Students can’t be barred for faith, says CM Omar

Srinagar, Nov 25: Jammu & Kashmir Chief Minister Omar Abdullah on Tuesday said that suggestions to exclude Muslim students from admission to Shri Mata Vaishno Devi Medical College go against the principles on which the institution was established.

Speaking to reporters in Jammu, Omar said that students who qualified through NEET have earned their seats and cannot be denied admission on the basis of religion.

He said that if any group or political leader wanted the college to admit students only from a particular community, the institution should have been granted minority status at the time of its establishment.

“When this medical college was set up, if the intention was to keep Muslim students out, its status should have been declared accordingly,” Omar said as per KNS.

He said that students seek education and professional training, and that religion does not affect their right to study in any institution. “When children are attending a college named after Mata Vaishno Devi, they are going there to learn and to become doctors,” he said.

Referring to recent statements by BJP leader Sunil Sharma, Omar said that exclusionary approaches could lead to social distance and blame placed later on the same communities.

“If students are pushed away and later accused of being alienated or influenced, responsibility must be acknowledged,” he said.

He added that if the college is formally granted minority status, Muslim students will seek opportunities elsewhere, including outside the country.

“If the status is changed, they will get chances in other places, even in Bangladesh or Turkey, but they should not be blamed later,” Omar said.

NCB seizes 2.7 KG charas in Srinagar, cracks supply chain in Baramulla, Pulwama; 3 held

Srinagar, Nov 25: The Narcotics Control Bureau Srinagar has dismantled an active narcotics supply module operating across Baramulla and Pulwama with the seizure of 2.730 kilograms of charas and the arrest of three accused, including the alleged main supplier.

Officials said the operation was initiated after specific intelligence inputs indicated the movement of contraband in the Kunzer area of Baramulla. Acting on these inputs, an NCB team intercepted Bashir Ahmad Malla of Dhobiwan on 20 November and recovered 2.730 kilograms of charas from his possession.

During questioning and subsequent follow up carried out with the assistance of Baramulla Police, particularly Kunzer Police Station, investigators detained his associate Mansoor Ahmad Wani of Dhobiwan. Officers said Wani was directly involved in the procurement and movement of the seized substance.

Authorities said sustained interrogation of both the accused led to the arrest of the alleged main supplier, Abdul Rashid Dar, from Pulwama. His arrest, according to officials, helped investigators map the full trafficking chain linked to procurement, transportation and distribution of the contraband.

All three accused, as per officials, have a criminal background related to the NDPS Act. The dismantling of the module has enabled agencies to identify several backward and forward linkages. Further investigation is underway to verify financial trails and possible inter state connections.

An official said the NCB office in Srinagar was established to strengthen enforcement capacities in Jammu and Kashmir. He added that coordinated operations with police units have improved response to narcotics trafficking and related activities. [KNT]

Kabul condemns Pakistan’s attack on Afghan territory

Kabul, Nov 25: Kabul on Tuesday strongly condemned the Pakistani air strikes in the Afghan provinces of Paktika, Khost and Kunar, describing them as an infringement of the country’s sovereignty and a violation of all internationally recognised norms.

According to the Afghan government, at least 10 civilians, including nine children, were killed after Pakistani forces struck a residential area in Khost, while separate air strikes in Kunar and Paktika injured four civilians.

Zabihullah Mujahid, spokesman for the caretaker Afghan government, took to his social media platform, stressing that a necessary response would be taken at a proper time.

“The airstrikes carried out last night by Pakistani forces in Afghanistan’s Paktika, Khost, and Kunar provinces constitute a direct assault on Afghanistan’s sovereignty and a clear breach of internationally recognised norms and principles by the Pakistani authorities,” Mujahid posted on X.

“These hostile actions by Pakistani forces achieve nothing; they only prove that operations driven by flawed intelligence inflame tensions and expose the ongoing failures of Pakistan’s military regime,” he added.

The Afghan spokesperson further mentioned that Kabul has the right to defend its territory and that an “appropriate response will be given at the appropriate time.”

“The Islamic Emirate of Afghanistan strongly condemns this violation and criminal act in the harshest terms and once again clarifies that its air and ground borders. And it considers the defence of its nation as its legitimate religious right, and an appropriate response will be given at the appropriate time,” Mujahid said.

The attack, according to officials, took place shortly after midnight and targeted the home of a local, reigniting concerns about escalating hostilities along the border.

Mujahid stated that the strike occurred around 12:00 a.m. on Tuesday in the Mughalgai area of Khost’s Gurbuz district.

He said in a post on X that “the Pakistani invading forces bombed the house of a local civilian resident, Waliat Khan, son of Qazi Mir. As a result, nine children (five boys and four girls) and one woman were martyred, and his house was destroyed.”

Mujahid also confirmed that separate airstrikes were conducted the same night, adding, “Air strikes also occurred in Kunar and Paktika, where four civilians were injured.”

The latest strike in Afghan provinces has now raised fears of another cycle of violence as tensions once again spike along the volatile border region. This follows a brief lull in cross-border violence between the two neighbours after intense clashes in October.

Merit, not religion or caste, should guide admissions: DyCM

Srinagar, Nov 25: Jammu & Kashmir Deputy Chief Minister Surinder Choudhary on Tuesday said that education must not be divided on religious or caste lines, asserting that admission to institutions like Shri Mata Vaishno Devi University and Baba Ghulam Shah Badshah University is strictly based on merit.

“BJP people are making this an issue for no reason. It should not matter which community a student belongs to. The capable child must be encouraged, not discouraged,” he said while speaking to reporterS.

Choudhary stressed that Jammu and Kashmir has always been an example of communal harmony and warned that attempts to communalise education could harm society and future generations.

He also criticised those “trying to remain in limelight” by creating controversies over reservation and electricity issues, saying political figures must maintain responsibility and approach the government through proper forums.

“Government does not run on rumours. We should avoid misleading people,” he added, urging public trust in official statements issued by the administration.

Choudhary emphasized unity, stronger brotherhood, and avoiding polarization in the region, saying elected representatives should strengthen institutions rather than resort to street rhetoric.(KNS)

Over 91,000 units set up since March 2024 under J&K’s holistic agricultural development programme

Jammu, Nov 25: Over 91,600 agricultural units have been established across Jammu and Kashmir under the Holistic Agriculture Development Programme (HADP), with more than 75,000 units being monitored through the Output Tracking App (OTA), a senior government official has said.

HADP, a flagship initiative of the J&K government launched in March last year, is aimed at revamping the agricultural sector through 29 focused projects covering seed quality enhancement, niche crop cultivation, mechanisation, and market linkage development.

Managing Director, HADP, Sandeep Kumar said the initiative has generated an impressive 1.34 crore person-days of employment, reinforcing agriculture as a key livelihood engine in rural areas.

The programme has demonstrated exceptional return on investment, generating a total revenue of Rs 298 crore and profits amounting to Rs 126 crore for unit holders operating across multiple sectors, he said briefing a meeting chaired by chief secretary Atal Dulloo.

The meeting on Monday conducted an activity-wise, outcome-based comprehensive review of all 29 projects being implemented under the HADP aimed at boosting the agriculture, horticulture and livestock sectors across the districts of Jammu and Kashmir in a structured, time-bound and result-oriented manner, an official said.

The meeting was informed that around 82 per cent of the units are fully operational and tracked, with the addition of 14,000 new units since the last review held in August.

The meeting also noted the pivotal role of the Daksh Kisan Portal in farmer capacity building.

The platform has registered over 3.5 lakh farmers, with 2.6 lakh enrolled in various skill-based courses, the official said, adding that so far, 2.1 lakh farmers have learned all modern agricultural techniques to enhance productivity and income.

In vegetable production, promotion of exotic vegetables led to the establishment of 7,976 units with an additional annual production of 1.95 lakh metric tones, the official said.

Milk production has reached 39 lakh metric tonnes while mutton production stands at 380 lakh kilograms, indicating steady progress towards self-sufficiency.

In trout fish farming, production has touched 2,650 metric tonnes with the establishment of 635 raceways. Additionally, distribution of 20,800 modern farm machinery units has significantly reduced manual labour and improved field efficiency, the official said.

The promotion of high-value and niche crops resulted in the production of 207.8 MT of quality planting material, including saffron and kala zeera, across both Jammu and Kashmir divisions, the official said.

Also, the integration of technology through OTA and Kisan Sathi Portal has enabled real-time monitoring, enhanced transparency and strengthened accountability in implementation of this mega agri development programme.

During the meeting, the chief secretary emphasised on achieving tangible outcomes by ensuring the establishment of targeted units under each project.

He directed the department to track every unit rigorously for productivity, sustainability and success, stating that performance indicators under each project must become the hallmark of effective implementation.

He also instructed the Agriculture Production Department to formulate a roster of senior officers for frequent field visits to districts for on-ground assessment and real-time feedback.

J&K has almost one billion tonnes of limestone reserves: Govt official

J&K has almost one billion tonnes of limestone reserves: Govt official

Jammu, Nov 25: The Geological Survey of India (GSI) has estimated that Jammu and Kashmir holds nearly one billion tonnes of limestone reserves, a senior central government official has said.

Additional Secretary in the Union Ministry of Mines Sanjay Lohiya noted that the Union Territory also has significant potential for other key minerals, which the J&K government intends to explore and utilize for the benefit of the people of the region.

Expressing satisfaction over Jammu and Kashmir becoming part of India’s mineral block auction map with the launch of the first limestone block auction and roadshow here, the official said the Centre would extend full support to accelerate exploration, development and investments in the sector.

Union minister G Kishan Reddy, J&K chief minister Omar Abdullah and his deputy Surinder Choudhary jointly launched the e-auction of seven limestone mineral blocks, covering about 314 hectares, across the districts of Anantnag, Rajouri, and Poonch here on Monday.

“All other states had adopted the auction process which was brought under the Mines and Minerals (Development and Regulation) Act in 2015 and have successfully auctioned almost 600 blocks till now, J&K was left behind and we got in touch with the J&K Government.

“After some deliberations, it was decided that because the J&K Government has no past experience of auctioning, we will assist in the auction of these first seven limestone blocks in consultation with the officials in the J&K Government,” the official said.

Asserting that J&K is on one end of the country and transporting cement becomes very costly, Lohiya said, “it will be very good if we are able to meet the increasing demand of cement in this area through local production of cement.”

“The GSI has estimated almost one billion tonnes of limestone reserves in J&K. More blocks will be auctioned in the second round which will lead to a drastic change in the mining scenario in J&K,” he said, adding mining not only leads to employment in the sector, it also leads to industrial growth and a significant increase in revenue for the government.

He said the challenge before the ministry and the mining and geology department of the J&K government is how “we should, in a planned manner and in a time-bound manner, explore all potential areas and put those blocks on auction as early as possible”.

The official said some other deposits which have been discovered by GSI in J&K include lithium, copper, titanium and iron and coal besides gold, but how much of those minerals are economically viable is yet to to be assessed.

Asking the J&K government to ensure hand-holding of the successful bidders for the seven limestone blocks, he said the ministry will extend support to the UT.

Anil Kumar Singh, Additional Chief Secretary, J&K Mining Department, said the pioneering initiative of e-auction of seven limestone blocks is expected to bring in approximately Rs 500 crore revenue for the Union Territory.

“The transparent electronic bidding process will boost investor confidence, open new opportunities for entrepreneurship, ensure setting up of cement and other mineral-based industries and generate substantial employment opportunities for the local population,” he said.

He said they are also in the process of processing 24 new landform blocks which will be brought to e-auction by March next year with an estimated revenue of around Rs 1,500 crore for the UT, further accelerating economic growth and development.

Singh said J&K has embarked on a new horizon in mining by introduction of Integrated Mining Surveillance System (IMSS) which employs satellite imaging monitors to keep a watch on illegal mining activities.

The department is also conducting a trial run of various advanced technology within a fortnight to make mining operations fully transparent and accountable, he said, adding the system would become fully operational by early January 2026.

He said citizens would soon be able to register complaints directly through mobile applications, further strengthening public participation.

For future roadmap and mineral explorations beyond the edge zone, the department is driving exploration of other critical minerals, including lithium and sapphire, which are under dedicated study and set to be pre-auctioned in the coming financial year.

Active consideration is being given to scientific exploration and extraction of graphite, granite, copper, metal and shallow gas in identified zones, he said.

He said detailed geological mapping, relay and feasibility assessments are going on to ensure responsible and sustainable mineral development in J&K.

He thanked the Ministry of Mines for recommending J&K mining department for financial assistance of Rs 100 crore for development of command and control centres, rapid response infrastructure to curb illegal mining and for ensuring scientific and sustainable mining.

The operationalisation of district mineral foundation trust ensures that mining revenues directly benefit local area development and welfare initiatives, he said.

Singh said his department is in the final stages of establishing the Mineral Exploration Trust, which will promote viable and scientific and environmentally safe mineral exploration in J&K.
