Health department refers 480 medical officer posts to JKPSC

Srinagar, Dec 23: The Health and Medical Education Department of Jammu and Kashmir has formally referred 480 posts of Medical Officers to the Jammu and Kashmir Public Services Commission for direct recruitment, as per official communication issued on Tuesday.

According to an official letter issued from the Civil Secretariat, Jammu and Kashmir, the referral has been made under the Jammu and Kashmir Health and Family Welfare (Gazetted) Service Rules notified vide SRO 325 of 2013. The requisition form for filling up the posts has been forwarded to JKPSC for initiating the recruitment process.

The breakup of the 480 Medical Officer posts includes 192 posts under Open Merit, 38 under Scheduled Caste, 48 each under Scheduled Tribe One, Scheduled Tribe Two and Backward Area categories, 39 posts under Other Backward Classes, 48 under Economically Weaker Sections, and 19 posts under ALC IB category.

The department has also requested the Public Services Commission to incorporate specific conditions in the forthcoming advertisement to avoid any future legal complications. As per the conditions, selected candidates will not be permitted to continue postgraduate courses or tenure positions such as Senior Residency, Registrarship, or Demonstratorship after selection. However, candidates will be given a one-time option to either accept the Medical Officer appointment or continue with their ongoing postgraduate or tenure engagement.

Further, the letter states that upon appointment, selected Medical Officers will be required to serve mandatorily in peripheral and far-flung areas of the Union Territory of Jammu and Kashmir in the interest of equitable healthcare delivery.

The communication has been issued by the Health and Medical Education Department to the Secretary of the Jammu and Kashmir Public Services Commission, requesting acknowledgment and necessary action.

Ganderbal, Dec 23: Continuing its relentless efforts to eradicate illicit drug trafficking menace from J&K, Police in central Kashmir’s Ganderbal apprehended two drug peddlers, including an MBA student, and recovered heroin like substance from their possession within the jurisdiction of Police Station Kheerbhawani, police officials said on Tuesday.

Police identified the accused as Showkat Ahmad Bhat, Son of Bashir Ahmad Bhat and Sameer Ahmad Bhat (A well educated MBA Student), Son of Mohammad Muzaffar Bhat, both residents of Batwina, Ganderbal.

Police said the accused were apprehended when a police party from Police Station Kheerbawani, acting on the directions of SSP Ganderbal Khalil Ahmad Poswal (JKPS), intercepted a Maruti 800 vehicle bearing registration number JK01U-3866 during routine naka checking near the Central University on Tullamulla Road

During the search, Police stated, contraband heroin-like substance was recovered from their possession, which was subsequently seized as per legal procedures.

Accordingly, a case FIR No. 41/2025, under relevant sections of NDPS Act was registered at Police Station Kheerbhawani, and further investigation is underway to ascertain the source and intended distribution network of the contraband, they said.

Ganderbal Police reiterated its firm commitment to eradicate the menace of drugs from society and urges the public to cooperate by sharing any information related to drug trafficking.

Mumbai, Dec 22: India should be prepared to fight short-duration, high-intensity conflicts to deter terrorism, something like Operation Sindoor, and long duration conflict because of the territorial disputes with its neighbours, Chief of Defence Staff General Anil Chauhan said on Monday.

Speaking at Indian Institute of Technology (IIT) Bombay, Gen Chauhan said multi-domain operations will no longer be an option but a necessity, where the effects of one domain will be immediately felt on to the other.

“What kind of threats and challenges should India be prepared for? This should be based on two facts. Both our adversaries — one is a nuclear weapon state and one is a nuclear armed state — hence we should not allow that level of deterrence to be breached,” he said without naming Pakistan or China.

He said India has territorial disputes with both its neighbours.

“We should be prepared to fight short duration, high intensity conflicts to deter terrorism, something like Operation Sindoor. We should be prepared for a land centric, long duration conflict because we have land disputes. Yet, we should try and avoid it,” the CDS said.

The country’s top military officer stressed the need to exploit new domains and create asymmetry with a weaker adversary and yet not allow these asymmetries to be exploited by other nations.

Terrorism and grey zone warfare will remain a threat, which requires defensive as well as offensive response, he added.

Chauhan spoke about modern warfare being at a cusp of a third revolution in military affairs which he termed as convergence warfare.

This is happening because a number of technologies are simultaneously affecting the nature and character of warfare, he added.

Earlier a few technologies were influencing how wars are fought. Now it could be a number of technologies. AI, Quantum, edge computing, hypersonic, advanced material, robotics, he added.

He said multi-domain operations will no longer be an option but a necessity where the effects of one domain will be immediately felt on to the other domain.

“This was clearly visible in Operation Sindoor. In a war which lasted only about four days giving India decisive victory, all domains of warfare were used simultaneously with great amount of tempo,” he said.

Multi-domain operations will also require multi-domain capabilities and cross domain command and control, he said.

This will require extensive coordination and control between the Army, Navy and Air Force, but also cyber forces, space forces and forces operating in the cognitive domain, he asserted.

India launched Operation Sindoor on May 7 to avenge the terror attack in Pahalgam on April 22, leading to the deaths of 26 persons. India inflicted heavy damage on the terror infrastructure located in Pakistan-occupied-Kashmir and Pakistan. Both countries agreed on cessation of hostilities on May 10.

Srinagar, Dec 23: A special NIA court in Jammu and Kashmir’s Budgam district on Tuesday ordered the attachment of over 1.5 kanals (1 kanal is equal to 5,445 sq ft) of land belonging to US-based Kashmiri lobbyist Ghulam Nabi Shah alias “Dr Fai”.

Judge Yahaya Firdous passed the order after Assistant Public Prosecutor Mohammad Iqbal Rather moved an application seeking attachment of property of Fai under Section 83 of the Criminal Procedure Code (85 of BNSS) on the ground that this court had already declared the accused as an absconder in a case registered in 2020 under various sections of the UAPA.

“… this court directs collector Budgam to attach the immovable property of land measuring one kanal and two marlas under Khewat No 60, survey No 466 in village Wadwan and land measuring 11 marlas under Khewat No 136, Survey No 343 situated at village Chattabugh (belonging to Fai) and take possession forthwith.

“Before attaching the property, district collector Budgam shall ensure that the help of revenue authorities is taken to identify and demarcate the property,” the court said in a seven-page order.

It directed the Budgam Senior Superintendent of Police to provide necessary support, if required, to the collector while attaching the property.

New Delhi, Dec 23: Holding saffron flags and shouting slogans against the lynching of a Hindu man in Bangladesh, hundreds of supporters of the VHP and the Bajrang Dal broke barricades and clashed with police near the fortified Bangladesh High Commission on Tuesday.

Protesters forced several barricades down as police struggled to contain the surge.

The high security area witnessed a beefed-up police presence in the morning ahead of the protest announced by the Hindu right against the lynching of a Hindu man in the strife-torn neighbouring nation.

The area had been secured with three layers of barricades and a reinforced presence of police and paramilitary.

An officer said a 15,000-strong police force was deployed ahead of the demonstration.

He said police managed to hold the protesters about 800 metres from the high commission.

DTC buses were parked as an obstacle to thwart the protesters’ bid to reach the high commission.

A sea of banners and placards bobbed in the air, reading denunciatory messages against the Bangladesh government.

A placard read: “Hindu rakt ki ek ek boond ka hisaab chahiye (Each drop of blood of a Hindu must be accounted for).”

On December 18, Dipu Chandra Das, a 25-year-old garment factory worker, was lynched by a mob and his body set on fire over blasphemy in Baluka in Mymensingh.

According to the police, Das was first beaten up by a mob outside the factory and then hanged from a tree. The crowd left the body of the deceased by the Dhaka-Mymensingh Highway and later set it on fire.

“A Hindu man was brutally assaulted and killed. We request our government to take strict action against those who are behind the killing. We also demand that the Bangladesh police take strict action against those who are behind the killing,” a protester said.

Another said, “We in India consider every community as our brothers and sisters. Every Hindu in every country must be treated in the same way.”

Editors Guild of India condemns attacks on media in Bangladesh

New Delhi, Dec 23: The Editors Guild of India on Tuesday strongly condemned a series of physical assaults, mob attacks, vandalism and arson targeting journalists and media establishments in Bangladesh, calling them a grave threat to press freedom in South Asia.

In a statement, the Guild expressed deep concern over the assault on New Age Editor and Editors’ Council President Nurul Kabir, as well as mob attacks on the offices of the widely circulated Bangla daily Prothom Alo and the leading English-language newspaper Daily Star. The Guild said these incidents mark a “serious and deadly escalation” in the continuing pattern of intimidation and violence against the media in Bangladesh.

The Editors Guild also noted with alarm reports of death threats issued to journalists on social media platforms. It urged the Muhammad Yunus-led interim government in Bangladesh to take immediate steps to ensure the physical safety and well-being of media persons and to act swiftly against those responsible for the attacks.

“These attacks constitute a clear violation of media freedom and are aimed at silencing independent voices and shrinking civic discourse,” the statement said, adding that a free and fearless press is essential for any democratic society.

Calling for urgent intervention, the Guild appealed to authorities in Bangladesh and elsewhere to ensure that journalists and media organisations are able to function in an environment free from threats, intimidation and violence.

The statement was signed by Editors Guild of India President Sanjay Kapoor, General Secretary Raghavan Srinivasan and Treasurer Teresa Rehman.

Srinagar, Dec 23: PDP president Mehbooba Mufti on Tuesday expressed concern over the alleged harassment of Hindu women in Bangladesh, saying the reports are “deeply disturbing”.

“Reports from Bangladesh alleging that Hindu women fear moving freely while wearing sindoor are deeply disturbing,” the former chief minister of Jammu and Kashmir said in a post on X.

Mufti said the leadership of the country is, however, in a moral dilemma as “lumpen elements” in India are “forcibly pulling off the hijab of Muslim women”.

“Sadly, the Indian leadership appears to face a moral dilemma in raising this grave issue with Bangladeshi authorities, as lumpen elements at home are themselves seen forcibly pulling off the hijabs of Muslim women. In a world dominated by fanatics, who will truly stand up for the rights and dignity of women?” she added.

New Delhi, Dec 23: At least 10 flights were cancelled and more than 270 flights were delayed at the Delhi airport due to fog and low visibility conditions on Tuesday.

An official said 6 arrivals and 4 departures have been cancelled for the day.

Over 270 flights have been delayed and the average delay time for departures is 29 minutes, as per information available on flight tracking website Flightradar24.com.

“Visibility at the airport is improving; however, flight departures for certain destinations may experience delay,” Delhi airport operator DIAL said in a post on X.

The Indira Gandhi International Airport (IGIA) in the national capital handles around 1,300 flight movements daily.

Srinagar, Dec 23: A major development has emerged in the investigation of a suspected espionage network in Arunachal Pradesh, with Itanagar Police arresting two men from Kupwara district in Jammu and Kashmir for allegedly spying for Pakistan-based handlers.

Inspector General of Police (Law and Order), Chukhu Apa said the arrests were made on December 18, after which the suspects were brought to Arunachal Pradesh for detailed interrogation. With their detention, the total number of accused in the case has increased to five.

Officials claimed that the arrested individuals, identified as Ajaz Ahmad Bhat and Bashir Ahmad Ganai, were collecting sensitive information from various locations across Arunachal Pradesh, a strategically significant border state, and passing it on to contacts across the border. Due to national security concerns, officials have not disclosed details about the nature of the intelligence or the specific sites involved.

“We are waiting for the forensic report. The preliminary investigation revealed that they are sharing sensitive information to the handlers across the country. Our investigation is on and further details will be rolled out during our investigation,” the IGP said.

Earlier, on November 21, the police had arrested Nazir Ahmad Malik and Sabir Ahmed Mir, both residents of Kupwara district in Jammu and Kashmir, after receiving credible information about their possible involvement in espionage activities. Subsequently, another accused, Shabir Ahmed Khan, who also belongs to Kupwara, was arrested from Itanagar.

Authorities said the possibility of more arrests cannot be ruled out as the probe continues. The case has triggered serious security concerns, leading to close coordination between state police, central intelligence agencies, and other security forces deployed in the region.

TADA Court acquits three, cites lack of evidence

Srinagar, Dec 23 (KDC): A designated court under the NIA Act in Srinagar has acquitted three alleged overground workers (OGWs) in the 2020 Taingan CRPF attack case, holding that the prosecution failed to establish a complete and reliable chain of evidence against them.

The judgment was delivered by the Additional Sessions Judge (TADA/POTA), Srinagar, Manjeet Rai, in the case arising out of FIR No. 138/2020 of Police Station Nowgam, which related to a terrorist attack on a CRPF road-opening patrol near Taingan on the Srinagar National Highway on October 5, 2020. Two CRPF personnel were killed and four others injured in the attack.

The accused Faisal Ahmad Ganaie, a resident of Ganaie Mohallah, Shankerpora, Nowgam, Waseem Ahmad Ganaie, a resident of Ganaie Mohallah, Chattergam, and Shakir Ahmad Dar, a resident of Marvel, Kakapora in Pulwama district were charged under multiple provisions of the IPC, Arms Act and the Unlawful Activities (Prevention) Act (UAPA) for allegedly providing shelter, logistical support and transportation to terrorists involved in the attack.

In its judgment, the court noted that none of the CRPF personnel examined as witnesses identified the accused or linked them directly to the incident. The witnesses only established that the attack was carried out by “unknown terrorists.”

The court found that the prosecution case was entirely circumstantial and rested mainly on disclosure statements made in police custody and joint pointing-out memos, which were held to be legally weak. It observed that the disclosures did not lead to the discovery of any new incriminating fact as required under Section 27 of the Evidence Act.

The court also flagged serious investigative lapses, including the absence of independent witnesses, lack of CCTV or technical evidence, non-production of ballistic reports, and failure to conclusively link weapons recovered in a later encounter to the cartridges seized from the crime scene.

The two terrorists allegedly involved in the attack Saifullah, a Pakistani national, and Irshad Ahmad Dar of Pulwama were killed in a encounter at Barzullah, Srinagar, on October 12, 2020. However, the court noted that even this did not establish the role of the accused beyond reasonable doubt.

Holding that the chain of circumstances was incomplete and unreliable, the court extended the benefit of doubt to the accused and acquitted them of all charges. (KDC)
