Death of nursing student sparks anger over reckless tipper driving in Shopian

Shopian, Nov 20: The death of a nursing student after being hit by a speeding tipper in south Kashmir’s Shopian town on Thursday afternoon sparked public anger over unregulated and reckless driving by tipper and dumper operators in the district.

The deceased was identified as 22-year-old Rozy Jan, a resident of Chitragam Kalan.

An official said Jan was run over by a tipper (registration number JK-13E-3014) outside her college in Arhama, a short walk from the Deputy Commissioner’s office. She died on the spot.

The official said that the driver had been arrested and the vehicle seized.

The fatal accident triggered outrage among residents, who said that reckless driving by heavy vehicles had become routine in the district.

They alleged that tipper and dumper drivers frequently overspeed, ignore traffic rules and ply freely without proper monitoring by authorities.

“Many of these dumpers move around without registration numbers. The number plates on the rear side are missing in several cases,” said Mitha Gatoo, a social activist.

He said the absence of visible identification allows drivers to evade accountability after causing accidents or violating traffic norms.

Gatoo said that the entry of the tippers and dumpers into the town should be restricted during the daytime hours.

Local commuters said heavy vehicles have virtually taken over several key stretches in and around the town, especially during apple-transport seasons. “They fly on the roads,” said Iftikhar Ahmad, who commutes daily through the area. “I have had several close shaves. You never know when a speeding tipper will appear from a blind turn.”

Residents recounted several past incidents involving tippers and dumpers. “Last year, two teachers were killed by a speeding vehicle in Habdipora area of the town”, said a group of residents.

Locals are calling for the installation of speed limit boards, routine inspection of heavy vehicles and verification of registration plates.

US to skip Key G20 meeting in Johannesburg

New Delhi, Nov 20: South Africa’s President Cyril Ramaphosa urged G20 foreign ministers to uphold multilateralism and international law as essential tools for tackling global challenges. His remarks come amid concerns over the United States’ continued absence from the G20 discussions. US Secretary of State Marco Rubio has chosen to boycott the meeting, while Treasury Secretary Scott Bessent has also announced that he will not attend the upcoming G20 finance ministers’ gathering, reports international media.

The United States is instead being represented only by the deputy chief of mission from its embassy in South Africa.

The meeting in Johannesburg has drawn senior representatives from major global powers, including India, China, Russia, France and the United Kingdom. South Africa, the first African country to chair the G20, is seeking to highlight the priorities of developing nations in negotiations with wealthier economies. The G20 comprises 19 countries along with the African Union and European Union. Together, they represent more than 80 per cent of the global economy and about two-thirds of the world’s population. South Africa will hold the G20 presidency until November 2025, after which it is expected to pass the leadership to the United States.

Electricity could become costlier in mornings, evenings in Kashmir Valley

Electricity could become costlier in mornings, evenings in Kashmir Valley

Srinagar, Nov 20: Close on the heels of a massive controversy in Kashmir over the installation of smart meters, the Power Development Department (PDD) has proposed an extra 20 percent charge on electricity consumption during morning and evening hours in the Valley.

The Kashmir Power Development Corporation Limited (KPDCL) according to the news agency—Kashmir News Observer (KNO) has sought approval from Joint Electricity Regulatory Commission (JERC) to impose a 20 percent surcharge on all categories of consumers except for the agriculture sector during peak hours, when demand is at its highest due to the bone‑chilling cold in the Valley.

According to a petition filed before the JERC for J&K and Ladakh, KPDCL has proposed the surcharge for different consumer categories, including domestic households. The JERC, a quasi‑judicial body, is empowered to approve or reject tariff proposals.

Confirming the development, Managing Director KPDCL, Mahmood Ahmad Shah told KNO that “KPDCL has proposed a 20 percent surcharge on tariff for the peak hours of the day. As of now, no decision has been taken by the regulatory commission.”

The proposal is part of the Time of Day (ToD) tariff system, under which electricity costs vary depending on the time of consumption.

However, the proposal has been vehemently opposed by the Kashmir Chamber of Commerce and Industry (KCCI) during the hearing on KPDCL petition on Thursday.

The KCCI, represented by Secretary General Faiz Ahmad Bakshi argued that it was misleading for KPDCL to claim it had not raised tariffs while simultaneously proposing a surcharge during peak hours.

“Since electricity consumption during these hours is a necessity and not a discretionary choice, treating it as an additional charge is fundamentally unfair,” the KCCI said.

Citing figures, the KCCI said Kashmir has the worst power reliability in India.

“As per Central Electricity Authority figures for 2022, the System Average Interruption Duration Index(SAIDI) for Kashmir stands at a shocking 889, while the System Average Interruption Frequency Index(SAIFI) stands at 723.95. These numbers are several times higher than the national averages of 116.12 and 171.64. Even Jammu, despite its own problems, performs significantly better with a SAIDI of 489 and SAIFI of 442,” the business body said.

Mutton dealers warn of “fresh price hike” amid Punjab ‘extortion’

Mutton dealers warn of “fresh price hike” amid Punjab ‘extortion’

Srinagar, Nov 20: The Kashmir Wholesale Mutton Dealers Association on Thursday sounded alarm again over the high costs and harassment imposed on livestock trucks at Punjab checkpoints, warning of a “mutton price hike” in the Valley if the issue is not resolved by November 27.

Mehraj-ud-Din Ganai, the Association’s General Secretary, speaking with news agency—Kashmir News Observer (KNO), said dealers face alleged excess charges of over Rs 10,000 per truck, a continuation of previously reported “extortion” practices.

He added that truckers have been forced to pay between Rs 10,000 and Rs 15,000 at the Shambhu and Madhopur checkpoints.

Earlier this year, the Association even suspended the import of live animals from outside states in protest, citing repeated harassment and bribes.

As reported by KNO at the time, more than 50 sheep died during one such incident due to delays and heat stress.

Adding to concerns, Kashmir dealers have also accused “goons” in Punjab of physically assaulting drivers and conductors when they refuse to pay these illegal “taxes” under the guise of the Punjab Cattle Fair Act.

Mehraj warned that if the government fails to deliver on its promise to resolve the issue by the end of this month, the resulting losses may force dealers to hike mutton rates in Kashmir and they will not take responsibility for the fallout.

Sources within the association also told KNO that if the issue is not resolved promptly, mutton prices could reach Rs 800 per kg and the situation could worsen further۔

Omar Abdullah meets Union finance minister amid deepening fiscal crisis in J&K

New Delhi, Nov 20: Jammu and Kashmir Chief Minister Omar Abdullah on Thursday called on Union Finance Minister Nirmala Sitharaman here, a meeting held against the backdrop of the financial constraints faced by the Union Territory, officials said.

The official X handle of Abdullah’s office said the two leaders held discussion on key developmental priorities in J&K.

“The meeting focused on strengthening infrastructure, boosting investment and ensuring continued financial support for welfare-driven initiatives in J&K,” the CM’s office said.

Officials, however, said that the primary focus was on securing central assistance to address the severe fiscal challenges facing the UT.

According to the officials, the finances of the UT have been severely impacted by various factors which included a substantial decline in its share of Goods and Services Tax (GST) revenue.

The other factors were substantial reduction in the number of tourists following the Pahalgam terror attack that significantly hit a key revenue stream, and extensive damage caused by recent floods in both the Kashmir Valley and the Jammu region, necessitating expenditure on relief and reconstruction efforts.

The officials said that the UT administration is actively seeking urgent central assistance to bridge the revenue deficit and overcome the difficulties created by these economic and natural setbacks.

Gold declines Rs 600 to Rs 1,26,700/10g on dollar strength, weak global cues

New Delhi, Nov 20: Gold prices declined by Rs 600 to Rs 1,26,700 per 10 grams in the national capital on Thursday due to weak global trends and a firm US dollar, according to marketmen.

The precious metal of 99.5 per cent purity decreased by Rs 600 to Rs 1,26,100 per 10 grams (inclusive of all taxes).

Silver prices slumped by Rs 2,000 to Rs 1,58,000 per kilogram (inclusive of all taxes).

“Gold prices declined on Thursday, impacted by a stronger US dollar and diminished safe-haven demand following reports of renewed US efforts to end the war in Ukraine,” Saumil Gandhi, Senior Analyst – Commodities at HDFC Securities, said.

Gandhi noted that market sentiment further deteriorated after the US Bureau of Labor Statistics announced it would not publish the October jobs report, leaving the Fed without crucial labour data ahead of its final meeting of the year.

“This development increased the possibility for the Fed to maintain the status quo in the December meeting, a perspective reinforced by the minutes from the October meeting, which indicated that many officials support keeping interest rates steady through 2025,” he said.

In the international markets, spot gold slipped by USD 16.48, or 0.40 per cent, to USD 4,061.53 per ounce.

“Spot gold is trading with a loss at USD 4,060 level amid mild US Dollar strength,” Praveen Singh, Head of Commodities, Mirae Asset ShareKhan, said.

Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose by 0.03 per cent, at 100.26.

Spot silver was trading 1.22 per cent lower at USD 50.73 per ounce in the overseas trade.

“Gold and silver prices are consolidating, and market players are keeping their attention on impending economic data in search of additional hints regarding the direction of US interest rates,” Renisha Chainani, Head – Research at Augmont, said.

The minutes from the October 28–29 Federal Open Market Committee (FOMC) meeting revealed that a divided Fed lowered interest rates last month despite warnings from officials that lower borrowing costs could jeopardise the effort to control inflation.

“On the macro front, traders are now awaiting the release of the US Nonfarm Payrolls report for September due later in the day, which could provide insights on the Federal Reserve’s (Fed) monetary policy outlook,” Gandhi said.
