Peace with Pakistan ‘not possible’, says former RAW chief Sood

Mangaluru (Karnataka) Jan 10: Former RAW chief Vikram Sood on Saturday said peace with Pakistan is “not possible” without a fundamental change in Islamabad’s approach, and urged India to build strategic strength and self-reliance.

Addressing a session on global power dynamics at Mangaluru Lit Fest, Sood said there is little benefit in compromise or negotiations with Pakistan given its entrenched policies and repeated hostilities.

The dialogue with Pakistan remains unlikely to succeed unless it changes its approach, he added.

Sood contrasted India’s supportive role in regional crises, such as in Sri Lanka and Bangladesh, with the absence of reciprocal backing in India’s times of need.

He criticised “global interventions” by the United States.

“Strength, military capability and power are essential for effective governance,” Sood said, highlighting China’s ability to challenge US economic dominance due to its manufacturing independence.

He noted that the US, despite its military might, has not been directly victorious in conventional wars since the 1940s.

On India’s diplomatic strategy, Sood said the country must engage with major powers like the United States and China logically, rather than depend on external support.

He cited recent Indian military operations, including the Balakot airstrike and Uri counterattack, as indicators of India’s growing strategic assertiveness.

Udhampur, Jan 10: Minister for Education, Social Welfare, Health and Medical Education Sakeena Itoo on Saturday conducted an extensive tour of far-flung areas of Tehsil Panchari of District Udhampur and felicitated the winners of the 6th ISKOI India Karate Championship–2025 during an impressive medal ceremony held at Government Higher Secondary School, Panchari here.

Mission Director, POSHAN, Sajad Ahmad Ganai; Director Social Welfare Jammu, Ranjeet Singh; Director Health Services Jammu, Director Colleges, PO Poshan, Assistant Commissioner Revenue, Joint Director School Education Udhampur -Reasi, DDC Member Panchari, other district officers, parents of medal winners and large number of locals were also present on the occasion.

Addressing the gathering, the minister congratulated the girl achievers, their parents and the local populace on the remarkable accomplishment of young girls. She lauded their dedication, discipline and fighting spirit and expressed pride in the fact that many of these medal winners hailed from far-flung and remote areas, overcoming limited resources and challenging circumstances to bring laurels to J&K.

Minister Sakeena, as per an official statement, said that the achievements of these young girl sportspersons reflect their hard work and their parents’ as well as the growing sports culture in the region. “Your success proves that talent knows no geographical barriers. With determination and proper guidance, our youth can excel on any national and international platform,” she stated.

Highlighting the importance of sports, the minister said that sporting activities provide a common platform for budding sportspersons to showcase their talent and prepare them to face challenges in life. She urged the participants to actively engage in sports for physical fitness, mental well-being and overall personality development. She assured continued government support for promoting sports activities, especially in rural and far-flung areas, to ensure equal opportunities for talented players.

She also lauded the efforts of the International Shito-Ryu Karate Organisation of India for promoting sports culture among youth, especially in rural areas.

During the ceremony, the minister interacted with the players, coaches and parents, appreciating the role of coaches and families in nurturing young talent. She encouraged the medal winners to continue their training and aim for greater achievements at national and international competitions.

During the ceremony, as many as 47 medal winners of the 6th ISKOI India Karate Championship–2025 were felicitated by the  Minister and presented trophies and prizes to them.

On the sidelines of the event, Sakeena Itoo Later distributed school bags and umbrellas under the Beti Bachao Beti Padhao scheme.

Later, the Minister also interacted with DDC Member Panchari, former PRI members and locals who projected several  issues and demands pertaining to health, education, road and other sector before the Minister.

While interacting with them, the Minister said that the Director Health Services Jammu has been given strict instructions to prepare a holistic plan for upgradation of medical care facilities at the PHC Panchari as well as addressing shortage of staff, owing to the remoteness of area from district head quarters. She further added that the maintenance of road and allied works will be taken up with concerned quarters for immediate redressal.

She reaffirmed that the Government led by  Chief Minister, Omar Abdullah is committed to strengthen road connectivity, health infrastructure and other essential facilities to ensure every basic service is available at the doorsteps of common people.

She also said that the Tourism potential of the Panchari area will be tapped to its full extent by the Government, which will eventually lead to overall development of the area and add to its economic efficiency.

Tourists relish foolproof security, hospitality at Bhaderwah’s high altitude destinations

Bhaderwah, Jan 10: High altitude snow destinations along the Bhaderwah-Pathankot interstate highway have, of late, become the darling of visitors due to the mundane beauty and fresh snowfall, coupled with round-the-clock foolproof security and hospitality of the local vendors.

Despite harsh weather, strong security provided by the Special Operation Group (SOG) of Jammu and Kashmir Police and hospitality by locals help overcome initial fears, allowing tourists to enjoy natural beauty and activities like snow play.

Since the last 15 days, the snow destinations along the Bhaderwah-Pathankot Highway have become immensely popular among the visitors, as despite recent terror activities in the forests of Kishtwar and neighbouring Kathua and Udhampur districts, the Police by its presence has provided the much needed sense of security to the tourists.

SP Bhaderwah Vinod Sharma said, “Bhaderwah is one of the most beautiful destinations and attracts tourists in large numbers, but when high altitude mountains surrounding the valley start receiving heavy snowfall, it becomes very challenging for us from a security point of view because visitors love to venture into snow-filled meadows and passes, especially along the Bhaderwah-Pathankot Highway and Bhaderwah-Chamba interstate road.”

He said that despite recent snowfall and harsh weather conditions with sub-zero minimum temperature, we have maintained round-the-clock vigil and provided security cover in the high altitude tourist destinations like Guldanda, Panj Nallah, and Chattargalla located at a height of 9555 feet, 10,200 feet, and 11,000 feet for the visiting tourists so that they can feel completely secure here.

Tourists were all praise for the locals and the Police for making their visit secure and comfortable by extending all the help despite the high altitude.

“We were a bit skeptical about the safety concerns before coming here, but after reaching Guldanda and visiting Chattergalla Pass, all our fears fizzled as the security provided by J&K Police along these snow-covered passes is so good that we are enjoying it to the hilt, and the hospitality of locals has made our visit memorable. We would surely love to visit Bhaderwah again,” said Vishal Sharma, a tourist from Maharashtra.

“We got all the support from the J&K Police. There are enough check posts, but the friendly attitude of local Police made our trip more enjoyable, as for us to get to see snow and that too in a safe and secure environment is what we expect,” said Satish Singh Jhadav, a tourist from Gujarat.

Local stakeholders and tourism strategists said that they also owe the recent boom in the industry to timely snowfall on high-altitude destinations and security provided by the J&K Police there.

“Earlier, we only used to see the Army in high altitudes during this part of the year when there is snow, and the temperature is sub-zero. However, this time, despite limited resources, J&K Police is doing a commendable job by providing round-the-clock security at high altitude destinations,” said Rashid Choudhary, a tourism strategist from Bhaderwah.

“The secure environment provided by the J&K Police is surely an added bonus for the tourism industry here as the first concern of any visitor is their safety, and we must appreciate the SOG unit of the J&K Police for doing the needful,” Choudhary said.

According to the President Vendors Association, Guldanda, Yasir Wani, thousands of tourists have visited the destination since the last 15 days after the first snowfall.

Overwhelmed by the footfall of visitors, the Tourism Department and district administration of Doda has decided to organise a two-day winter festival at Guldanda on January 17 and 18th.

Srinagar, Jan 10: The students who failed to qualify the class 11th annual regular examination 2024 and were provisionally enrolled in class 12th are facing uncertainty as the J&K Board of School Education (JKBOSE) has not refunded their fees submitted for their class 12th examination.

A group of dejected students told Greater Kashmir that those who did not clear the Class 11th Annual Regular-2024 examination were granted provisional admission to class 12th on the condition that they would be eligible to appear in the Class 12th Annual Regular examination 2025 only after qualifying the Class 11 Bi-annual Private examination.

They said that at the time of submission of examination forms and fees for the Class 12th Annual Regular 2025 examination, these provisionally promoted students, who were simultaneously appearing in the class 11th private examination, were asked to deposit the class 12th examination fee.

“The JKBOSE authorities assured us that in case we failed to clear the Class 11th private examination, the deposited fee for the class 12th exams would be refunded,” the students said.

They said that, after the declaration of the class 11th bi-annual private examination results, a section of students could not qualify.

“JKBOSE has not refunded the class 12th examination fees despite the passage of two months,” the students complained to Greater Kashmir.

The affected students urged the J&KBOSE authorities to refund the amount as promised.

Amid the delay, the students are now approaching the concerned school authorities seeking a refund of their exam fees.

“We have intimated JKBOSE a number of times to refund the class 12th exam fees of students who could not qualify their class 11th exams, but there has been no action to date,” a school teacher told Greater Kashmir. “The students think that the concerned schools have to refund their money.”

The teachers said that they had submitted the list of students for refund to JKBOSE in mid-November, but the amount has not been refunded to the students to date.

Notably, JKBOSE in its notification earlier mentioned that the students provisionally enrolled in class 12th would get a refund of exam fees if they fail to pass the class 11th examination.

“The students provisionally admitted in class 11th and 12th in the current academic session can also submit their examination forms, but their candidature shall be confirmed only if they pass the qualifying examination in full and their provisional admission is regularised,” a JKBOSE notification reads.

“In case any candidate does not pass the qualifying examination, her or his examination fees will be refunded upon applying for the same to the office of Joint Secretary Examination, Kashmir division, within 20 days of declaration of the result of their annual private and biannual 2025 examination,” the notice reads.

Secretary JKBOSE, Ghulam Hassan Sheikh, told Greater Kashmir that the fee would be refunded to all the students who had applied for it.

“We stand by our commitment, and we will refund the fee of the students whose list is submitted to the JKBOSE,” he said.

New Delhi, Jan 10 : The Delhi High Court has clarified that in uniformed services seniority is determined by the date of appointment and not by the date of selection or merit position. A three-judge Bench comprising Justice C Hari Shankar, Justice Jyoti Singh and Justice Ajay Digpaul held that seniority must be determined strictly by the date of continuous regular appointment, as mandated under Rule 8(2) of the BSF General Duty Cadre (Non-Gazetted) Recruitment Rules, 2002.

The petitioners, selected through the same recruitment process, were initially declared medically unfit and appointed later after clearing Review Medical Examinations (RMEs). They sought seniority parity with batchmates who joined earlier. The Court rejected the claim, clarifying that Rule 8(3) (merit-based seniority) is subject to Rule 8(2) and applies only when appointments are made on the same date.

The Larger Bench emphasized that statutory rules must prevail and considerations of equity or hardship cannot override clear provisions. The Bench noted that the delay may not have been attributable to the petitioners and the same cannot affect the legal position.  The delay was likewise not attributable to the persons who joined earlier, the Bench said.

All petitions seeking backdated seniority were accordingly dismissed.

By order dated 25 February 2019, a Division Bench of the Court had referred these matters to a Larger Bench of three Judges, as the Division Bench felt that, on the issue in controversy in these writ petitions, different Division Benches of the Court had ruled differently.

The Larger Bench passed the verdict after hearing Ankur Chhibber, Counsel for the petitioners, and Farman Ali, Ripudaman Bharadwaj, Subhash Tanwar and Manish Mohan, CGSC for the respondents, at length.

Srinagar, Jan 10: Stakeholders have expressed serious concern over the Jammu and Kashmir government’s delay in appointing a chairman for the Jammu and Kashmir Board of School Education (JKBOSE), which has been vacant for over a year.

The prolonged inaction has drawn sharp criticism, with parents and teachers warning that the absence of a full-time head has pushed students into uncertainty, particularly at a time when examination results are due.

A group of parents questioned the government’s decision to announce result dates without ensuring functional leadership at the Board. “The government should not have made announcements about the result declaration if it was not in a position to appoint a chairman. Surprisingly, even an additional charge arrangement has not been put in place,” they said.

The teaching community has echoed similar concerns. Provincial President of the Jammu and Kashmir Teachers Forum, Javed Ahmad Bhat, said the delay was adversely affecting the education system as a whole.

“For nearly a year, JKBOSE functioned under an interim arrangement. However, for the past 10 days, the Board has been completely headless,” he told Greater Kashmir. He added that students are anxiously awaiting their results, which were scheduled to be declared in the first week of January.

Bhat emphasised the need for an immediate interim arrangement until a full-time chairman is appointed to ensure that the Board’s functioning is not compromised.

Greater Kashmir has earlier reported extensively on the issue, highlighting how the delay in appointing a chairman has stalled the declaration of Class 10 results, despite official announcements by Board authorities.

As already reported, the results of Class 10, 11 and 12 examinations can be declared only after approval by the Result Declaration Committee, which is headed by the JKBOSE chairman. In the absence of a chairman, the declaration of Class 10 results has been delayed.

A JKBOSE official said that, apart from Class 10 results, the evaluation process for Class 12 examinations is also at a final stage. “It will take just a few days to complete the process,” an official from the secrecy department told Greater Kashmir.

Meanwhile, a senior official from the School Education Department said the process to assign an additional charge of the JKBOSE chairman’s post to a senior official has been initiated. “The order is expected in the coming week,” the official said.

According to official figures, 94,783 students registered for the Class 10 JKBOSE examinations this year, including 68,804 from Kashmir, 25,224 from winter zone areas of Jammu division, 660 from Kargil and 95 from Leh.

The Class 11 and Class 12 examinations were scheduled from November 19 and November 8, 2025, respectively. Around 81,622 students registered for the Class 11 examination—64,001 from Jammu and 17,621 from winter zone areas of Jammu—while 70,117 students registered for the Class 12 examination, including 56,423 from Kashmir and 13,694 from winter zone areas of Jammu.

‘Suspicious’ pigeon caught near Pakistan border in Jammu

Jammu, Jan 10: A suspicious pigeon was caught from a forward village near the Line of Control (LoC) in Akhnoor sector near here on Saturday, officials said.

The pale grey pigeon with two black bars on each wing is carrying red and yellow rings in legs inscribed with ‘Rehmat Sarkar’ and ‘Rizwan 2025’ followed by certain numbers was caught by a 13-year-old boy, Aryan, at Kharah village this morning, the officials said.

The wings of the pigeons were also found stamped, the officials said, adding the bird was handed over to Pallanwala police for further investigation.

Srinagar, Jan 10: The Kashmir Power Distribution Corporation Limited (KPDCL) on Saturday announced power shutdown in several parts of Kashmir division in upcoming days.

In a communication shared by Chief Engineer, Distribution, KPDCL, the shutdown of 33 KV Nihalpora-Gulmarg line will be observed due to which power supply to Tangmarg, Gulmarg, Khyber, Base Station, Cable Car and adjoining areas will be affected from 10 AM to 03 PM on 11 & 14 January 2026.

Similarly, shutdown of 33 KV Ganapora Tap line will be observed due to which power supply to Safalpora, Ganapora, Renin, Langae and adjoining areas will be affected from 10 AM to 03 PM on 12 & 15 January 2026.

Likewise, shutdown of 33 KV Shariefabad Wadwan line and 33 KV Shariefabad Narbal line will be observed due to which power supply to Sharifabad, Durbal, Soibugh, Bonpora, Astanpora,Wadwan, Cheki, Hathran, Hanjikpora, Dharmuna, Russu, Gotpora, Pymus, Narbal, Kawoosa, Lawaypora, Sozeith, Sanoor, Malpora, Redbugh, Railway Station Mazhama and adjoining areas will be affected from 12 Noon to 03 PM on 12 January 2026

Similarly, shutdown of 33 KV Rawalpora Bagh-i-Mehtab line will be observed due to which power supply to Baghimehtab, Kralpora, Mochwa, Old Mochwa and adjoining areas will be affected from 10 AM to 03 PM on 11 & 15 January 2026.

New Delhi, Jan 10: Pacer Umran Malik has been left out of Jammu and Kashmir’s squad for the Ranji Trophy preparatory camp, set to happen in Pondicherry. Malik, who has played ten ODIs and eight T20Is for India, was in the squad for the first half of the Ranji Trophy, but played only one game against Rajasthan in Srinagar and went wicketless.

In the Syed Mushtaq Ali Trophy, Malik played five matches and took six wickets, but was omitted from the squad for the Vijay Hazare Trophy. Opener Qamran Iqbal, who hit a century in Jammu and Kashmir’s memorable Ranji Trophy win over Delhi at the Arun Jaitley Stadium, has also been omitted.

The JKCA has included Dikshant Kundal and Kawalpreet Singh, while Umar Nazir and Shubham Pundir also return to the squad. Jammu and Kashmir will begin their Ranji Trophy phase two campaign against Pondicherry at the Sichem Stadium from January 22-25. Head coach Ajay Sharma will join the team on January 17.

It is followed by a clash against Himachal Pradesh from January 29 to February 1 at the Atal Bihari Vajpayee Cricket Stadium in Nadaun. The Ranji Trophy knockout matches are slated to be played from February 6-28. Jammu and Kashmir are currently at second place in Elite Group D after table-toppers Mumbai with 20 points from five games.

“To prepare the J&K Team for the tournament & acclimatise the team, the Management has decided to send its team to Pondicherry. The players and Members of Support staff of the team will travel directly to Chennai under the arrangements of JKCA on 16th January, 2026 from their respective locations.

“The team will then travel in the Bus from Chennai to Pondicherry arranged by the Cricket Association of Pondicherry. No individual movement from Chennai to Pondicherry is allowed,” further said the JKCA.

Hate crimes against minorities unacceptable, blot on humanity: PDP’s Waheed Para

Srinagar, Jan 10: Peoples Democratic Party (PDP) MLA Waheed Para on Saturday said the hate crimes against minorities whether in Bangladesh, Pakistan or India were unacceptable and the biggest blot on humanity.

The PDP leader said Hindu-Muslim brotherhood and co-existence has been India’s strength, and it should survive in the sub-continent, especially in our country “and we should build on that”.

Whether the politics of hate is in India, Bangladesh or Pakistan, it is wrong, he said.

“The hate crimes against minorities, which are increasing in the sub-continent, are unacceptable. We strongly condemn it,” Para, the MLA from south Kashmir’s Pulwama, told reporters here when asked about the killing of a Hindu farmer in Pakistan.

“India was a model state for the rest of the world that how Hindus and Muslims have co-existed in this country for years, it was a model state for even the west. So, somewhere India should a message to Bangladesh or other neighbouring countries like Afghanistan or Pakistan.

“These countries should get a lesson from here on how to deal and handle the minorities and how the atmosphere of harmony and co-existence should prevail. The hate crimes in Bangladesh, Pakistan or our country are the biggest blot on humanity,” he added.

To a question about the closure of the Shri Mata Vaishno Devi Institute of Medical Excellence in the Reasi district of J-K, Para said it was unfortunate that admissions of meritorious students were cancelled because some BJP leaders protested.

“This is for the first time in the country we are seeing that admissions are being cancelled in the name of Muslims, or for having association with a specific religion. If this continues, where will it end?” he asked.

Asserting that there were 24 crore Muslims in India, the Pulwama MLA asked would the same approach be adopted with them and the admissions and jobs of their children as well.

“This politics of hatred is a big question mark for the BJP and also for the Government of India that how do they want the co-existence of India to be taken in the future and if people will not co-exist together, study or work together, then how will they run the country,” he said.

He said the action was a “danger” to Hindu-Muslim brotherhood and co-existence.

“I think the government needs to think, apply its mind, reconsider its decision and the admissions of all Muslim students should be restored. The affiliation of the college should be restored. This is the most unfortunate and wrong decision that has been taken by the BJP government in the current times,” he added.

On the upcoming budget session of the Jammu and Kashmir Legislative Assembly, the MLA said his party would raise several important issues about budget, unemployment, reservation, and the issue of daily wagers.

“We will also talk about land regularisation issue which we had raised in the last session as well. We will try our level best to raise all these issues and basic issues like water supply, roads, electricity, about smart metering. We will talk vociferously about all these issues in the assembly session,” he said.

In response to a question about Chief Minister Omar Abdullah welcoming the suspension of the Indus Water Treaty and having said that it greatly harmed JK, Para said all decisions that support peace in the Union Territory and between India and Pakistan should be taken.
