Trump signs executive order launching US-wide drug recovery initiative

Washington DC, Jan 30: US President Donald Trump on Thursday signed an executive order launching a nationwide effort to address drug addiction, announcing a government-wide programme to strengthen recovery, treatment, and prevention measures across the country.

Speaking from the Oval Office alongside Health and Human Services Secretary Robert F. Kennedy Jr., Trump said the initiative would bring together efforts across federal, state and local governments as well as the private sector.

“The Great American Recovery Initiative will bring together federal, state, local and private sector resources to support addiction recovery, treatment and prevention, and it will help mobilize the full resources and authority of the federal government to help stop this tremendous plague,” the president said.

According to a White House fact sheet, the order establishes a “White House Great American Recovery Initiative,” which will advise federal agencies on directing grants to support addiction recovery and increasing awareness around drug dependence, while guiding departments on integrating programmes focused on prevention, early intervention, treatment, recovery support and re-entry.

The initiative will be co-chaired by Health and Human Services Secretary Robert F. Kennedy Jr. and Kathryn Burgum, the spouse of Interior Secretary Doug Burgum. A White House official said Kathryn Burgum, who has spoken publicly about her own recovery journey, was expected to attend Trump’s announcement of the programme.

The move comes amid continued concern over overdose deaths in the US. CNN reported that fatalities surged during the COVID-19 pandemic, driven largely by fentanyl, although Centers for Disease Control and Prevention data show deaths have declined since 2022 and recently returned to pre-pandemic levels. Despite the drop, more than 70,000 people in the US died from overdoses in the past year.

CNN also cited survey data from the Substance Abuse and Mental Health Services Administration showing that in 2024, around 17 per cent of Americans aged 12 and older — more than 48 million people — were living with a substance use disorder, a proportion that has remained relatively steady in recent years.

Federal funding for addiction recovery is overseen by the Substance Abuse and Mental Health Services Administration, and earlier this month, the Trump administration reversed plans to cut approximately USD 2 billion from mental health and addiction treatment programmes administered by the agency.

Government figures cited by the White House showed that in 2024, more than 74 per cent of adults who believed they had problems with drugs or alcohol considered themselves to be in recovery or recovered. The data also indicated that among 40.7 million adults with a substance use disorder who did not receive treatment, 95.6 per cent did not recognise they needed help.

The administration said the initiative forms part of broader efforts to coordinate resources nationwide and strengthen public health responses, alongside a wider White House campaign targeting alleged drug trafficking networks in the Caribbean and eastern Pacific.

Israel returns Palestinian bodies, official says, marking last exchange between Israel and Hamas

Deir al-Balah, Jan 29: Israel turned over the bodies of 15 Palestinians on Thursday, just days after recovering the remains of the last Israeli hostage, a Gaza Health Ministry official said.

This marks the last hostage-detainee exchange between Israel and Hamas carried out as part of the first phase of the US-brokered ceasefire reached in October.

The Red Cross said it helped facilitate the return of the bodies. They were taken to Shifa Hospital in Gaza City, said Zaher al-Wahidi, a spokesperson at the health ministry.

The return of all remaining hostages, living or dead, had been a key part of the first phase in the ceasefire that paused the war.

Israel agreed to return 15 Palestinian bodies for each hostage recovered, according to the ceasefire terms. It’s unclear if the bodies released Thursday were of Palestinian detainees who died in Israeli custody or bodies taken from Gaza by Israeli troops during the war.

Israel has released roughly 2,000 Palestinian prisoners under the ceasefire deal, many who were seized by Israeli troops during the two-year war and held without charge. It also has released the bodies of 360 Palestinians back to Gaza, where officials have struggled to identify them.

The Gaza health ministry, part of the Hamas-run government, has posted photos of the deceased for families to identify. Of the bodies handed back by Israel, about 100 have been identified by families, al-Wahidi said.

On Monday, Israel announced that it found and identified the remains of the last Israeli hostage, police officer Ran Gvili, following an extensive search at a cemetery in northern Gaza.

The October 7, 2023, attack on Israel that launched the war killed about 1,200 people and saw 251 taken hostage. Gvili, a 24-year-old police officer known affectionately as “Rani,” was killed while fighting Hamas militants.

The return of his body closed a painful chapter for the country and cleared the way for the next and more challenging phase of the ceasefire, which calls for deploying an international security force, disarming Hamas, pulling back Israeli soldiers and rebuilding Gaza.

Deaths from strikes in Gaza nears 500 since the ceasefire began

While US envoy Steve Witkoff announced the launch of the second phase of the ceasefire deal earlier this month, Israeli fire and strikes continue to kill Palestinians across Gaza almost daily.

Israeli fire killed two Palestinians on Thursday in southern Gaza’s Khan Younis area, according to Nasser hospital, where the bodies were taken. Health officials said that the two men were killed in areas that are not Israeli-controlled.

Another Israeli strike in central Gaza killed one Palestinian and wounded others, according to Al-Aqsa martyrs hospital, where the casualties were taken.

The Gaza Health Ministry said some 492 Palestinians have been killed since the ceasefire. It does not distinguish between civilians and combatants in its figures. The ministry maintains detailed casualty records that are seen as generally reliable by UN agencies and independent experts.

The Israeli military has said that some of those killed in recent months were along the ceasefire line that splits Israeli-held areas and most of Gaza’s Palestinian population, and that it has targeted those posing a threat to its troops.

Border crossing between Gaza and Egypt could open soon

For Palestinians separated from their families by the war and the tens of thousands of people outside Gaza seeking to return home, the opening of the Rafah crossing along the border with Egypt can’t come soon enough.

The crossing is expected to open soon, Israeli officials have said, but how many people will be allowed to enter and leave Gaza remains unclear.

Preparations are underway to allow the departure of a limited number of medical evacuees who were wounded in the war and need to travel abroad for medical care.

But Israel Prime Minister Benjamin Netanyahu has said the crossing will not be open to goods for now. The crossing, Gaza’s main gateway to the outside world, has been largely closed since May 2024.

Sopore, Jan 29: In a significant move aimed at strengthening the healthcare delivery system in the Sopore constituency, MLA Sopore, accompanied by senior officials from the Directorate of Health Services, Kashmir, carried out a comprehensive inspection of several major health institutions, including Sub-District Hospital (SDH) Sopore, District Tuberculosis Hospital Sopore, Nursing College Sopore, and multiple Non-Communicable Disease (NCD/NTPC) centres functioning across the constituency.

The visit was part of a broader review exercise to assess the condition of healthcare infrastructure, availability of doctors and paramedical staff, patient care services, and the readiness of institutions to meet the growing medical needs of the population. The MLA conducted a detailed round of various hospital units, including emergency wards, outpatient departments, diagnostic sections, and patient care units to evaluate on-ground facilities.

India to host 2nd India-Arab Foreign Ministers meet on January 31

New Delhi, Jan 29: India will host the 2nd India-Arab Foreign Ministersí Meeting (IAFMM) on Saturday, January 31, 2026, marking a significant step in strengthening its engagement with the Arab world, the Ministry of External Affairs (MEA) said.

The meeting would be co-chaired by India and the United Arab Emirates, and would be attended by foreign ministers from member states of the League of Arab States (LAS), along with the Secretary General of the Arab League.

The foreign ministersí meeting would be preceded by the 4th India-Arab Senior Officialsí Meeting (SOM) on January 30.

The upcoming meeting comes after a gap of nearly a decade, with the inaugural India-Arab Foreign Ministersí Meeting having been held in 2016 in Bahrain.

During the first meeting, the two sides identified five priority areas of cooperation ñ economy, energy, education, media and culture – and outlined initiatives across these sectors. The second meeting is expected to build on that framework by further expanding and deepening cooperation. The India-Arab Foreign Ministersí Meeting is the highest institutional mechanism guiding Indiaís partnership with the Arab world.

The framework was formalised in March 2002 through a Memorandum of Understanding (MoU) between India and the League of Arab States to institutionalise dialogue.

A Memorandum of Cooperation establishing the Arab-India Cooperation Forum was later signed during the visit of then Arab League Secretary General Amre Moussa to India in December 2008, and revised in 2013 to strengthen its organisational structure.

India currently holds observer status in the Arab League, a pan-Arab body comprising 22 member states across North Africa and the Middle East.

This will be the first time India is hosting the India-Arab Foreign Ministersí Meeting in New Delhi, with all 22 Arab countries expected to be represented by foreign ministers, other ministers, ministers of state and senior officials, along with representatives of the Arab League.

Meanwhile, foreign ministers and senior officials from 20 Arab countries have already confirmed their participation, and dignitaries have begun arriving in the capital.

Welcoming the visiting Palestinian foreign minister, MEA spokesperson Randhir Jaiswal said in a post on X, ìWarm welcome to the Minister of Foreign Affairs and Expatriates of the State of Palestine H E @VarsenAghShahin, as she arrives in India to participate in the 2nd India-Arab Foreign Ministersí Meeting. The visit reaffirms Indiaís partnership with the people of Palestine and the Arab world.î

In another post, Jaiswal welcomed Sudanís foreign minister, saying, ìDelighted to welcome H E Mohieldin Salim Ahmed Ibrahim, Minister of Foreign Affairs and International Cooperation, Republic of Sudan, for the second India-Arab Foreign Ministersí Meeting. The visit will further strengthen people-to-people ties between India and Sudan.î

According to the MEA, participants include representatives from Palestine, Sudan, Egypt, Djibouti, Algeria, Comoros, Jordan, Kuwait, Yemen, Saudi Arabia, Bahrain, Somalia, Lebanon, Qatar, Syria, Libya, Mauritania, Iraq, and Oman, along with officials from the Arab League.

India has traditionally enjoyed close and friendly relations with the Arab League, with ties dating back centuries through trade, cultural exchanges and diplomatic engagement across the Arabian Sea and overland routes linking India with West Asia. Formed in Cairo in March 1945, the Arab League today comprises 22 member states.

Highlighting the economic dimension, the MEA said India-Arab trade exceeds USD 240 billion, with Arab nations supplying around 60 percent of Indiaís crude oil imports and more than half of its fertiliser requirements.

Cooperation spans sectors including energy, food security, finance, health, education, information technology, renewable energy, and infrastructure. More than 9 million Indians live and work across Arab League countries, playing a vital role in strengthening people-to-people ties and economic engagement, the ministry said.

JOINT FIGHT AGAINST TERROR

Meanwhile, India and Saudi Arabia held the third meeting of the India-Saudi Arabia Security Working Group in Riyadh, under the Political, Consular, and Security Cooperation Committee of the Strategic Partnership Council, reaffirming their shared commitment to combating terrorism in all its forms. The meeting was co-chaired by Joint Secretary (Counter-Terrorism) in Indiaís Ministry of External Affairs, Vinod Bahade, and Director General of Legal Affairs and International Cooperation at the Saudi Ministry of Interior, Ahmed Al-Eissa.

Both sides strongly condemned terrorism, including cross-border terrorism, and denounced the terrorist attack on civilians in Pahalgam, Jammu and Kashmir, on April 22, 2025, as well as the terror incident near Delhiís Red Fort on November 10, 2025. The two delegations carried out a comprehensive review of ongoing security cooperation and discussed threats posed by terrorist groups at the global level and in their respective regions. They exchanged views on strengthening cooperation to address existing and emerging challenges, including countering extremism and radicalisation, tackling terror financing, preventing the misuse of technology for terrorist activities, and addressing the nexus between transnational organised crime and terrorism. Discussions also covered ways to further enhance bilateral legal, judicial and law enforcement cooperation. It was agreed that the next meeting of the India-Saudi Arabia Security Working Group will be held in India on a mutually convenient date.

Ramban, Jan 29: The Srinagar-Jammu National Highway (NH-44) remained open on Thursday for two-way movement of Light Motor Vehicles (LMVs) while heavy motor vehicles (HMVs) were allowed to ply only one-way towards Kashmir.

Officials said the restriction on heavy vehicles was imposed due to a 20-30 metre single-lane stretch at Kishtwari Pather, where a portion of the road had sunk.

As a result, heavy vehicles were permitted to move only towards Kashmir on Thursday and would operate on an alternate-day basis between Udhampur and Qazigund.

Passengers and LMV operators have been advised to undertake travel during daytime only, as night travel is being discouraged due to the risk of shooting stones, landslides, and ongoing construction work between Ramban and Banihal.

Authorities also cautioned commuters about possible slippery road conditions due to frost formation between Nachlana and the Navyug Tunnel following recent snowfall.

Commuters have been urged to maintain lane discipline, with officials warning that overtaking and wrong-lane driving could lead to traffic congestion.

Earlier in the day, hundreds of LMVs plied on both sides of the highway towards Jammu and Srinagar.

Heavy vehicles carrying essential supplies, including oil tankers and LPG carriers, were allowed to move towards Kashmir.

Subject to fair weather and improved road conditions, LMVs would be allowed from both the Srinagar and Jammu sides.

However, heavy vehicles would be permitted only from Jakhani, Udhampur, towards Srinagar after assessment of the road and traffic situation, and no heavy vehicle would be allowed beyond 2 pm.

The Traffic Control Unit (TCU) Udhampur would coordinate with TCU Ramban before releasing heavy vehicles.

Security forces have also been directed not to move convoys against the traffic advisory, considering the narrow carriageway between Ramban and Banihal, which could lead to congestion.

Meanwhile, the Kishtwar-Sinthan-Anantnag National Highway remained closed for vehicular movement due to snow accumulation.

People have been advised to confirm the latest road status from TCUs at Srinagar, Ramban, Udhampur, and Jammu before undertaking travel.

Vehicular traffic on the highway had been disrupted since January 22 due to rain and snowfall, followed by fresh snowfall on Tuesday.

The all-weather surface link connecting Kashmir with the rest of the country was reopened on Wednesday afternoon, and all stranded traffic between Udhampur and Qazigund was cleared by Wednesday night.

Anantnag, Jan 29: A massive avalanche struck the remote Warwan Valley in Kishtwar district of Chenab Valley on late Wednesday, prompting authorities to warn residents to avoid avalanche-prone areas.

No casualties or damage to property were reported, officials said.

ìThe avalanche descended from a high altitude in the Sukhnoi area amid heavy snowfall in the valley,î an official said.

Authorities advised residents to remain cautious, particularly those living in villages located along foothills.

ìIt has snowed heavily in the isolated twin valleys of Warwan and Marwa. Residents should avoid venturing into vulnerable areas,î the official said.

The only surface road connecting the twin valleys – the Gawran-Margan Top road connecting it with Kashmir remains mostly closed during winter due to heavy snow accumulation at Margan Pass.

The valleys are also not connected to the district headquarters in Kishtwar.

A video circulating on social media captured the moment the avalanche swept through the area, carrying snow and debris downhill.

Earlier Tuesday night, a powerful avalanche struck the tourist resort of Sonamarg in Ganderbal district.

Officials said a large mass of snow rushed towards nearby houses and hotels.

CCTV footage showed snow rapidly engulfing buildings along its path.

No injuries or deaths were reported there either.

The avalanches are part of a continuing spell of harsh weather across J&K.

Over the past two days, higher reaches of the region have received heavy snowfall, while lower areas have seen moderate to light snowfall and rains, disrupting normal life.

A snow avalanche occurs when an unstable mass of snow breaks free from a slope and accelerates downhill, posing serious risks to life and property.

Avalanches can travel at speeds exceeding 320 km per hour.

Authorities have already issued avalanche warnings in several districts in Kashmir and Jammu region.

Indian Navy training squadron concludes Thailand Visit

New Delhi, Jan 29: The visit of the Indian Navy’s First Training Squadron (1TS) to Phuket Deep Sea Port in Thailand concluded on January 28, 2026, with a Passage Exercise (PASSEX) alongside HTMS Huahin, marking the successful culmination of a series of bilateral engagements with the Royal Thai Navy (RTN). The squadron, comprising INS Tir, INS Sujata, INS Shardul and ICGS Sarathi, participated in a range of professional exchanges, training interactions and social engagements during the harbour phase, aimed at strengthening Navy-to-Navy ties between India and Thailand.

Senior Officer of the First Training Squadron, Captain Tijo K. Joseph, along with the Commanding Officers of the visiting ships, called on Vice Admiral Veerudome Muangchean, Commander of the RTN’s 3rd Naval Area Command. Discussions focused on regional maritime security, training philosophies, and opportunities for enhanced joint training. Sea trainees visited key Thai naval facilities, while RTN personnel were hosted onboard INS Sujata to gain insights into the squadron’s roles and capabilities. The visit also featured a joint yoga session, friendly sports fixtures and an onboard reception attended by senior RTN officials, diplomats and members of the Indian diaspora.
