Govt examining salary revision for academic arrangement lecturers: Shantmanu

Kupwara, Nov 8: The government is actively reviewing the possibility of increasing the salaries of lecturers engaged on an academic arrangement basis in colleges across Jammu and Kashmir, Additional Chief Secretary and Financial Commissioner of the Higher Education Department, Shantmanu, said on Saturday.

Speaking to reporters after an extensive tour of Government Degree College (GDC) Handwara, Shantmanu acknowledged that demands for a salary hike from these lecturers have been raised repeatedly.

“Requests for enhancement of salaries are being received frequently, and even the media continues to highlight this issue. Presently, the monthly salary of Rs 28,000 for academic arrangement lecturers is being drawn from college funds and other limited sources. We are trying to find a sustainable solution to this,” he said.

He added that the Union Territory government would take up the matter with the Central Government and NITI Aayog later this month to explore a mechanism similar to that under the Samagra Shiksha Abhiyan (SSA) in the School Education Department.

“Under SSA, the salaries of additional teachers in the School Education Department are covered by central support. However, there is no such provision in the Higher Education Department. We are working to create a similar framework, and once it materialises, the salaries of academic arrangement lecturers will be enhanced without delay,” Shantmanu said.

Responding to a query about the demand for a separate women’s college in Handwara, he said the government’s current focus is on consolidating newly established colleges to ensure they function effectively and meet their objectives.

On the issue of vacant principal posts in several colleges, including GDC Handwara, Shantmanu said, “Many colleges are without permanent principals due to a court case. Since the case now stands resolved, appointments will soon be made to fill these vacancies.”

He also announced that an auditorium and college buses would be provided to GDC Handwara to improve infrastructure and student convenience.

Earlier, Shantmanu was received by the Additional Deputy Commissioner (ADC) Handwara, Tehsildar Handwara, and the Incharge Principal of the College. During his visit, he inspected various academic blocks, interacted with students and faculty, and took firsthand feedback on academic facilities. He appreciated the students’ discipline and the commitment of the teaching staff.

Madrid, Nov 8: The longest US government shutdown on record is doing more than grinding activities to a halt at home; an ocean away in Europe, local workers at US military bases have started to feel the pain.

At least 2,000 people working at overseas bases in Europe have had their salaries interrupted since the shutdown began almost six weeks ago. In some cases, governments hosting the US bases have stepped in to foot the bill, expecting the United States to eventually make good. In others, including in Italy and Portugal, workers have simply kept working unpaid as the gridlock in Washington drags on.

“It’s an absurd situation because nobody has responses, nobody feels responsible,” said Angelo Zaccaria, a union coordinator at the Aviano Air Base in northeastern Italy.

“This is having dramatic effects on us Italian workers,” he told The Associated Press.

An array of needed jobs

The jobs foreign nationals do at US bases around the world range from food service, construction, logistics, maintenance and other, more specialised roles. In some cases, foreign workers are employed by private companies hired by the US government, while others are direct hires.

How local employees are paid varies by country and is based on specific agreements the US government has with each host nation, said Amber Kelly-Herard, a public affairs spokesperson for the US Air Forces in Europe and Africa.

During the shutdown, Kelly-Herard said local employees were expected to continue to perform their jobs in accordance with their work contracts.

The AP reached out to the Pentagon with multiple questions on the pay disruption, but was only provided a brief statement that did not acknowledge it.

“We value the important contributions of our local national employees around the world,” it said. The official declined to answer any follow-up questions.

American bases are feeling the pinch overseas

In Germany, the government has stepped in to pay the salaries of nearly 11,000 civilian employees who work on US military bases, the nation’s finance ministry said in a statement. American facilities in Germany include the Ramstein Air Base, a critical hub for operations in the Mideast and Africa and headquarters to the US Air Forces in Europe and Africa.

Workers in other countries have not been so fortunate.

More than 4,600 Italian nationals work at the five US bases in Italy, said union coordinator Zaccaria. Of those, over 900 local employees at US bases in Aviano and Vicenza, and another 400 workers at a base in Livorno, have not received their salaries since the shutdown began.

AK-47 rifle recovered from ex-doctor’s locker at Anantnag medical college

Srinagar, Nov 08: An AK-47 rifle was recovered from the locker of a former senior resident doctor at Government Medical College (GMC) in Jammu and Kashmir’s Anantnag, police said on Friday. Srinagar Police, with assistance from the Joint Interrogation Centre (JIC) Anantnag, seized the weapon at the college premises and have detained the individual for interrogation, India Today reported.

The doctor has been identified as Adeel Ahmad Rather, son of Abdul Majeed Rather, and a resident of Qazigund in Anantnag. He had been serving as a senior resident doctor at GMC Anantnag until October 24, 2024.

According to officials, the AK-47 rifle was discovered in the personal locker of Dr Rather at GMC Anantnag. Both the detained doctor and the seized rifle are now in the custody of Srinagar Police.

Police have stated that a case has been registered in connection with the recovery. The FIR includes charges under sections 7/25 of the Arms Act and sections 13, 28, 38, and 39 of the Unlawful Activities (Prevention) Act.

The investigation is currently being conducted by the Srinagar Police along with the JIC Anantnag. Authorities are focused on questioning the doctor to establish the circumstances and any possible motives.

Officials have confirmed that Dr Rather is being detained for further investigation and that all necessary legal procedures are being followed as part of the inquiry.

No additional details have been released regarding the origin of the rifle or how it came to be stored in the doctor’s locker. The investigation is still ongoing and any forward linkages are being tracked down.

Police stated, “Adeel and AK 47 is with Srinagar police.” Updates on the case are expected as the inquiry continues.

Udhampur, Nov 08: Chief Secretary, Atal Dulloo, today conducted an extensive tour of Udhampur district to assess the progress of ongoing developmental projects and flagship government initiatives across various sectors.

The meeting was also attended by Divisional Commissioner Jammu, Ramesh Kumar, Deputy Commissioner Udhampur, Saloni Rai, Senior Superintendent of Police, Amod Ashok Nagpure besides other divisional and district officers of various departments.

He took this occasion to instruct the district administration to focus on upgrading road connectivity and installing mobile towers in the Dudu-Basantgarh area to improve accessibility and communication infrastructure.

The Chief Secretary urged all departments to ensure that all eligible beneficiaries are covered under government schemes. He called for effective inter-departmental coordination, transparency, and dedication in execution. He stressed that officers must work with commitment and accountability, ensuring projects are completed within the specified timeframes and contribute effectively to the district’s overall growth and development.

While reviewing the education sector, the Chief Secretary directed the CEO to ensure quality education across all government schools. He stressed that all teachers must mark their biometric attendance and the process be strictly monitored.

The Chief Secretary instructed all officers to undertake regular field visits in their respective jurisdictions to assess on-ground progress. He directed the DC to hold department-wise review meetings to ensure timely completion of works. He emphasized the capitalization of SHGs,  youth engagement through Mission YUVA and effective implementation of self-employment schemes.

The SE PWD was asked to expedite ongoing works and ensure adherence to targets, while UEED was asked to explore measures for rejuvenating the Devika River to its original form.

While reviewing the PMGSY (I, II & III) projects, the Chief Secretary instructed the concerned officers to activate men and machinery, accelerate execution and complete works within fixed timelines.

While reviewing the progress of GMC Udhampur, the Chief Secretary directed the administration to strengthen critical care services and introduce specialties in Cardiology, Neurology and Oncology. He further advised exploring the enhancement of intake capacity and initiation of PG programs in the future.

The Chief Secretary directed bankers to conduct awareness programmes on financial inclusion and government-sponsored schemes, increase number of loan sanctioning cases and ensure effective follow-up under Mission YUVA.

The SE, JPDCL was instructed to sensitize and motivate the public about the PM Surya Ghar Muft Bijli Yojana to promote household-level solar power adoption.

Later, the Chief Secretary visited the Government Medical College and inspected the ongoing construction works. The SE PWD briefed him about the project’s progress and current status. Chief Secretary reviewed each component in detail and directed the executing agency to adopt a double-shift work schedule to ensure timely completion. He emphasized efficient mobilization of available resources and productive use of manpower to achieve quality outcomes within stipulated timelines.

At the outset, DC Udhampur presented a detailed sector-wise presentation highlighting the progress of major ongoing projects and flagship schemes being executed by various departments including Chenani–Sudhmahadev road (NH-244), integrated development of tourist facilities at Mantalai and Sudhmahadev, rectification of black spots at Gole Mela and Sangoor, construction of new GMC Udhampur, shifting of ITI building,  augmentation of water supply schemes under AMRUT 2.0.

She also outlined the progress made under PWD, Social Welfare, Education, PMGSY, MGNREGA, SBM-G, RGSA, NRLM, NTEP, RDSS, PM Surya Ghar Muft Bijli Yojana, Mission YUVA, Agriculture, DIC, Handloom, Animal and Sheep Husbandry, HADP, JJM, Devika Project, Digitization of Land Records, and District Capex Budget among others.

Budgam, Nov 08: Peoples Democratic Party (PDP) President Mehbooba Mufti on Saturday lashed out at the National Conference (NC) for what she termed as “betrayal and deception” of the people of Jammu and Kashmir, accusing the party of failing to deliver on the promises it made during elections.

Addressing a public gathering in Budgam, Mehbooba as per news agency Kashmir News Corner — KNC said that a year has passed since NC came to power, but none of its commitments such as free gas, free electricity, and free ration have been fulfilled.

“One party comes and goes, and people are made to believe things will change. A year ago, they (NC) said they would not allow electricity meters to be installed and would throw them into the river.”

“They promised 200 units of free electricity, said gas prices were high and poor families would get it for free, and even claimed they would provide free ration. What happened to those promises?” she asked.

She also said that the NC had promised to address issues of reservation injustice and assured people that no houses built on grazing land (‘gaas charai’) would be demolished. “Today, none of those assurances have been kept,” she remarked.

Taking a direct dig at NC Vice President Omar Abdullah, Mehbooba said, “Omar Sahab himself said he would contest from both Ganderbal and Budgam and that he would retain the seat where he received more votes. He got more votes in Budgam, yet he left this seat. Tell me, what has he done for Budgam since then?”

She said that while government employees are being dismissed, houses are being blasted, and frequent raids are taking place, Budgam continues to be ignored.

“Omar Sahab came to Budgam two days ago, but in the entire past year, did he call a single meeting here? Did he ask what can be done for Budgam, which still has no new MLA? Nothing of that sort has happened,” she said.

The PDP chief alleged that NC representatives are now moving around Budgam only for electoral purposes and have failed to deliver anything substantial for the people.

“They say they have kept everything safe for the people, but tell me, have they really thought about the people of Budgam?” she asked.

Reminding the public of Budgam’s long political association with NC, Mehbooba said, “Since 1977, you have been voting for NC. You made Aga Mehmood Sahib your MLA and minister several times so many that you may not even remember. Even the Chief Minister once belonged to Budgam. But what did you get in return? Nothing. The roads are in poor condition, and people’s lives have not changed.”

She also urged the people of Budgam to reflect on past experiences and support PDP for a genuine change.

Drug peddler held with contraband substance in Shopian: Police

Srinagar, Nov 08: Jammu and Kashmir Police in Shopian have arrested a drug peddler and recovered contraband substance from his possession.

A police spokesperson said that during routine patrolling at Arhama Bongam Axis, a police party of Police Station Shopian intercepted a suspicious person carrying a bag. During search, 4.466Kgs of Poppy Straw-like substance was recovered from his possession. He has been identified as Javaid Ahmad Sheikh, resident of Bongam Shopian.

He said a case vide FIR No. 243/2025 under relevant sections of law has been registered at Police Station Shopian and investigation has been initiated.

Police reiterated its firm resolve to maintain a drug-free society and appealed to the general public to support this noble mission.

Khan Younis (Gaza Strip), Nov 08: Gaza health officials say that over 69,000 Palestinians have been killed in the Israel-Hamas war so far.

Gaza’s Health Ministry said on Saturday that the death toll has climbed to 69,169, with another 170,685 wounded since Hamas’ Oct. 7, 2023, attack into Israel.

The latest jump in deaths is attributed to more bodies being recovered under the rubble since the ceasefire was announced in the devastated strip, and also because of the identification of previously unidentified bodies.

Jammu, Nov 08: The Jammu and Kashmir government is considering the establishment of a single window digital system for framing and amending recruitment rules across all departments in the Union Territory, officials said on Saturday.

Satish Sharma, Minister of Administrative Reforms, Inspections (ARI) and Training, chaired a high-level meeting here to assess the proposal, a spokesperson said.

Sharma emphasised the importance of streamlining administrative procedures to ensure time-bound and transparent functioning of government departments.

He said the proposed digital platform would mark a major reform in recruitment, enabling uniform policy implementation and faster decision-making.

The minister appreciated the efforts of the ARI & Training Department for conceptualising the initiative and directed officers to expedite the design and roll out of the system in consultation with the General Administrative Department (GAD), Finance, Law, and the Jammu and Kashmir Public Service Commission (JKPSC), ensuring inter-departmental coordination and accountability at every stage.

“This digital reform will significantly reduce administrative delays, bring transparency, and ensure uniform implementation of recruitment policies across all departments. The Single Window System will not only enhance efficiency but also strengthen accountability through real-time monitoring and public accessibility,” Sharma said.

He directed that the system be integrated with the existing E-Office framework, and capacity-building initiatives organised for departmental nodal officers to ensure effective implementation and a smooth transition.

The minister stressed the importance of introducing a public reference view allowing citizens and stakeholders to access approved recruitment rules online, reinforcing the government’s commitment to transparent and citizen-centric governance.

The new initiative will ensure uniform recruitment policy across all departments, substantial reduction in paperwork and file movement, enhanced transparency through online monitoring, quicker processing and filling of vacant posts, and improved coordination between departments and agencies, the spokesperson said.

Sharma said the single window digital system aims to replace the existing multi-tiered and paper-based process with a unified online mechanism.

According to the spokesperson, the system will include an online portal and dashboard, secure departmental logins with standardised digital templates for proposals, simultaneous online routing to ARI & Training, Finance, Law, GAD, and JKPSC.

It will also provide a centralised archive of all approved recruitment rules, amendments, and notifications, real-time updates through SMS or email, and escalation mechanisms for delays, real-time monitoring of pendency and performance indicators, strong data protection and audit mechanisms, and defined timelines for faster approvals.

Under the proposed model, the spokesperson said, intending departments will finalise and submit proposals within 30 days. ARI & Trainings, Finance, Law, GAD, JKPSC, and the standing committee will process cases within 10 days each, and final approval by the GAD will be ensured in a time-bound manner, he added.

Mumbai, Nov 08: Operation Sindoor has been a very big inflection point as far as India’s policy is concerned, former Army chief General Manoj Mukund Naravane (Retd) has said.

Speaking at the CNBC-TV18 Global Leadership Summit 2025 in Mumbai on Friday, Gen Naravane also said India made it clear that it will not differentiate between terrorists and those who sponsor terrorism.

“Operation Sindoor has been a very big inflection point as far as our nation’s policy is concerned.

“It has demonstrated to the world that not only do we have the political will but also the military capability to carry out whatever actions or operations are required for us,” he said.

The former Army chief stressed the need to strengthen capabilities in emerging domains such as drones and unmanned systems.

Gen Naravane said that the phrase “If you want peace, prepare for war”, attributed to Roman general Vegetius, is one of his favourite quotes.

Vikas Swarup, former Ambassador to Canada, said the operation was a shift from “dossiers to decisive force” against cross-border terrorism.

Operation Sindoor also affirmed India’s stance against external mediation, despite US President Donald Trump’s claims of de-escalating tensions, he said.

Operation Sindoor, initiated on May 7, 2025, in the aftermath of the Pahalgam terror attack, which claimed the lives of 26 civilians, showcased India’s calibrated tri-services response and ensured the devastation of headquarters, training centres and launchpads of terrorist groups in Pakistan.

Six civilians killed, five injured in Afghanistan in Pakistani military attack

Kabul, Nov 08: At least six civilians, including women and children, were killed, and five others injured after the Pakistani military struck three residential homes in Spin Boldak district of Afghanistan’s Kandahar Province, local media reported on Saturday.

The latest attack came amid the third round of peace talks between Afghanistan and Pakistan in Istanbul, which reportedly ended in a deadlock.

Speaking to Afghan media outlet TOLO news, Afghan citizen Hayatullah, whose mother was killed and daughter injured, said, “Two or three mortar shells hit our home. My mother was martyred, and this child was injured in the arm.”

Meanwhile, another resident, Abdul Manan, said that two artillery shells struck his home, killing his young son and grandson and injuring two other family members

“It’s very painful. No one can understand it. No one knows what we are going through,” Manan stated.

In addition to residential areas, a commercial centre in Spin Boldak was also hit in the Pakistani Army’s attacks, causing extensive damage to local businesses and property.

Residents said such attacks on civilians and commercial centres are blatant violations of international laws.

“You always do this. These are acts of aggression against us. Civilian and commercial infrastructure must not be targeted,” TOLO news quoted an eyewitness, Najibullah, as saying.

Local officials said Pakistan breached the ceasefire without any provocation and launched attacks on civilians, noting that Afghan forces have not retaliated.

“They always violate the ceasefire, while the Islamic Emirate’s forces have mostly remained committed and have not broken the truce,” said Ali Mohammad Haqmal, Head of Information and Culture in Spin Boldak.

However, the third round of peace negotiations between Pakistan and Taliban authorities held in Istanbul aimed at establishing a joint framework for cross-border security and counterterrorism once again ended without any breakthrough, Afghanistan’s leading news agency Khaama Press reported.

Pakistan’s Defence Minister Khawaja Muhammad Asif said on Friday that the negotiations had been suspended after reaching a deadlock, with no immediate plans to resume talks.
