Deputy CM directs scientific mapping of Gair Mumkin Khads

Jammu, Dec 24: Deputy Chief Minister, Surinder Choudhary, Wednesday chaired a meeting of the Sub-Committee constituted to examine the issues related to Gair Mumkin Khads in Jammu and Kashmir.

The meeting, as per an official statement, held at the Civil Secretariat, Jammu, was attended by Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs Departments, Javed Ahmad Rana and Minister for Agriculture Production, Rural Development & Panchayati Raj, Cooperative and Election Departments, Javid Ahmad Dar, as members of the Sub-Committee.

Additional Chief Secretary, Jal Shakti Department, Shaleen Kabra, briefed the Sub-Committee on the current status of Gair Mumkin Khads and the challenges associated with their identification, protection and management.

Speaking on the occasion, the Deputy Chief Minister emphasised the need for taking pro-public and pragmatic decisions to ensure amicable redress of genuine issues faced by the people. He stressed that the policy interventions must strike a balance between the environmental protection and safeguarding the livelihoods and property rights of citizens.

The Sub-Committee discussed in detail the existing status of Gair Mumkin Khads, Daryas and Nallahs, along with related concerns with the objective of providing relief to the general public wherever required.

The Deputy Chief Minister called for sensitisation of all stakeholders and directed for proper scientific mapping of Gair Mumkin Khads, Nallahs and adjacent non-cultivable waste lands.

The meeting also discussed climatic challenges and measures being taken to mitigate climatic impact on the environment,  human life and properties.

The Deputy Chief Minister asked for comprehensive mapping of flood-prone areas to strengthen the disaster preparedness and mitigate risks. He further Instructed the concerned departments to take stringent action against the illegal encroachments and ensure retrieval of encroached land across Jammu and Kashmir in a time-bound manner.

The members of the Sub-Committee put forth their valuable suggestions and highlighted various public concerns requiring urgent attention.

Among others, the meeting was attended by Special Secretary, Jal Shakti and other concerned officers.

Srinagar, Dec 24: A student of the National Institute of Technology (NIT) Srinagar has brought laurels to the institute by winning a gold medal at the All India Inter NIT Powerlifting Tournament held at NIT Delhi.

Neeleeshwar Kumar (Enrolment number 2023BMEC038) from MED department clinched the gold medal in the 120 kg weight category, showcasing an impressive performance against competitors from various NITs across the country. His achievement has been widely appreciated.

The NIT Srinagar powerlifting team was accompanied by Mr. Sohail Ahmad Baba (SAS Assistant) and Mr Minhaj Ul Hamid (Trainer), who guided and supported the athletes during the tournament.

Congratulating the student, Director NIT Srinagar, Prof. Binod Kumar Kanaujia, said the achievement reflects the institute’s growing focus on sports and overall development.

“This gold medal is a matter of pride for NIT Srinagar. Such achievements highlight the talent of our students and the importance of encouraging sports alongside academics,” he said.

Registrar NIT Srinagar, Prof. Atikur Rehman, also lauded the performance and congratulated the student and the supporting staff.

“The success of our students at a national-level tournament demonstrates dedication, discipline, and hard work. We congratulate the entire team for this outstanding achievement,” he said.

SAS Officer, Kowsar Ali Mir said the institute is committed to promoting a sports culture on campus.

Inquiry ordered into substandard nutrition supply in Anantnag Poshan projects

Srinagar, Dec. 24: The Jammu and Kashmir government has ordered an inquiry into allegations of substandard nutritional supplies being distributed under various Poshan projects in Anantnag district, following complaints by Anganwadi workers.

Zaheer Abbas, district programme officer of Kulgam, has been appointed as the inquiry officer to conduct a detailed probe, according to an order issued by the Directorate of Mission Poshan Jammu and Kashmir.

The inquiry was initiated after Anganwadi workers in Anantnag alleged that poor-quality nutrition items were being supplied to several Integrated Child Development Services (ICDS) projects.

The workers raised the issue during a media briefing, urging the administration to take immediate corrective action.

“Sanction is hereby accorded to the appointment of  Zaheer Abbas, district programme officer, as an inquiry officer to conduct a thorough probe into the allegations levelled through a media briefing widely circulated on social media with regard to the purchase of nutrition items in various Poshan projects of district Anantnag,” the order said.

The government has directed the inquiry officer to submit a comprehensive report, along with specific comments and recommendations, within seven days.

“The inquiry officer shall furnish a comprehensive report along with specific comments and recommendations within a period of seven days,” the order said.

Officials said the inquiry will examine the procurement process, quality of nutritional supplies, storage conditions and distribution mechanisms to ensure that beneficiaries, including women and children, receive safe and adequate nutrition.

Authorities said further action will be taken based on the findings of the inquiry.

Panchkula (Haryana), Dec 24: Union Home Minister Amit Shah on Wednesday said the Narendra Modi government stands like a rock with the states in their fight against drug and human trafficking, cybercrime, and organised crime.

Shah said that a few years ago, there were three big challenges in the country in the matter of law and order — left-wing extremism, terrorism in Jammu and Kashmir, and armed groups in the northeast.

“But after 10 years from the formation of the Modi government, there is peace in these three areas, and the country is safe on these three fronts,” he claimed. Shah was addressing the Passing Out Parade (POP) of the Recruit Basic Course (RBC) Batch-93 here.

Addressing the recruits, he said, “Your leadership is ready for it, and you will have to strengthen the hands of your leadership.”

“We stand like a rock with the states,” he said, referring to the Union government.

He said that the role of forensic science under the new criminal laws has been decided.

“In crimes in which punishment is more than seven years, a visit by forensic experts to the scene of the crime has been made compulsory, and the main objective of this is to ensure punishment for the guilty,” he said.

Shah told the constables that they were joining the police force at a time when the Colonial-era laws had been replaced by the new criminal laws.

He said the batch is the first from Haryana since the implementation of the new criminal laws.

As many as 5,061 newly trained constables formally joined the state police force from the batch.

This is the first batch in which 85 per cent youth are graduates and above, with an average age of 26, Shah said.

When Haryana was formed, it had one police range and six districts, which have now increased to five ranges and 19 districts, in addition to railway police and cyber crime, the minister said.

According to a Haryana Police statement, the recruits underwent rigorous training from December 16, 2024, to September 22, 2025.

The statement quoted A S Chawla, Director, Haryana Police Academy, Madhuban, Karnal, to say that the batch is noteworthy for its strong academic background.

Of the 5,061 recruits, 969 are postgraduates, 3,324 are graduates, and 768 possess Class 12 or diploma qualifications, it said.

Many recruits are proficient in Hindi, English, and Punjabi.

The programme was a part of the series of events where Shah was the chief guest.

Before the event, Shah, who is also the Cooperation Minister, addressed a national cooperative conference here. The Haryana Police has a strength of 77,000 police personnel.

Kargil, Dec 24: Lieutenant Governor, Ladakh Kavinder Gupta, on Wednesday inaugurated a long-awaited, state-of-the-art 3 Tesla MRI facility at the District Hospital in Kargil, marking a historic upgrade in local healthcare for remote residents by providing world-class diagnostics, fulfilling previous promises, and boosting regional health infrastructure.

This significant step follows earlier inaugurations of CT scan machines and modern hospital facilities in Kargil, emphasizing the administration’s commitment to better health access in Ladakh’s challenging terrain.

The Lieutenant Governor of Ladakh, Kavinder Gupta, stated that the facility will ensure access to world-class diagnostic services for people living in remote, hilly and border areas, overcoming longstanding geographical and climatic challenges.

The Lieutenant Governor dedicated the state-of-the-art MRI facility to the people of Kargil in the presence of Chief Executive Councillor, LAHDC Kargil, Dr. Jaffer Akhoon; Member of Parliament Mohd Hanifa Jan; Executive Councillors; and special guests including Chief Secretary Dr. Pawan Kotwal, Principal Secretary Sanjeev Khirwar, Deputy Commissioner Rakesh Kumar, SSP Nitin Yadav, Director Health Services Dr. Tashi Thinles, Chairman Haj Committee Ali Majaz, senior officers, religious heads, medical staff and students.

Highlighting Ladakh’s harsh terrain and long winters,  Kavinder Gupta said that the installation of advanced diagnostic technology reflects the administration’s commitment to equitable and quality healthcare. He noted that patients from Kargil earlier had to travel outside the district for advanced investigations, leading to financial, physical and mental hardship, which will now be significantly reduced. The Lt Governor also outlined ongoing healthcare infrastructure projects, including proposals to enhance hospital bed capacity, construction of new hospital blocks, residential quarters for staff, and expansion of health facilities across the UT. He urged optimal utilization of the MRI facility to benefit all sections of society.

Speaking on the occasion, Dr. Jaffer Akhoon and Chief Secretary Dr. Pawan Kotwal termed the facility a major milestone that will strengthen local healthcare delivery and ensure timely, accurate diagnosis for the people.

He also urged the administration to provide short-term ultrasound / sonography training for MBBS doctors in neighbouring hospitals of Jammu and Kashmir. Additionally, he requested the provision of first-aid emergency services for people residing in Jammu to facilitate them during medical emergencies.

Speaking on the occasion, Member of Parliament for Ladakh, Mohd Hanifa Jan, expressed his happiness over the installation of the 3 Tesla MRI machine and termed it a result of collaborative efforts between the UT Administration and LAHDC Kargil. He said the facility would provide significant relief to the people, especially those from marginalised sections of society. The MP added that medical facilities across hospitals, CHCs, and PHCs in Ladakh are increasingly being equipped with modern infrastructure, and emphasized the need for continued collaborative efforts to further strengthen the healthcare system.

Socio-political activist Sajad Kargili has also expressed gratitude to the LG administration and LAHDC Kargil for installation of MRI facility at Kargil. Kargili earlier had raised the issue and demand with the LG administration Ladakh.

Srinagar, Dec 24: Jammu and Kashmir kicked off their Vijay Hazare Trophy campaign in commanding fashion, thrashing Chandigarh by 10 wickets in a one-sided List A match on Wednesday.

After opting to field, J&K produced a disciplined bowling effort to restrict Chandigarh to 208 in 39.5 overs, before openers Shubham Khajuria and Qamran Iqbal made light work of the chase, overhauling the target without losing a wicket in just 37 overs.

Khajuria led the charge with a fluent unbeaten 129 off 105 balls, studded with 20 boundaries, while Qamran played the perfect foil, remaining not out on 73 from 117 deliveries.

Srinagar, Dec 24: Divisional Commissioner Kashmir, Anshul Garg, chaired a meeting on Wednesday to review and strengthen measures aimed at curbing the growing menace of substance abuse in the Valley.

Emphasizing the need for coordinated and sustained efforts by all concerned departments, the Divisional Commissioner Kashmir directed educational institutions, including schools and colleges, to establish in-situ de-addiction mechanisms within their respective campuses.

He instructed that each educational institution shall nominate one male and one female nodal officer responsible for implementation of IEC (Information, Education and Communication) activities, student counselling, identification of vulnerable individuals, and continuous monitoring and tracking of affected students.

Wakf authorities were directed to organize orientation programmes for religious leaders to effectively utilize their influence in society for generating awareness regarding the harmful effects of substance abuse and promoting social responsibility.

With regard to coaching institutions and student accommodations, IMHANS was directed to develop a structured monitoring framework to keep effective oversight on coaching hubs.

Director Health Services was instructed to prepare a comprehensive training calendar for training of trainers, with the objective of creating a robust pool of trained resource persons for educational institutions.

Further, Director Colleges and Director Schools were directed to compile and submit a list of staff members to be trained and assigned the responsibility of identification, counselling, and monitoring of students vulnerable to substance abuse.

The Div Com emphasized the conduct of regular awareness sessions, maintenance of performance reports, and documentation and dissemination of success stories.

Police Department was directed to enhance surveillance over identified drug hotspots across Srinagar city and other districts in close coordination with the Health Department.

The meeting was attended by the DC Srinagar, Akshay Labroo; Director School Education, Director Social Welfare, Joint Director Information, and officers from Health Services, Higher Education, IMHANS, Wakf Board, Police Department, along with representatives of civil society.

China probably seeks to capitalise on de-escalated tension along Line of Actual Control with India: US report

New York/Washington, Dec 24: China probably seeks to capitalise on the de-escalation of tension along the Line of Actual Control with India to stabilise bilateral relations and prevent the deepening of US-India ties, according to a report by the US Department of War.

In its annual report to Congress on Tuesday on ‘Military and Security Developments Involving the People’s Republic of China 2025’, the department said that in October 2024, Indian leadership announced an agreement with China.

The agreement was to disengage from remaining standoff sites along the Line of Actual Control (LAC), two days before a meeting between Chinese President Xi Jinping and Prime Minister Narendra Modi on the sidelines of the BRICS Summit.

The Xi-Modi meeting marked the onset of monthly high-level engagements between the two countries, where parties discussed border management and next steps for the bilateral relationship, including direct flights, visa facilitation, and the exchange of academics and journalists, it said.

“China probably seeks to capitalise on decreased tension along the LAC to stabilise bilateral relations and prevent the deepening of US-India ties; however, India probably remains sceptical of China’s actions and motives. Continued mutual distrust and other irritants almost certainly limit the bilateral relationship,” the report said.

In the last few months, India and China have initiated a series of measures to normalise their relations after ending the over four-year military face-off along the LAC in eastern Ladakh in October last year.

In July, India resumed granting tourist visas for Chinese nationals.

India and China have, in recent months, agreed on several people-centric steps to reset their ties. These include agreement to resume Kailash Manasarovar Yatra, resumption of direct flights, commemoration of 75th anniversary of diplomatic relations and visa facilitation.

The direct flights between the two countries resumed in October.

In August, Prime Minister Modi and President Xi agreed to deepen bilateral ties to combat pressing challenges and work towards a “fair” solution to the festering border issue.

According to the Department of War report, China’s National Strategy is to achieve “the great rejuvenation of the Chinese nation” by 2049.

In this vision, a rejuvenated China would have raised its “influence, appeal, and power to shape events to a new level,” and it would field a “world-class” military that can “fight and win” and “resolutely safeguard” the country’s sovereignty, security, and development interests.

China claims three “core interests,” defined as issues so central to China’s national rejuvenation that their official position is not subject to negotiation or compromise. These include the Chinese Communist Party’s (CCP’s) control, promoting China’s economic development and defending and expanding China’s sovereignty and territorial claims.

“China’s leadership has extended the term ‘core interest’ to cover Taiwan and China’s sovereignty claims amid territorial disputes in the South China Sea, the Senkaku Islands, and the northeastern Indian state of Arunachal Pradesh,” it said.

The report said that under President Donald Trump’s leadership, relations between the US and China are “stronger than they have been in many years,” and the Department of War will support efforts to build on this progress.

“We will do so in part by opening a wider range of military-to-military communications with the PLA (People’s Liberation Army) with a focus on strategic stability as well as deconfliction and de-escalation, more broadly. We will also seek other ways to make clear our peaceful intentions,” it said.

The report emphasised that US interests in the Indo-Pacific are fundamental — but also scoped and reasonable.

“We do not seek to strangle, dominate, or humiliate China. Rather, as laid out in President Trump’s National Security Strategy, we seek only to deny the ability of any country in the Indo-Pacific to dominate us or our allies. That means being so strong that aggression is not even considered, and that peace is therefore preferred and preserved,” it said.

The Department of War will therefore prioritise bolstering deterrence in the Indo-Pacific through strength, not confrontation.

“President Trump seeks a stable peace, fair trade, and respectful relations with China, and the Department of War will ensure that he is able to achieve these objectives from a position of military strength. In the process, we will forge and sustain a balance of power that will enable all of us to enjoy a decent peace in an Indo-Pacific — one in which trade flows openly and fairly, we can all prosper, and all nations’ interests are respected,” it said.

Srinagar, Dec 24: The Jammu and Kashmir Anti-Corruption Bureau (ACB) on Wednesday filed a chargesheet for allegedly offering a bribe of Rs 30,000 to the Superintendent of Police, City South Jammu.

Officials said the bribe was allegedly offered in exchange for extending the date of an exhibition-cum-sale at Gole Market, Gandhi Nagar, Jammu.

According to a statement issued, on 24-12-2025, Jammu & Kashmir Anti Corruption Bureau produced charge-sheet in case FIR No. 01/2024 u/s 8 of Prevention of Corruption Act, 1988 before the Hon’ble Court of Special Judge, Anti-Corruption, Jammu against Chander Sekhar Vohra, Proprietor of M/s Asian Associates, for offering bribe to the Superintendent of Police, City South, Jammu, for seeking undue favour in connection with extending the date of exhibition cum sale at Gole Market, Gandhi Nagar, Jammu.

The statement reads, the instant case came to be registered at PS ACB Jammu, upon the receipt of a written complaint lodged by the then Superintendent of Police, City South, Jammu, alleging therein that the above named individual approached her to seek undue favour in connection with the extension of the exhibition date for the exhibition cum sale at Gole Market, Gandhi Nagar, Jammu and tried to bribe her by offering bribe amount of Rs 30,000 for doing the needful. During the course of investigation, a team was constituted and the accused, namely, Sekhar Vohra, Proprietor of M/s Asian Associates, was caught on spot, in the office of SP City south, Jammu, for offering bribe of Rs 30,000 to her for seeking undue favour. The bribe money was also recovered and seized on spot in presence of independent witnesses.

It reads, after the completion of investigation of the case as proved, charge-sheet has been produced against the said accused in the Hon’ble Court of Special Judge, Anti-Corruption, Jammu on 24-12-2025 for judicial determination.

Mumbai, Dec 24: The gold prices surged over 0.5 per cent to hit record highs on Wednesday, pushing above $4,500 an ounce due to escalating US‑Venezuela tensions and expectations for more US rate cuts next year.

MCX gold February futures rose 0.44 per cent to Rs 1,38,485 per 10 grams, while MCX silver surged 1.79 per cent to a record high of Rs 2,23,593 per kilogram (as of 10.05 am).

The dollar index had declined 0.20 per cent during the session, making gold cheaper in overseas currencies.

“Spot gold surged past the psychological $4,500 per ounce milestone, propelled by safe-haven demand and rate cut expectations. Silver touched a fresh all-time high and surged beyond $72,” said Devarsh Vakil, Head of Prime Research at HDFC Securities.

Silver has gained 24 per cent in December and 135 per cent year-over-year, reflecting tight supply-demand fundamentals and robust safe-haven flows, Vakil added.

Domestic spot gold prices have surged over 76 per cent year‑to‑date and international gold prices over 70 per cent in 2025, on track for their strongest annual performance since 1979.

Platinum traded above $2,300 an ounce for the first time in several decades, while palladium also recorded gains.

The US Coast Guard this month seized a super tanker under sanctions carrying Venezuelan oil and tried to intercept two more Venezuela‑related ships over the weekend heightening tensions.

Killing of a Russian army general in a bomb attack on Monday also contributed to increased geo-political risk and supported gold and silver.

Gold has support at Rs 1,35,550-Rs 1,34,710 zone, while silver has support at Rs 2,11,150-Rs 2,10,280 zone, according to analysts.

Aggressive central bank buying, expectations of US Fed rate cuts, concerns over impact of US tariffs, geopolitical tensions, and robust inflows into gold and silver ETFs drove the gold and silver prices this year.
