IGP Jammu reviews security situation in Poonch

Jammu, Nov 19: Jammu Inspector General of Police (IGP) Bhim Sen Tuti on Wednesday visited the border district of Poonch and reviewed security situation, officials said.

Security has been beefed up and surveillance operations enhanced in the border district following a blast in Delhi on November 10 that claimed 15 lives.

The senior officer visited Poonch and held a meeting with senior security officials, they said, adding that he was briefed about the security measures.

IGP Tuti reviewed security and operational readiness and called for stronger surveillance and coordination.

Kulgam, Nov 19: Chief Minister Omar Abdullah today inaugurated a two-day J&K Business & Trade Fair organised by the District Administration Kulgam in collaboration with Mission YUVA.

The fair aims to promote entrepreneurship and provide a platform for business innovation and growth for businesses and aspiring entrepreneurs.

After formally inaugurating the event, the Chief Minister inspected various stalls established by entrepreneurs and business establishments. He interacted with the participants and lauded their contribution towards promoting business enterprises and generating livelihood opportunities in the district.

Addressing the gathering, the Chief Minister said that while the government is working to create jobs, it is not possible to provide government employment to everyone. Therefore, it is essential to create self-employment avenues, and schemes like Mission YUVA have been devised to fulfil this objective. He emphasised that banks must ensure smooth disbursement of cases under various entrepreneurship schemes and assured budding entrepreneurs of all possible support from the government. He added that the aim of Mission Youth is to empower young people to explore innovative ideas, build sustainable businesses, contribute to the region’s economic progress, and evolve into job creators.

The Chief Minister noted that trade fairs play a crucial role in strengthening the economy by offering emerging entrepreneurs opportunities to showcase their talent, connect with wider markets, and expand their business networks.

During the event, the Chief Minister visited entrepreneur stalls, business units, and departmental exhibits and interacted with the participants. He also distributed sanction letters to beneficiaries under Mission YUVA scheme.

Speaking on the occasion, Minister for Education, Health & Medical Education and Social Welfare, Sakeena Itoo, said that youth are actively participating in entrepreneurship schemes. She informed that many beneficiaries have already been identified and numerous cases approved. She stressed the need for smooth processing of cases to maximise the benefits and urged youth to avail themselves of these opportunities.

MLA Kulgam, M.Y. Tarigami, encouraged young people to seize every opportunity to build prosperous and progressive lives.

The programme was attended by Minister for Education, Sakeena Itoo; DDC Chairperson Kulgam, Mohammad Afzal Parrey; MLA Kulgam, M.Y. Tarigami; MLA Devsar, Peerzada Feroz Ahmad; Secretary Labour and Employment, Kumar Rajiv Ranjan; Secretary in Information Department, Muneer Ul Islam; DDC Kulgam, Athar Aamir Khan; Mission Director, Mission YUVA, Shadab Aalam; other senior officers; representatives of business organisations; entrepreneurs; and aspiring entrepreneurs.

Capacity-building completion certificates were distributed, Mission YUVA sanction letters were handed over to beneficiaries, and MoUs were exchanged between Mission YUVA and ONDC.

Earlier, Deputy Commissioner Kulgam Athar Aamir Khan presented the welcome address and highlighted the aim of organising the two-day fair. Mission Director Shahzad Aalam presented the vote of thanks and highlighted achievements under Mission YUVA.

Srinagar, Nov 19: Minister Sakina Itoo on Wednesday said that the winter break for students upto the middle classes is likely to begin from the first week of December amid cold temperatures.

Speaking to reporters, the minister as per the news agency—Kashmir News Observer (KNO) said that the parents repeatedly request for the announcement of the schedule for winter break. “The winter season becomes difficult for younger children.“

Itoo further said that, “We have already conducted a meeting regarding the winter break and we have tentatively decided that for lower classes from Class 1 up to middle grade, will probably observe the vacation from first week of December.”

About the textbook issue, the minister added said, “We have already streamlined the matter to a large extent.”

“Directions have been issued to ensure there is no shortage of books or uniforms,” she said.

Minister Itoo also said that strict instructions have been passed to the JKBOSE Secretary, Chairman, Education Secretary, and other concerned officials to act tough against the private schools who violate the government norms.

“Wherever we will receive a complaint against any private school regarding the books or fees, we will definitely take strict action against them,” she said.

Jammu, Nov 19: Ladakh Lieutenant Governor Kavinder Gupta on Wednesday acknowledged that some people are unhappy with what they see as “imbalanced” representation in the ongoing dialogue with the Centre but expressed hope that all issues would be resolved through discussions.

He lauded the Jammu and Kashmir Police for busting a white-collar terror network and averting major attacks in the country and suggested stern action against those found involved in such conspiracies.

Speaking to PTI Videos, Gupta said the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) had prepared a 29-page draft proposal of their demands as a follow-up to the last meeting with the Ministry of Home Affairs (MHA) sub-committee.

“The MHA had asked them to prepare a draft proposal of their demands. It is natural that when we sit together, many things will come out of it,” the lt governor said.

However, he admitted that some people were upset with the “imbalance” in representation in the talks with the Centre. “I have given my report to the MHA, which is directly handling the matter, so let them sit and discuss it,” he said.

Former president of the Ladakh Buddhist Association (LBA), Tondup Tsewang Chhospa, had recently voiced concern over what he termed an “imbalance in the composition of Ladakhi representatives” holding talks with the Centre on the region’s key demands like statehood and safeguards under the Sixth Schedule of the Constitution.

Chhospa said the majority of representatives in the ongoing talks were from the Muslim community, while the Buddhist community was under-represented. He warned that such an “imbalance” could limit the chances of the Buddhist community’s cultural, social and regional perspectives being adequately reflected in the dialogue process.

On the draft proposal seeking general amnesty for climate activist Sonam Wangchuk and others detained following the September 24 violence in Leh, which left four people dead and several injured, Gupta said it would be inappropriate for him to comment due to the ongoing talks between the Centre and Ladakh representatives.

Wangchuk was detained under the National Security Act, while dozens of youths were detained and later granted bail in Leh.

“The case against Wangchuk was filed on the basis of certain evidence. Once discussions happen, we will see what results come. It would be wrong to make any comment at this stage,” Gupta said.

He said the government had invited the agitating groups for talks, but “some people did not want the dialogue to take place.” However, he added that the initiation of talks was a welcome step and he was hopeful of a positive outcome.

Gupta praised the security agencies for recently busting a white-collar terror network allegedly run by a group of doctors, and also expressed sympathies with the families who lost their loved ones in the Delhi blast on November 10.

“Some people are trying to disrupt the peaceful atmosphere, but our agencies are alert. We will maintain peace in Ladakh,” he said.

LG Gupta said those involved in radicalisation should not be spared and strict action must be taken against them.

He welcomed the prompt action by police in Kashmir against radical elements and their supporters, adding that “some people are still trying to spoil the environment in the valley.”

He also expressed confidence that tourism in Ladakh would rise this winter, and said the region was fully prepared for the upcoming All India Winter Games and North Zone games.

At the 32nd meeting of the Northern Zonal Council, chaired by Home Minister Amit Shah on November 17, Gupta said the focus was on addressing issues related to river waters.

“The home minister was of the opinion that these issues should be resolved through mutual discussion instead of moving to courts,” he said.

Washington DC, Nov 19: President Donald Trump and Crown Prince Mohammed bin Salman of Saudi Arabia have finalised finalised a series of “landmark agreements” that deepen the US-Saudi “strategic partnership,” expand opportunities for high-paying American jobs, strengthen critical supply chains, and reinforce regional stability, “all while putting American workers, industry, and security first,” the White House said.

President Trump also approved a major defence sale package, “including future F-35 deliveries, which strengthens the US defence industrial base and ensures Saudi Arabia continues to buy American. The President secured an agreement for Saudi Arabia to purchase nearly 300 American tanks, enabling Saudi Arabia to build up its own defence capabilities and safeguarding hundreds of American jobs,” the White House said in a statement

Crown Prince Salman’s announcement of USD 1 trillion in the United States marks a sharp rise from the USD 600 billion pledge made during President Donald Trump’s visit to Riyadh earlier this year, as per the White House.

A key outcome of the meetings was the Joint Declaration on Civil Nuclear Energy Cooperation, which lays the foundation for a decades-long, multi-billion-dollar nuclear energy partnership with the Saudi Kingdom. The agreement confirms that US companies will be Saudi Arabia’s preferred partners for nuclear energy projects, while ensuring all cooperation follows strict non-proliferation standards.

The White House described the deal as a major step in securing America’s leadership in global energy technology.

Washington and Riyadh also signed a Critical Minerals Framework to diversify and secure mineral supply chains. This agreement builds on similar deals President Trump secured with other trading partners to safeguard America’s supply chain resilience for essential minerals, as per White House.
Another significant agreement was a landmark AI Memorandum of Understanding, which grants Saudi Arabia access to top-tier American artificial intelligence systems while placing safeguards to prevent foreign misuse of US technology.

President Trump and Crown Prince Mohammed bin Salman also signed the US-Saudi Strategic Defence Agreement (SDA), aimed at strengthening defence cooperation and enhancing regional deterrence. The deal includes arrangements designed to boost the US defence industrial base and makes it easier for US defence firms to operate in Saudi Arabia

In the statement, the White House wrote, “The SDA is a win for the America First agenda, making it easier for US defence firms to operate in Saudi Arabia, securing new burden-sharing funds from Saudi Arabia to defray US costs, and affirming that the Kingdom views the United States as its primary strategic partner. The President secured agreements reinforcing America’s role as a regional security enabler, enhancing our US military partnerships to better allow partners to deter and defeat threats.”

The White House confirmed approval of a major defence package that includes future deliveries of F-35 fighter jets and the Saudi purchase of nearly 300 US-made tanks.

The White House added, “The President secured an agreement for Saudi Arabia to purchase nearly 300 American tanks, enabling Saudi Arabia to build up its own defence capabilities and safeguarding hundreds of American jobs”.

The administration said the full package of agreements, spanning nuclear energy, defence, critical minerals, AI, and financial cooperation, will significantly expand market access for American businesses. The United States and Saudi Arabia will also intensify work in the coming weeks to reduce non-tariff barriers and improve the investment environment.

Earlier, the Saudi leader received a reception befitting a head of state, with an Army-mounted honour guard, a military flyover of six planes, and cannon salutes on the White House South Lawn as he arrived at the White House.

Srinagar, Nov 19: Jammu and Kashmir Chief Minister and National Conference Vice President Omar Abdullah on Wednesday said that bloodshed and the loss of innocent lives continue in the region despite repeated assurances of lasting peace after 2019.

He said the people of J&K were promised an end to violence, but the reality on the ground remains unchanged.

Speaking to reporters, Omar said ordinary citizens continue to bear the brunt. “If it is not exploding in Delhi, it is exploding here. Innocent people are losing their lives,” he said, adding that Jammu and Kashmir has witnessed continuous violence over the last three decades.

“We were told that after 2019 this whole thing would stop, but it didn’t happen,” he added.

Omar said the responsibility for the ongoing situation lies with those in charge of security. “Why this is still happening, you should ask those responsible for our security. We don’t have that responsibility,” he stated.

He said he has been visiting various areas to meet the families affected by the recent Nowgam blast. “Yesterday, I went to five places, and today I am going to two more. Ultimately, we want this situation to stop at some point. Jammu and Kashmir has seen a lot of bloodshed in the last 30–35 years,” he said.

On economic development, Omar also commented on Mission Yuva, saying that around 30,000 Detailed Project Reports (DPRs) have been approved under the initiative, while banks have sanctioned nearly 9,000 of them.

He said around ₹400 crore has been disbursed to young entrepreneurs in the last five months. However, Omar highlighted a significant gap between DPR approvals and bank sanctions.

“The approval rate is high, but bank sanctions are lower. We will work to correct this gap,” he said, adding that the government’s experience in recent months has been positive, though improvements are still needed.

Omar said the administration will continue reviewing performance and addressing shortcomings to support youth entrepreneurship. (KNS)

New Delhi, Nov 19: The national capital woke up to a dense blanket of toxic smog on Wednesday morning, with the average Air Quality Index (AQI) touching 392 at 9 am in the “very poor” category, according to the Central Pollution Control Board (CPCB).

Air quality showed no improvement from Tuesday, when the AQI was recorded at 341 at 7 am and 374 at 4 pm.

Several parts of the city remained shrouded in a thick layer of smog, reducing visibility and raising health concerns. At the Indira Gandhi International Airport (T3), the AQI was recorded at 342.
As per CPCB classification, an AQI between 0-50 is considered ‘good’, 51-100 ‘satisfactory’, 101-200 ‘moderate’, 201-300 ‘poor’, 301-400 ‘very poor’, and 401-500 ‘severe’.

As of 9 am, AQI levels in other major cities were: Ahmedabad 168, Bengaluru 76, Chennai 94, Jaipur 188, Hyderabad 121, Patna 130, Pune 185, Lucknow 166, and Mumbai 162, as per CPCB.
Meanwhile, the Supreme Court on Monday asked the Delhi government to file an affidavit detailing the nature of the equipment and its efficiency in measuring the Air Quality Index (AQI) in the national capital.

A bench of Chief Justice of India BR Gavai and Justices Vinod Chandran and NV Anjaria ordered, “Let GNCTD file an affidavit explaining the nature of equipment being used and their efficiency to gauge AQI monitors. Please bring it the day after tomorrow.”

Senior advocate and amicus curiae Aparajita Singh, who was assisting the bench on the issue, said that water sprinkling took place around pollution monitoring stations to skew the AQI readings in Delhi. She placed on record news reports about water sprinkling around pollution monitoring stations.

Additional Solicitor General (ASG) Aishwarya Bhati, appearing for the Central government, stated that sprinkling of water is occurring across the city. “Political parties are spreading such videos,” she said.

Amicus further told the bench that instances of stubble burning were being undercounted. Giving a solution to the issue, she said that farmers should be given equipment for disposing it the stubble. The apex court also asked the Centre to devise a long-term solution to address the issue of air pollution.

It directed the Chief Secretary of Punjab and Haryana to ensure that the directions to curb stubble burning issued by the CAQM in its report dated November 13 are implemented.

Senior advocate Gopal Sankaranarayanan, appearing for one of the petitioners, submitted that air pollution had increased this year and stated that construction activities should be stopped in the national capital.

The bench, however, was not satisfied with the advocate’s suggestion and stated in its order, “The restriction to be imposed on activities in Delhi in a graded manner, taking into consideration AQI standards, has been finalised by experts in the field based on scientific data. We do not possess the expertise to deal with the same. We are, therefore, not inclined to act on the submission of Sankaranarayanan that all activities be stopped in Delhi. A large chunk of the population depends on the various activities for their livelihood in the capital.”

The bench has now listed the matter relating to air pollution for November 19.

Meanwhile, in view of the deteriorating air quality in the national capital, the Graded Response Action Plan (GRAP) III was implemented on November 11 across Delhi by the Commission for Air Quality Management (CAQM). The measures aim to control emissions through stricter restrictions on construction, vehicular movement, and industrial operations.

Under GRAP-III, curbs include a ban on most non-essential construction activities, restrictions on BS-III petrol and BS-IV diesel four-wheelers, suspension of classes for students up to Class 5 with a shift to hybrid or online learning, curbs on industrial operations dependent on non-clean fuel, and a ban on non-emergency diesel generator sets.

New Delhi, Nov 19: New Delhi will host the 7th Meeting of the National Security Advisers (NSAs) of the Colombo Security Conclave (CSC) in New Delhi on November 20, 2025. National Security Adviser Ajit Doval will chair the meeting, welcoming his counterparts from Maldives, Mauritius, Sri Lanka and Bangladesh. Seychelles will attend as an Observer State, while Malaysia has been invited as a Guest.

The Ministry of External Affairs said the meeting will provide “an opportunity to review activities under different pillars of cooperation and discuss the Roadmap and Action Plan for 2026.”

This will include progress on key security areas:
• Maritime Safety and Security
• Countering Terrorism and Radicalization
• Combating Transnational Organized Crime
• Cyber Security and Protection of Critical Infrastructure
• Humanitarian Assistance and Disaster Relief (HADR)

Recalling previous engagements, the MEA noted that the 6th NSA meeting was held in Mauritius in December 2023, followed by the signing of the Founding Documents in Sri Lanka in August 2024. Deputy National Security Advisers of CSC countries have also met regularly, with the last meeting held virtually in July 2024.

Highlighting the objective of the platform, the MEA underlined that “the CSC was formed to promote closer cooperation between Member States on vital security matters and to strengthen partnership for enhancing regional security in the Indian Ocean region.” The upcoming meeting in New Delhi is expected to reinforce regional collaboration and shape the security roadmap for 2026

Srinagar, Nov 19: An extensive cordon and search operation was launched by the Army on Wednesday morning in the dense forest belt along the Line of Control near Buchher Post in Kamalkote area of Uri after troops detected suspicious activity ahead of a forward defensive location.

Officials said that personnel of 8 Rashtriya Rifles, operating under 12 Infantry Brigade in Uri Sector, initiated the operation after troops at the Nanak Company Headquarters observed what appeared to be a possible Border Action Team attempt close to the Forward Defence Line. The movement was detected in a rugged patch of terrain overlooking the Butcher Post area, prompting immediate retaliatory fire to deter the suspected infiltrators.

Sources said the Army swiftly declared the entire stretch a ‘No Movement Zone’ for civilians as additional troops were moved in to strengthen the perimeter. The search operation was expanded through the adjoining forest corridors, which remain sensitive due to proximity to known infiltration routes.

Troops have been maintaining heightened alertness across the sector in recent weeks due to intelligence inputs suggesting possible attempts by infiltrators to exploit weather transitions along the LoC. The morning’s incident prompted a systematic area sweep, with teams checking possible ingress points, natural covers and communication routes used historically during infiltration attempts.

The operation was still underway when last reports were received. No injuries or casualties were reported. Authorities said that the situation in the Kamalkote sub-sector remains under tight surveillance as the Army continues to monitor movement across the forward belt with enhanced night vision and early warning systems. Dubai, Nov 18: Pakistan batting star Babar Azam was fined 10 per cent of his match fee and handed a demerit point for hitting the stumps with his bat after being dismissed in the third ODI against Sri Lanka in Rawalpindi.

The 31-year-old breached Article 2.2 of the ICC Code of Conduct, which relates to “abuse of cricket equipment or clothing, ground equipment or fixtures and fittings during an International Match.”

In addition, a demerit point has been added to his disciplinary record, making it a first offence for Babar in a 24-month period.

The incident occurred in the 21st over of Pakistan’s innings when Babar hit the stumps with his bat before leaving the crease following his dismissal in the final ODI of the series on Sunday.

On-field umpires Alex Wharf and Rashid Riaz, third umpire Sharfuddoula Ibne Shahid and fourth umpire Faisal Afridi levelled the charge while Ali Naqvi of the ICC International Panel of Match Referees proposed the sanction.

“The Pakistan batter admitted to the offence and accepted the sanction, negating the need for a formal hearing,” the ICC said in a statement.

Level 1 breaches carry a minimum penalty of an official reprimand, a maximum penalty of 50 per cent of a player’s match fee, and one or two demerit points.

Pakistan went on to make a series sweep over Sri Lanka with Babar playing a lead role with the bat, scoring 165 runs — most in the series — which included a 20th ODI ton.
