CBK files chargesheet against two accused in job scam

Srinagar, Nov 13: The Special Crime Wing of the Crime Branch Kashmir has filed a chargesheet in case FIR No. 19/2023 under Sections 419, 420, and 120-B of the Ranbir Penal Code (RPC) against two accused persons before the Court of the Chief Judicial Magistrate, Kulgam, officials said.

In a statement, a CBK spokesperson said that the case originated from a written complaint wherein the complainants alleged that the accused persons had deceitfully cheated them on the pretext of providing government jobs in exchange for large sums of money. Acting upon the complaint, a formal preliminary enquiry was initiated at Police Station Special Crime Wing (Crime Branch Kashmir).

During the course of investigation, its prima facie surfaced that the accused individuals had dishonestly induced the complainants by promising them employment in government departments, thereby grabbing their hard-earned money through fraudulent means. Further investigation revealed that one of the accused had also impersonated himself as a Kashmiri migrant to gain the confidence of the victims and facilitate the commission of the offence.

On the basis of the evidence gathered, offences punishable under Sections 419 (cheating by personation), 420 (cheating and dishonestly inducing delivery of property), and 120-B (criminal conspiracy) RPC were established against the accused. Consequently, the chargesheet was produced before the Hon’ble Court of Law for judicial determination.

The Crime Branch Kashmir reiterates its commitment to ensuring that such fraudsters are brought to justice and urges the public to remain cautious of fraudulent job rackets and to report any such instances to law enforcement agencies promptly.

New York, Nov 13: India has been “very measured, cautious and very professional” in the way it is carrying out the investigation into the car explosion near Red Fort, US Secretary of State Marco Rubio said, as he emphasized that “clearly it was a terrorist attack” and Washington has “offered to help” but New Delhi is “very capable” in these investigations.

“Yeah. I mean, we’re aware – yeah, we’re aware of the potential that that holds. But I think the Indians are – need to be commended; they have been very measured and cautious and very professional in how they’re carrying out this investigation,” Rubio said Wednesday in remarks to the press in Hamilton, Canada.

“That investigation continues. Clearly, it was a terrorist attack. It was a car loaded with highly explosive materials that detonated and killed a lot of people. But I think they’re doing a very good job of carrying out an investigation; and I think when they have facts, they’ll release those facts,” Rubio said.

Rubio, who met External Affairs Minister S Jaishankar on the margins of the G7 Foreign Ministers Meeting in Niagara, was asked about the Red Fort explosion in Delhi and how concerned he was about rising tensions between India and Pakistan, against the backdrop of the fighting between the two nuclear-armed neighbours in May this year when Delhi had launched Operation Sindoor targeting terror infrastructure in Pakistan in retaliation for the April 22 Pahalgam terror attack.

“So, but clearly, I mean, we’re aware of the potential that it has, and so we spoke about that a little bit today – the potential that it has to become something broader. But I think we’re going to wait and see what their investigation reveals,” Rubio said.

He added that the US has offered to help, but “I think they’re very capable in these investigations. They don’t need our help. They’re doing a good job, and I thought they were very measured and professional in how they’ve approached it, as they usually are.”

India on Wednesday termed the car explosion outside Red Fort as a “heinous terror incident” and directed investigating agencies to deal with the case with “utmost urgency and professionalism” to bring those behind it and their sponsors to justice without delay.

The Union Cabinet at its meeting, chaired by Prime Minister Narendra Modi upon his return from Bhutan, reaffirmed India’s unwavering commitment to a policy of zero tolerance towards terrorism in all its forms and manifestations.

It said the situation continues to be “closely monitored” at the highest levels of the government.

Observing a two-minute silence in honour of the innocent lives lost in the terrorist incident, the Cabinet adopted a resolution condemning the dastardly act and expressing profound grief over the loss of lives in the incident.

“The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, expressed its profound grief over the loss of lives in the terrorist incident involving a car explosion near the Red Fort in Delhi on the evening of 10 November 2025,” Information and Broadcasting Minister Ashwini Vaishnaw said at a media briefing.

Following his meeting with Rubio, Jaishankar said in a post on X “Good to meet @SecRubio this morning at #G7 FMM. Appreciate his condolences on the loss of lives in the blast in Delhi. Discussed our bilateral ties, focusing on trade and supply chains. Exchanged views on the Ukraine conflict, the Middle East/West Asia situation and Indo-Pacific.”

Srinagar, Nov 13: Srinagar, the summer capital of Jammu and Kashmir, has recorded the coldest night of season at minus 2.1 degree Celcius.

Details shared by the Meteorological (MeT) Department reveals that Pahalgam, was the coldest in Kashmir valley where the mercury settled at minus 3.8 degree Celcius.

Director MeT, Dr Mukhtar Ahmadsaid that there is no forecast of any wet spell for the next one week, but the night temperature would remain almost unchanged till November 17.

He said that there is a possibility of slight improvement in the night temperature after Nov 17 for two-three days—(KNO)

DNA test confirms Umar Nabi was driving car that exploded, say police sources

New Delhi, Nov 13: The DNA test of samples collected from the Red Fort blast site has confirmed that Dr Umar Nabi was driving the car that exploded there early this week, police sources said Thursday.

The DNA samples of Umar’s mother were collected on Tuesday and sent here for examination, the sources said, adding that they were analysed along with the remains gathered from the blast site.

“The DNA results confirm that it was indeed Umar who was driving the fateful vehicle,” said a source.

Umar was a key member of a “white collar” terror module busted earlier this week. He hails from Koil village in Jammu and Kashmir’s Pulwama.

Hours after police busted the terror module with links to proscribed Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind, and arrested eight people including three doctors, the high-intensity blast ripped through a slow-moving car near Delhi”s Red Fort area on Monday evening.

Around 3,000 kilograms of ammonium nitrate, potassium chlorate and sulphur were seized after police busted the terror module, which spanned across Jammu and Kashmir, Haryana and Uttar Pradesh.

Jammu, Nov 12: Jammu and Kashmir Police on Wednesday conducted a surprise inspection and search operation inside District Jail Doda (Bhaderwah) as a part of a campaign to strengthen internal security and dismantle the terror ecosystem in J&K.

The jail currently houses several inmates booked in terrorism-related and other criminal cases. Meanwhile, for the sixth consecutive day, the Police continued its extensive crackdown against Over Ground Workers (OGWs), sympathizers, and associates of surrendered, released, and killed terrorists across the district.

During the course of action, several individuals were booked under preventive sections of law for their suspicious activities and potential involvement in supporting terror-related elements.

The ongoing operations form a crucial part of the district-wide campaign to dismantle the terror support network and strengthen preventive policing measures.

“The joint surprise search operation in District Jail Bhaderwah was carried out by J&K Police in coordination with jail authorities, under the supervision of Additional Superintendent of Police (ASP) Bhaderwah on November 10,” Police said. Police, CAPF personnel, and jail staff conducted a thorough search of all barracks, inmate belongings, and surrounding premises to detect any suspicious activity or material.

“To further ensure foolproof security, an area domination exercise was also conducted in the outer periphery of the jail to rule out any external threats or potential linkages,” Police said and reiterated commitment to maintain internal security, ensure law and order, and neutralise all forms of support to terror elements in the district.

During the crackdown against the terror network, searches were conducted at multiple locations under the supervision of Senior Superintendent of Police (SSP) Doda, Sandeep Mehta, wherein the Police teams thoroughly verified the antecedents of persons previously linked with terror activities, Jammu and Kashmir Nationals Operating from Pakistan-occupied-Kashmir (JKNOPs), and individuals under surveillance.

The operations also included detailed verification of SIM card vendors to ensure strict compliance with KYC norms and to prevent misuse of communication networks by anti-national elements.

Police have also warned that anyone found providing shelter, support, or logistical aid to active or former terrorists would face strict legal consequences.

“The drive reflects the Police’s unwavering commitment to maintain peace and security in the district and ensure that no individual or network succeeds in reviving the terror ecosystem in any form,” SSP Doda said.

In the past few days, security forces across J&K have intensified anti-terror operations as part of a broader campaign to disrupt terror networks and their support structures. Several coordinated raids have been conducted on the residences of OGWs and terror associates involved in aiding cross-border modules.

“Police appeal to the public to cooperate and share any information related to suspicious movements or persons with the nearest Police Station or through helpline numbers. Identity of the informer shall be kept confidential,” SSP Doda said. In a related development, the Police in Doda and Ramban have asked all hoteliers, guesthouse owners, lodges, resorts, and private accommodation providers operating within the two districts to ensure strict compliance with the mandatory requirement of submitting Form ‘C’ (arrival report of foreigners) for every foreign guest staying at their establishment.

As per provisions of the Foreigners Act, 1948, and the Registration of Foreigners Rules, 1992, all persons providing accommodation to foreign nationals are duty-bound to collect and submit Form ‘C’ immediately upon check-in.

Failure to submit Form ‘C’ will invite strict legal action under the Foreigners Act, 1948; Registration of Foreigners Rules, 1992, and penal action that may include fines, registration cancellation, or prosecution as per law.

The establishments have been asked to maintain proper guest record registers in both physical and digital format; verify documents of foreign visitors before allotting accommodation; ensure CCTV cameras are in working condition at reception and entry or exit points; not to allow any foreign national to stay without valid documents, and cooperate with local police during inspections.

SIA takes over probe into JeM poster case

Srinagar, Nov 12: In a significant development, the ongoing investigation into the pasting of posters of the banned terror outfit Jaish-e-Muhammad (JeM) in the Nowgam area of Srinagar and the Magam area of Budgam has been formally handed over to the State Investigation Agency (SIA) for further probe.

The cases were earlier registered at Police Station Nowgam, Srinagar, and Magam, Budgam.

A senior Police official said that the formal order transferring the cases to the SIA was issued on Tuesday evening.

“The cases have been handed over to the SIA for further thorough investigation,” the official said.

Following the handover, the SIA has registered two fresh cases vide FIR Nos 2 and 3, to pursue the investigation under relevant sections of law.

These FIRs are expected to cover various aspects of the case, including the terror links, funding sources, and possible involvement of other individuals.

According to sources, the transfer to the SIA comes after preliminary findings by the local Police suggested that the case might have inter-state or cross-border implications.

The SIA, which specialises in handling sensitive and complex cases related to terrorism and national security, is expected to use advanced investigation techniques to trace the network and determine the extent of the activities.

New Delhi, Nov 12: The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday expressed profound grief over the loss of lives in the terrorist incident involving a car explosion near the Red Fort in Delhi on the evening of November 10.

The Cabinet observed a two-minute silence in memory of those who lost their lives in the blast, which has been described as a heinous act of terror aimed at disturbing peace and stability in the country.

In a resolution adopted during the meeting, the Cabinet said, “The country has witnessed a heinous terror incident, perpetrated by anti-national forces, through a car explosion near the Red Fort on the evening of 10 November 2025. The explosion resulted in multiple fatalities and caused injuries to several others.

“The Cabinet pays its solemn respects to the victims of this senseless act of violence and conveys its heartfelt condolences to the bereaved families.

“The Cabinet prays for the speedy recovery of all those injured, and appreciates the prompt efforts of the medical personnel and emergency responders, who have been providing care and support to the victims.”

Terming the attack a “dastardly and cowardly act,” the Cabinet reiterated India’s zero-tolerance policy towards terrorism in all its forms and manifestations.

It also took note of the expressions of solidarity and support received from several foreign governments following the attack.

“The Cabinet notes with appreciation the timely and coordinated response of the authorities, security agencies, and citizens who acted with courage and compassion in the face of adversity. Their dedication and sense of duty are deeply commendable,” the resolution said.

The Cabinet directed that the investigation be pursued with utmost urgency and professionalism, ensuring that the perpetrators, their collaborators, and sponsors are brought to justice without delay. Officials said the situation continues to be closely monitored at the highest levels of government.

Reaffirming its steadfast resolve to safeguard the lives and well-being of all Indians, the Cabinet underscored the government’s enduring commitment to national security and the safety of every citizen.

Security has been tightened across the national capital in the aftermath of the explosion, with multiple agencies engaged in a coordinated probe to trace those behind the attack.

The National Investigation Agency (NIA) and Delhi Police’s Special Cell are jointly leading the investigation.

Authorities said forensic teams are examining debris from the blast site, while CCTV footage from nearby areas is being analysed for possible leads.

The powerful explosion, which occurred near the historic Red Fort, triggered panic in the area on Sunday evening, leaving several people dead and many others injured.

Emergency teams and Police personnel rushed to the spot soon after the blast, cordoning off the area and evacuating the injured to nearby hospitals.

Condemnations have poured in from across the political spectrum and the international community, with leaders calling for unity against terrorism and violence.

New York, Nov 12: In what is seen as a U-turn, US President Donald Trump appeared to defend the H-1B visa programme to bring talent from across the world, saying a foreign investor cannot pull people off an unemployment line, who haven’t worked in five years, and start making missiles.

“I agree but you also do have to bring in talent,” Trump said, responding to a question in an interview with Laura Ingraham on Fox News on whether the H-1B visa issue will not be a big priority for his administration and if one wants to raise wages for American workers as the country cannot be flooded with hundreds of thousands of foreign workers.

When Ingraham noted that “we have plenty of talent”, Trump said, “No, you don’t, no, you don’t. You don’t have certain talents. And people have to learn.”

Srinagar-Jammu NH to remain open for 2-way traffic

Ramban, Nov 12: The Srinagar-Jammu National Highway remained open for two-way movement of Light Motor Vehicles (LMVs) and heavy vehicles on Wednesday.

Traffic authorities said that the highway would remain open on Thursday as well, allowing two-way movement of vehicles from both Srinagar and Jammu.

However, they said vehicular movement remained slow at several single-lane stretches, including Balli Nullah, Dewal, Nashri-Dalwass, Maroog, and Kishtwari Pattar, due to the breakdown of a few heavy vehicles along the route.

A fresh advisory issued by the Traffic Department for Wednesday said that, subject to fair weather and good road conditions, LMVs and heavy vehicles would be allowed to ply from both directions on the highway.

Commuters and operators of LMVs have been advised to undertake their journey during daylight hours in view of the ongoing seasonal migration of nomadic families from Kashmir towards Jammu. Authorities urged drivers to maintain lane discipline and avoid overtaking or wrong-lane driving to prevent unnecessary traffic congestion.

400-year-old Mughal-era Masjid in Pulwama set for restoration after decades of neglect

Pulwama, Nov 12: Hidden amid apple orchards and narrow lanes of Shadimarg village, about 10 kilometres from Pulwama town, stands a 400-year-old Mughal-era Masjid, a relic of Kashmir’s architectural heritage now struggling to survive after decades of neglect.

Built of deodar wood, stone and mud, the Masjid is believed to have been constructed during the reign of Mughal emperor Aurangzeb, when Pulwama served as a resting point for imperial caravans moving between Srinagar and Shopian. The adjoining Mughal sarai (travellers’ inn) once sheltered merchants and soldiers, but like the Masjid, it too has fallen into ruin.

Over the years, harsh winters, moisture seepage and lack of upkeep have taken a severe toll. The once-solid walls are now deeply cracked, wooden beams have decayed, and portions of the roof have caved in, forcing villagers to stop offering regular prayers there for safety reasons.

“Our elders say the Masjid was a place of learning and prayer for travellers during Mughal times,” said Khurshid Ahmad Mir, a resident. “We tried to repair parts of the roof with our own funds several times, but it was only a temporary solution. The structure needed proper restoration.”

After years of local representations to the administration, the government has sanctioned Rs 22 lakh for its restoration. Officials said tendering has been completed and work will begin shortly under the supervision of the Department of Archives, Archaeology and Museums, in coordination with the local Auqaf Committee.

“Tendering has been done, and the restoration work will start soon,” said Ghulam Mohidin Mir, MLA Rajpora, who played a key role in pursuing the case. “Both the Masjid and the adjoining sarai will be restored to preserve their historical and cultural significance.”

The restoration aims to retain the original Mughal architectural elements — including carved wooden beams, arched windows, and the central mihrab — while strengthening the structure with locally sourced timber and lime plaster.

For the villagers, the move comes as a huge relief and a matter of pride. “It’s more than just a place of worship. It connects us to our roots and to centuries of our history,” said Javed Ahmad, pointing to the fading motifs on the Masjid’s façade. “We hope this effort will revive the identity of Shadimarg as a heritage village.”

Locals say once restored, the Masjid could attract heritage tourists and scholars, offering Pulwama a place on Kashmir’s cultural map beyond its orchards and saffron fields.

“The Masjid has witnessed empires rise and fall,” said an elderly villager. “It deserves to stand for another 400 years — this time with care.”
