Ready to step down if Sangh asks me to do so: Bhagwat

Ready to step down if Sangh asks me to do so: Bhagwat

Mumbai, Feb 08: RSS chief Mohan Bhagwat on Sunday said the Sangh had asked him to continue working despite his age, while stressing that he would step down from the post whenever the organisation directs him to do so.

He also said that the person heading the Sangh will always be a Hindu, irrespective of his caste, with the top post going to the best available candidate.

“There is no election to the post of RSS chief. Regional and divisional heads appoint the chief. Generally, it is said that after turning 75, one should work without holding any post,” Bhagwat said.

He was responding to questions during an interactive session with attendees here at a programme to mark the Rashtriya Swayamsevak Sangh’s (RSS) centenary.

“I have completed 75 years and informed the RSS, but the organisation asked me to continue working. Whenever the RSS asks me to step down, I will do so, but retirement from work will never happen,” he said.

The RSS does not have community-based representation, and volunteers rise through ranks based on their work, Bhagwat said, adding that the RSS chief has to be a Hindu, irrespective of caste.

He pointed out that when the RSS was founded, its work began in a Brahmin-dominated community and hence, most of its founders were Brahmins, which led to the organisation being labelled as a Brahmin outfit at the time.

People always look for an organisation that has representatives from their community, he said.

Bhagwat said he could not give a definite answer on whether the Sangh head would be from the SC or ST background, as the decision rests with those who appoint the chief.

“If I were to choose a chief, I would go by the ‘best available candidate’ criterion. When I was appointed RSS chief, there were many best candidates, but they were not available. I was the one who could be relieved from duties and appointed,” he said.

He said that to belong to the Scheduled Caste or Scheduled Tribe communities is not a disqualification, and neither is being a Brahmin a qualification to become the RSS chief.

The RSS chief further said situations could be supportive or adverse, and there was no need to dwell excessively on them.

“What we need to think about is finding solutions rather than focusing on problems. As long as truth does not come forward, illusion remains effective,” he added.

In a lighter vein, Bhagwat said the organisation “extracts work till the last drop of blood from its volunteer” and maintained that there had not yet been a situation in the RSS’s history where someone had to be retired.

Bhagwat said the Sangh’s work was about inculcating “sanskar” (values) and not about campaigning.

“We have lagged behind in promoting ourselves. Excessive campaigning leads to publicity and then arrogance. One needs to protect oneself from it. Publicity should be like rainfall, adequate in timing and quantity,” he said, adding that the RSS was carrying out outreach initiatives.

Bhagwat further said that English would never be the medium of communication in RSS functioning, as it was not an Indian language. “We want to work with Indians. Wherever English is necessary, we use it. We are not averse to it,” he said.

He said people should be able to speak English in such a manner that native English speakers would be willing to listen. “We should master English, but that does not mean we forget our mother tongue,” Bhagwat said.

Recalling a similar interaction in Bengaluru, he said representatives from several southern states could not understand Hindi, and he had responded to their queries in English.

He added that while interacting with the Indian diaspora abroad, communication was done either in Hindi or the mother tongue, depending on whether they were from English-speaking or non-English-speaking countries.

Asked about the work of Sangh volunteers in Muslim communities despite resistance, Bhagwat said that if both sides oppose each other, there would only be confrontation, and no work can be done.

He asserted that the RSS does not target any caste or community but works geographically.

“If an area has a population of 10,000, we try to work there. Once we spread geographically, all classes and communities will be reached. If you look at the top circle of the RSS, most communities have representation,” he said.

Bhagwat said the RSS believes in exposing corruption and supports anyone fighting against it.

“Our volunteers are told to support those who fight corruption. The RSS is in favour of strict laws and legislation against corruption and will support action against corrupt people,” he said.

He said corruption lies in people’s minds and not in the system.

“There are people who corrupt the system and some who improve it,” he added.

Our stance on terrorism firm, no double standards, no compromise: PM Modi in Malaysia

Kuala Lumpur, Feb 08: Prime Minister Narendra Modi on Sunday said that India’s stance on terrorism is firm — “no double standards and no compromise” — and also stressed that New Delhi will continue to expand cooperation with Malaysia in counter-terrorism, intelligence sharing and maritime security.

Addressing a joint press meet with his Malaysian counterpart, Anwar Ibrahim, in Kuala Lumpur, PM Modi said, “First of all, I thank my friend, Anwar Ibrahim, for this warm welcome. Last year, I was not able come to Malaysia for the ASEAN Summit, but I had promised my dear friend that I would soon visit Malaysia. For my first foreign visit of 2026, I have come to Malaysia.”

Highlighting the “special” India-Malaysia relations, he said, “We are maritime neighbours. For centuries, there have been deep ties between people of our two nations. Today, Malaysia is the second biggest nation in the world that has an Indian-origin population. Our civilisations are connected to shared cultural heritage and democratic values.”

He credited the Malaysian PM for his “significant contributions” in providing a “new pace” to the India-Malaysia ties in the past few years.

“Our cooperation in energy, infrastructure and manufacturing has strengthened. Mutual investment has also increased in the digital economy, biotech and IT. Tourism and people-to-people ties have also deepened. By drawing inspiration from these achievements, we have decided to bring in unprecedented speed and depth in our partnership,” PM Modi said.

The Prime Minister further mentioned that the security cooperation between the two nations will be further enhanced by strengthening the cooperation in counter-terrorism, intelligence sharing and maritime security.

“We will also make defence cooperation more comprehensive,” he said.

Along with AI and digital technologies, he said that India and Malaysia will further advance the partnership in semiconductor, health and food security.

“The CEO forum organised today has thrown open new opportunities for trade and investment. We will pave a path to economic transformation through strategic trust,” he said.

On terrorism, PM Modi said, “We will continue to support all peacekeeping efforts. However, our stance on terrorism is very firm — no double-standards and no compromise. I appreciate your (Malaysian PM Ibrahim) commitment to enhancing India-Malaysia ties. I hope that together we will continue to work towards achieving the resolutions of Prosperous Malaysia and Viksit Bharat.”

PM Modi called the Indian diaspora living in Malaysia a “living bridge” between the two nations.

“Yesterday, I received the opportunity to meet the Indian diaspora living in Malaysia. With his presence, my friend PM Anwar Ibrahim enhanced the prestige of this event. This living bridge of 30 lakh people is a major power. Measures taken for their welfare provide a humanitarian focus to our relations,” he said.

He also mentioned that steps like the Social Security Agreement for the protection of Indian workers in Malaysia, and a gratis e-visa, as well as a UPI digital interface for tourism in Malaysia, will “simplify the lives of citizens of both nations”.

“Any partnership succeeds when the benefit reaches people directly,” the Prime Minister said.

PM Modi highlighted the interest in the Tamil language in Malaysia and said, “Shared love for the Tamil language also connects India and Malaysia. In Malaysia, the strong and living presence of Tamil can be seen in education, media and cultural life. I am confident that with today’s Audio Visual Agreement, film and music, especially Tamil films, will bring our hearts closer.”

Emphasising that the Indo-Pacific region is emerging as a “hub of global growth”, the Prime Minister said, “We are committed, along with ASEAN, to development, peace, and stability across the Indo-Pacific. India gives priority to ASEAN centrality.”

“I once again congratulate Malaysia on its successful ASEAN leadership. With the support of friendly countries like Malaysia, India will further strengthen its ties with ASEAN. We agreed that the review of the ASEAN-India trade agreements should be completed soon,” he added.

Earlier in the day, both leaders held delegation-level talks, discussing ways to enhance bilateral ties across several sectors, including defence and security.

PM Modi accorded a ceremonial welcome at Perdana Putra in Putrajaya.

PM Modi’s visit is being seen as a significant step toward further deepening the enduring friendship between India and Malaysia, rooted in mutual trust, shared values and common aspirations for the future.

Devyani Rana makes maiden address in J&K Assembly, recalls father’s legacy

Devyani Rana makes maiden address in J&K Assembly, recalls father’s legacy

Jammu, Feb 7: Bharatiya Janata Party (BJP) MLA from Nagrota Devyani Rana on Saturday announced her arrival as a sagacious politician-in-making and carrying forward legacy of her illustrious late father, Devender Singh Rana, in the J&K Legislative Assembly with her maiden address.

She stepped into her father’s shoes gracefully and vigorously, with a sound footing of statistics as she pleaded the cause of her electorate.

Devyani was participating in the general discussion on the budget for the year 2026-27 presented by the Chief Minister on February 6, 2026.

As soon as the Speaker, Abdul Rahim Rather, announced her name as the next participant in the debate, the MLAs from both the treasury and opposition benches cheered her with thumping desks. The chair too asked all the legislators to welcome and encourage her.

“I rise today with a heart that is both heavy and hopeful. This is my maiden address in this august House.” As she uttered these words to begin her address, the MLAs cutting across the party lines yet again applauded her with thumping of desks.

In the very next sentence, she poignantly remembered her father, yet with a resolve to keep his proud legacy to serve the people alive by addressing their concerns with utmost sincerity.

“Today I speak as a representative of the proud people of the Nagrota constituency. I begin by paying my most reverential homage to my father and the legislator par excellence – Devender Singh Rana Sahib – a leader who had been elected with the highest margin in this assembly in 2024; a man whose bond with the people was not transient or transactional but was perpetual and transcendent and whose life was cut cruelly short soon after the mandate was bestowed upon him. His absence is deeply personal to me and the people of Nagrota constituency,” Devyani stated.

Maintaining her momentum, she said, “But his (Devender Singh Rana’s) ideas, his unwavering commitment to public service continue to guide my every step. I stand here today not merely to occupy the seat but to honour a legacy and to serve my Nagrota constituency, my Nagrota family with the same sincerity and resolve as Rana Sahib would have.”

At the outset, she also placed on record her appreciation for the Union Finance Minister Nirmala Sitharamanji for allocation made to the Union Territory of Jammu and Kashmir an outlay of Rs 43,290 Cr for the year 2026-27, an increase of nearly Rs 2000 Cr over the current financial year.

Shifting her focus to the J&K’s annual budget, Devyani guided the House’s attention towards the Disaster Management, Relief and Rehabilitation Department (DMRRD).

“The capital expenditure Budget Estimates (BE) for the year 2025-26 stood at Rs 719 Cr. The Revised Estimates (RE) for 2025-26 were slashed to Rs 448 Cr, a startling steep reduction of Rs 271 Cr. Subsequently, in the BEs for 2026-27, the allocation further declined to Rs 350.76 Cr, which is almost half of what was estimated in the budget last year. Ironically, this contraction comes in a year marked by unprecedented and incessant rainfall that devastated rural areas, especially in the Nagrota constituency,” she expressed her dismay.

She pointed out that in her constituency only, a 3-year-old girl child Mahi from Shwap Panchayat died in a landslide incident while 28-year-old Shamsher Ali swept away in fast currents of water.

“These names are not just from the Nagrota constituency. These names represent the lives lost in the devastation that spanned the Jammu division. J&K is an earthquake prone, landslide prone, flood and fire-prone Union Territory. This is an established fact. We have lived through these realities. Preparedness is a moral imperative. So, we invest more and decisively in resilient infrastructure, structural upgrades, restoration of damaged public assets, early warning systems, flood management, drainage network and the philosophy of build-back and build-better,” she stated.

Another significant issue, she focused on, was equity and transparency in resource distribution.

“We know that when Jammu faced an unprecedented flood-like situation, many lives were lost, bridges were damaged, roads swept away or caved in, houses collapsed; our children were stranded in the houses, colleges and various other places. Boats and helicopters were pressed into service to evacuate. We also know that the trucks loaded with apples were also stranded at Jammu Srinagar National Highway (NH 44) which led to substantial damages to our traders,” MLA Nagrota stated.

Robustly pleading the cause of Nagrota and the entire Jammu region, she said, “We are not saying that you should not count on losses incurred against loss of apple boxes. We are only saying that loss on account of apple boxes pales before houses lost, land subsidence rendering many homeless. There can be no comparison between the lives lost in the Jammu region and damages on account of perished apple boxes.”

She pointed out, “We must acknowledge that the principles of equity must be applied especially in the areas that have faced most losses and that need to be equitably rebuilt to save that from any future disaster.”

Turning to the sector of education, which she described as “the great equalizer and the bedrock of any progressive society”, Devyani noted that under education, the capital expenditure RE for 2025-26 was Rs 1163.72 Cr yet for 2026-27, the budget estimates have been reduced to Rs 969.97 Cr.

“This is an admission by numbers alone that we intend to spend Rs 193.75 Cr less on education than we are set to in this fiscal year. If the schools are closed or merged, how the children from poor strata will rise. Under education, the revenue expenditure the revised estimates for the 2025-26 were Rs 12094.3 Cr while the budget estimate for the year 2026-27 is Rs 12018.75 Cr, reflecting a reduction of Rs 75 Cr,” she said, with statistics.

In the same breath, she threw a poser, “Given this fiscal fact, are we adequately prepared to fill vacancies across the education sector through fresh recruitment of teachers and lecturers. It also raises serious doubts about the consideration of recruitment of sanitation workers and guards in the school.”

Devyani described the situation in the Power Development Department also as “deeply concerning”, while highlighting a staggering reduction in its budget in 2026-27.

She welcomed the announcement of free-bus services for differently abled people in the budget. “But are buses adequately equipped with ramps and access mechanisms?” she asked.

Devyani stated that mere repackaging of central schemes was not enough.
