High alert in Kathua after villagers report suspected movement

Kathua, Jan 24: A high alert was sounded in the Billawar area of Kathua district after villagers spotted suspected persons and chased them before they fled into a nearby forest area, officials said on Saturday.

Soon after the information was received, security forces rushed to the area and launched a cordon and search operation to track down the suspects. Officials said the entire area has been sealed and additional forces deployed to prevent any possible escape routes.

The alert has been intensified in the backdrop of a recent encounter in the district. On Friday, a militant belonging to the proscribed outfit Jaish-e-Mohammed was killed in a brief encounter with security forces, raising security concerns in the surrounding areas.

Officials said search operations are currently underway in forested belts and adjoining locations of Billawar, with joint teams of police and other security agencies conducting combing operations. Checkpoints have also been set up at strategic points to monitor movement.

Locals have been advised to remain vigilant and report any suspicious activity to the nearest police or security post. Authorities said the situation is being closely monitored and further details would be shared as the operation progresses. [KNT]

Record recruitment, over 20 lakh stagnated promotions cleared in 11 years: Jitendra Singh

New Delhi, Jan 24: Union minister Jitendra Singh on Saturday said record number of appointment letters were issued for central government jobs, and over 20 lakh pending promotions were cleared in the past 11 years.

Addressing the Rozgar Mela event, presided over by Prime Minister Narendra Modi, he also cited several reforms aimed at making recruitment to government services more candidate-friendly.

Singh, the Minister of State for Personnel, Public Grievances and Pensions, said appointments through the three major central recruiting agencies — Union Public Service Commission (UPSC), Staff Selection Commission (SSC) and Railway Recruitment Boards — have risen sharply.

Between 2004 and 2014, these agencies together made 7.22 lakh appointments. However, since 2014, this number has increased by one-and-a-half times, to 10.96 lakh, the minister said.

Referring to backlog vacancies related to reserved categories, he said while only 1.08 lakh such appointments were made earlier, the figure has increased nearly four-fold to 4.79 lakh over the past 11 years.

These measures have helped address delays and inequities in government recruitment and representation, he asserted.

“More than 20 lakh long-pending promotions have been cleared in the last 11 years, ending a prolonged phase of stagnation that once saw many government employees retire from the same post at which they were appointed,” Singh said.

The clearance of promotions reflects a broader transformation in the government’s human resource management, alongside faster recruitment and greater transparency, he said, adding that these steps have addressed long-standing concerns related to career progression within government services.

At the 18th edition of the Rozgar Mela, more than 61,000 appointment letters were issued at the press of a button, of which 49,225 relate to the Ministry of Home Affairs and the central armed police forces, according to an official statement.

Drawing attention to the growing induction of women constables, Singh said policy changes introduced in the past 11 years have led to increased participation of women in security forces.

He emphasised that women personnel are now deployed even along the zero line on the border in the Border Security Force, and said at the Republic Day parade on January 26, an all-male Central Reserve Police Force (CRPF) contingent will be led by a woman assistant commandant.

The minister said the Rozgar Mela was conceptualised by Prime Minister Narendra Modi on October 22, 2023, with the objective of accelerating government hiring and making the recruitment process more efficient and fair.

Highlighting reforms, Singh said the SSC has launched a new digital portal allowing candidates to choose preferred examination centres and dates, access answer keys and register grievances online.

The UPSC has introduced a unified one-time registration system integrated with Aadhaar and DigiLocker. For candidates with disabilities, guaranteed allotment of examination centres of their choice across the country has been provided, the minister said.

He also highlighted the “Pratibha Setu” initiative under which candidates who qualify in final examinations but do not secure appointments are linked to alternative employment opportunities suited to their qualifications.

The minister said the success of Rozgar Mela has encouraged several state governments to adopt similar initiatives, and emphasised that public sector jobs are only one part of a wider employment strategy.

Singh noted higher inclusion of Scheduled Tribe (ST) candidates, stating that around 14.6 per cent of the appointees at this edition of the Rozgar Mela belong to the ST category, about double the prescribed reservation level, reflecting prioritisation of tribal communities.

Government policies are being framed with the goal of a developed India in mind, and the youth receiving appointment letters today would be at the peak of their careers and energy in 2047, when the country marks 100 years of Independence, he said, adding that their contribution would shape the country’s long-term development trajectory.

The minister also highlighted achievements of various initiatives that helped in employment generation. Under the Startup India initiative, over 2.08 lakh startups have been established, generating more than 21 lakh jobs, he said.

The Pradhan Mantri Street Vendor’s Atmanirbhar Nidhi has benefited over 70 lakh street vendors, while under the Pradhan Mantri Vishwakarma scheme, over 2.72 crore individuals engaged in traditional skills have registered to expand their livelihoods, the minister added.

Srinagar, Jan 24: Kashmir Police chief V K Birdi on Saturday said strict, multi-tier security arrangements have been put in place to ensure peaceful Republic Day celebrations across the valley, and appealed to people to become a part of the event.

Inspector General of Police (IGP) Birdi was speaking to mediapersons after a full-dress rehearsal at the Bakshi Stadium here, the venue for the main Republic Day event in Kashmir. He also reviewed the security arrangements for the day at the venue.

“We have multi-tiered security arrangements in place, with involvement from J-K Police, and central paramilitary forces,” Birdi said, adding that apart from the main event, separate functions would be held at respective district headquarters across the valley.

Similar strict security arrangements have been made across the valley to ensure peaceful and smooth celebrations, the IGP said, appealing to people to join the celebrations.

“Common people are warmly welcome to join the celebrations along with their families. School children should also join. It is an open event, and everyone is free to come,” he said.

A full dress rehearsal was held at the Bakshi Stadium, presided over by Kashmir Divisional Commissioner Anshul Garg. He hoisted the national flag and took the salute at the march past, officials said.

Garg also inspected the parade on the occasion, they said.

The contingents of police and various security forces participated in the march past, with several senior civil administration and police officers present during the rehearsal.

According to officials, security forces restricted vehicular movement on roads leading to the venue as a precautionary measure, with no traffic allowed to ply till the event was over.

Earlier, the divisional commissioner and the IGP paid tributes to martyrs at the Balidan Stambh at Pratap Park near Lal Chowk city centre here, they added.

New Delhi, Jan 24: Scotland’s cricket team is all set to replace Bangladesh in the upcoming ICC Men’s T20 World Cup 2026, which will be played in India and Sri Lanka from February 7.

A source close to the development told IANS that ICC has reached this decision after the Bangladesh Cricket Board (BCB) remained firm on its stance of not traveling to India. The official confirmation from the governing body will come soon.

‘Since the ICC released its statement earlier this week and the Bangladesh Cricket Board (BCB) appears adamant about not travelling to India, Scotland is set to replace Bangladesh in the T20 World Cup. An official confirmation is expected very soon,” ICC sources told IANS on Saturday.

Bangladesh earlier informed the ICC that they would not travel to India due to security concerns amid deteriorating relations between the two nations and requested that their matches be relocated to Sri Lanka. However, the ICC reiterated that the T20 World Cup will proceed as per schedule, with Bangladesh’s matches to be played in India.

This follows the BCCI’s direction to Kolkata Knight Riders (KKR) to release pacer Mustafizur Rahman for the Indian Premier League (IPL) 2026 amid prevailing political tensions between the two countries.

ICC also gave a 24-hour deadline to BCB for conveying its final decision on playing the tournament as planned.

Scotland is the top-ranked team not to have qualified for the global event and is the first option to replace Bangladesh after the country decided to stick to its position of not travelling to India, even after a vote on this issue yielded a 14-2 verdict against them in the ICC.

Scotland will now be placed in Group C in the preliminary stage of the tournament. They will play against the West Indies on February 7, Italy on February 9, and England on February 14 in Kolkata. Scotland will play its final group stage game in Mumbai against Nepal on February 17.

Mumbai, Jan 24: High courts need to be more proactive and alert to systematic failures in the rule of law, Chief Justice of India Surya Kant said on Saturday while asserting that “justice delayed is not only justice denied but it is justice destroyed”.

He also emphasised the need to encourage mechanisms of mediation and reconciliation.

The CJI was speaking at two events here, one at the Fali Nariman memorial lecture and the second at a felicitation programme organised by the Bombay High Court.

CJI Kant, in his speech at the Fali Nariman memorial lecture, urged HCs to be more proactive and remain alert to systematic failures in the rule of law and not wait for the knock on its doors.

“The goal must be to transform access to justice from a passive right to a state-guaranteed service. Justice delayed is not only justice denied but it is justice destroyed,” he said.

While speaking at the felicitation programme by the Bombay High Court, CJI Kant emphasised on the need to strengthen dispute resolution beyond the courtroom.

“The future of justice depends not only on how efficiently we adjudicate disputes but also on how wisely we resolve them. Mediation, reconciliation, and arbitration are not just alternatives of convenience but they are instruments of mature justice,” he said.

They preserve relationships, reduce costs and delays, and allow courts to focus their energies to cases where authoritative adjudication is truly required, CJI Kant said.

“Courts must create an environment where mediation is encouraged. The success of these mechanisms rests largely on a proactive court where judges are open to exploring alternative dispute resolution with seriousness,” he urged.

CJI Kant said the budget allocation for judiciary is liberal and adequate in Maharashtra and every request is met with in a most respectable manner and without any delay by the state government.

High Courts should not remain only revisional or appellate courts but should be vibrant and accessible centres to constitutional remedy, CJI Kant said.

High courts are not mere stepping stones to the Supreme Court, the CJI stressed.

“High Courts are the primary sentinel guarding the doorsteps of the ordinary citizen, ensuring that the rule of law is not a distant concept but a localised, breathing reality,” he said.

It is the court that hears the first cry of an infant child, the CJI remarked.

“While the Supreme Court may have the final word, the high court often has the most vital one,” he opined.

“When the law is silent, the sentinel does not remain mute. We have seen high courts issue directions to protect the environment, ensure dignity of every human being, like prisoners, and securing the rights of migrant workers during a national crisis,” CJI Kant said.

The CJI urged high courts to strengthen and adapt to the digital era so that access to justice is easier.

CJI Kant said he is often loudly vocal against those persons who approach the Supreme Court directly without first availing the remedy to move the high court.

“People who are rich and privileged should not think that they have direct access to the Supreme Court merely because Article 32 of the Constitution allows it,” he said.

Remembering the contribution of Fali Nariman during the Emergency period, CJI Kant said the turbulent 1970s brought the nation to a constitutional crossroads.

The declaration of Emergency tested the very soul of democracy, he said.

The CJI said the country’s constitutional journey cannot be understood without first recalling the long shadows cast by colonial rule and the fact that our citizens lived under laws that were often instruments of control rather than guardians of freedom.

“Civil liberties were not merely neglected but they were deliberately muted and denied. The voices of Indians were muted by ordinances, censorship, preventive detention, and laws that prioritised imperial convenience over human dignity,” he said.

The suppression of liberties through colonial legislation left an indelible lesson and we realised that rights without remedies are hollow, the CJI said.

Beijing, Jan 24: Two senior Chinese military officials, including the highest-ranking PLA official Gen Zhang Youxia, were placed under investigation for serious violations of the ruling Communist Party’s discipline and laws, the Defence Ministry here said on Saturday.

Gen Zhang is the first-ranking Vice Chairman of the powerful Central Military Commission (CMC), the overall high command of the Chinese military headed by President Xi Jinping.

Zhang’s position on the CMC makes him the highest-ranking uniformed officer in the Chinese military.

The other senior official under investigation is General Liu Zhenli, a CMC member who serves as its chief of staff of the Joint Staff Department.

“After deliberation by the CPC Central Committee, it was decided to initiate an investigation into Zhang Youxia and Liu Zhenli,” the Ministry of Defence said in a brief press release.

The probe against them, especially Zhang, the highest-ranking military official, has sent shockwaves through the Chinese military establishment.

Zhang is also a member of the 24-man Politburo, the Communist Party of China’s (CPC) centre of power.

Dozens of senior People’s Liberation Army (PLA) officers have been sacked or punished under an intensified anti-corruption campaign carried out by Xi since he took power in 2012.

Xi, 72, currently in his unprecedented third five-year term as President, initiated the anti-graft campaign against ‘tigers and flies” — big and small officials when he took over power in 2012.

This included two former defence ministers and dozens of senior PLA officers.

Earlier, He Weidong, second-ranked military official of the CMC, was expelled from the party and the armed forces in October last year.

Last month, the Chinese parliament expelled Wang Renhua, head of the CMC’s Political and Legal Affairs Committee; Zhang Hongbing, political commissar of the People’s Armed Police (PAP); and Wang Peng, director of the CMC’s training department.

Xi is the only Chinese leader after the ruling Communist Party founder Mao Zedong to remain in power for more than two terms.

State media reports previously said over a million officials have been punished under the anti-graft campaign, including dozens of high-level military officials.

Critics say that the intensity of the campaign and its continuation also helped Xi consolidate his power in the party and military.

In an internal speech in October last year, Xi emphasised that corruption was “the greatest threat” facing the party and said the cases were another reminder that the fight remained “grim and complex”.

Snow clearance underway across Kashmir, 75 per cent roads cleared: Div Comm

Srinagar, Jan 24: Authorities on Saturday said snow clearance work is underway across Kashmir, with about 75 per cent of roads already cleared following the recent snowfall.

Divisional Commissioner Kashmir Anshul Garg said that out of nearly 20,000 kilometres of road length, around 15,000 kilometres have been cleared so far. He said clearance work on interior roads is in progress and is expected to be completed by this evening.

He said a coordinated plan involving the Mechanical Engineering Department, Roads and Buildings Department, PMGSY and other agencies is being implemented to restore road connectivity.

Weather conditions in Kashmir are expected to improve from today after a spell of heavy snowfall disrupted normal life across the Valley, with the Western Disturbance affecting the region having moved out, independent weather observer Faizan Arif said, adding that weather is likely to remain largely dry over the next 48 hours.

However, he said a few more inches of snowfall were recorded overnight in parts of Anantnag, Kulgam, Shopian, Baramulla, Budgam, Bandipora and Kishtwar districts, while Rajouri town also witnessed snowfall, a rare occurrence, with snow reported from areas that had not seen it for nearly a decade.(KNS).

Indian racing sensation Atiqa Mir secures drive with world karting champions Modena for WSK 2026

La Conca, Jan 24: Indian racing prodigy Atiqa Mir has secured a coveted drive for reigning world champions Modena Racing Team for the 2026 season of the prestigious WSK championship, considered as the ‘Formula 1’ of karting.

Atiqa, all of 11, has taken the tougher route to the top by opting to race in the highly competitive junior category (age 12-14) this season.

On the back of her impressive performances in the mini category (age 8-12) last year, the Formula 1 Academy supported driver was signed for the entire season and will drive in the WSK Super Master Series, WSK Euro Series, WSK Final Cup amongst other championships.

In the process, Atiqa will become the first Indian female ever to drive in OKNJ category in WSK and remarkably will be the only female on the entire grid of 37 world class drivers.

The WSK series is the highest level of karting which attracts the best driving talent from around the world besides leading kart and engine manufacturers.

The WSK series is focused on developing young drivers by providing a platform for them to improve their race craft, technical knowledge, and understanding of motorsport.

Formula 1 world champions including Lewis Hamilton, Max Verstappen and Sebastian Vettel have raced in WSK in their formative years.

Moving up to OKNJ junior category from mini is a big step up for Atiqa but she is up for the challenge. From 10 bhp engines to 29 bhp engines with speeds of 126kmph and much bigger karts attracting G forces of more than 2.5, Atiqa’s physical fitness and adaptability will be tested against the best in the world.

“I am so excited and grateful for Modena to sign me. To join such an elite team and reigning world champions in this class is a great honour. I will be tested against the best drivers in the world and am up for the challenge. The grids in WSK are so close and the driving level is the best in the world. I hope to learn from them and improve myself,” said Atiqa.

Atiqa’s father Asif Mir, who is India’s first National Karting Champion, said it was a conscious decision to fast track her into the junior class.

“We are putting Atiqa straight into the deep end. It is best for her development. She could have easily stayed in Mini and won races and championships, but our goal is Formula 1 and her development as a driver is of utmost importance. She has the fitness to cope with the added G Forces. I’m looking forward to a tough learning year for her,” he said.

Atiqa begins her campaign on January 25 with WSK Super Master Series Round 1 in La Conca, Italy.

Srinagar Police launched Massive Searches in Lawaypora

Srinagar, Jan 24: Srinagar police on Saturday said to have launched a massive search operation in Lawaypora area on the outskirts of Srinagar, officials said.

An official said that multiple security units have been pressed into service and a comprehensive cordon has been laid in the area. “All houses and open fields are being thoroughly checked, particularly those under suspicion,” he said.

The operation, he added, was initiated following inputs suggesting the possible movement of suspicious individuals in the locality.

He said additional reinforcements have been deployed from other agencies as well to ensure the area remains fully sealed during the ongoing search.
