Jammu, Sep 25: Senior Congress leaders including PCC Working President Raman Bhalla and former MP Lal Singh have expressed concern over the situation that emerged in Ladakh accusing BJP “of an utter failure” at the Centre.

As per a press release, the leaders have appealed to the people to maintain peace and normalcy and resolve their legitimate demands through peaceful dialogue.

In a joint statement, the senior Congress leaders said that the situation that emerged in Leh is quite worry some, as the people of Ladakh are peace loving in nature, great patriotic and have always fought bravely against the misadventures and mischief of neighboring country.

Srinagar, Sep 25: The mascot for the 3rd Junior Asian Pencak Silat Championship was officially unveiled on Thursday in Srinagar, setting the stage for one of Asia’s most exciting martial arts events.

As per an official statement, the championship will be held from September 25 to 30, 2025, bringing together young athletes from across 11 countries.

The unveiling ceremony was presided over by Secretary of the J&K Sports Council, Nuzhat Gul, who also released the trophies for the upcoming tournament. The Chief Sports Officer, Divisional Sports Officer, and Chief Coach were also present on the occasion.

The grand inauguration ceremony of the championship will take place on September 26 at the Sher I Kashmir Indoor Sports Complex, Srinagar. The opening ceremony shall be graced by the Chief Minister of J&K, Omar Abdullah, and the Union Minister of Sports, Satish Sharma, along with other distinguished dignitaries.

Karnataka HC dismisses X’s challenge to Govt ‘censorship portal’

New Delhi, Sep 25: The Karnataka High Court has dismissed a petition filed by Elon Musk’s social media platform X against the Indian government’s Sahyog portal, which the company had described as a “censorship platform,” BBC reported.

A single-judge bench ruled on Wednesday that X’s case was “without merit,” adding that social media could not be “left in a state of anarchic freedom” and that “regulation is a must.” The court also called the Sahyog portal a “public good.” The full judgment has not yet been made public.

The ruling marks the second time in just over two years that X has lost a legal challenge against India’s content-blocking powers. The platform, which has around 25 million users in the country, has not said whether it will appeal the decision. X had approached the court in March, arguing that Sahyog allowed “countless” officials, including “tens of thousands of local police officers,” to issue takedown orders arbitrarily, without mandated hearings or reviews. In July, its lawyer told the court this meant “every Tom, Dick, and Harry officer [was] authorised” to remove content — a remark contested by government lawyers.

The government defended the portal as a tool to streamline communication with platforms about unlawful or harmful content, not as a mechanism for blocking. It said Sahyog was necessary given the “growing volume” of problematic material online. While other major US tech companies, including Google, Meta and Amazon, have joined the portal since its launch last year, X has refused. Court filings showed that various authorities have used Sahyog to request removal of content ranging from videos of a fatal crowd crush in Delhi to posts allegedly “harming the reputation” of senior political leaders.

The judge also drew a comparison with the United States, where X has supported the Take It Down Act requiring swift removal of non-consensual intimate images. He noted that while X “chooses to follow” takedown orders in the US, it “refuses to follow similar takedown orders in India.” Prateek Waghre, a technology policy researcher, told the BBC the ruling was “worrisome” as it “legitimised the act of various government agencies directly sending takedown orders to social media companies.” He said the “full import” of the order would be clearer once the judgment was released. X’s legal team declined to comment, while India’s home and IT ministries have yet to respond. The company, formerly Twitter, has been the only major platform to challenge India’s takedown rules. In 2022, before Musk’s takeover, it contested several blocking orders but lost the case in 2023, when the Karnataka High Court also fined it 5m rupees for delays in compliance. That appeal remains pending.

President Trump, PM Modi share very positive relationship: US official

New York, Sep 25: US President Donald Trump and Prime Minister Narendra Modi share a “very, very positive” relationship and will meet, a senior State Department official has said, while underlining that planning is underway for the next Quad Summit, expected either later this year or in early 2026.

India is slated to host leaders from the US, Australia, and Japan for the Quad summit.

The 2024 edition of the summit was held in the US at Wilmington, Delaware. “In terms of meetings coming soon, I certainly don’t want to get ahead of announcing anything for the President, but I’m sure you’ll see the two (PM Modi and President Trump) meet,” the State Department official here told PTI on Wednesday

SED directs for frisking of students, strengthening surveillance mechanism in schools, coaching centres

Srinagar, Sep 25: The School Education Department (SED) has issued strict instructions to all the government and private schools besides the coaching centres for adopting preventive measures to control the substance abuse in and around the educational institutions.

The circular instructions in this regard have been issued by the Secretary SED, Ram Niwas Sharma stating that the grave menace of drug abuse was alarmingly spread across the society.

“Even school going children are falling victims to this destructive practice. Such involvement not only endangers the health and future of our students but also strikes at the very foundation and purpose of education,” the circular reads.

Secretary SED said that schools and coaching centres as places of learning and character formation, bear the crucial responsibility of shielding young minds from these harmful influences and in nurturing them into responsible healthy citizens.

In view of this, the administrative department has recommended deterrent measures mandatorily for implementation in all government and private schools besides coaching centres across J&K UT.

“Teachers and other staff members shall conduct frisking of students at the time of entry into the school premises to prevent the carrying of any prohibited substances,” SED circular reads.

In addition, random frisking must be carried out during school hours to ensure constant vigilance.

“Schools shall frame their own drug free school policy, clearly mentioning prohibitions, reporting mechanisms and consequences for violations. Disciplinary committees shall be constituted in each school comprising teachers, parents and student representatives to ensure drug free and safe atmosphere in schools,” it reads.

Secretary SED has said that besides monitoring of suspicious teaching as well as non teaching staff shall also be put in place.

“Mandatory installation of CCTV cameras shall be ensured in all schools and coaching centres. Identification of vulnerable areas such as canteen and secluded corners in and around schools and coaching centres to be placed under strict and continuous monitoring,” the SED circular reads.

It reads that close vigilance over nearby establishments including tuck shops and other outlets located in the vicinity of schools and coaching centres must be ensured as they may act as “potential source of harmful supplies.”

Secretary SED has issued strict instructions for all the schools to designate at least one teaching official as a trained counselor to deal with cases related to drug abuse besides having a counseling cell in schools as well.

As per the circular instructions, both the directorates have been asked to organise training programmes besides establishing a drug prevention helpline at Directorate level as well.

“Cases of student abuse and negligence by school authorities shall be reported directly to the helpline which will in turn forward such cases to concerned agencies for immediate action,” it reads.

“Schools must strengthen sports, cultural and extracurricular activities channelise student energy in constructive directions,” it reads.

The heads of the schools have been asked to maintain close liaison with the local police authorities to ensure vigilance around school premises and curb the availability of drugs near schools.

“HoIs must send monthly compliance reports to the cluster heads who in turn shall report to CEOs for inward submission to the Directorate,” it reads.

As per the SED circular, all the CEOs and ZEOs have been asked to ensure strict implementations of preventive measures in letter and spirit.

“Any laxity found on part of schools and coaching centres will invite disciplinary action against all staff members. In case of private schools, such lapses may also lead to de-recognition of the schools,” it reads.

The directions have been issued in the “best interest of safeguarding health, education and future of students.”

Srinagar, Sep 25: Minister for Education, Social Welfare Health and Medical Education, Sakeena Itoo today chaired a meeting at Civil Secretariat here to review the performance and functioning of Jammu and Kashmir Board of School Education (JKBOSE).

The meeting was attended by Chairman JKBOSE and Additional Chief Secretary Higher Education, Shantamanu; Secretary School Education, Ram Niwas Sharma; Director School Education Kashmir, Dr. G.N Itoo; Director School Education Jammu, Naseem Javid Chowdhary; Secretary JKBOSE, Ghulam Hassan Sheikh and other senior officers of JKBOSE and School Education department.

During the meeting, the Education Minister took comprehensive assessment of overall performance, examination mechanism, evaluation, curriculum development, digitisation services as well as ongoing reforms aimed at strengthening school education across Jammu and Kashmir.
Addressing the officers during the meeting, the Education Minister emphasized on timely conduct of examinations and strengthening of grievance redressal mechanisms for the facilitation of students. She further asked the officers that any updation related to curriculum updation should be done timely and before the onset of new academic session.

The Minister also directed the JKBOSE authorities that the textbooks should be made available by the end of November so that there is no hindrance in supply position before the start of new session. She asked the JKBOSE authorities and School Education department to devise a proper mechanism for dispatching of textbooks to schools well in time.

The Minister appreciated the JKBOSE for some student centric initiatives which will make the registration process as well as examination mechanism smooth. She asked the officers to establish proper mechanism for evaluation so that the results can be declared timely.

Highlighting the importance of accountability and efficiency, the Minister underscored the need for continuous upgradation of infrastructure, capacity-building of staff, and closer coordination with schools to address challenges on the ground related to examinations.

“Education is the foundation of our future. The role of JKBOSE is pivotal in shaping a transparent, modern, student-friendly examination and evaluation system. Our priority is to strengthen institutions so that every child in Jammu and Kashmir can benefit from quality education”, Sakeena Itoo stated.

The Education Minister further called the JKBOSE authorities to issue date sheet for 10th and 12th classes well in time so that the students can prepare accordingly for their respective examinations.
During the meeting, Secretary JKBOSE gave a detailed presentation on the action plan for forthcoming examinations as well as other aspects of the Board.

Jammu, Sep 25: Jammu and Kashmir Chief Minister Omar Abdullah on Thursday said five marlas of land will be provided to each flood-affected family rendered homeless to allow them to reconstruct their dwelling units.

Abdullah made the announcement while interacting with residents of Duggain village in Billawar tehsil of Kathua district, whose houses and livelihoods were severely impacted by the recent flooding.

Earlier, he conducted an aerial survey of the flood-affected areas in the district, accompanied by Bani MLA Rameshwar Singh.

Assuring people of all possible assistance, Abdullah directed the administration to ensure timely relief and rehabilitation measures.

“The year 2025 has brought immense devastation to Jammu and Kashmir — from the dry spell in March-April to incessant rains, flash floods, and landslides in August-September. From Kathua to Kupwara, the damage has been unprecedented,” he said.

Abdullah highlighted the scale of destruction, noting that torrential rains have damaged over 350 bridges, around 2,000 km of road network, thousands of hectares of agricultural land, besides washing away standing crops and inflicting damages on both government and private buildings.

“Given the enormity of restoration challenges, Jammu and Kashmir is looking forward to a comprehensive relief and rehabilitation package from the Central Government,” he added.

Emphasising the importance of first-hand assessment, Abdullah said his visit to the remote and isolated areas of Kathua was aimed at understanding the ground realities.

He also undertook an aerial survey of damages in Hiranagar and Lakhanpur, the entry point of Jammu and Kashmir.

Later, the CM convened a meeting with district administration, including Deputy Commissioner Kathua Rajesh Sharma and senior civil and police officers.

He directed the Deputy Commissioner to conduct extensive tours of all affected areas and submit detailed ground reports at the earliest.

MLA Bani highlighted extensive damages due to landslides triggered by torrential rains in his constituency.

In villages such as Moar, Najote, and Kanthal-Majra, nearly 100 families have lost their land and property completely, he said and demanded allotment of five marlas of land for such affected families, besides highlighting other pressing concerns, including damages to the Jalana Bridge, delay in tendering of work for High School Lohai, upgradation of High School Sadrota, as well as amnesty from KCC loans and electricity bills for affected families.

The Chief Minister assured that the government would examine all these demands with due seriousness and extend all possible support to the affected families.

“The government has decided to provide five marlas of land to each family who have been rendered homeless and left without land due to landslides and flash floods so that they are able to construct their dwelling units,” Abdullah said.

Study shows rheumatoid arthritis begins years before symptoms appear

New Delhi, Sep 25: Scientists have discovered that rheumatoid arthritis (RA) silently starts years earlier, long before symptoms appear, an advance that may pave the way for earlier treatment and prevention.

RA is a debilitating autoimmune disease that causes painful joint inflammation and damage.

The new research, published in the journal Science Translational Medicine, reveals that during the early phase of RA, the body fights an autoimmune battle invisibly.

This wasn’t a localised joint inflammation, but rather a body-wide inflammatory state that resembles what’s seen in people with active RA.

“Overall, we hope this study raises awareness that rheumatoid arthritis begins much earlier than previously thought and that it enables researchers to make data-driven decisions on strategies to disrupt disease development,” said Mark Gillespie, assistant investigator at the Allen Institute, US.

During the seven-year study, researchers tracked several people carrying ACPA antibodies — known biomarkers for individuals at risk for developing RA. They also identified previously unknown factors associated with disease development, including widespread inflammation, immune cell dysfunction, and cellular reprogramming.

The team found that among people at risk of RA, several types of immune cells had significant abnormalities. B cells, which normally produce protective antibodies, had shifted toward a pro-inflammatory state.

Further, T helper cells, particularly a subset resembling Tfh17 cells, were dramatically expanded beyond normal levels.

Perhaps most remarkably, the study found that even “naive” T cells — immune cells that haven’t encountered threats before — showed epigenetic changes.

The researchers also identified monocytes (a type of white blood cell) in the bloodstream that were producing high levels of inflammatory molecules.

Significantly, these blood cells closely resembled the macrophages found in the inflamed joint tissue of RA patients, suggesting the disease process was already preparing to target joints.

The study reveals new early-warning signs (biomarkers and immune signatures) that could help doctors identify who among at-risk individuals is most likely to develop RA, enabling more targeted monitoring and earlier intervention.

If caught early, RA could be stopped before it starts — saving patients years of pain and disability.

Pakistani intruder arrested along International Border in Jammu

J&K Police arrest six persons for spreading misleading information on social media platforms

Jammu, Sept 25: A Pakistani intruder was arrested along the International Border in R S Pura sector here on Thursday, officials said.

This was the second Pakistani national arrested by the Border Security Force (BSF) from the area this month.

The officials said alert BSF personnel picked up the movement of a person trying to sneak into this side from across the border, and overpowered him soon after he entered the Indian territory.

No incriminating material was recovered from the arrested person who is being questioned by joint teams of various security agencies, they said.

On September 8, a Pakistani intruder was arrested from the Octroi area in R S Pura sector.

The troops fired a few rounds after challenging the intruder, Siraj Khan from Sargodha in Pakistan’s Punjab province, who was arrested from near the border fence. Some Pakistani currency notes were recovered from his possession.
