DC Budgam approves fresh cases under HADP, JKCIP, ISDS, IDDS to boost agriculture, allied sectors in district

Budgam, Nov 18: Deputy Commissioner (DC) Budgam, Dr Bilal Mohi-Ud-Din Bhat chaired a meeting regarding the Holistic Agriculture Development Programme (HADP), Jammu & Kashmir Competitiveness Improvement in Agriculture and Allied Sectors Project (JKCIP), the Integrated Sheep Development Scheme (ISDS), and Integrated Dairy Development Scheme (IDDD) at the New Conference Hall, DC Office Complex Budgam, said an official press release.

The meeting was convened to evaluate and approve eligible applications received from various Agriculture and Allied Departments. During the session, the DC approved 3 cases under HADP, taking the total number of approved cases under the programme to 47, including 44 cases approved earlier.

Under JKCIP, the District Level Committee (DLC) approved 889 new cases, in addition to 465 cases approved earlier, raising the total to 1,354 approved cases across Budgam district. Similarly, under the Integrated Sheep Development Scheme (ISDS), 141 cases were approved today, taking the cumulative total to 404 cases, including 263 cases approved earlier. Under Integrated Dairy Development Scheme (IDDS), 65 cases were approved, taking the total approvals under the scheme to 139 so far.

While reviewing the schemes, the DC reiterated that agriculture and allied sectors remain the backbone of Budgam’s rural economy. He emphasized that these government interventions provide direct livelihood support, introduce modern technology, strengthen value chains, and enhance market competitiveness for farmers, youth, and livestock rearers. He directed the concerned officers to ensure timely implementation, handholding support, and close coordination with all beneficiaries so that each sanctioned project is executed transparently and efficiently on the ground without delays.

Highlighting the vast potential of Budgam in horticulture, livestock, fisheries, and dairy sectors, the DC noted that effective tapping of these resources can significantly transform the district’s socio-economic landscape and generate employment opportunities for rural youth.

Rajouri, Nov 18: Government Boys Model Higher Secondary School Rajouri on Tuesday hosted the inaugural ceremony of the Dr Raj Kumar Thapa Memorial District Level Cricket Tournament on the school grounds.

The event, as per an official statement, was inaugurated by MLA Rajouri, Iftkhar Ahmed, in the presence of Additional District Development Commissioner Malikzada Sheraz Ul Haq, Assistant Commissioner Development Auqil Nuvaid and Chief Planning Officer Maqsood Ahmed, besides other district and sectoral officers.

While declaring the tournament open, MLA Iftikhar Ahmed paid a heartfelt tribute to the late Dr Raj Kumar Thapa, recalling his selfless service and describing him as a guiding light for society. He noted that Dr Thapa, who lost his life in a recent shelling incident, will always be remembered for his dedication and humane values.

A pledge ceremony to strengthen the fight against drug abuse was administered to all participants to mark five years of the Nasha Mukt Bharat Abhiyan. A signature campaign promoting a drug-free society was also launched on the occasion.

Interacting with the players, the MLA encouraged them to uphold sportsmanship, discipline and teamwork.

India calls for global unity to protect big cats at UN Climate Summit in Brazil

New Delhi, Nov 18: Union Minister for Environment, Forest and Climate Change, Bhupender Yadav, addressed the High-Level Ministerial Segment on the International Big Cat Alliance (IBCA) at the UNFCCC CoP30 on November 17, 2025.

Calling for renewed international cooperation, he urged the global community to protect big cat species and their habitats as a vital component of integrated climate and biodiversity action.

The session was also attended by Madan Prasad Pariyar, Minister of Agriculture and Livestock, Government of Nepal.

Thanking Brazil for hosting the event, Yadav said the theme ‘Protecting Big Cats, Protecting Climate and Biodiversity’ was timely and relevant.

He emphasised that the world’s ecological challenges are deeply interconnected and require coordinated, nature-based solutions.

Big cats, he noted, are apex predators and guardians of ecosystem health.

“Where big cats thrive, forests are healthier, grasslands regenerate, water systems function, and carbon is stored efficiently in living landscapes,” he said.

Declines in their populations, he warned, lead to destabilize ecosystems, weakened climate resilience, and reduced natural carbon sinks.

The minister highlighted ‘Big Cat Landscapes’ as Nature-Based Climate Solutions, urging countries to integrate nature-based action into future Nationally Determined Contributions (NDCs).

He remarked, “What we often call wildlife conservation is, in fact, climate action in its most natural form.”

Conserving big cat habitats, he said, directly supports carbon sequestration, watershed protection, disaster risk reduction, climate adaptation, and sustainable livelihoods.

He further outlined IBCA’s potential in assisting nations through technical support, standardised tools, capacity building, south-south cooperation, and innovative biodiversity-carbon financing mechanisms.

Minister Bhupender Yadav shared India’s achievements as home to five of the world’s seven big cat species.

He said that India doubled its tiger population ahead of schedule, while its Asiatic lion population continues to rise.

India has built one of the world’s most comprehensive wildlife databases, conducting nationwide assessments of tigers, lions, leopards, and snow leopards, and has expanded protected areas, secured wildlife corridors, and partnered with local communities for conservation-led livelihoods.

Emphasising that the International Big Cat Alliance was a vision of Prime Minister Narendra Modi, rooted in the philosophy ‘One Earth, One World, One Future’, the minister informed that 17 countries are already formally associated with IBCA, and over 30 more have expressed interest in joining.

India aims to bring all big cat range nations – and all countries committed to climate and biodiversity security – under the alliance.

NEW DELHI TO HOST GLOBAL BIG CATS SUMMIT IN 2026

In a major announcement, Minister Yadav said that India will host a Global Big Cats Summit in New Delhi in 2026, inviting all range countries to collaborate, share best practices, and strengthen conservation partnerships.

He urged nations worldwide to join IBCA and work collectively to protect big cats and their habitats.

Calling for international unity, the minister said the world is at a critical ecological juncture.

“We must collaborate, not compete. We must find strength not in isolation, but in solidarity,” he stressed, concluding with a powerful message. “Protecting big cats is protecting our shared planet. Protecting big cats is protecting our future.”

Srinagar, Nov 18: The Kashmir Power Distribution Corporation Limited (KPDCL) today announced power shutdown in Kashmir parts, owing to maintenance and other repair works.

According to the Chief Engineer, Distribution, KPDCL shutdown of  33 KV Bemina-Fateh Kadal line will be observed due to which Fatehkadal and Khayam receiving stations shall remain off while power supply to Bishember Nagar, Babademb, Gousia Hospital, Bohri Kadal, Nowpora, K.K. Mohalla, Barbarshah and adjoining areas will be affected from  09.30 AM to 03.30 PM on 20 November, 2025.

Similarly, shutdown of 33 KV Sharifabad-Wadwan line will be observed due to which Shariefabad, Wadwan and Soibugh receiving stations shall remain off while power supply to Sharifabad, Durbal, Soibugh, Bonpora, Astanpora, Wadwan, Cheki Hathran, Hanjikpora, Dharmuna, Russu, Gotpora, Pymus and adjoining areas will be affected from 09.30 AM to 03.30 PM on 26 November, 2025.

Likewise, shutdown of 33KV Pampore-Wagoora line will be observed due to which Pahroo (pertains to STD-2nd), Kadlabal, HPCL Gas Plant, and Auxiliary line Wagoora Grid will remain off while power supply to Kadlabal, GT Pampore, Pahroo and adjoining areas will be affected from 09.30 AM to 03.30 PM on 19 November, 2025.

Security tightened at Vaishnodevi; shrine board orders additional deployment, verification drive

Jammu, Nov 18: As security was beefed up following the Delhi blast, the Shri Mata Vaishno Devi Shrine Board authorities asked security agencies to ensure the deployment of additional personnel to provide foolproof security within the shrine area and its adjoining zones.

The authorities also called upon the agencies to expedite the verification process of individuals employed in local shops operating along the track and within Katra town.

Police have beefed up security, set up checkpoints, intensified frisking and checking in Katra town, the base camp of the temple, and carried out area domination of the Trikuta hills housing the shrine, the officials said.

The Chief Executive Officer of the Shrine Board, Sachin Kumar Vaishya, urged the security agencies to ensure the deployment of additional personnel within the shrine area and its adjoining zones to maintain a secure environment throughout the pilgrimage route.

He conveyed this during a comprehensive review of disaster management preparedness and security measures for the pilgrimage.

The security agencies were requested to undertake a thorough review of the functionality and operational readiness of the security equipment currently in use, he said.

The CEO stressed that regular assessments are essential to ensure optimal performance of all devices. He also directed the immediate procurement of any critical or urgently required security equipment.

Highlighting the central role of the Integrated Command and Control Centre (ICCC), the CEO emphasised its full-scale utilisation for effective disaster management and operational coordination.

He noted that the ICCC functions as the central hub for real-time monitoring, communication, and decision-making, enabling seamless coordination among various agencies during both routine and emergency situations.

The CEO underscored the importance of conducting mock drills at regular intervals to ensure that the Shrine Board’s disaster management teams, in coordination with all stakeholder agencies, remain fully prepared to respond swiftly and effectively to any emergency.

He instructed representatives of the National Disaster Response Force (NDRF) to organise such drills frequently to further enhance readiness and inter-agency coordination.

Emphasising strict adherence to the prescribed Standard Operating Procedures (SOPs), the CEO reiterated the need for meticulous compliance in all aspects of disaster preparedness.

To bolster the Shrine Board’s disaster management capabilities, the CEO directed a thorough inventory audit of Disaster Management Stores located along the track and within the Bhawan area. The stores will be replenished and upgraded wherever required.

New Delhi, Nov 18: The Enforcement Directorate (ED) on Tuesday arrested Jawad Ahmed Siddiqui, Chairman of the Al Falah Group and Managing Trustee of the Al Falah Charitable Trust, in connection with an alleged money-laundering racket linked to fake accreditation claims, diversion of funds, and massive financial irregularities.

ED in a statement according to news agency Kashmir Dot Com said, Siddiqui was taken into custody under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002, following extensive searches and the examination of evidence recovered during raids at premises linked to the Al Falah Group earlier in the day.

The ED initiated its probe on the basis of two FIRs registered by the Crime Branch of Delhi Police, which accused Al-Falah University, Faridabad, of fraudulently claiming NAAC accreditation and making misleading assertions about its recognition under Section 12(B) of the UGC Act, 1956—an eligibility clause for receiving government grants.

The UGC, however, clarified that the university was recognised only under Section 2(f) as a State Private University and had never applied for 12(B) status, calling the alleged claims deceptive and unlawful.

The ED stated that the Al-Falah Charitable Trust—established in 1995 with Siddiqui as Managing Trustee—controls all educational institutions under the group. Despite its rapid growth over the decades, the agency claims the group’s rise is not supported by legitimate financials.

During today’s searches at 19 locations in Delhi, including university premises and residences of key individuals, the ED said it seized over Rs 48 lakh in cash, numerous digital devices, incriminating documents, and uncovered multiple shell companies allegedly used to siphon funds.

The agency alleges that crores of rupees in “proceeds of crime” were diverted from the trust to entities linked to Siddiqui’s family, including contracts for construction and catering awarded to firms owned by his wife and children. Investigators also say they have detected violations under several other laws.

According to the ED, evidence such as cash recoveries, diversion of trust funds, and “layering” through family-owned entities points toward Siddiqui’s “effective control” over the alleged laundering operations.

After establishing his “culpability,” the ED claims Siddiqui was arrested following due procedure and produced before a court to seek custodial remand.

The agency said further investigation is ongoing. (KDC)

Srinagar, Nov 18: The Counter Intelligence Kashmir on Tuesday detained a doctor from Srinagar and his wife during coordinated search operations carried out in Srinagar, Kulgam and Anantnag districts as part of an ongoing investigation into unlawful activities.

Officials said the searches were conducted at four locations on the basis of warrants issued by the Designated Court under the NIA Act in connection with an FIR registered under sections of the Bharatiya Nyaya Sanhita and the Unlawful Activities Prevention Act. During the operation, investigators detained Dr Umer Farooq Bhat, currently posted at the Super Speciality Hospital, Sheeren Bagh Srinagar, and his wife Shahzada Akhtar, a native of Bugam Kulgam.

According to officials, CIK teams seized several digital devices including five mobile phones, five SIM cards, a tablet and additional material considered relevant to the probe. The recovered devices have been sent for forensic analysis to map possible digital networks and assess the extent of online activities linked to the accused.

Investigators said preliminary findings suggest that Dr Umer Farooq, a government employee, was allegedly misusing his professional standing for online activities considered detrimental to public order and national security. They added that both individuals were suspected of masking unlawful conduct behind their social status and professional legitimacy.

Officials further stated that the female detainee, Shahzada Akhtar, is alleged to have been involved in radicalising local women through online and offline interactions and that her possible links with the banned Dukhtaran-e-Millat are under examination. Early leads indicate the existence of a wider ecosystem of collaborators engaged in amplifying extremist content and influencing vulnerable groups.

The searches are part of a broader crackdown targeting individuals suspected of misusing digital platforms in coordination with handlers across the border. Officials said such activities included dissemination of disinformation, promotion of extremist narratives and attempts to incite disturbance in the region.

CIK said it remains focused on identifying and dismantling networks of operators, facilitators and sympathisers involved in activities that threaten public order and national security. Further action is expected as the investigation progresses. [KNT]

Washington, Nov 18: Internet infrastructure provider Cloudflare says it is investigating an issue that caused outages for social media platform X, some multiplayer games and ChatGPT.

Cloudflare said on its status page earlier on Tuesday that it was aware of and investigating an issue that was impacting multiple customers. There were reports of widespread 500 errors as well as Cloudflare Dashboard and API failing.

Cloudflare then provided an update that a recovery was underway, but reverted to messaging that indicates they are still investigating the cause of the issue.

Cloudflare did have scheduled maintenance for the SCL (Santiago) data centre on Tuesday.

Six-year imprisonment awarded in 2021 Shopian encounter case

Shopian, Nov 18: A special NIA and UAPA Court for Kulgam and Shopian has sentenced Towseef Ahmed Thokar of Khawajapora Reban, Zainapora, to six years of imprisonment after holding him guilty in the 2021 Imam Sahab encounter case. The case was originally registered under FIR No. 25 of 2021 at Police Station Imam Sahab.

According to the case proceedings, the court concluded that Towseef was involved in offences punishable under Sections 16, 18 and 20 of the Unlawful Activities Prevention Act, Section 307 of the IPC and Sections 7 and 27 of the Arms Act. The matter had been posted for sentencing on November 17, following which the punishment was formally announced.

The case is linked to an encounter on May 5, 2021, in Imam Sahab where three militants identified as Danish Ahmed Mir, Zahid Bashir and Umar Hassan Bhat were killed. Towseef was taken into custody from the encounter site and weapons were recovered from his possession.

The investigation was led by DySP Muhammad Ashrif Lissery who was then serving as DySP Operations Imam Sahab and is currently the SDPO Magam. The court recorded appreciation for both the investigation team and the prosecution, noting that they placed substantial material on record that stood the test of judicial scrutiny.

Special Judge Parvaiz Iqbal, while delivering the verdict, remarked that the increasing threat posed by militancy required a resolute judicial stance, though without compromising constitutional protections or the right to a fair trial.

The judgment notes that the prosecution succeeded in proving all charges beyond reasonable doubt, establishing Towseef’s involvement in attempted murder, unlawful possession of arms, committing and conspiring to commit a militant act and membership of a banned organisation.

The verdict was pronounced in open court in the virtual presence of the accused, the prosecution and the defence counsel, and a free copy of the judgment was handed over to the convict. (KNT)

Authorities check lockers at GMC, SMGS hospitals in Jammu

Jammu, Nov 18: Authorities on Tuesday checked the lockers belonging to staff, students and doctors at the Government Medical College and Sri Maharaja Gulab Singh (SMGS) hospitals in Jammu as part of a drill amid tight security arrangements, officials said.

The step was taken after some doctors were found involved in a major terror module and the subsequent car blast near the Red Fort in Delhi on November 10, and the recovery of arms and ammunition, including an AK rifle, from the locker of a doctor at GMC Anantnag on November 8.

“We are conducting a check of all the lockers as part of a routine exercise. We have sought keys from the locker holders. They will be checked and re-allotted,” Principal of Government Medical College, Dr Ashutosh Gupta, told PTI.

“This is part of a routine exercise. We maintain a logbook of the lockers. It is to maintain transparency,” he said.

Similar locker checkups are being conducted at the SMGS hospital in Jammu, they said.

Authorities have already conducted this exercise at the Government Medical College and SMHS Hospital, Srinagar, to identify and label their personal lockers last week.

The circular issued by the Administrator, Associated Hospitals, Srinagar, came in the wake of the Anantnag recovery.
