Mild earthquake shakes Kupwara, no damage reported

Manila, Oct 10: An offshore earthquake with a preliminary magnitude of 7.6 hit off a southern Philippine province Friday morning, and a hazardous tsunami was possible nearby.

The Philippine Institute of Volcanology and Seismology said it was expecting damage and aftershocks from the earthquake, which was centred at sea about 62 kilometres southeast of Manay town in Davao Oriental province and was caused by movement in a fault at a shallow depth of 10 kilometres.

The Pacific Tsunami Warning Center in Honolulu said hazardous waves were possible within 300 kilometres of the epicentre.

It said waves up to 3 metres above normal tides were possible on some Philippine coasts near the epicentre. Smaller waves were possible in Indonesia and Palau.

The Philippines is still recovering from a September 30 earthquake with a magnitude of 6.9 that left at least 74 people dead and displaced thousands of people in the central province of Cebu, particularly Bogo city and outlying towns.

One of the world’s most disaster-prone countries, the Philippines is often hit by earthquakes and volcanic eruptions because of its location on the Pacific “Ring of Fire,” an arc of seismic faults around the ocean.

The archipelago also is lashed by about 20 typhoons and storms each year, making disaster response a major task of the government and volunteer groups.

Jammu, Oct 9: Seven senior Indian Police Service (IPS) officers were among 24 officers transferred and posted by the Lieutenant Governor Manoj Sinha in a major rejig effected in the Police administration on Thursday.

Reshuffle was made through two separate orders, with immediate effect.

As per an order issued by Principal Secretary Home, Chandraker Bharti, senior IPS officer Abdul Ghani Mir, who was recently posted to the Jammu and Kashmir segment of the AGMUT cadre and was awaiting an order of posting, has been made the Commandant General, Home Guards, Civil Defence, and SDRF, relieving Alok Kumar, who held additional charge of the post.

Mir, a 1994-batch IPS officer who was promoted to the rank of DGP in February, previously served as the IGP of Kashmir Range.

Mohammad Yaseen Kichloo, SSP, Cybercrime Investigation Centre of Excellence (CICE), Jammu, has been posted as Principal, Subsidiary Training Centre (STC), Talwara.

New Delhi, Oct 9: Union Home Minister and Minister of Cooperation, Amit Shah, on Thursday, said that the terror network in Jammu and Kashmir had been nearly crippled.

Chairing a high-level meeting in New Delhi to review the security situation in J&K, the Home Minister said that due to the determined efforts of the security agencies, the terrorist network nurtured by enemies of the nation in J&K had been almost crippled.

He assured that all necessary resources would continue to be provided to sustain these efforts.

Shah said that security forces would continue to have full freedom of action to crush any attempt to threaten peace and security in the region.

He reaffirmed Prime Minister Narendra Modi government’s unwavering commitment to achieving the goal of a terrorism-free J&K.

The Home Minister appreciated the steps taken by the J&K administration and security agencies following the Pahalgam terror attack, which have helped strengthen the overall security scenario in J&K.

He emphasised the vital role of all security agencies in working in a coordinated and vigilant manner to eliminate terrorism from the region.

Shah said that with the onset of winter, security forces must remain fully prepared to ensure that terrorists do not exploit snowfall to infiltrate across the border.

Instructed to further intensify alertness and synergy to accelerate Modi Ji’s vision of a terror-free Jammu and Kashmir,” the Home Minister said in a message on microblogging site ‘X’.

Shah chaired the last such review meeting on J&K on September 1.

Post Pahalgam attack in April, continuous operations have continued to dismantle the terror network in J&K and bring tourism in the region back to normalcy.

He emphasised that both sectors hold immense potential for growth, value addition, and entrepreneurship if approached with the right policy interventions and sustained departmental support.

The meeting was attended by Additional Chief Secretary (ACS), Agriculture Production Department, Shailendra Kumar; Vice Chancellor, SKUAST-Jammu and others. Srinagar, Oct 9: The 69th National School Games 2025 for the U-19 Boys Football category witnessed a seismic day of action as the quarterfinal matches concluded, setting a thrilling stage for the semifinals.

The host team Jammu & Kashmir, as per a statement issued on Thursday, secured a hard-fought victory to cement their place in the final four, joining the dominant forces of Kerala, Manipur, and Meghalaya.

The day commenced with pre-quarterfinal clashes where the stage was set for the knockout rounds. Jammu, Oct 9: J&K Bharatiya Janata Party (BJP) Core Group Thursday zeroed in on the names of Devyani Rana, Bharatiya Janata Yuva Morcha (BJYM) vice president and Nand Kishore Sharma, the sibling of sitting MP Jugal Kishore Sharma in its panel of probable candidates for Nagrota assembly segment.

The names of empanelled candidates will be sent to the central leadership for the final call. The party has also decided to go full throttle in contest for Budgam assembly segment, notwithstanding “its not-so-widespread presence in the Valley.”

The by-poll to both Nagrota and Budgam assembly segments will take place on November 11, 2025.

J&K Core group met on Thursday, October 9, 2025 at the party headquarter in Jammu. BJP national general secretary and in-charge J&K affairs Tarun Chugh presided over the meeting.

Party sources have stated that the J&K BJP core group after exhaustive deliberations has prepared a panel each for both seats going to by-polls.

“For Nagrota seat, the core group has given a panel of two probables – Devyani Rana and Nand Kishore. The names for the panel for Budgam seat have been left to the party general secretary. He must have prepared the panel to be sent to the central leadership,” sources informed.

Besides, the core group, according to sources, has also considered the names of the persons who can be nominated MLAs.

“Those panels have also been prepared by the core group. Yes, the issue related to them is pending in the court. But the court has not stayed. In any case, this is a preliminary exercise by the party. When this list is given (to the Centre) and what happens thereafter – that is a separate issue. So far, the names have been discussed,” sources responded, when asked if the pendency of that issue in the court of law would not impact this exercise.

Sources, however, refused to disclose further on that account.

 BJP PARLIAMENTARY BOARD LIKELY TO TAKE CALL ON RS SEATS ON OCTOBER 10

With regard to final candidates for biennial elections to four vacant seats of Rajya Sabha from Jammu and Kashmir, sources informed that the BJP Parliamentary Board would meet on October 10, 2025 to take a final call on the party candidates out of the panel, submitted by the J&K unit.

Out of the panel, the names of former Deputy Chief Minister Dr Nirmal Singh; former J&K BJP president Ravinder Raina; J&K BJP president Sat Sharma and J&K BJP chief spokesperson Sunil Sethi are tipped to be the front-runners.

However, none can rule out last minute surprises by the BJP leadership.

So far, the party has already declared that it will contest on all four seats.

Post-J&K BJP Core group meeting, J&K BJP chief spokesperson Sunil Sethi, while speaking to Greater Kashmir, had clearly stated that the party would fight on all four seats and would seriously contest on three seats with an intent to win.

This was the party’s assertion notwithstanding the fact that the numbers are stacked against it and the ruling-National Conference led coalition has a clear numerical edge over it, enough to win three seats.

Sethi had maintained that the politics was not a game of arithmetic but of probabilities.

CONGRESS YET TO MAKE FORWARD MOVEMENT

On the contrary, the Congress has yet to take a forward movement vis-a-vi its informal negotiations with the alliance partner National Conference on “seat-sharing arrangements for both Rajya Sabha biennial elections and assembly by-polls.”

The party is waiting for the return of its senior leader and the Leader of Opposition in Lok Sabha Rahul Gandhi for transition to formal negotiations.

Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Hameed Karra, when contacted by Greater Kashmir to know an updated status on this account, said, “I don’t know…I think there is no update yet as Mr Rahul Gandhi is away. I think that things will move after his return. He is returning tomorrow.”

Have the negotiations not transitioned from ‘informal’ to ‘formal’ level?

In response to this query, Karra’s precise answer was, “Not as yet.”

According to him, the status is ditto for even Budgam and Nagrota assembly by-polls.

The National Conference’s stance too remains the same – the party leadership will take final call on all these accounts.

BJP NOT PARTY OF DYNASTS; WILL CONTEST IN BUDGAM TOO

Meanwhile, BJP national general secretary and in-charge J&K affairs Tarun Chugh, while speaking to media persons after presiding over the J&K BJP Core group meeting, stated that his party was a democratic party and not an organization of dynasts.

“BJP is a democratic cadre-based party where its workers and leaders give suggestions and participate in deliberations. Recommendations are sent to the party high command, which takes a final call. The party has visionary leadership in the form of the Prime Minister Narendra Modi,” Chugh said.

With regard to questions about the party’s decision about contesting Budgam assembly segment, he evaded direct reply as he said, “For our party, every election is a festival of democracy and we celebrate it with full fervour.”

Similarly, about the questions pertaining to choice of candidates and representation to different segments, Chugh said that the BJP represented every thought, segment and promoted all – including youth, daughters and different sects and communities.

“We have deliberated in an exhaustive manner about the probable candidates, related aspects and sent the recommendations to the central leadership, which will take a final call very soon,” he stated, responding to questions about the number of seats to be contested and final candidates.

The leader of Opposition in J&K Legislature, Sunil Kumar Sharma, however, responding to related media queries, asserted, “BJP will contest on both seats – Nagrota and Budgam. There is no denial to the fact that BJP is not that strong in Kashmir valley so far. But we will contest on the Budgam seat as well with full might.”

Centre clears long-stalled Sawalkote Hydropower Project

Srinagar, Oct 9: After years of delay, the Union Ministry of Environment, Forest, and Climate Change has granted environmental clearance to the long-pending Sawalkote hydropower project on the Chenab River in Jammu and Kashmir.

“The 40th meeting of the Expert Environmental Appraisal Committee (EAC) for river valley and hydroelectric projects was held on September 26, and the final approval was accorded on Thursday,” an official said.

Officials said the Centre’s environmental panel held extensive deliberations before giving the nod.

“EAC has recommended environmental clearance without requiring fresh cumulative impact or carrying-capacity studies – assessments typically mandated to evaluate the combined effects of multiple projects within a river basin,” an official said.

The exemption is expected to fast-track the project’s execution.

The approval comes as India has suspended the Indus Waters Treaty (IWT) following the April 2025 Pahalgam terror attack, placing renewed focus on harnessing the Chenab’s hydropower potential.

According to official reports, the project, run by NHPC, is designed as a 1865-megawatt hydropower station involving the construction of a 192.5-meter concrete gravity dam and a reservoir spread over more than 1100 hectares.

Once completed, Sawalkote will be among the largest hydropower projects on the western rivers of the Indus system.

In June, the Ministry of Home Affairs (MHA) described the project as “of strategic significance,” urging the Environment Ministry to expedite approval.

The Ministry of Power also cautioned that new basin-wide studies “may have implications on the already initiated clearance processes.”

The Forest Advisory Committee (FAC) had earlier granted an exemption in July, pointing out that guidelines for cumulative studies were introduced in 2013, while Sawalkote was first initiated in 1984, and the rules could not be applied retrospectively.

The project will divert 846 hectares of forest land across Udhampur, Ramban, Reasi, and Mahore districts and require the felling of more than 2.22 lakh trees, over 1.26 lakh of them in Ramban alone.

The dam will be built in two stages, generating 1406 MW and 450 MW.

Environmentalists in J&K have raised concerns over the project’s ecological impact.

In a 2016 submission to the State Pollution Control Board, they argued that it was “misleading” to classify Sawalkote as a run-of-river project, given that its large reservoir would alter natural river flows and submerge vast tracts of land.

They also noted that the Chenab already hosts several major dams, including Dulhasti, Baglihar, and Salal.

NHPC has said it updated baseline environmental data to meet current requirements, collecting new primary data during the 2022 monsoon, the 2023 winter, and the 2023 pre-monsoon seasons.

The company said the updated data addresses concerns that the original 2016 environmental studies were outdated.

Experts warn that large dams like Sawalkote can affect downstream river flow, fish migration, and sediment transport, potentially destabilising river channels and farmland along floodplains.

Large reservoirs in steep Himalayan valleys may also heighten the risk of slope instability and landslides.

The Environment Ministry’s own guidelines require projects that fail to secure in-principle forest clearance within 18 months to update their baseline studies.

Sawalkote has faced decades of delay due to Centre-state disputes and objections under the Indus Waters Treaty.

Pakistan had previously sought information about the project, but India declined, noting that the treaty only required notification six months before construction began.

With the treaty now suspended, the government has placed Sawalkote among its strategic infrastructure priorities.

Tenders for several components have already been floated, making the project a test case for balancing national security and environmental protection.

For communities along the Chenab, the project promises electricity and jobs, but also the loss of forests, land, and river habitats that have shaped local life for generations.

Cairo, Oct 9: Israel and Hamas agreed to the first phase of a peace plan for Gaza, paving the way for a pause in the fighting and the release of the remaining hostages in exchange for Palestinian prisoners. Palestinians greeted the news cautiously Thursday as a possible breakthrough in ending the devastating 2-year-old war.

Uncertainty remains about some of the thornier aspects of the plan advanced by the administration of US President Donald Trump — such as whether and how Hamas will disarm, and who will govern Gaza.

But the sides appear closer than they have been in months to ending a war that has killed tens of thousands of Palestinians, destroyed most of Gaza and brought famine to parts of it, and triggered other conflicts across the Middle East.

The war, which began with Hamas’ deadly attack on Israel on Oct 7, 2023, has sparked worldwide protests and increasingly isolated Israel, as well as bringing allegations of genocide that Israel denies.

Even with agreement expected to be signed later in the day, Israeli strikes continued, with explosions seen Thursday morning in northern Gaza. There were no immediate reports of damage or casualties.

The Israeli military did not immediately comment on the strikes but earlier in the day said it had begun preparations for the implementation of the ceasefire, and troops were planning to transition to “adjusted deployment lines”.

Following news of the agreement, Alaa Abd Rabbo, originally from northern Gaza but forced to move multiple times during the war, said it was “a godsend”.

“This is the day we have been waiting for,” he said from the central city of Deir al-Balah. “We want to go home.”

In Tel Aviv, families of the remaining hostages popped champagne and cried tears of joy when the deal was announced.

“This means that ALL of the Hostages will be released very soon, and Israel will withdraw their Troops to an agreed upon line as the first steps toward a Strong, Durable, and Everlasting Peace,” Trump wrote on social media late Wednesday after the agreement was reached. “All Parties will be treated fairly!”

Under the terms, Hamas intends to release all 20 living hostages in a matter of days, while the Israeli military will begin a withdrawal from the majority of Gaza, people familiar with the matter told The Associated Press on condition of anonymity to discuss details of an agreement that has not fully been made public.

In an interview on Fox News, Trump said Hamas will begin releasing hostages “probably” on Monday.

The breakthrough came on the third say of indirect talks in Egypt.

“With God’s help we will bring them all home,” Israeli Prime Minister Benjamin Netanyahu proclaimed on social media shortly after Trump’s announcement. Netanyahu said he would convene the government Thursday to approve the deal.

Far-right Finance Minister Bezalel Smotrich, who has opposed previous ceasefire deals, said he had “mixed emotions on a complex morning”.

While he welcomed the return of the hostages, he said he had “immense fear about the consequences of emptying the jails and releasing the next generation of terrorist leaders” and said that as soon as the hostages are returned, Israel must continue trying to eradicate Hamas and ensure Gaza is demilitarised.

Hamas, meanwhile, called on Trump and the mediators to ensure that Israel implements “without disavowal or delay” the troop withdrawal, the entry of aid into the territory and the exchange of prisoners.

Ahmed al-Farra, the general director of pediatrics at Khan Yunis’ Nasser Hospital, which has seen many of the casualties of the war, said he was still skeptical of Israel following through on the deal but held out hope.

“We need to go back to living,” he said.

Trump’s peace plan

The Trump plan calls for an immediate ceasefire and release of the 48 hostages that militants in Gaza still hold from their attack on Israel two years ago. Some 1,200 people were killed by Hamas-led militants in that assault, and 251 were taken hostage. Israel believes around 20 of the hostages are still alive.

Under the plan, Israel would maintain an open-ended military presence inside Gaza, along its border with Israel. An international force, comprised largely of troops from Arab and Muslim countries, would be responsible for security inside Gaza. The US would lead a massive internationally funded reconstruction effort in Gaza.

The plan also envisions an eventual role for the Palestinian Authority — something Netanyahu opposes. But it requires the authority, which administers parts of the West Bank, to undergo a sweeping reform program that could take years to implement.

The Trump plan is even more vague about a future Palestinian state, which Netanyahu firmly rejects.

Even with many details yet to be agreed, some Palestinians and Israelis expressed relief at the progress.

“It’s a huge day, huge joy,” Ahmed Sheheiber, a Palestinian displaced man from northern Gaza, said of the ceasefire deal.

Crying over the phone from his shelter in Gaza City, he said he was waiting “impatiently” for the ceasefire to go into effect to return to his home in the Jabaliya refugee camp.

Joyful relatives of hostages and their supporters spilled into the central Tel Aviv square that has become the main gathering point in the struggle to free the captives.

Einav Zangauker, the mother of Israeli captive Matan Zangauker and a prominent advocate for the hostages’ release, told reporters that she wants to tell her son she loves him.

“If I have one dream, it is seeing Matan sleep in his own bed,” she said.

This would be the third ceasefire since the start of the war.

The first, in November 2023, saw more than 100 hostages, mainly women and children, freed in exchange for Palestinian prisoners. In the second, starting in January of this year, Palestinian militants released 25 Israeli hostages and the bodies of eight more in exchange for nearly 2,000 Palestinian prisoners. Israel ended that ceasefire in March with a surprise bombardment.

Praying for a deal

In the Gaza Strip, where much of the territory lies in ruins, Palestinians have been desperate for a breakthrough. Thousands fleeing Israel’s latest ground offensive have set up makeshift tents along the beach in the central part of the territory, sometimes using blankets for shelter.

More than 67,000 Palestinians have been killed in Gaza and nearly 170,000 wounded, according to Gaza’s Health Ministry.

The ministry, which doesn’t differentiate between civilians and combatants but says around half of the deaths were women and children, is part of the Hamas-run government. The United Nations and many independent experts consider its figures to be the most reliable estimate of wartime casualties.

Ayman Saber, a Palestinian from Khan Younis, reacted to the ceasefire announcement by saying he plans to return to his home city and try to rebuild his house, which was destroyed last year by an Israeli strike.

“I will rebuild the house, we will rebuild Gaza,” he said.
