.

The BJP legislators later returned to the House and reiterated their demand for an apology. “Let the CM come forward and say that it was a slip of tongue, express regret, and apologise,” they said. Despite the noisy scenes and continued protests, the proceedings of the House continued. — (KNC)

Govt rules out 5-Marla land allotment for border residents

Srinagar, Feb 11: The Jammu and Kashmir Government on Wednesday ruled out any plan to provide five marlas of land to residents living in border areas.

The clarification came in response to a query by MLA Dr Rajeev Kumar Bhagat, who asked whether the government intended to allot land at safer locations for border residents.

The Minister Incharge Revenue stated that no such proposal is currently under consideration—(KNO)
