RSS freed India from intellectual slavery: PM

PM Modi unveils GST 2.0

New Delhi, Sep 28: Days before the RSS celebrates its 100th anniversary, Prime Minister Narendra Modi on Sunday showered praise on the Hindutva organisation for its selfless service and discipline, and said “nation first” is always supreme in every action of its volunteers.

In his monthly ‘Mann Ki Baat’ address, Modi said the Rashtriya Swayamsevak Sangh (RSS) was established by Keshav Baliram Hedgewar on Vijayadashmi in 1925 to free the country from intellectual slavery, and its journey since has been as remarkable and unprecedented as it is inspiring.

A former RSS pracharak himself, Modi also praised Hedgewar’s successor M S Golwalkar and said his statement that “this is not mine, this belongs to the nation” inspires people to rise above self-interest and embrace dedication to the nation.

He said, “This statement by Guruji Golwalkar has shown millions of volunteers the path of sacrifice and service. This spirit of sacrifice, service, and the discipline it teaches is the true strength of the Sangh. Today, the RSS has been relentlessly and tirelessly engaged in national service for over a hundred years.”

The PM has been generous in his praise of the Hindutva organisation in the 100th year of its journey, lauding it in his last Independence Day address and commending the leadership of its chief Mohan Bhagwat on his birthday on September 11.

The RSS, which will turn 100 on Vijayadashmi next week, is considered the ideological inspiration for the ruling BJP.

When the Sangh was founded, the country had been bound by the chains of slavery for centuries, Modi said, adding that it had deeply hurt its self-respect and self-confidence. The world’s oldest civilisation was being made to face an identity crisis, he said.

He said, “Our countrymen were becoming victims of an inferiority complex. Therefore, along with the country’s independence, it was also important that the country be freed from intellectual slavery.”

RSS volunteers are the first to reach when a natural disaster strikes anywhere in the country, he noted.

He added, “This spirit of ‘nation first’ always remains paramount in every action and every endeavour of millions of volunteers.”

In his 126th Mann Ki Baat radio broadcast, Modi made another strong push for swadeshi and urged people to buy a khadi item on Gandhi Jayanti on October 2.

He asked people to resolve to celebrate this festival season only with swadeshi items, and said it will make their joy rise manifold.

He said, “Make vocal for local shopping your mantra. Resolve that for all times, you will buy only what is produced in the country. You will take home only what is made by the people of the country. You will use only those goods which bear the toil of a citizen of the country.”

It will bring hope to a family, honour the hard work of an artisan, and give wings to the dreams of a young entrepreneur, he said.

Modi also said the government is working towards getting the ‘Chhath’ festival included in UNESCO’s list of Intangible Cultural Heritage.

On account of similar efforts by the government, he said, Kolkata’s Durga Puja also became a part of this UNESCO list.

During the broadcast, the prime minister also spoke with women navy officers — Lieutenant Commander Dilna and Lieutenant Commander Roopa — for exemplifying true courage and unshakable resolve during the Navika Sagar Parikrama, a sailing expedition to circumnavigate the globe.

He lauded their efforts and said women are making rapid strides in every field.

Noting that October 2 is Gandhi Jayanti, Modi said, unfortunately, the attraction for khadi in India had gone down after Independence.

“However, over the last 11 years, the attraction for khadi has grown remarkably, with sales rising steadily,” he said.

“I urge you to buy Khadi products on October 2. Say with pride, this is swadeshi,” he said, adding that other indigenous products have also been seeing a strong revival.

Modi also paid tributes to freedom fighter Bhagat Singh and noted singer Lata Mangeshkar on their birth anniversary.

“Amar Shaheed Bhagat Singh is an inspiration for every Indian, especially the youth of the country,” the prime minister said.

Hailing the contribution of Lata Mangeshkar, Modi said she sang patriotic songs that inspired people a lot.

‘Jyoti Kalash Chhalke’, a song sung by Mangeshkar, was also played during the radio broadcast.

Ahead of the birth anniversary of Saint Valmiki, the author of Ramayana, and a revered personality, especially among Dalits, on October 7, Modi said temples dedicated to Nishadraj and Maharishi Valmiki were also built alongside that of Ram in Ayodhya.

He said, “This influence of the Ramayan is on account of the ideals and values of Bhagwan Ram enshrined in it. Bhagwan Ram embraced everyone with a spirit of service, harmony, and compassion. That is why we feel that the Ram of Maharishi Valmiki’s Ramayan is complete only with Mata Shabari and Nishadraj.”

He urged people to visit these temples as well when they go to the Ram temple.

In his remarks, Modi also paid tributes to Zubeen Garg, the celebrated singer from Assam whose untimely death plunged the state into collective grief, with lakhs of people joining the mourning in an unprecedented sight, and noted Kannada author S L Bhyrappa.

EPFO launches revamped return filing system for employers from Sep

EPFO Jammu holds seminar on ELI scheme

New Delhi, Sep 28: The Employees’ Provident Fund Organisation (EPFO) has introduced a revamped electronic challan-cum-return (ECR) facility from the wage month of September, aimed at making return filing easier and error-free for employers and establishments, as per the latest notification issued by the Central Provident Fund Commissioner.

The new facility separates the process of submitting returns from payment generation. It also includes system-based validations to prevent the filing of incorrect returns.

The updated system will automatically calculate damages and interest under sections 14B and 7Q of the Employees’ Provident Funds Act.

It will also make it mandatory for employers to pay interest under section 7Q along with monthly contributions.

Section 7Q requires employers to pay interest on pending dues until the date of payment, while section 14B allows EPFO to impose penalties for defaults in payment.

Despite the changes, the existing file format for returns (.txt) will remain the same. Employers will be able to file regular, supplementary, or revised returns through the system.

An EPFO official said the move is part of efforts to make the organisation more user-friendly.

The changes are expected to reduce data-entry errors that have made return filing cumbersome in the past.

The revamped system will also help prevent errors in pension contributions under the Employees’ Pension Scheme (EPS).

For instance, employees earning more than Rs 15,000 a month are not eligible for EPS, but many employers mistakenly make contributions under this head. The new system will flag such errors before filing, ensuring correct submissions.

Similarly, EPS membership ends at 58 years of age unless an employee opts for deferred pension.

Earlier, the system did not stop remittances into the pension fund for employees above 58, leading to grievances.

Now, the revamped ECR will automatically restrict contributions after 58 years unless specifically marked for deferred pension by the employer.

The EPFO hopes these measures will simplify compliance, reduce mistakes, and provide greater clarity to both employers and employees.

ECI appoints observers for vacant Budgam, Nagrota seats

ECI appoints observers for vacant Budgam, Nagrota seats

Jammu, Sep 28: The Election Commission of India (ECI) on Sunday deployed central observers – General, Police, and Expenditure – for Bihar assembly elections and bye-elections in eight assembly segments of other states and UTs, including Budgam and Nagrota constituencies of J&K.

The central observers have been deployed by the ECI, under the plenary powers conferred on it by Article 324 of the Constitution and the powers conferred on it by Section 20B of the Representation of the People Act, 1951, to watch the conduct of elections in a constituency.

Deployment of observers finally ended the speculation about the time and schedule of long-pending bye-elections to two vacant seats in the 90-member J&K Legislative Assembly.

The main objective of the observers is to identify areas for improvement and to formulate concrete and operative recommendations.

They work under the superintendence, control, and discipline of the Commission for the period from their appointment until the process of election is completed.

Nagrota seat had fallen vacant after the sad and sudden demise of BJP legislator and its senior leader Devender Singh Rana on October 31, 2024, days after the result of J&K assembly elections. The election result was announced on October 8, 2024.

The Budgam seat was vacated by the Chief Minister Omar Abdullah on October 21, 2024. He contested from two seats – Budgam and Ganderbal. Later, he vacated the Budgam seat and decided to retain the Ganderbal seat- his family’s bastion.

Though no party has yet announced any candidate for these assembly segments for the Nagrota seat, perceived to be BJP’s stronghold, Devyani Rana, late Devender Rana’s daughter, is being seen as (BJP’s) potential candidate.

For the Budgam seat, where the National Conference at present seems to be in a dominant position, a couple of names have been in circulation since it was vacated by the Chief Minister. However, the party, so far, has not dropped any clear hints.

“ECI has decided to deploy 470 Officers (320 IAS, 60 from IPS and 90 from IRS/IRAS/ICAS etc.,) serving in various States as Central observers (General, Police and Expenditure) for the forthcoming general election to the legislative assembly of Bihar and bye-elections in Jammu and Kashmir (AC-Budgam and Nagrota), Rajasthan (AC- Anta), Jharkhand (AC-Ghatsila), Telangana (AC – Jubilee Hills), Punjab (AC – Tarn Taran), Mizoram (AC – Dampa) and Odisha (AC-Nuapada),” read ECI statement.

The observers are entrusted with the crucial and solemn responsibility to ensure the fairness, impartiality, and credibility of elections, which ultimately form the bedrock of our democratic polity. They act as eyes and ears of the Commission and keep reporting to the Commission periodically and on a need basis.

They not only help the Commission in fulfilling its constitutional mandate of conducting free, fair, transparent, and inclusive elections but also contribute towards enhancing voter awareness and participation in elections.

By dint of their seniority and long experience in the administrative services, General and Police observers assist the Commission in the conduct of free and fair polls. They also oversee the efficient and effective management of the electoral process at the field level.

Expenditure Observers are appointed to observe the election expenses incurred by the candidates.

ECI is likely to announce the Bihar assembly election schedule by mid-October.

Earlier, on September 24, after a prolonged wait, the Election Commission of India (ECI) had also announced the conduct of biennial elections to four vacant seats in the Council of States (Rajya Sabha), from Jammu and Kashmir on October 24.

Mumbai Woman’s Murder: Army soldier, 2 others arrested: Crime Branch

Two drug peddlers held with contraband substance in Sopore: Police

Srinagar, Sep 28: Three persons, including a serving Army soldier, have been arrested  in connection with the shooting that left a 30-year-old Mumbai woman dead and two others injured inside a physiotherapy centre in Jammu’s Sainik Colony on August 21.

The arrests have been made by the J&K Crime Branch and more arrests are on the cards.

“Three persons have been arrested so far, including a serving Army soldier. Further arrests are likely as we are probing the role of others involved in the murder of the woman,” senior officials in J&K Police said. “We also recovered the weapon of offence.”

Officials said that the Army has been cooperating with the investigation.

Singh and two others are currently in the custody of the Crime Branch and are being interrogated.

The arrested soldier has been identified as Naik Sher Singh of Hisar, Haryana, who was posted at the Movement Control Office (MCO) at Jammu Tawi Railway Station.

Singh is accused of opening fire inside the clinic in what officials termed a “personal rage-driven attack”.

The deceased woman was identified as Mehajbeen Akil Sheikh of Malad, Mumbai.

She succumbed to her injuries on August 29 at Government Medical College Hospital, Jammu, eight days after the shooting.

Her younger sister, Fatima Akil, 21, and Jaspreet Kour, 28, from Ludhiana, were also critically injured in the attack but survived.

Initial reports said that the women were injured in a road accident in Bari Brahmana, as narrated by two men managing the physiotherapy centre.

The case was later transferred to the J&K Crime Branch.

The subsequent investigations by the Crime Branch revealed that they were victims of a targeted shooting and that critical time was lost due to the mishandling of the case by the local Police.

Sources in the Crime Branch said Singh allegedly fired eight rounds from a pistol, though it was still under investigation whether the weapon used was his official service firearm or a personal one.

The weapon of offence has been recovered, and forensic analysis is underway.

Officials said Singh allegedly opened fire in a fit of rage, indiscriminately shooting the three women present at the clinic.

Earlier, in a shake-up, three Police officers involved in the initial investigation were suspended for gross negligence and possible attempts to mislead the probe.

“We have taken serious note of the way the initial investigation was conducted. Misleading the medical team and misrepresenting the incident as a road accident delayed crucial medical and legal procedures,” senior Police officials said. “The negligence displayed by the Police officers has not only compromised the integrity of the investigation but could have resulted in a miscarriage of justice. All those responsible will be held accountable.”

Initially, an inquest was launched based on the fabricated accident narrative.

The injured victims were declared “unfit for statement” at the time.

However, as their medical condition improved and forensic evidence contradicted the accident theory, a formal First Information Report (FIR) was registered on September 18, converting the case into one of murder and attempted murder.

The case was then transferred to the J&K Crime Branch, which formed a Special Investigation Team (SIT) to probe both the shooting and the apparent cover-up by the initial Police responders.

Mehajbeen’s family, who travelled from Mumbai to Jammu following the attack, expressed deep anguish over the delay in justice.

“Our daughter was bleeding and fighting for her life, while officials were claiming it was a road accident. We demand strict punishment for everyone involved, not just the killer, but also those who tried to hide the truth,” said a family member.

ED to attach assets of some cricketers, actors in online betting case

ED to attach assets of some cricketers, actors in online betting case

New Delhi, Sep 28: The Enforcement Directorate (ED) is soon expected to attach assets worth crores of rupees of certain sportspersons and actors under the anti-money laundering law in a case linked to an online betting and gaming platform.

Official sources told PTI that an investigation into the case related to a portal, ‘1xBet’, has found that some of these celebrities utilised the endorsement fee paid to them for acquiring a variety of assets which qualified as the “proceeds of crime” under the anti-money laundering law.

The federal probe agency is expected to soon issue a provisional attachment order under the Prevention of Money Laundering Act (PMLA) to attach these movable and immovable properties, including some located abroad in countries like the UAE.

The quantification and valuation of these assets is currently underway. The properties acquired or created from the funds generated out of money laundering are categorised as proceeds of crime, and they are attached so that the persons who indulged in this crime are not able to enjoy the fruits of such a criminal act, the sources said.

After issuing the attachment order, it will be sent to the Adjudicating Authority under the PMLA for confirmation and, once approved, a chargesheet will be filed in a designated court for confiscating these assets, they added.

The ED, over the last few weeks, questioned cricketers like Yuvraj Singh, Suresh Raina, Robin Uthappa and Shikhar Dhawan apart from actors Sonu Sood, Mimi Chakraborty (a former TMC MP) and Ankush Hazra (Bengali cinema) as part of this investigation.

Some online influencers were also questioned.

The agency recorded the statements of these celebrities under Section 50 of the PMLA.

The sources said a number of them furnished the statement of accounts and transactions, through which they allegedly received their endorsement fee from the online platform, to the investigating officer of the case.

Statements of a few more sportspersons and actors are to be recorded by the agency in this case.

Actor Urvashi Rautela, the “India ambassador for 1xBet”, was summoned, but she did not depose as she was stated to be abroad by the sources.

According to Curacao-registered 1xBet, it is a globally recognised bookmaker with 18 years in the betting industry.

Customers can place bets on thousands of sporting events, with the company’s website and app available in 70 languages, according to the company information available on its website.

1xBet has not responded to an email sent by PTI for a response on the ED investigation.

The Union government recently banned real money online gaming in India by bringing legislation.

According to estimates by market analysis firms and probe agencies undertaken before the government ban, there were about 22 crore Indian users in various such online betting apps, out of which half were regular users.

Officials have earlier said that the line of questioning for these celebrities, who deposed before it recently, included specific queries like how were they contacted by the betting company seeking their endorsement, the nodal person(s) for contact in India, the mode of payment (cash through hawala or banking channel) and place of the payment (in India or abroad), etc.

The agency, while recording the statements of the cricketers and actors, is also understood to be asking them if they knew that online betting and gaming was illegal in India. It has also asked them to furnish a copy of their contracts and all relevant email and paper documentation made by them with 1xBet.
