Srinagar, Apr 1 : Security forces neutralised a terrorist in an encounter in the Arahama area of central Kashmir’s Ganderbal district, the Army said on Wednesday.

The joint operation was launched by the Army and the Jammu and Kashmir Police on Tuesday evening following specific intelligence inputs regarding the presence of terrorists in the area, officials said.

In a post on X, the Chinar Corps of the Indian Army said the cordon was tactically reorganised during the night amidst intermittent firing.

“Own troops effectively retaliated with calibrated response resulting in one terrorist eliminated. Operation is in progress,” the post read.

Jammu, Mar 31: Reliance Jio has delivered strong network performance in Jammu, emerging as the top operator across key voice and data parameters in the latest Independent Drive Test (IDT) conducted by the Telecom Regulatory Authority of India (TRAI) for February 2026.

The drive tests, part of TRAI’s periodic Quality of Service (QoS) audits, assessed real-time network performance across the city, including high-density areas such as Prem Nagar, Gandhi Nagar, Shastri Nagar, Miran Sahib, Gho Manhasan, Raipur Domana, and Narwal in the J&K Licensed Service Area.

Conducted between February 2 and 5, the tests covered a distance of 178.2 km within Jammu city, along with six hotspot locations, a 3.5 km walk test, and inter-operator calling tests at one location. The assessment also extended to the Delhi-Jammu Highway, covering 620.5 km.

According to the TRAI report, Jio ranked first in data speeds, latency, and voice quality. The operator recorded a download speed of 296 Mbps and an upload speed of 30.50 Mbps, ensuring smooth performance for streaming, video conferencing, and other real-time applications.

Jio also reported a latency of 22.84 milliseconds, a Call Setup Success Rate of 99.12 per cent, and a Mean Opinion Score (MOS) of 4.43, indicating high voice quality. In addition, the company registered a Call Setup Time of 0.66 seconds and a Call Mute Rate of 0.53 seconds, both of which are the lowest among operators, further underscoring its network performance in the region.

The results highlight Jio’s continued lead in network quality and service delivery in Jammu, as per the TRAI’s independent assessment.

Jammu, Mar 31: Accountant General (Audit) J&K Tsewang Tharchin Tuesday asserted that two House Committees viz., Public Accounts Committee (PAC) and Committee on Public Undertakings would deliberate on the findings of eight reports of the Comptroller and Auditor General (CAG) of India tabled in the J&K Legislative Assembly to take call on the action to be taken.

Tharchin, while addressing a press conference at AG Office, Jammu, stated that the audit report on conservation and management of lakes in J&K for the period ended March 2022 noticed that there were land use changes in Dal Lake due to non-acquisition of land from Dal dwellers, malfunctioning of Sewage Treatment Plants (STPs), improper de-weeding mechanism and inadequate monitoring and surveillance mechanism.

“Consequently, the open water area in Dal Lake could not be restored.

There were inadequacies in the implementation of Lake conservation programme under National Lake Conservation Programme (NLCP), Prime Minister’s Reconstruction Plan (PMRP) and other programme activities. Audit also noticed deficiencies in installation and upgradation of STPs, treatment of solid waste, extracted weed and sludge as well as providing sewage disposal facilities to households and sewer networking of “mohallas”. It was observed that 6 STPs were polluting and not actually treating,” he stated, while referring to the findings of the audit.

He informed that eight reports tabled in the House included reports on J&K UT finances; health structure (post COVID); working of Jammu University; conservation and management of lakes in J&K; Public Sector Undertakings; Direct Benefit Transfer; Solid Waste Management; Central Road funds; Jhelum Tawi Flood Recovery Project; PM Khanij Kalyan Yojana; NRLM and Revenue pertaining to GST and E-Way bill.

Mukesh Kumar Bramhane Senior Deputy Accountant General (Accounts) and Ankush Kumar, Deputy Accountant General (AMG-Administration) accompanied him during the presser at AG office.

Referring to report on J&K lakes, Tsewang Tharchin mentioned that inadequacies were also noticed in relocation and alignment of houseboats, shifting of hotels, augmentation of water budget of the Lake, restoration and development works, catchment management works and relocation and rehabilitation of Dal Lake dwellers.

“Due to non-constitution of monitoring bodies, the Conservation and Management programme of Wullar lake had suffered as policy matters of Wullar Conservation and Management Authority (WUCMA) could not be decided. Non-formulation of a detailed plan resulted in the deprival of financial assistance from the Government of India for rejuvenation and restoration of Wular Lake. Insufficient afforestation in degraded forests resulted in increase of siltation in the lake and consequent hastening ageing of the lake,” he stated.

According to the audit report, there were significant changes in land use and classification use of areas of lakes.

Analysis of remote sensing data for the period 2014-2020 related to 63 test-checked Lakes revealed that there was decrease of area of open water, and increase of area in other land uses like built-up, pasture, vacant land, fallow land, agriculture, horticulture, plantation etc.

Sharing another interesting finding of the audit, Tharchin informed that the geo coordinates of the 63 audit sampled lakes provided by the EE&RSD were plotted by audit on Google Earth Pro on various timelines.

“It was found that seven lakes were not visible or had almost dried up. There were land use changes in Khushal Sar Lake and degradation and shrinkage of Anchar lake. Although Development Authorities were established for development of areas of five out of six detailed-checked Lakes, there were no clear directions and specific mandate with any of these authorities for conservation and management of lakes,” he stated.

Sharing some key audit findings about public health infrastructure in J&K and management of health services for the period ended March 2022, the Accountant General (Audit) J&K pointed out that there were persistent shortages in all the cadres in the health institutions.

As per audit findings, the government had not ensured availability of posts in the health sector as the sanctioned posts were not in keeping with the population to be served, affecting the health services adversely. This shortage was quite high in several key posts such as doctors, staff nurses, paramedical and other staff who play a very important role in delivering comprehensive healthcare to the beneficiaries.

Available manpower including the crucial manpower has not been distributed uniformly across the districts. Against the sanctioned strength of 46,115 posts, the UT of J&K had 30,745 (67 per cent) doctors, nurses and paramedical staff as of March 2022.

One government doctor was serving a population of 2,191 (2,461 in case of allopathic doctors) in the UT of J&K. The ratio of availability of doctors was better than the States of Haryana (4,081 doctors for 2.51 crore people i.e. one allopathic doctor per 6,212 persons) and Punjab (one allopathic doctor for 6,390 persons).

There was a skewed distribution of manpower as the shortfall of overall manpower was lowest (11.52 per cent) in Kulgam district and highest (43.55 per cent) in Kishtwar district.

“There was a shortage of specialists in Health and Medical Education Department (H&MED). Shortage of manpower in District Hospitals (DHs) had affected delivery of medical services resulting in either the patients having to wait in queues outside the OPDs for a long time or compelling the patients to approach other hospitals having such facility,” he pointed out, while referring to audit report.

Under the National Health Mission (NHM), shortage of doctors, paramedical staff and nurses in the UT of J&K was respectively 19 per cent, 08 per cent and 16 per cent in 2021-22. In the six sampled districts, although most of the emergency services were available in all the sampled District Hospitals except DH, Handwara, availability of Emergency Operation Theatre was not available in seven SDHs (out of 18 test-checked).

“Blood storage unit was not available in 10 SDHs (out of 18 test-checked) and nine CHCs (out of 10 test-checked). The Outpatient Department (OPD) services of ENT, Psychiatry, Ophthalmology and Skin & VD were not available in eight, nine, six and 13 DHs respectively. Moreover, all the required essential OPD services were not available in all 18 test-checked Sub-District Hospitals (SDHs) and all OPD services as required as per IPHS norms were not available in the 10 test-checked Community Health Centres (CHCs),” Tharchin shared.

As per findings, registration counters were also not found adequate in Tertiary Level Hospitals (TLHs) and District Hospitals (DHs).

Findings of other six audit reports too were shared by Tharchin in the presser.

Srinagar, Mar 31: An official admission has validated the concerns of a crisis building up in the high mountains of Kashmir.

At least five glacial lakes in the Kashmir Himalaya have been classified as posing a “very high risk” of Glacial Lake Outburst Floods (GLOFs).

These lakes could devastate downstream areas in Ganderbal, Shopian, and Kulgam districts, under certain conditions, Chief Minister Omar Abdullah said in Assembly on Tuesday.

The government said that the lakes – Bramsar, Chirsar, Nundkol, Gangabal, and Bhagsar are under the label of “very high susceptibility”.

The revelations have come as reply to question of MLA Tanvir Sadiq.

Replying to the question, CM Omar said the assessment provides a baseline for understanding vulnerability and prioritising future detailed studies.

The government replied in affirmative to the question on whether the recent scientific studies published in the Journal of Glaciology have classified these lakes as GLOFs.

“The study analysed 155 glacial lakes using a set of hydro-geomorphic indicators, including lake expansion rate, stability of their dams and surrounding conditions,” the government said. “On the basis of these indicators, a small number of lakes including Bramsar, Chirsar, Nundkol, Gangabal and Bhagsar were categorised under the ‘very high susceptibility’ class relative to other lakes in the region.”

In a statement that appears to decipher the risk, the CM said, “However, it’s important to note that a lake classified as high susceptibility simply means that, if specific triggering conditions were to occur, it may be more prone to an outburst compared to others. This does not imply that the lake is currently unstable, actively breaching or likely to fail in the immediate future.”

The government said that it had carried out independent risk mapping of downstream habitations and infrastructure in view of the scientific study findings.

“As part of the study, a first-order approximation of downstream exposure was undertaken using geospatial analysis to identify habitations and critical infrastructure located along potential downstream flow paths from selected glacial lakes at risk,” the CM said.

He said that the preliminary assessment provides a baseline understanding of downstream vulnerability and serves as an initial framework for prioritizing areas where more detailed scientific investigations may be required in the future.

Shockingly, the government said, the five lakes threaten “2704 buildings, around 15 major bridges, segments of road infrastructure and one hydro-power plant in their immediate downstream areas.”

It said that the future course of action include continuous monitoring of high-susceptibility lakes through remote sensing and targeted field assessments, installation of effective early-warning mechanisms, development of eco-zonation plans in downstream vulnerable areas and integration of informed GLOF-risk scenarios into district-level disaster preparedness and response plans.

While acknowledging the critical need to carry out detailed assessment of the magnitude of the risk, the government said that precise estimation of flood magnitude, velocity and warning time is necessary and requires reliable information on glacial lake volume.

“Such information can only be obtained through field-based bathymetric (depth) measurements which are presently unavailable for most glacial lakes in the Himalayan region,” it said in the reply.

While detailing the reliance on the researchers at the Department of Geoinformatics, University of Kashmir involved in this work, the government said, “GLOF early-warning systems specifically tailored for mountain environments are under development. These efforts involve integrating satellite-based monitoring, field observations, sensor-based hydrometeorological measurements, and near-real-time communication frameworks”.

The Department of Geoinformatics recently procured a high-precision RTK-enabled robotic echo-sounding boat with the financial assistance from Ministry of Earth Sciences.

Guwahati, Mar 31: Union Finance Minister Nirmala Sitharaman on Tuesday released the BJP’s manifesto for Assam assembly polls, promising protection of land, heritage and dignity of indigenous people and Rs 5 lakh crore infrastructure investment. BJP’s ‘Sankalp Patra’ comprises 31 promises, including the recovery of encroached land from Bangladeshi Miyas, bringing in Uniform Civil Code, and ensuring the development of the state, employment opportunities for youths.

Sitharaman said this manifesto was prepared on “a decade of transformation of the state, which the Congress could not achieve in 60 years”. “The Congress had no focus on long-term development of North East as that is what its politics is all about”, Sitharaman alleged.

Massive development has taken place under the BJP rule in the state, she claimed, adding that “many young Assamese are leaving their global careers and returning to Assam, not out of compulsion but due to opportunities”. Peace has been “restored in Assam” by the BJP, and the development is possible only when there is stability, she said.

“Vaibhav Suryavanshi was a class apart. He dominated a good bowling attack. He took on Matt Henry, a new ball bowler, who challenges top batters internationally,” Bangar told Star Sports.

“He toyed with Khaleel Ahmed, who swings the ball both ways. He got the better of Anshul Kamboj, known for hitting the deck hard with good length deliveries. He even made life difficult for mystery bowler Noor Ahmad.”

Bangar explained what separates the teenager from the rest.

“At the age of 15, he dominated four quality bowlers with his fearless batting and forced them to move away from their strengths. Henry had to bowl slower balls.

“Khaleel had to try different things. He put pressure on all of them. That shows Vaibhav, with his fearless approach, is getting into the minds of established bowlers. I admired that quality in his innings. The start this wonder boy has had makes sure it’s going to be a cracker of a season for him,” he added.

Jammu, Mar 31: Minister for Food, Civil Supplies & Consumer Affairs, IT, Transport, Youth Services & Sports, and Science & Technology, Satish Sharma on Tuesday conducted an extensive inspection of LPG bottling plants being operated by the Indian Oil Corporation Limited and Hindustan Petroleum Corporation Limited at Bari Brahmana.

He reaffirmed government’s commitment towards ensuring seamless availability of essential commodities to the public.

During his visit, the Minister, as per an official statement, carried out a comprehensive on-ground assessment of plant operations, including cylinder filling processes, storage facilities, safety protocols, and dispatch systems. He interacted with the senior officials, plant managers and field staff to gain first-hand insight into operational efficiency and challenges, if any, being faced at the ground level.

Sharma reviewed in detail the current stock position of LPG cylinders and evaluated the daily bottling capacity of both plants. He was informed that the plants are functioning at optimal capacity and are being adequately equipped to cater to the growing demand across Jammu and surrounding regions.

A significant focus of the inspection was on the supply chain logistics, particularly the movement of LPG from major supply hubs in Bathinda and Jalandhar.

The officials briefed the Minister about the streamlined transportation mechanism and real-time monitoring systems in place to ensure timely replenishment of stocks.

Oil Marketing Company officials informed the Minister that digital measures like online booking, e-KYC and Delivery Authentication Code (DAC) validation have been implemented to curb black marketing and hoarding of LPG cylinders, ensuring refills reach the genuine beneficiaries.

The Minister emphasized the importance of maintaining a robust and responsive supply chain, especially in view of fluctuating demand patterns.

Expressing satisfaction over the overall functioning, Sharma underscored the need for constant vigilance and proactive planning. He directed the concerned authorities to maintain sufficient buffer stocks at all times and besides strengthening the coordination between bottling plants, transport networks and distribution agencies to avoid any potential bottlenecks.

“LPG is an essential household commodity and ensuring its uninterrupted availability is a core responsibility of the government. We will not tolerate any disruption in supply, nor will we allow any malpractice such as hoarding, black marketing or artificial scarcity,” the Minister asserted firmly.

He further instructed the enforcement teams of the FCS&CA Department to remain vigilant and take strict action against any violations in the market. Stressing transparency and accountability, Sharma called for leveraging technology to enhance tracking and monitoring of LPG distribution right up to the consumer level.

The Minister also reviewed safety standards at the plants and directed the officials to ensure strict adherence to all prescribed safety norms to safeguard both the workers and infrastructure. He appreciated the efforts of the staff in maintaining high operational standards and urged them to continue working with dedication and efficiency.

Reiterating the government’s people-centric approach, Sharma assured that all necessary measures are being taken to strengthen the supply chain and ensure that no consumer faces inconvenience in accessing LPG.

Senior officers from the FCS&CA Department besides representatives of IOCL and HPCL, accompanied the Minister during the visit.

Govt admits drop in college admissions across J&K

Srinagar, Mar 31: The Jammu and Kashmir government on Tuesday acknowledged a decline in student admissions across Government Degree Colleges (GDCs) over the past two academic years, including at GDC Bijbehara.

The disclosure came in a written reply by the Minister in-charge for Education to a question raised by MLA Dr Bashir Ahmad Shah Veeri, who had sought details on the number of functional colleges and student enrolment trends.

According to the reply, there are currently 143 Government Degree Colleges and GCETs across J&K with active enrolment. However, the government admitted that overall student intake has witnessed a decline in recent years.

“There has been a slight decline in the overall student enrolment of GDC Bijbehara during the previous two years. Colleges across the region have been witnessing some decline owing to a variety of factors affecting admission patterns,” the reply stated.

The government said the Higher Education Department (HED) has initiated several measures to strengthen admissions and improve outreach. These include the introduction of a centralised admission portal and rationalisation of subject offerings in line with student demand.

It added that the implementation of the fourth year under the Four-Year Undergraduate Programme (FYUGP) has generated renewed interest among students. As a result, enrolment has shown improvement during the 2025–26 academic session, with colleges in Anantnag district recording an increase of about 11.8 per cent.

The government expressed hope that GDC Bijbehara would also witness a similar improvement in the coming academic sessions.

Responding to concerns over the establishment of colleges without proper feasibility assessment, the government said new institutions are set up strictly as per prescribed norms. Proposals are examined by a duly constituted committee that evaluates factors such as feeder school enrolment, distance from nearby colleges, land availability, and regional requirements.

It, however, noted that utilisation levels of institutions are dynamic and may vary depending on enrolment trends, demographic changes, accessibility, and evolving educational preferences. In some cases, lower enrolment has resulted in under-utilisation of certain colleges.

The government further informed that the HED regularly reviews the performance and functioning of GDCs, including enrolment levels, academic programmes, infrastructure, and regional needs. Based on these assessments, steps such as restructuring or revising courses are undertaken to align education with employment opportunities.

On the status of GDC Baghi-e-Dilawar Khan and GDC Chattisinghpora, the government said both institutions currently have no active student enrolment due to insufficient admissions to sustain academic activity.

It added that two non-teaching staff members are presently posted at GDC Chattisinghpora for maintenance and security of infrastructure, while no staff is currently deployed at GDC Baghi-e-Dilawar Khan. Both colleges are under the administrative control of GDC Anantnag and SP College Srinagar, respectively.

Srinagar, Mar 31: A Pulwama anti-corruption court on Tuesday convicted five individuals in a decades-old case involving a fraudulent government teacher appointment, sentencing them to jail terms and fines for corruption and forgery.

In a statement issued to the news agency—Kashmir News Observer (KNO), a spokesperson said in a significant verdict reinforcing the commitment to combat corruption, the Hon’ble Special Judge Anti-Corruption Court Pulwama, Dr. Noor Mohamad Mir, convicted 1. Ghulam Mohammad Sheikh S/O Assad Sheikh R/O Dadsar Tral, 2. Bashir Ahmad Shah S/O Wali Mohd Shah R/O Dadsar Tral, 3. Syed Showkeen Andrabi S/O Syed Sharief Andrabi R/O Chandgam Nownagri Pulwama, 4. Mohammad Ashraf Khan S/O Ab. Aziz Khan R/O Naina, Batpora and 5. He said, the accused persons were found guilty under Sections 5(2) read with 5(1)(d) of the J&K Prevention of Corruption Act, and Sec 468 r/w 471, 120-B/RPC, for fake appointment of accused No (06) Hamida Akhter D/O Ghulam Ahmad Salroo R/O Bijbehara as teacher in Govt High School Goripora in District Pulwama.

“On 15-09-1998, P/S VOK (now ACB) received information from reliable sources to the effect that one Hamida Akhter D/O Ghulam Ahmad Salroo R/O Bijbehara has been working fraudulently on the post of teacher in Govt High School Goripora District Pulwama,” said the spokesperson.

He said, the fraud and fake appointment of accused No (06) has been possible due to criminal involvement of accused Nos 01 to 05 (Accused No 01, namely Assad Ullah Lone now expired).

“On receipt of this information Case FIR No. 110/1998 U/S 5(2) read with 5(1)(d) of the J&K Prevention of Corruption Act and Sec 468 r/w 471, 120-B/RPC was registered in P/S VOK (Now ACB).”

The spokesperson said, after thorough investigation, Charge sheet was filed on October 14, 2000 and the case proceeded for judicial determination in the Hon’ble Court. On March 31, 2026, the Hon’ble Court delivered the judgment, sentencing the accused:- For offence under section 5 (2) r/w 5 (1) (d) of J&K P.C. Act Svt 2006 to simple imprisonment for five (05) years and a fine of R.50,000/- (Rupees Fifty Thousand only).

“In default of payment of fine, they shall undergo simple imprisonment for a further one (01) year. -For offence under section 468 RPC r/w 471 RPC and 120-B RPC the above named convicts are sentenced to Simple imprisonment for five (05) years and a fine of Rs.30,000/- (Rupees Thirty Thousand only).”

He said, in default of fine, further simple imprisonment for three (03) months. -For offence under Section 420 RPC the convicts are sentenced to simple imprisonment for three (03) years and a fine of R.20,000/- (Rupees Twenty Thousand only).

“In default of fine, further simple imprisonment for three (03) months and the convicts namely Mohammad Ashraf Khan S/O Ab. Aziz Khan R/O Naina, Batpora and Hamida Akhter D/O Ghulam Ahmad Salroo R/O Bijbehara are sentenced; -For offence under section 120-B RPC r/w 5 (2) of J&K P.C Act Svt 2006, 468 RPC r/w 471 RPC to simple imprisonment for five (05) years and a fine of R.50,000/- (Rupees Fifty Thousand only). In default of payment of fine, they shall undergo simple imprisonment for a further one (01) year. -For offence under section 420 RPC the said convicts are sentenced to simple imprisonment for three (03) years and a fine of R.20,000/- (Rupees Twenty Thousand only). In default of fine, further simple imprisonment for three (03) months.”

He further added, this conviction marks another milestone in the Anti-Corruption Bureau’s ongoing efforts to uphold integrity and accountability in public service.
