Bhupati, 70, is considered one of the key strategists behind the extremist movement.

Restrictions on Golden Card surgeries worsen crisis in Kashmir hospitals

Baramulla, Oct 15: Shafeeqa, a resident of Malpora in Baramulla, has been suffering from severe pain radiating from her back to her chest due to a gallbladder issue. Doctors at the Government Medical College (GMC) Baramulla have advised her to undergo gallbladder surgery.

Despite her worsening condition, Shafeeqa has been waiting for over two months with no surgery date in sight, as the hospital struggles with an overwhelming backlog of patients.

“I have been running from pillar to post to get my gallbladder surgery done,” she said.

“The doctors told me my turn will come after four months. My husband is a poor labourer, and we cannot afford private treatment.”

Her husband expressed anguish over the long wait and repeated hospital visits.

“Whenever she experiences pain, I rush her to GMC Baramulla. Managing transport and medicines has become very difficult. The long delay has worsened her suffering,” he said.

Shafeeqa’s ordeal mirrors the plight of hundreds of patients across Kashmir facing delayed surgeries at government hospitals. At GMC Baramulla, waiting lists for general surgeries now extend up to June 2026, leaving many patients in distress.

The crisis began after March 15, when the government halted surgeries under the Ayushman Bharat Golden Card scheme in private hospitals. The order reserved four key procedures — appendectomy, cholecystectomy (gallbladder surgery), hemorrhoidectomy, and fissure-in-ano — exclusively for government hospitals.

Since then, private hospitals have stopped offering free surgeries under the scheme, forcing thousands of patients to depend solely on government facilities. The resulting surge in patient numbers has stretched waiting lists to several months, severely affecting those in urgent need.

Economically weaker patients like Shafeeqa are among the worst affected, facing worsening medical complications as affordable, cashless treatment options shrink.

PM Modi condoles death of former Kenyan PM Raila Odinga

New Delhi, Oct 15: Prime Minister Narendra Modi on Wednesday expressed deep sorrow over the death of former Kenyan Prime Minister Raila Odinga, describing him as a “towering statesman and a cherished friend of India.”

In a post on X, the Prime Minister said, “Deeply saddened by the passing of my dear friend and former Prime Minister of Kenya, Raila Odinga. He was a towering statesman and a cherished friend of India. I had the privilege of knowing him closely since my days as Chief Minister of Gujarat and our association continued over the years.”

PM Modi recalled Odinga’s special affection for India, its culture, values, and ancient wisdom, noting his personal admiration for Ayurveda and traditional medicine systems after witnessing their positive impact on his daughter’s health. “I extend my deepest condolences to his family, friends, and to the people of Kenya in this hour of grief,” the Prime Minister added.

According to hospital authorities, Raila Odinga, 80, passed away on Wednesday morning following cardiac failure while undergoing Ayurvedic treatment at the Sreedhareeyam Ayurvedic Eye Hospital and Research Centre in Koothattukulam, Ernakulam district, Kerala.

He had been receiving treatment there for the past five days after earlier seeking medical care at a private hospital in Mumbai. Hospital officials said Odinga had been accompanied by his youngest daughter and personal doctor and had shown signs of improvement after undergoing therapy. He reportedly collapsed during his morning walk at around 8 am and was rushed to Devamatha Hospital, where he was declared dead at 9:52 am, reports national media. Odinga had long-standing ties with the Sreedhareeyam facility, where his elder daughter Rosemary Odinga had successfully regained her vision after losing it to optic nerve damage in 2017.

One of Africa’s most prominent political figures, Raila Odinga served as Kenya’s Prime Minister from 2008 to 2013, representing the Langata constituency in Parliament for over two decades and serving as Leader of the Opposition for many years. Hospital authorities said the body would be embalmed and further arrangements would be made in coordination with the Ministry of External Affairs and the Kenyan Embassy in New Delhi.

Detained AAP MLA likely to get postal ballot facility in jail

0
FIR registered against JK AAP chief over criminal intimidation of woman doctor

Srinagar, Oct 15: The detained Member of Legislative Assembly, Mehraj Malik, is likely to be granted postal ballot facility for the upcoming Rajya Sabha elections scheduled for October 24, sources disclosed.

Sources told the news agency—Kashmir News Observer (KNO) that the law governing voting rights in India permits individuals under preventive detention to cast their votes in all electoral exercises.

“The Representation of the People Act, 1951 permits detainees to exercise their voting rights, but disallows voting rights to undertrials and convicts lodged in jails. Since Mehraj Malik is currently detained under the Public Safety Act (PSA), he is likely to be allowed to cast his vote through postal ballot from within the jail premises,” they said.

According to sub-section (5) of Section 62 of the Representation of the People Act, 1951, individuals confined in prison-whether serving a sentence of imprisonment, undergoing transportation, or held in police custody-are not entitled to vote. However, the proviso to this sub-section clarifies that the restriction does not apply to individuals subjected to preventive detention under any law currently in force.

This legal provision makes it unambiguously clear that persons under preventive detention retain their right to vote in all elections.

Sources disclosed that the Election Commission has written to the Jammu & Kashmir administration seeking details of detained elector(s) for the Rajya Sabha polls, along with information about the prison(s) where they are lodged. “The J&K administration has submitted details of Malik to the Returning Officer for the polls,” they added.

As per rules governing voting rights of detainees, the Returning Officer shall send the postal ballot to the jail where the detainees are lodged.

Malik has also filed a fresh petition in the Jammu & Kashmir High Court seeking permission to attend the upcoming Assembly session and cast his vote in the Rajya Sabha elections.
