Jammu, Mar 26: A high-level meeting was chaired by Chief Secretary, Atal Dulloo to take assessment of the steps taken by the Department of Health & Medical Education (H&ME) as part of an ongoing and sustained process to chart a comprehensive and transformative roadmap for healthcare reforms as recommended from time to time by NITI Aayog.

The meeting witnessed the participation of senior officers of the Health & Medical Education Department and other key stakeholders, focusing on accelerating systemic reforms, strengthening healthcare infrastructure, and enhancing service delivery across the Union Territory.

A forward-looking and integrated strategy was deliberated upon to transform the healthcare landscape through technology infusion, institutional collaboration, capacity building, and robust public health systems.

Speaking on the occasion, Chief Secretary Atal Dulloo underscored the importance of continued collaboration with NITI Aayog for extension of institutional support and guidance in many of the Department’s endeavours. He expressed satisfaction over the collaborative efforts that have already translated several initiatives into reality and observed that such partnerships are proving increasingly beneficial for Jammu & Kashmir.

The Chief Secretary also reviewed in detail the progress achieved across each of the key initiatives being implemented by the Health & Medical Education Department. He took a comprehensive appraisal from the Principals of various Government Medical Colleges regarding efforts to secure additional MBBS and postgraduate seats, emphasizing the need to further strengthen medical education capacity in the Union Territory.

He also undertook a thorough assessment of the advancements made in upgrading existing healthcare facilities and the introduction of new and specialized services across institutions. Stressing the importance of timely execution, he directed the concerned authorities to sustain the pace of progress, ensure optimal utilization of resources, and focus on expanding quality healthcare services to meet the growing needs of the population.

He stressed the need for strong inter-departmental coordination, continuous monitoring, and timely execution to ensure that these reforms result in tangible improvements in health outcomes for the people.

Highlighting the objectives of the meeting, Commissioner Secretary, Health & Medical Education, M. Raju outlined a series of major initiatives forming the core of the reform agenda. These initiatives, he terms, aims at ensuring accessible, affordable, and quality healthcare for all sections of society.

Elaborating on the reform strategy, the Commissioner Secretary stated that the UT is prioritizing expansion of MBBS and postgraduate medical education while fostering collaboration among premier institutions such as AIIMS, Sher-i-Kashmir Institute of Medical Sciences and Government Medical Colleges. He stated that the strategy envisages structured faculty exchange programmes, joint research initiatives, academic resource sharing, and establishment of virtual medical boards through formal institutional partnerships.

Srinagar, Mar 26: Jammu and Kashmir has witnessed increased precipitation in March, but the Union Territory continues to face a significant rainfall deficit, with officials warning that the overall shortfall remains far from being bridged.

According to the Meteorological Department, J&K is currently recording a 42 per cent precipitation deficit for March, despite recent wet spells and another active weather system expected to affect the region from March 26.

“A feeble western disturbance will affect Jammu and Kashmir from March 26, bringing generally cloudy weather, light rain in the plains and light snowfall over higher reaches,” said Director Meteorology, Mukhtar Ahmad. “Thunder and gusty winds are also likely at many places.”

He said a more active phase is likely between the night of March 28 and March 30, with widespread light to moderate rain in the plains and snowfall over upper elevations. Gusty winds with speeds of 40–50 kmph may continue till the forenoon of March 31.

Weather conditions on March 31 are expected to remain generally cloudy with scattered light rain or snow, while partly to generally cloudy skies are forecast from April 1 to 4.

Despite the forecast of further precipitation, officials said the deficit is unlikely to be fully offset.

“March has seen some precipitation and more is expected, but this is unlikely to compensate for the 42 per cent shortfall,” Ahmad said. “Even with a major wet spell, the deficit may reduce but is highly unlikely to reach normal levels.”

Data shows that Jammu and Kashmir has received 70.2 mm of rainfall so far this month against a normal of 128.6 mm, placing it in the “deficit” category.

The shortfall follows an exceptionally dry winter. Between November and February, the region recorded just 106.7 mm of precipitation against a normal of 320.1 mm—a 67 per cent deficit classified as “large deficient.”

Both Kashmir and Jammu divisions have recorded steep declines, with deficits of 67 per cent and 66 per cent, respectively. February was particularly dry, registering nearly 89 per cent below normal precipitation.

Several districts have reported acute shortages even in March, including Kulgam (-86 per cent), Shopian (-82 per cent), Budgam (-70 per cent), Udhampur (-61 per cent) and Anantnag (-62 per cent). In contrast, Ganderbal and Samba have recorded above-normal rainfall.

Neighbouring Ladakh also reported a 51 per cent precipitation deficit during the winter season, though it received above-normal rainfall in March along with moderate snowfall in higher reaches.

Officials said the recent precipitation has helped break a prolonged dry spell, aiding glacier replenishment, improving water levels and bringing temperatures closer to seasonal norms after an unusually warm February and early March.

“This has also brought some relief to farmers as agricultural activities resume,” Ahmad said.

However, he cautioned that the cumulative deficit remains substantial.

“The overall shortfall from November to March is over 70 per cent and falls in the ‘large deficient’ category,” he said. “It is premature to make a forecast for April, but we hope it brings adequate precipitation.”

Jammu, Mar 26: Jammu and Kashmir Chief Minister Omar Abdullah on Thursday night chaired a cabinet meeting to review key development initiatives and governance priorities in the Union Territory.

This is the second cabinet meeting chaired by Abdullah here this month, paving the way for key decisions aimed at strengthening governance and accelerating development across the Union Territory.

The cabinet meeting focused on accelerating infrastructure projects, strengthening public service delivery, and ensuring inclusive growth across J&K, the Office of the Chief Minister said on X.

The meeting was attended by Deputy Chief Minister Surinder Kumar Choudhary and ministers, including Sakina Itoo, Javed Ahmed Rana, Javid Ahmed Dar and Satish Sharma, officials said.

Chief Secretary Atal Dulloo was also present.

PM Modi to interact with CMs; review preparedness, plans

New Delhi, Mar 26: Prime Minister Narendra Modi on Friday will interact with the chief ministers of all states, barring those which are going to polls, and review their preparedness and plans in the wake of the West Asia conflict, sources said.

The initiative is aimed at ensuring synergy of efforts in the spirit of ‘Team India’, the sources said.

This is the first time that the prime minister will hold a meeting with the chief ministers on the West Asia conflict which started on February 28 with the attack by the US-Israel on Iran. The Persian nation has also retaliated by firing on its Gulf neighbours and Israel.

“The prime minister will interact with the CMs tomorrow evening through video conferencing on the West Asia conflict to review preparedness and plans of states. The meeting will focus on ensuring synergy of efforts in the spirit of Team India,” the sources said.

The chief ministers of election-bound states will not be part of this meeting due to the Model Code of Conduct (MCC).

The Cabinet Secretariat will hold a separate meeting with the chief secretaries of poll-bound Tamil Nadu, West Bengal, Assam, Kerala and the Union Territory of Puducherry.

While making a statement in the Lok Sabha on Monday, the prime minister said that the difficult global conditions caused by the West Asia conflict are likely to persist for a long time and called upon the nation to remain prepared and united, just as it had stood together during the COVID-19 pandemic.

Modi also drew the attention of the House to the internal security dimension of the crisis, warning that certain elements attempt to exploit such situations. He said all security agencies have been placed on alert and that security across all domains, coastal, border, cyber and strategic installations is being further strengthened.

“Whether it is coastal security, border security, cyber security or strategic installations, the security of all is being reinforced,” he had said.

Urging patience, restraint and vigilance, and cautioning against those who may seek to exploit the situation by spreading falsehoods, engaging in black-marketing or hoarding, Modi appealed to all state governments to ensure strict monitoring and swift action against such elements.

Expressing his abiding faith in the collective resolve of the nation, the prime minister, in his speech in the Lok Sabha, also said that when every government and every citizen of this country walk together, “we can challenge every challenge, this is our identity, and this is our strength”.

Addressing a media event later on the same day, Modi said challenges have continued to mount one after another even after the COVID-19 pandemic and there has not been a single year that has not tested India and Indians.

“But with the united efforts of 1.4 billion Indians, India is moving forward while facing every disaster,” he said.

The PM said India is moving forward with renewed confidence and instead of postponing challenges, India confronts them head-on.

Srinagar, Mar 26: As part of sustained action against the terror ecosystem, Jammu and Kashmir Police in Sopore attached the immovable property of an absconding accused in connection with an Egress and Internal Movement (Control) Ordinance (E&IMCO) case registered at Police Station Panzalla.

As per the statement, the attached property comprises land measuring 1 Kanal 12.5 Marlas under Survey Nos. 15 min and 17 min, situated at village Fidarpora, recorded in the name of Khurshid Ahmad Dar, son of Ali Mohammad Dar, resident of Fidarpora.

The accused has been evading legal proceedings and is wanted in FIR No. 02/2008 under Sections 2/3 of the E&IMCO Act registered at Police Station Panzalla. As per investigation, he is currently based in PoK and is involved in anti-national activities, including extending support to terrorist elements in the Kashmir Valley, it said.

Following due legal process, proclamation proceedings under Section 87 CrPC were initiated, and the accused was declared a Proclaimed Offender by the Hon’ble Court. Subsequently, in compliance with the orders of the Hon’ble Court, attachment proceedings under Section 88 CrPC were executed, it also said.

The attachment was carried out in the presence of officials from the Revenue Department and independent witnesses, and all codal formalities were duly observed. Attachment notices were served and affixed at the site.

This action forms part of the continued efforts of J&K Police to enforce the rule of law against absconding accused involved in activities prejudicial to the security and integrity of the nation. J&K Police reiterate their commitment to take firm and lawful action against individuals engaged in anti-national activities, police statement added.

Police act against illegal mining activities in Ganderbal, Pulwama; 5 vehicles seized

Srinagar, Mar 26: Jammu and Kashmir Police on Thursday seized 05 vehicles involved in illegal extraction of minerals in Ganderbal and Pulwama districts.

A police in a statement said that in Ganderbal, 03 tippers were seized for illegal extraction of minor minerals in the jurisdiction of PS Ganderbal, PS Kheerbawani & PS Lar. These vehicles were found extracting and transporting mining material without valid authorization, in violation of the prescribed norms. Accordingly, the vehicles were seized on the spot and the matter was taken up with the concerned Geology & Mining Department, which subsequently imposed the requisite fine under the relevant provisions of law.

The statement further said that in Pulwama, police seized 02 tractors without registration number plates found engaged in unauthorized extraction of minerals at Romshi Nallah, Rahmoo. In this regard, a case FIR No. 39/2026 under relevant sections of law has been registered at Police Station Rajpora, and further investigation has been taken up.

J&K Police reiterated its commitment to curb illegal mining activities in the district and urged the public to cooperate with law enforcement agencies in protecting natural resources.

Strict action will continue against those found indulging in such unlawful practices, police statement added.

MP Mian Altaf questions India’s silence to condemn US-Israel attack on Iran, killing of it’s supreme leader

New Delhi, Mar 26: National Conference (NC) leader and Member of Parliament, Mian Altaf Ahmad on Wednesday questioned the India’s silence to condemn the US-Israel attack on Iran and killing of it’s supreme leader Ayatollah Ali Khamenei.

In a statement issued, Mian Altaf Ahmad raised this issue and other concerns during the All Party Meeting called by the Union Government to discuss the escalating West Asia conflict and its impact on India. The meeting, chaired by Defence Minister Rajnath Singh and was attended by Home Minister Amit Shah, External Affairs Minister S. Jaishankar, Finance Minister Nirmala Sitharaman, Parliamentary Affairs Minister Kiren Rijiju, Petroleum Minister Hardeep Puri and opposition leaders.

Mian Altaf said that it was surprising that India being a non aligned country choose to remain silent in condemnation of US-Israel attack on Iran that killed its supreme leader Ayatollah Ali Khamenei. He said that the US-Israel-led war is not in anyone’s interest and will impact the whole world and affect the people and trigger a global energy crisis.

Mian Altaf however, appreciated the government’s efforts in managing the energy crisis so far and urged the government to ensure that the availability of the essential commodities amid the present situation in west Asia.

Handwara, Mar 26: The sub district Handwara administration has clarified that there is no shortage of fuel in Handwara and urged residents not to panic. Fuel stations across the area are functioning smoothly, with adequate supplies available.

Tehsildar Handwara, Zeeshan Khan, along with SHO Handwara, Sofi Vilayat, and other officials, conducted a review of petrol pumps in the town to assess the situation.

During the inspection, the Tehsildar assured that sufficient fuel stock is available and that supply vehicles are arriving regularly as per routine.

The administration has appealed to the public to avoid unnecessary rush at petrol pumps and purchase fuel calmly to ensure smooth distribution for everyone.

India’s energy supply fully secure; Government calls out deliberate misinformation campaign

New Delhi, Mar 26: The Ministry of Petroleum and Natural Gas on Thursday categorically stated that India’s petroleum and LPG supply situation is fully secure and under control. The Ministry called upon citizens not to be misled by a deliberately mischievous, coordinated campaign of misinformation that is being carried out to spread unjustified panic.

“All retail fuel outlets have enough supplies. There is no shortage of petrol, diesel, or LPG anywhere in the country.” The Ministry stated.

Petrol and Diesel: No Shortage, No Rationing

The government asserted, “India is an oasis of energy security and world’s 4th largest refiner and 5th largest exporter of petroleum products, supplying refined fuel to over 150 countries. Because India is a net exporter to the world, domestic petrol and diesel availability is structurally assured. All 1 lakh-plus retail fuel outlets across the country are open and dispensing fuel without interruption. Not a single outlet has been asked to ration supply.”

“Across the world, countries are dealing with price increases, rationing, odd-even vehicle restrictions, and forced station closures. Few have declared “National Energy Emergency”. India DOES NOT FEEL THE NEED FOR ANY SUCH MEASURES. While other nations are rationing, there is no shortage of supplies in India. Where isolated instances of panic buying occurred at select pumps, they were driven by deliberate misinformation spread by certain videos in social media.” The Ministry stated.

“Despite the surge in demand on such pumps, fuel was dispensed to all the consumers and Oil company depots have been operational through the night to ramp up supplies. Steps have also been taken by Oil Companies to increase credit to petrol pumps to over 3 days from earlier allowed 1 day in order to ensure that there is no shortage of petrol and diesel at any pump due to working capital issues of pump owners.” It added.

Crude oil supply: Gap more than compensated

The government said that despite the situation at the Strait of Hormuz, India is today receiving more crude oil from its 41-plus suppliers across the world than what was previously arriving through the Straits. High volumes available in international markets — especially from the western hemisphere — have more than compensated for any disruption. Every Indian refinery is running at over 100% utilisation. Crude oil supplies for next 60 days have already been tied up by Indian Oil companies. There is NO supply gap.

Strategic reserves: The complete and accurate picture

The Ministry of Petroleum and Natural Gas said that misinformation has been circulating — including through some articles and social media videos — suggesting that only 6 days of stocks are there in the country. “India has 74 days of total reserve capacity and actual stock cover is around 60 days right now (including crude stocks, products stocks and the dedicated strategic storage in caverns) even as we are on the 27th day of the Middle East crisis. Nearly two months of steady supply is available for every Indian citizen regardless of what happens globally. Next 2 months of crude procurement has also been secured. India is completely secure for next many months and the quantity in strategic cavern storage becomes secondary in such a supply situation. Therefore, any representation that India’s reserves are depleted or insufficient should be dismissed with the disdain it deserves.” It stated.

LPG: Production up, import requirement down, cargoes secured

On LPG availability, the Ministry said that there is no LPG shortage. Following the LPG Control Order issued by this Ministry, domestic refinery production has been ramped up by 40%, bringing daily LPG output to 50 TMT (more than 60% of our requirement) against a total daily requirement of around 80 TMT. The net daily import requirement has consequently come down to only 30 TMT — meaning India is now producing much more than it needs to import.

Over and above domestic production, 800 TMT of assured inbound LPG cargoes are already secured and en route from the United States, Russia, Australia, and other countries, arriving across India’s 22 LPG import terminals — double the 11 terminals that existed in 2014. Approximately one full month of supply is firmly arranged, with additional procurement being finalised continuously. Oil companies are successfully delivering over 50 lakh cylinders every day. Cylinder demand had gone up to 89 lakh cylinders due to panic ordering by consumers and has now come down to 50 lakh cylinders again. Commercial cylinder allocations have been raised to 50% in consultation with state governments to avoid hoarding or black marketing.

PNG promotion: A transition already underway, not a crisis response

The government also said that Piped Natural Gas is being promoted — in full coordination with state governments — because it is cheaper, cleaner, and safer for Indian households. India already produces 92 MMSCMD of natural gas domestically out of a total daily requirement of 191 MMSCMD, making India far less import-dependent on gas than on LPG. City gas distribution has expanded from 57 geographical areas in 2014 to over 300 today. Domestic PNG connections have grown from 25 lakh to over 1.5 crore. This transition was well underway before the current situation arose and reflects India’s long-term energy strategy. The claim that PNG is being pushed because LPG is running out is misinformation. LPG supply is secure. PNG is simply a better, more affordable and highly convenient fuel for India’s households.

Government warning: Action against misinformation

The Ministry has noted with serious concern the circulation of misleading videos and posts on social media platforms that selectively use images of queues, global news footage of rationing in other countries, and completely bogus and fabricated claims of impending lockdowns and emergency fuel measures in India to create a wholly false impression of shortage.

Some posts have deliberately misrepresented government orders — including the Natural Gas Control Order and the LPG Control Order — as emergency declarations signalling crisis, when in fact they are standard administrative instruments for supply prioritisation issued as a prudent and pre-emptive measure.

This misinformation is being spread by miscreants and amplified by motivated elements, causing unnecessary public anxiety. The Ministry urges all citizens to rely only on official government communications for information regarding fuel and gas availability. Spreading false information regarding essential commodity availability is an offence under applicable laws, and the government will not hesitate to act against those found to be deliberately creating panic.
