Israeli strikes kill at least 31 in Gaza as UN agencies warn of fuel crisis

Deir Al-Balah, July 15: Israeli strikes across the Gaza Strip overnight killed at least 31 people, according to local hospitals, as UN agencies warned that critical fuel shortages put hospitals and other critical infrastructure at risk.

The latest attacks came after US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu held two days of talks last week that ended with no sign of a breakthrough in negotiations over a ceasefire and hostage release.

Twelve people were killed by strikes in southern Gaza, including three who were waiting at an aid distribution point on Monday, according to Nasser Hospital in Khan Younis, which received the bodies. Shifa Hospital in Gaza City also received 12 bodies, including three children and two women, after a series of strikes in the north, according to the hospital’s director, Dr. Mohammed Abu Selmia.

Al-Awda Hospital reported seven killed and 11 wounded in strikes in central Gaza.

The Israeli military says it only targets militants and tries to avoid harming civilians. It blames civilian deaths on Hamas because the militants operate in densely populated areas.

Separately, three Israeli soldiers were killed in northern Gaza, according to the military. A military official, speaking on condition of anonymity in line with regulations, said on Monday that they died in an explosion in their tank, apparently after it was hit by an anti-tank missile, though the incident was still being examined.

UN agencies, including those providing food and health care, reiterated a warning made at the weekend that without adequate fuel, they “will likely be forced to stop their operations entirely”.

In a joint statement, they said that hospitals are already going dark and ambulances can no longer move. Without fuel, transport, water production, sanitation and telecommunications will shut down and bakeries and community kitchens cannot operate, they said.

The agencies confirmed that some 1,50,000 litres of fuel entered Gaza last week — the first delivery in 130 days. But they said it is “a small fraction of what is needed each day to keep daily life and critical aid operations running”.

“The United Nations agencies and humanitarian partners cannot overstate the urgency of this moment: fuel must be allowed into Gaza in sufficient quantities and consistently to sustain life-saving operations,” they said.

The agencies signing the statement were the UN humanitarian office OCHA, food agency WFP, health organisation WHO, children’s agency UNICEF, the agency helping Palestinian refugees UNRWA, population agency UNFPA, development agency UNDP, and UNOPS which oversees procurement and provides management services.

Israel’s military said a June 19 strike killed Muhammad Nasr Ali Quneita, a senior Hamas militant who it said had taken part in the October 7, 2023, attack and held hostage Emily Damari, a dual Israeli-British citizen, in his home at the start of the war.

There was no comment from Hamas and no independent confirmation.

Thousands of Hamas-led militants stormed into Israel that day, killing some 1,200 people, mostly civilians, and abducting 251 people, most of whom have since been released in ceasefire agreements or other deals. The militants are still holding 50 hostages, less than half of them believed to be alive.

Israel’s retaliatory offensive has killed over 58,000 Palestinians, according to Gaza’s Health Ministry, which has said women and children make up more than half of the dead. It does not distinguish between civilians and militants in its tally.

The ministry is part of the Hamas-run government and is led by medical professionals. The United Nations and other experts consider its figures to be the most reliable count of war casualties.

Israel’s air and ground war has destroyed vast areas of Gaza and driven some 90 per cent of the population from their homes. Aid groups say they have struggled to bring in food and other assistance because of Israeli military restrictions and the breakdown of law and order, and experts have warned of famine.

Israel’s Knesset meanwhile voted to expel a prominent Arab lawmaker, but the measure failed to pass the threshold of 90 votes in the 120-member assembly. Seventy-three members voted in favour.

The attempt to remove Ayman Odeh from parliament was related to a social media post in January in which he welcomed the release of both Israeli hostages and Palestinian prisoners in a Gaza ceasefire.

The prisoners released in the agreement included scores of militants convicted of deadly attacks against Israelis, and rival lawmakers accused Odeh of supporting terror, allegations he denied. Many Palestinians view those imprisoned by Israel as freedom fighters jailed for resisting Israel’s decades-long occupation of lands the Palestinians seek for a future state.

Israel’s Arab minority, which makes up some 20 per cent of the population, has citizenship, including the right to vote, but faces widespread discrimination. Its members have close family ties to Palestinians in the occupied West Bank and Gaza, and largely support their cause, leading many Jewish Israelis to view them with suspicion or contempt.

As per a statement issued, the ongoing mega football event is powered by Athwas Hyundai and supported by the J&K Sports Council.

The match began with early fireworks as Qaazim of Arco United FC opened the scoring in the initial minutes. However, Greenend Heroes FC responded quickly with an equaliser from Aqib, followed by a well-converted penalty by Basit Ahmad, putting Greenend in the lead. Arco United FC showed great resilience, and Moomin brought them back into the game with a crucial second-half goal, levelling the score at 2-2.

Arco United FC players received top honours for their individual performances, with the Game Changer of the Match award going to Moomin, the Man of the Match award to Qaazim, and the Golden Save award to Muzamil.

The post-match presentation ceremony was graced by dignitaries.

Kaiser Bhat from Downtown Heroes FC, Inam Bhat representing Athwas Hyundai, and Bashir Ahmad Malik, President of DFA Srinagar, who felicitated the standout performers of the game.

Jammu, Jul 14: Lieutenant Governor Manoj Sinha has ordered the promotion of one Jammu and Kashmir Police Service (JKPS) officer to the Super Time Scale I (level 13 A); three officers to the grade of SSP, Selection Grade I (level 13) and nine officers to the grade of SP Selection Grade II.

As per an order issued by the J&K Home Department, sanction has been accorded to the promotion of JKPS officer Kulbir Singh (JKPS: 99) in the Super Time Scale-I, Level 13A (131100-216600) of the pay matrix, with immediate effect.

Through a separate order, sanction has been accorded to the promotion of three JKPS officers of 2001 batch viz., Abrar Ahmad Choudhary (notionally with effect from December 24, 2024 and regularly with immediate effect), Gh Jeelani Wani and Amit Bhasin (both with immediate effect) in the Senior Superintendent of Police (SSP), Selection Grade-I, Level 13 (123100-215900) of the pay matrix.

Nine JKPS officers, who have been promoted to the Superintendent of Police Selection Grade (II) level 12, included Vinay Kumar (JKPS: 2002), Parvez Ahmad Dar (JKPS: 2007), 2008 batch officers of JKPS viz., Tariq Ahmad Wani (JKPS: 2008), Chowdhary Iftikhar Ahmed, Zoheb Tanveer (all five notionally with effect from December 24, 2024 and regularly with immediate effect), Rayaz Iqbal Tantray, Amit Verma, Iftkhar Talib and Noor Ul Hassan (all four with immediate effect).

“In terms of the Jammu and Kashmir Police (Gazetted) Service Recruitment Rules, 2024, notified vide SO 500 of 2024 dated October 10, 2024 and as recommended by the Selection Committee-I, sanction is hereby accorded to the promotion of these Jammu and Kashmir Police Service (JKPS) officers in the Superintendent of Police Selection Grade (II) level 12 (78800-209200) of the pay matrix, with effect from the specified dates,” read an order issued by JK Home Principal Secretary Chandraker Bharti, on behalf of the Lieutenant Governor.

Srinagar, Jul 14: Chief Secretary Atal Dulloo on Monday chaired a meeting to review the implementation of the Ayushman Bharat Digital Mission (ABDM) in Jammu and Kashmir with a focus on ensuring seamless integration of healthcare data and digital services across J&K.

The meeting was attended by the Secretary, Health & Medical Education; Managing Director, ABDM; Principals of Government Medical Colleges; Director Coordination (Medical Colleges) and other senior officers of the Department.

Taking stock of the ongoing initiatives under ABDM, the Chief Secretary underscored the urgency of linking patient health records with ABHA (Ayushman Bharat Health Account) IDs, emphasising that no stone should be left unturned to complete this vital digital transition without any further delay. He called for interlinking of Sehat, ABDM and HMIS portals, to create a unified digital ecosystem that empowers the patients, healthcare professionals and institutions to access and share data effortlessly through a single platform.

Dulloo stressed that continuous updating of patient health records must be ensured so that individuals need not carry paper records when visiting any hospital or doctor. He called for the universal implementation of the Scan and Share facility across all health institutions. He directed the department to rationalise manpower, especially for data entry tasks critical to the success of the HMIS module.

In a significant push towards improving accountability and data integrity, the Chief Secretary instructed the department to expedite the Health Professional Registry (HPR) and take strict measures against professionals delaying compliance. He also advised seeking technical support from BISAG-N to professionally and swiftly conclude digitisation targets under the ABDM framework.

During the meeting, Secretary H&ME, Shah, briefed about the steps already taken to accelerate digital transformation. He highlighted the Department’s success in initiating the HPR, digitising patient health records, integrating radio diagnostic reports with ABHA IDs and rolling out the Scan and Share facility in numerous health institutions.

He reaffirmed the Department’s commitment towards ensuring full saturation of these initiatives within a defined timeline. He delineated the strategies that are going to accomplish the mission satisfactorily across all the healthcare facilities in J&K.

Adding to the deliberations, MD ABDM, Anant Dwivedi, outlined the mission’s three core pillars, including ABHA ID, Health Professional Registry (HPR) and the Health Facility Registry (HFR). He informed that J&K has made notable strides in all these domains.

As per the latest figures, it was informed that 94.49 lakh ABHA IDs have been created, covering 69.7 percent of the target population. It was further revealed that 100 percent registration of all 3,607 public health facilities (HFR) has been completed, besides 87 percent registration of public doctors (6,713 out of 7,730) and 100% registration of public nurses (5,149) has been achieved.

Moreover, 20.58 lakh digital health records have been linked with ABHA IDs, with 1.44 lakh new records added since May. Additionally, 104 out of 105 health facilities are now actively using the HMIS (JK-e Sahaj) portal. Notably, 71.16 lakh Scan and Share tokens have been generated so far, as was informed in this meeting.

These milestones reflect the UT’s firm commitment towards harnessing technology for better healthcare delivery.

The Chief Secretary lauded the department for the progress and stressed to sustain momentum to ensure full digital inclusion of all citizens in the futuristic health ecosystem in the days to come.

Jammu, Jul 14: Senior J&K Bharatiya Janata Party (BJP) leader and former Deputy Chief Minister, Kavinder Gupta, on Monday described his appointment as the new Lieutenant Governor of Union Territory of Ladakh as “a role involving greater challenges” yet asserted to “accept it in earnest, with humility and unflinching commitment.”

He stated that given the crucial nature of his new role, he would make all-out efforts to take everyone along.

Former Deputy Chief Minister, who also served as the Speaker of J&K Legislative Assembly and Jammu Mayor, informed that the Prime Minister Narendra Modi himself apprised him (Kavinder) about the “big decision” two days ago.

He was appointed as LG Ladakh after the President accepted the resignation of the incumbent Lieutenant Governor of the UT (Ladakh), Brigadier (Rtd) B D Mishra.

“There are many layers to every aspect. It was known to all that some Governors (and Lieutenant Governors) had to be changed. I extend my heartfelt gratitude to the honourable President and my leadership – the Prime Minister Narendra Modiji; Union Home Minister Amit Shahji that they have found me worthy for the prestigious and responsible post,” beaming Kavinder Gupta stated, in his first reaction to media persons in Jammu, after the official announcement of his appointment.

“They (party leadership) have placed their trust in me, and I have been chosen for this crucial task. There are and there will be challenges (associated with this responsibility). However, I accept them in earnest and hope I will be able to do full justice with the job entrusted to me and will live up to the expectations of my leadership,” he exuded confidence.

About questions about the nature of the new responsibility, Kavinder said, “This is a very big responsibility. It will be fulfilled with unflinching dedication. My effort will be to take everyone along. I’ve visited and explored Ladakh during my tenure as Deputy Chief Minister for a brief period. But now it will be the only focus area, so I will get the opportunity to better understand it and deliver.”

When asked if the new transition to a “neutral role” from “an aggressive politician” would be difficult for him, his reply was, “I’ve worked as the Speaker also – a role which again demanded neutrality. It is not difficult. Yes, I’ve been in active politics for over fifty years. In 1975, I was put in jail for the first time during the Emergency.”

Will he miss his active political role in J&K?

In reply to this question, he said, “I’m a political activist; a dedicated party worker – where the party leadership sends, I will go and fulfil the job entrusted to me with commitment. Ladakh is passing through a crucial phase with some challenges. I’ll go there, study and then perform accordingly. I’ll be directly accountable to people. Therefore, I’ll have to learn first and then deliver.”

Born on December 2, 1959, Kavinder remained associated with RSS since he was 13 years old. He spent 13 months in jail during the emergency.

He served as VHP secretary in Punjab in 1978; worked as BJYM J&K president from 1993 to 1998. From 2005 to 2010, he acted as Mayor of Jammu for three consecutive terms. In 2014, he won from the Gandhinagar assembly segment in 2014 and was made Speaker J&K Legislative Assembly in 2015. In 2018, he was appointed as Deputy Chief Minister. He served as DyCM for two months till the BJP pulled out of its coalition with the PDP.

Talking to news agency ANI, Sharma said, “It is unfortunate that an elected Chief Minister jumps over the boundary wall of Mazar-e-Shuhada and engages in a scuffle with the Police.

We are the ones who form laws; we should not take them into our hands. The youth can also come onto the streets by holding stones, getting provoked as the chief minister is fighting with the Police.”

Jammu, Jul 14: The Employees’ Provident Fund Organisation (EPFO), Regional Office Jammu, conducted an awareness seminar on the Employment Linked Incentive (ELI) Scheme at Hotel Radisson Blu to inform establishments about the scheme’s benefits, features, and implementation process.

As per the official statement issued, the ELI Scheme aims to boost employment generation, enhance employability, and extend social security, especially in the manufacturing sector.

First-time formal sector employees earning up to Rs 1 lakh per month are eligible for a one-time wage subsidy of up to Rs 15,000, disbursed in two installments. A part of the incentive is to be deposited in a savings instrument to encourage financial literacy. EPFO registration ensures access to pension, insurance, and retirement benefits.

Employers will receive monthly incentives between Rs 1,000 and Rs 3,000 per new employee. The incentive period extends up to four years for the manufacturing sector and two years for others, with direct payments to PAN-linked business accounts.

The seminar featured presentations by Account Officers Balkrishan and Aman Dandhi, outlining the scheme’s objectives and operational details. The event witnessed participation from 40–50 representatives from various establishments.

According to EPFO, the scheme is expected to benefit 1.92 crore first-time workers and generate over 3.5 crore jobs in two years. Participants appreciated the initiative and expressed interest in its implementation.

New Delhi, Jul 14: The Mumbai-Ahmedabad High-Speed Rail (MAHSR) project has crossed a major milestone with the opening of the first segment of a 21-kilometre undersea tunnel between Bandra-Kurla Complex (BKC) and Thane. The achievement marks a major step forward in India’s first bullet train project, which is rapidly taking shape across Maharashtra and Gujarat.

Press release from Railway ministry said that construction is advancing swiftly along the 508-km corridor. So far, 310 km of viaducts have been completed, with civil works progressing at pace. Fifteen river bridges are fully built and four more are nearing completion. Out of the planned 12 stations, five are already finished and three more are approaching the final stages. The underground station at BKC, designed as a structural and architectural feat, will be located 32.5 metres below ground and engineered to support a future 95-metre high-rise above it.

Parallel to civil infrastructure, critical systems for train operation, including track laying, overhead electrical wiring, and signalling, are also being developed at speed. Procurement and installation of control systems are proceeding in tandem.

In a major boost to the India-Japan strategic partnership, the Japanese government has agreed to introduce the next-generation E10 series of Shinkansen trains for the project. These state-of-the-art trains will be deployed simultaneously in Japan and India, marking a historic collaboration. Currently, Japan runs the E5 series, with the E10 expected to bring enhanced speed, safety, and passenger comfort. The entire corridor is being developed using Japanese Shinkansen technology, widely regarded as a global benchmark in high-speed rail for its unmatched standards of reliability and safety.
