Jammu, Oct 18: Bharatiya Janata Party (BJP) candidate Devyani Rana on Saturday filed her nomination papers for the upcoming Nagrota Assembly by-election in Jammu and Kashmir, scheduled to be held on November 11, 2025.

Rana, accompanied by senior BJP leaders and thousands of supporters, submitted her nomination before the returning officer in Jammu.

Speaking to reporters said she felt honoured to be contesting from Nagrota and expressed confidence that the people of the constituency would extend the same support and blessings to her as they had given to her late father, Devender Singh Rana.

She said her father’s greatest legacy was his hard work, honesty, and deep respect for everyone. “Rana Sahab treated everyone with love and dignity. These are the values I wish to carry forward,” she added.

Devyani Rana, daughter of the late Devender Singh Rana, the former Nagrota MLA whose demise necessitated the by-election had joined active politics earlier this year.

In January 2025, she was appointed as the vice-president of the Bharatiya Janata Yuva Morcha (BJYM).

Meanwhile, senior BJP leader and LOP, Sunil Sharma said he is confident of Devyani Rana’s victory in the upcoming Nagrota Assembly by-election, describing her as the right candidate to represent the people and continue the legacy of late Devender Singh Rana—(KNO)

Patna, Oct 18: Union Home Minister Amit Shah on Saturday promised restoration of statehood for Jammu and Kashmir at “an appropriate time” and a “good resolution” of demands raised by people of the Union Territory of Ladakh.

Speaking at a media conclave in Patna, he also claimed that after the abrogation of Article 370, terror-infested Jammu and Kashmir has “taken a U-turn” and “no local terrorist has been recruited in the last nine months”.

“This is a qualitative change that Jammu and Kashmir, where separatism had been festering since the 1990s, witnessed. Earlier, Pakistan felt no need to send terrorists from across the border. They used to place arms in the hands of our children. Now the situation has changed. The people of Jammu and Kashmir feel they belong to the entire country and the entire country belongs to them,” Shah said at the conclave organised by ABP News and Hindustan.

“Today, democracy has been restored in Jammu and Kashmir. Panchayat and municipal polls have taken place, and so have elections for the legislative assembly. Rajya Sabha elections will also take place at some time,” the home minister added.

He was asked about a statement by Chief Minister Omar Abdullah, who spoke of a “gulf” remaining in between Jammu and Kashmir and New Delhi on account of statehood not being restored even after a year of his swearing in.

Shah replied, “He (Abdullah) may be saying this out of political compulsions. But statehood would be restored at an appropriate time. And it will be done following discussions with him.”

About the recent agitations in Ladakh, Shah said the Union government is “in talks with the committees of Leh and Kargil”.

“We urge the people to have patience. There will be a good resolution of all their just demands,” he said.

The allusion may have been to the combined leadership of Leh Apex Body and Kargil Democratic Alliance, which represent Ladakh’s political and civil society groups.

The union home minister was also asked about the possibility of the release of Sonam Wangchuk, educator-turned-activist, who is in jail after being accused of inciting protests that led to the torching of the BJP office in Leh and vandalisation of some other public buildings.

Shah replied, “I can speak of the demands of the people. Not about any individual. As far as his (Wangchuk’s) case is concerned, the matter is before the court, which will take a decision on the basis of evidence at hand”.

The home minister also said the government was carrying out “a ruthless campaign” against Maoist insurgency, accusing the ultr-Left ideology of “the sin of forcing tribal areas to remain undeveloped”.

“In the 11 years since Prime Minister Narendra Modi has been in power, we have demolished at least 600 Maoist camps, dried up their finances and blocked their access to weapons. I would like to declare that Maoism will be completely wiped out by December 31, 2026”, asserted Shah.

Govt to crackdown on artificial coloring in apples: Minister Javed Dar

Baramulla, Oct 18: Minister for Agriculture Production, Rural Development & Panchayati Raj, Cooperative and Election Departments, Javid Ahmad Dar on Saturday said strict action to be initiated against those involved in using artificial coloring and substandard pesticides in fruit crops, terming the practices harmful to both the industry and the consumers.

Speaking to reporters in Baramulla, Minister Dar said the government is finalizing the process of creating a dedicated Enforcement Wing to regulate fertilizers and pesticides.

“Many fertilizers and pesticides are of poor quality. We are strengthening enforcement to identify and act against violators”, he said.

The Minister said complaints have surfaced from buyers in Delhi, Jammu and Kolkata about Kashmir’s apples being artificially colored before ripening. “Such coloring damages the fruit’s quality and reputation. It shortens shelf life and can cause illness. We have directed that colored apples should not be allowed into fruit markets,” he said.

Dar warned that penalties will be imposed on traders and growers, who bring colored fruit to markets ahead of the season. “If a September apple arrives in August and shows coloring, it indicates malpractice. This must stop,” he said.

On pest control, Dar said illegal import of rootstocks without quarantine checks has worsened the “leaf miner” pest problem. “Some people bring rootstocks through black marketing. We have identified them and strict action will follow”, he said.

He added that the government will not ban licenses arbitrarily but will ensure compliance with safety standards. “We are a progressive state. We cannot stop trade, but we will not allow misuse of licenses”, he said.

The Minister also said the government is preparing a plan to decongest and expand the Sopore Fruit Mandi. “Departments of Housing, R&B, Planning and Power will jointly develop a comprehensive plan to improve transport flow and expand the market,” he said.

He also confirmed that the Doabgah government juice plant is operational and was outsourced to a private operator three years ago. “It continues to function under private management,” he said—(KNO)

Srinagar, Oct 18: The Jammu and Kashmir Government on Saturday informed the High Court of J&K and Ladakh that necessary arrangements have been made to ensure that detenue Mehraj Malik is able to exercise his vote in Rajya Sabha elections.

Appearing before Justice Rajesh Sekhri, Senior Advocate Sunil Sethi, along with Senior Additional Advocate General Monika Kohli submitted that the government had already dispatched the postal ballot to the competent authority to facilitate Malik’s participation in the Rajya Sabha election scheduled for October 24, 2025.

The submission came during the hearing of an application filed by Malik, seeking permission to cast his vote and participate in the upcoming assembly session. While the petitioners, led by Senior Advocate Rahul Pant and a team of lawyers, pressed for urgent consideration of both prayers, the government’s counsel clarified that steps had already been taken to address the voting aspect.

However, the Court noted that the government’s reply to the application was not yet on record. It directed the registry to ensure the reply is properly placed and scheduled the matter for further hearing on October 27, 2025, specifically to consider the second prayer regarding Malik’s physical participation in the assembly session commencing October 23.

The Court also directed the government to ensure that the detenue is allowed to cast his vote in accordance with the law.

It is worthwhile to mention that KNO had exclusively reported on Friday that postal ballots have been dispatched to district jail Kathua where Malik is currently under detention—(KNO)

Srinagar, Oct 18: In a major breakthrough, Srinagar Police arrested six absconders who had been evading arrest for several years—some for over two decades, police officials said on Saturday.

In a statement, the officials said that Srinagar Police, acting on specific intelligence inputs, formed a special team that carried out a targeted operation, leading to the successful apprehension of the absconders. After completing all legal formalities, the accused were produced before the Hon’ble Court in Srinagar.

Police identified the arrested individuals as:

  • Mehraj-ud-Din Marazi, S/o Mohd Abdullah Marazi, R/o Sonwar, Srinagar — absconding for 11 years in Case FIR No. 21/2015 under Sections 8/21, 22, 29 NDPS Act, PS Lalbazar.
  • Arshid Ahmad Shoora, S/o Ab Rashid Shoora, R/o Bota Kadal, Lalbazar (presently at Hamchi Saidpora, Hazratbal, Srinagar) — evading arrest for 8 years in a case registered under the NI Act, PS Lalbazar.
  • Habibulla Bhat, S/o Ab Samad, R/o Kralpora Kupwara, A/P Lalbazar — evading arrest for 27 years in Case FIR No. 39/1998 U/S 294 RPC, PS Shergarhi.
  • Gowhar Ahmad Wani, S/o Wali Mohammad Wani, R/o Arigam, Budgam — evading arrest for 4 years in Case FIR No. 52/2021 U/S 379, 511 IPC, PS Shergarhi.
  • Mashooq Ahmad Sheikh, S/o Ghulam Mohammad Sheikh, R/o Ramnagri Shopian, A/P Gulshan Nagar, Nowgam, Srinagar — evading arrest for 4 years in Case FIR No. 119/2009 U/S 379 RPC, PS Shergarhi.

Srinagar, Oct 18: Divisional Commissioner Kashmir, Anshul Garg, on Saturday said that extensive efforts are underway to strengthen the tourism sector across the Valley, with a special emphasis on reviving winter tourism and enhancing the aesthetic appeal of Srinagar city through ongoing developmental initiatives.

Speaking to reporters on the sidelines of an event organized by SKUAST Kashmir, Garg said that the administration is focused on giving a new push to the tourism economy through infrastructure development, beautification drives, and promotion of local attractions.

He noted that the upcoming winter season will witness renewed tourism activities across Kashmir, including the launch of winter-specific events and facilities to attract visitors. “We are working on kick-starting winter tourism on a large scale so that tourists can experience the Valley throughout the year,” Garg said.

The Divisional Commissioner added that Srinagar city is witnessing a major facelift under the Srinagar Smart City Project Limited and the Srinagar Municipal Corporation. “The transformation of Srinagar is visible everywhere. Roads are being macadamized, public spaces are being redesigned, and several beautification projects are nearing completion. The city truly looks smart now,” he remarked.

Garg also revealed that more flower gardens are being developed across Srinagar and other districts to add to the Valley’s visual charm and create new tourist attractions. “The idea is to ensure that every season in Kashmir has something unique to offer, from gardens in bloom to snow-clad winter destinations,” he said.

The Divisional Commissioner praised the coordinated efforts of various departments, particularly SKUAST Kashmir, for promoting eco-tourism and sustainable practices that complement the Valley’s natural beauty. [KNT]

Night patrolling has been intensified to ensure round-the-clock security in the border areas.

Despite the festive season, BSF personnel remain fully alert and committed to safeguarding the nation. A BSF official said that the force is fully prepared to respond to any security challenges and ensure that citizens can celebrate Diwali without fear.

Speaking about the celebrations at the border, a BSF member said, “The message to the public is to celebrate Diwali joyfully with their families, assured that the BSF is vigilant and ready to respond strongly to any threats. The BSF extends Diwali greetings to all citizens and reassures them that there is no need to worry as long as the BSF is guarding the borders.”

Dhanteras is dedicated to worshipping Siddhi Vinayak, another name for Lord Ganesha, the Goddess of wealth, Mahalakshmi and Kuber, the God of wealth and prosperity. It is deemed an auspicious day to make new purchases.

Dhanvantari, who is also worshipped on the occasion of Dhanteras, is considered the god of Ayurveda and is believed to have imparted lessons in medical practice to rid mankind of ailments.
The first day of Diwali commenced on Monday with Dhanteras marking the beginning of festivities. The day is observed on the thirteenth lunar day of Krishna Paksha (dark fortnight) in the Vikram Sambat Hindu calendar month of Aaswayuja in the Amaavasyanta Luni-Solar Calendar.

Fatehgarh Sahib, Oct 18: A fire broke out in a coach of the Amritsar-Saharsa Garib Rath Express near Sirhind railway station here on Saturday morning, officials said.

According to the Railway Board, one person sustained minor injuries in the incident, the reason behind which is yet to be ascertained.

The fire broke out around 7:30 AM when the train (number 12204) was coming from Amritsar.

A Government Railway Police (GRP) official said smoke was noticed in one of the AC coaches of the train.

A passenger pulled a chain (alarm chain pulling system) to stop the train. Thereafter, the passengers were safely evacuated from the coach, the official said.

The fire soon engulfed the coach (G-19). Two other coaches also faced minor impact. The three coaches were separated from the rest of the train and fire tenders were immediately called in, the GRP official said.

The Railway Board said one person suffered minor injuries in the incident.

A 32-year-old woman suffered some burn injuries and was taken to the Civil Hospital in Fatehgarh Sahib, said Station House Officer, GRP Sirhind, Rattan Lal.

The officials said that soon after the fire was noticed, the railway authorities shifted the passengers from the affected coach to other coaches.

The train will leave for its destination shortly, they said.

Srinagar, Oct 18: Qayoom Wani, chairman of the Jammu and Kashmir Civil Society Forum (JKCSF), has strongly supported the public demand to immediately halt the unauthorised extension of the Gulmarg Master Plan to Tangmarg.

In a statement issued today, Wani said that any development or planning exercise carried out without public consultation, notice, or consent of the local population amounts to a violation of democratic norms, planning ethics, and legal procedure. He emphasized that the people’s right to participate in shaping the future of their region is a cornerstone of good governance and natural justice.

Wani further pointed out that the use of an outdated 2019 ordinance, which stands superseded by the Rural Development and Land Use Rules, 2022, renders the current exercise legally untenable. “An ordinance cannot override or remain valid once a comprehensive set of rules has been notified,” he said, stressing that the rule of law must prevail over bureaucratic shortcuts.

Reiterating the Forum’s stand, Wani stated, “The original Gulmarg Master Plan — devised decades ago by domain experts — must be implemented in its true spirit. That plan had a clear environmental vision: no concrete structures or rampant construction at the main destination of Gulmarg. Violating that original framework means violating the very essence of the master plan.”

He demanded that the original expert-devised Master Plan be made public so that citizens understand what it envisages and how far current actions have drifted from it. Transparency, he said, is essential to restore public trust and protect ecological integrity.

The JKCSF called upon the administration to: Immediately stay the unauthorised extension of the Master Plan to Tangmarg; Initiate a fresh and transparent process under the valid Rural Development and Land Use Rules, 2022; invite public objections and suggestions through proper notifications and participatory hearings; and preserve Tangmarg’s agrarian character and safeguard the proprietary rights of its villagers in accordance with constitutional and legal provisions.

Abdul Qayoom Wani concluded by urging all stakeholders — government agencies, civil society, and the people — to act collectively and responsibly to uphold and protect the ecological integrity, environment of the area, legal, and cultural sanctity of the Gulmarg–Tangmarg region.

NGT raps authorities over unscientific dumping of municipal waste in Newa Pulwama

New Delhi, Oct 18: In a significant order, the National Green Tribunal (NGT) has pulled up authorities over the unscientific dumping of municipal solid waste (MSW) by the Municipal Council Pulwama near Newa village. The dumping site, located on Karewa land surrounded by apple and almond orchards, was flagged in a petition filed by environmental activist Dr. Raja Muzaffar Bhat.

The Principal Bench comprising Justice Prakash Srivastava and Dr. A. Shenthil Vel (Expert Member) disposed of the case on its first hearing, directing the petitioner to approach the CEO, Municipal Council Pulwama with a detailed representation. The tribunal ordered that, if the grievance is found genuine, the municipal solid waste around the site must be cleared within three months.

The NGT further directed the J&K Pollution Control Committee (JKPCC) to inspect the site after three months to verify whether remedial action was taken. It also empowered the JKPCC to impose environmental compensation on the Municipal Council Pulwama if violations continue.
“If the violation is found to be continuing, appropriate action for imposition of environmental compensation will be initiated by respondent number 2 (JKPCC),” the order reads.
Illegal dumping in Karewa land

For years, MC Pulwama had been dumping waste near the Dangerpora locality. After that site became choked, the waste was shifted to Newa village, about five kilometres from the town.
“The area is Karewa land surrounded by apple, plum, and almond orchards. MC Pulwama is openly violating MSW Rules 2016 by dumping mixed waste, burying it under soil, and even burning it in the evenings. We provided clear photo and video evidence to the NGT. This site can’t be developed as a sanitary landfill due to its elevated terrain,” said Advocate Saurabh Sharma, counsel for the petitioner.

Petition highlights health and aviation risks

The petition, filed under Original Application (OA No. 515/2025), accused the Municipal Council of dumping mixed municipal, plastic, and biomedical waste in violation of the Solid Waste Management Rules, 2016. The applicant also raised concerns over bird activity near the garbage site — particularly eagles — which could pose a bird-hit threat to aircraft operating in the vicinity.
The NGT order, dated October 13, 2025, stated:

“We are of the view that the grievance which the applicant is raising needs to be looked into by respondent no. 3 – CEO, Municipal Council Pulwama – at the first instance, and if the allegation is found to be correct, expeditious remedial action is required to be taken.”
The tribunal directed the CEO to act within three months of receiving the complaint and instructed the JKPCC to conduct a follow-up inspection to confirm compliance.
