J&K women trail men in higher education

J&K women trail men in higher education

Srinagar, Nov 7: In J&K, shockingly, only 9 percent of women aged 25 and above have completed education beyond Grade 12, compared to 14 percent of men.

The figures place J&K in the mid-lower tier among states and union territories.

The data, part of the Periodic Labour Force Survey (PLFS) 2022-23, shows serious regional and gender disparities in higher education attainment across India.

It highlights challenges in access to education after secondary school, including diplomas, graduate degrees, and postgraduate programmes.

States like Kerala with better development indices, lead with rates nearly three times higher than J&K.

Higher education is defined as any formal learning after Grade 12: nationally, just over one in 10 adults completes this level.

In Kerala, nearly one in four adults has higher education.

However, in some states like Assam, one in 20 people have higher education.

In J&K, there is a 5-percentage-point difference between the higher education attainment of women and men, with substantially fewer women completing the degrees and diplomas they register for.

For men, the attainment is at 14 percent, slightly above the national average.

The AISHE 2024 shows the Gross Enrolment Ratio (GER) of 27.2 percent for women in J&K.

However, this survey measures current enrolment in higher education institutions.

This shows that while many women do enroll, very few complete the education.

However, the low percentage of higher education attainment among women limits economic opportunities for them in a scenario where employment is already difficult to come by.

J&K outperforms Bihar (women 5 percent, men 12 percent) and Jharkhand (women 6 percent, men 13 percent), but falls short of Himachal Pradesh (estimated women 20 percent, men 21 percent) and Haryana (women 16 percent, men 17 percent).

The gender and regional gaps underline the need for targeted policies to expand access and support the completion of education for women in need of financial support.

According to many studies dissecting the reasons for women to drop out of higher education, the need for women to financially support their families, marriage, and lack of safe transport, boarding, and lodging have been found to be important variables.

J&K performs better on literacy parameters.

According to the Census 2011, the female literacy rate in J&K is nearly 57 percent, and the male literacy rate is 77 percent.

The percentage is likely to have increased over the decades.

Although J&K has invested heavily in education infrastructure, opening up many colleges across districts, the benefits do not seem to trickle down to the grassroots.

Stakeholders believe researching the causes behind the drop-out rates could help address the issue.

Delhi airport’s air traffic control faces tech issues; Over 800 flights face delays

New Delhi, Nov 7: Delhi airport, the country’s busiest airport, plunged into chaos on Friday as more than 800 domestic as well as international flights were delayed due to technical problems with the air traffic control system, sources said.

All airline operations at the airport have been impacted and authorities are working to fix the issues.

The sources said airlines have cancelled at least around 20 flights. IndiGo, Air India, Air India Express, SpiceJet, and Akasa Air said there are delays in their flights at the Delhi airport due to the issues with the air traffic control system. The national capital’s Indira Gandhi International Airport (IGIA), the country’s busiest airport, handles more than 1,500 flight movements daily. Airports Authority of India (AAI), in a post on X at 10:08 am, said flight operations at the Delhi airport are facing delays due to a technical issue in the Automatic Message Switching System (AMSS), which supports air traffic control data. The state-owned AAI, which provides air traffic control and navigation services, said technical teams are working to restore the system at the earliest. The sources said the air traffic control system had faced issues intermittently in the last two days and the technical issue started to impact the system significantly from around 5.45 am. “All airline operations at Delhi Airport are currently delayed. Concerned authorities are working on resolving the issue at the earliest,” Delhi airport operator DIAL said in a post on X at 1:42 pm.

DIAL (Delhi International Airport Ltd) also said flight operations have been disrupted due to an ongoing technical issue with the AMSS that supports air traffic control flight planning process.

Information available on flight tracking website Flightradar24.com showed that over 800 flights have been delayed at the airport and the delay for departing flights is around 50 minutes at the Delhi airport. The count of flights include arrivals as well as departures. According to the sources, there were long queues near boarding gates and hundreds of passengers were waiting inside the airport terminals for flight updates.

Amit Sharma posted as Director Census Operations J&K and Ladakh

New Delhi, Nov 7: Amit Sharma, Secretary to the Government of Mizoram, Information and Communication Technology (ICT) Department, who was also holding the additional charge of Director Census, Mizoram, has proceeded on central deputation under the Central Staffing Scheme (CSS) as Director Census Operations, Jammu and Kashmir and Ladakh, on a full-time basis.

According to an order issued by the Deputy Secretary to the Government of India, Sharma has been directed to join his new posting within three weeks of the issuance of the order.

Sharma, an IAS officer, returns to his homeland after a gap of about three years to conduct the census digitally in Jammu and Kashmir and Ladakh.

He takes up this assignment after gaining rich and diverse administrative experience while serving in three geographically distinct and challenging regions – Mizoram, Ladakh, and J&K.

Sharma’s posting as Director Census Operations is for a period of five years or until further orders, whichever is earlier.

During his tenure in Mizoram, Sharma made remarkable administrative strides, introducing multiple digital reforms and setting high standards of governance and development.

A recognised IT and Digital India champion, Sharma holds the rare distinction of having served as IT Secretary in three successive regions – J&K, Ladakh, and Mizoram.

In Mizoram, he led major digital reforms like the successful implementation of e-Office in the Secretariat, pushed DigiLocker usage to record levels, signed a Memorandum of Understanding (MoU) under the BHASHINI initiative with the Government of India to establish a multilingual digital platform, and worked towards the creation of a Mizo Fibre Grid Network to extend fibre-optic connectivity to every corner of the state.

During his tenure in Mizoram, Sharma also played a pivotal role in strengthening the Cooperative Sector in the ongoing International Year of Cooperation 2025, as declared by the United Nations.

He revived cooperative culture through NCDC and NABARD-supported initiatives, promoted Mizo Cooperative Societies, and gave a special push to Common Service Centres under the MPACS model.

Before his tenure in Mizoram, Sharma served Ladakh as Administrative Secretary for multiple departments, including IT, Transport, Rural Development, Disaster Management, and Science and Technology.

There, he worked towards the vision of making Ladakh the first carbon-neutral region of India, introducing five hydrogen fuel-cell buses and electric load carriers.

He also held the additional charge of Managing Director, Sindhu Infrastructure Development Corporation (SIDCO) – Ladakh’s only PSU – and used it as a platform to drive multiple developmental reforms.

Earlier, as Secretary, Mining J&K, Sharma played a key role in pushing the Geological Survey of India (GSI) toward the discovery of 5.9 million tonnes of lithium reserves in Reasi district, a landmark first in India’s history.

He also pioneered the introduction of e-Challans for mining activities to ensure transparency and accountability across J&K’s mining operations.

As the then IT Secretary and CEO of the J&K e-Governance Agency, Sharma spearheaded the implementation of e-Office across J&K, expanded the reach of e-Services to among the highest levels in India, operationalised State Data Centres in both regions of J&K, and initiated 100 percent digitisation of land records, alongside automation drives across several departments.

Now, returning to J&K with years of administrative and technological experience, Sharma is expected to oversee the Digital Census Operations in J&K and Ladakh, a first-of-its-kind exercise in the country.

The upcoming Digital Census, long delayed since the last national Census conducted in 2011, holds immense importance as it will lay the groundwork for India’s socio-economic and developmental planning.

Sharma’s leadership in this key initiative is seen as a matter of pride and honour for J&K, where the “son of the soil” returns to lead a historic, technology-driven national exercise.

Kupwara, Nov 7: Three persons were injured after a vehicle skidded off the road and plunged into a deep gorge in the Machil sector of north Kashmir’s Kupwara district on Thursday.

The injured were identified as driver Bashir Ahmad Lone, son of Abdul Ahad Lone; Abass Aziz Shah, son of Abdul Aziz Shah; and Shoib Ahmad, son of Abdul Aziz Tantry — all residents of Ring Bala, Machil.

Police have taken cognisance of the incident and started an investigation to ascertain the cause of the mishap.

Locals said the accident spot is one of the most treacherous stretches in the Machil sector and has witnessed several such incidents in recent years due to narrow, slippery roads and poor visibility.

Everyone saw Pakistan getting destroyed in ‘Operation Sindoor’: PM Modi

Everyone saw Pakistan getting destroyed in ‘Operation Sindoor’: PM Modi

Srinagar, Nov 07: Asserting that everyone has seen Pakistan getting destroyed in ‘Operation Sindoor’ Prime Minister, Narendra Modi, on Friday said that every promise made by his government has been kept.

Addressing a public rally in Aurangabad, Bihar, the Prime Minister, according to the news agency—Kashmir News Observer (KNO) said, “We have taken every step from the abrogation of Article 370 to the avenging of the Pahalgam terror attack to end terrorism in Kashmir and ensure the country’s security.”

The Prime Minister said his government’s record shows that promises made to the people have been fulfilled. “The Modi track record is in front of everyone. I do what I say,” he said.

PM Modi cited several examples to back his words, referring to the Ram Temple in Ayodhya, the revocation of Jammu and Kashmir’s special status, and the ‘Operation Sindoor’ following the April 22 Pahalgam terror attack. “I said that the Ram Temple would be built. Did that happen or not? I had promised that the wall of Article 370 would collapse. Did that happen or not? I declared from the land of Bihar that the Pahalgam terror attack will be avenged. All of us have seen Pakistan getting destroyed in Operation Sindoor,” he said.

The Prime Minister said that these actions were not isolated events but part of a broader commitment to national integrity and the safety of citizens. “You saw what happened to the perpetrators of the Pahalgam terror attack in Operation Sindoor,” he said.

On Bihar, he said that the NDA government has brought a major decline in Naxal activities in areas such as Aurangabad, which were once considered centres of Maoist violence.

He said peace and development have replaced fear in these regions.

PM Modi accused the Congress-RJD alliance of favouring infiltrators for the sake of vote bank politics, claiming that such approaches weaken the nation’s security and betray public trust.

Referring to the Bihar Assembly elections first phase that was held yesterday, the Prime Minister praised the high voter turnout, especially among women, calling it a sign of confidence in the NDA’s policies and a clear message against the opposition.

He also mentioned the alleged “land-for-jobs” case, saying leaders from the RJD and Congress took land from young people in exchange for government jobs and are now facing legal action for their involvement in the scam.
