Srinagar, Dec 13: Cold weather conditions prevailed across Jammu and Kashmir and Ladakh on Saturday, with the Zojila Pass recording the lowest temperature at minus 17 degrees Celsius.

Early morning heavy fog also enveloped many parts of the Valley, adding to the woes of transporters. Officials urged drivers to move slowly and drive vehicles with caution to avoid accidents.

In the Kashmir region, Srinagar recorded a minimum temperature of minus 2.9 degrees Celsius, while the Srinagar airport settled at minus 4.0 degrees.

Qazigund recorded minus 1.6 degrees, Pahalgam minus 2.8 degrees, Kupwara minus 2.4 degrees and Kokernag 0.1 degrees Celsius. Gulmarg, the famous ski resort, recorded a low of 1.6 degrees Celsius.

Other places in the Valley saw sub-zero temperatures, with Pampore at minus 2.5 degrees, Awantipora minus 3.6 degrees, Budgam minus 3.1 degrees, Anantnag minus 2.5 degrees, Baramulla minus 3.2 degrees, Bandipora minus 2.1 degrees, Pulwama minus 4.2 degrees and Shopian minus 3.7 degrees Celsius.

Kulgam recorded 0.1 degrees, Ganderbal minus 1.8 degrees, Sonamarg minus 0.3 degrees and Zethan Rafiabad minus 3.1 degrees Celsius.

In the Jammu region, minimum temperatures remained relatively higher. Jammu city recorded a low of 10.3 degrees Celsius, while Jammu airport recorded 10.9 degrees.

Katra recorded 10.2 degrees, Kathua and Batote 8.0 degrees each, and Reasi also 8.0 degrees Celsius. Bhaderwah recorded 3.6 degrees, Banihal 3.8 degrees, Udhampur 3.4 degrees, Rajouri 3.8 degrees, Ramban and Samba 5.9 degrees each, Kishtwar 7.8 degrees and Doda 7.3 degrees Celsius.

In Ladakh, Leh recorded a minimum temperature of minus 5.6 degrees Celsius, Kargil minus 5.2 degrees and Nubra Valley minus 5.7 degrees.

Meteorological officials said cold conditions are expected to continue in the higher reaches, while plains are likely to experience chilly nights over the next few days.(KNS).

Washington, Dec 13: Twenty US states filed a lawsuit challenging the Trump Administration’s decision to impose a $100,000 fee on new H-1B visa petitions, arguing the policy is unlawful and threatens essential public services.

The lawsuit targets a policy implemented by the Department of Homeland Security that sharply increases the cost for employers seeking to hire high-skilled foreign workers under the H-1B visa programme, widely used by hospitals, universities and public schools.

California Attorney General Rob Bonta, whose office is leading the case, said the administration lacked authority to impose the fee.

“As the world’s fourth largest economy, California knows that when skilled talent from around the world joins our workforce, it drives our state forward,” Bonta said.

“President Trump’s illegal $100,000 H-1B visa fee creates unnecessary — and illegal — financial burdens on California public employers and other providers of vital services, exacerbating labour shortages in key sectors,” he said.

President Trump ordered the fee through a proclamation issued on September 19, 2025. DHS applied the policy to H-1B petitions filed after September 21 and gave the Secretary of Homeland Security discretion to determine which applications are subject to the fee or qualify for exemptions.

The states argue the policy violates the Administrative Procedure Act and the US Constitution by bypassing required rulemaking and exceeding congressional authority. They say fees tied to the H-1B programme have historically been limited to the cost of administering the system.

Employers filing initial H-1B petitions currently pay between $960 and $7,595 in combined regulatory and statutory fees.

Under federal law, employers must certify that hiring H-1B workers will not adversely affect the wages or working conditions of US workers. Congress caps most private-sector H-1B visas at 65,000 annually, with an additional 20,000 reserved for applicants holding advanced degrees.

Government and non-profit employers, including schools, universities and hospitals, are generally exempt from the cap.

The attorneys general say the new fee would worsen staffing shortages, particularly in education and healthcare.

During the 2024–2025 school year, 74 per cent of US school districts reported difficulty filling open positions, especially in special education, physical sciences, ESL or bilingual education, and foreign languages. Educators are the third-largest occupational group among H-1B visa holders.

Healthcare providers also rely heavily on the programme. Nearly 17,000 H-1B visas were issued for medicine and health occupations in fiscal year 2024, about half to physicians and surgeons. The United States is projected to face a shortage of 86,000 physicians by 2036.

The lawsuit was filed by Bonta and Massachusetts Attorney General Andrea Joy Campbell, joined by attorneys general from Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Michigan, Minnesota, Nevada, North Carolina, New Jersey, New York, Oregon, Rhode Island, Vermont, Washington and Wisconsin.

Gandhinagar, Dec 12: Billionaire Mukesh Ambani on Thursday said India must become self-reliant in critical technologies and industries to tide over geopolitical situations that may pose challenges to the country’s future progress.

Speaking at the 13th convocation of Pandit Deendayal Energy University here, he contrasted India’s “sprinting” 8 per cent economic growth with “erosion of confidence all around.

“There is erosion of confidence all around. In contrast, India is bubbling with hope and self-confidence,” he said. “A decade ago, the rest of India was talking about Vibrant Gujarat. Today, the rest of the world is talking about a Vibrant India.” Ambani, chairman of Reliance Industries Ltd and president of PDEU, stated that the geopolitical situation has created certain challenges for India’s future progress. “India must become Atma Nirbhar — self-reliant — in critical technologies and industries,” he said.

Ambi (Maharashtra), Dec 12: The presence of a clutch of India stars failed to inspire Mumbai and Andhra, as they went down to Hyderabad and Madhya Pradesh, respectively, in their Super League matches of the Syed Mushtaq Ali Trophy here on Friday.

Mumbai had Yashasvi Jaiswal (29), Sarfaraz Khan (5), Ajinkya Rahane (9) and Shardul Thakur (0) in their line-up but folded for 131 as India pacer Mohammad Siraj took three for 17 in 3.5 overs for Hyderabad.

Tanay Thyagarajan took two wickets to support Siraj.

In reply, the promising Aman Rao (52 not out, 29b) and Tanmay Agarwal (75, 40b) helped Hyderabad chase down the target in just 11.5 overs.

Hyderabad made 132 for one to register a 9-wicket win and grab four points.

Reddy’s all-round show not enough

India all-rounder Nitish Kumar Reddy made 25 and took a hat-trick (3/17 in 3 overs) for Andhra but Madhya Pradesh emerged a four-wicket victor in a low-scoring match.

Andhra were all out for 112 in 19.1 overs, and MP reached 113 for six in 17.3 overs, braving Reddy’s burst.

The medium pacer bagged the wickets of opener Harsh Gawali, No. 3 Harpreet Singh Bhatia and No. 4 and skipper Rajat Patidar in successive balls in the third over of the innings.

MP were 14 for three then but recovered well to grab four full points on offer.

Arora’s 100 in vain

Salil Arora made a sparkling 125 for Punjab, but batters fired in unison as Jharkhand scored an impressive six-wicket win.

Arora’s knock (45b, 9×4, 11×6), in which the hundred came in 39 balls, helped Punjab post a solid 235 for six in 20 overs after getting reduced to 28 for two.

Arora punished Sushant Mishra, clobbering the left-arm pacer for three sixes and a four in the final over of the innings to lift Punjab to an imposing total.

The IPL scouts would certainly have noted this outing of Arora, as it came four days ahead of next week’s mini auction, and who has been included in the Rs 30 lakh group.

Arora can double up as a wicketkeeper-batter but on this day Punjab skipper Prabhsimran Singh donned the big gloves.

But led by Kumar Kushagra (82 not out, 46b), skipper Ishan Kishan (47, 23b), Anukul Roy (37, 17b) and Pankaj Kumar (39, 18b), Jharkhand hunted down the target in 18.1 overs. Jharkhand made 237 for four.

Fire damages two residential structures in Kulgam

Kulgam, Dec 12: A massive fire broke out on Friday evening in the Khudwani area of south Kashmir’s Kulgam district, causing damage to two residential houses, officials said.

The blaze triggered panic in the densely populated locality as flames rapidly engulfed the structures.

Men and machinery from Fire and Emergency Services (F&ES) department alongwith Kulgam Police rushed to the spot soon after receiving information and launched an extensive firefighting operation.

With the assistance of local residents, F&ES personnel managed to bring the flames under control and prevent the fire from spreading to adjacent houses, thereby averting a larger tragedy, the news agency KNC reported.

The exact cause of the fire is yet to be ascertained and an assessment of the damage is currently underway. No injuries or loss of life were reported till the last reports came in.

Further investigation into the incident is ongoing.

He spoke on General Zorawar Singh’s monumental military campaigns in Ladakh, Baltistan, Gilgit, and Skardu, and highlighted his pivotal role in the expansion of the Dogra empire.

The LG called upon the youth and all sections of society to follow the message of General Zorawar Singh for moral clarity, unwavering conviction to shape a better future, and to empower the marginalised.

FDA orders eco-friendly disposal of seized, rejected food items

Srinagar, Dec 12: The Food and Drugs Administration (FDA) on Friday issued a comprehensive advisory directing scientific and environmentally responsible disposal of seized, rejected, and expired food items, following reports of unsafe dumping of such materials into rivers and other natural water bodies.

Reiterating the provisions of the Food Safety and Standards Act, 2006, and guidelines issued by the Food Safety and Standards Authority of India (FSSAI), the advisory instructs all designated officers, Food Safety Officers (FSOs), and enforcement teams to strictly follow approved disposal procedures to prevent environmental damage, health risks, and potential misuse of unsafe food items.

The advisory explicitly prohibits disposal of any seized, rejected, or expired food items including their packaging into rivers, lakes, natural water bodies, or open land.

Enforcement teams have been asked to adopt approved disposal methods such as incineration at authorised facilities compliant with Central Pollution Control Board (CPCB) norms, disposal in designated sanitary landfills with leachate control, or composting and anaerobic digestion of biodegradable waste through certified units, in coordination with local municipal bodies, panchayats, or other statutory authorities.

All disposal activities are required to be video recorded in the presence of two independent witnesses.

Upon completion, the supervising FSO must submit a certificate of disposal to the designated officer, with copies forwarded to the Commissioner of Food Safety and the concerned Food Business Operator (FBO).

The advisory directs designated officers to identify suitable incineration, composting, or alternative disposal facilities and share the list with the Commissioner of Food Safety.

For high-volume disposals, coordination with the State Pollution Control Board has also been advised.

Additionally, officers are required to submit monthly disposal compliance reports to the Commissioner of Food Safety by the 3rd of the following month, highlighting any deviations from the prescribed guidelines.

The FDA’s directive comes amid growing concern over improper disposal of unsafe food items, reinforcing the department’s commitment to public health and environmental safety.
