Govt seeks local support to revive Namda Craft

Srinagar, Sep 25: In response to a news article published in a local Urdu daily on September 24, a spokesperson of the Directorate of Handicrafts & Handloom, Kashmir, has reiterated that the Government is undertaking a series of concerted measures for the revival and promotion of languishing crafts, with special focus on the traditional Namda craft.

The spokesperson stated that Namda has recently been accorded Geographical Indication (GI) registration under the Geographical Indications of Goods (Registration and Protection) Act, 1999, a landmark achievement that safeguards the authenticity of the craft while strengthening its competitive standing against cheaper, machine-made alternatives. The GI tag is expected to serve as a catalyst in revitalizing this centuries-old tradition and enhancing its market visibility at both national and international levels.

In pursuit of this objective, the Directorate has intensified its outreach by encouraging master artisans to avail the benefits of the Department’s flagship Karkhandar Scheme, aimed at capacity building, skill development and knowledge transfer to younger generations. District offices have also been directed to actively engage pass-out trainees to strengthen the grassroots implementation of the scheme. At present, the Department is running nine Elementary and two Advanced Training Centres for Namda, creating a strong framework for skill development and knowledge transfer.

Redoubling its efforts for revival of the craft, under the CAPEX Budget 2025–26, an amount of ₹26.50 lakh has been earmarked for the repair and restoration of the Carding Machine at the UNDP facility, a step that will guarantee uninterrupted availability of quality raw material and thereby reinforce the production base for Namda artisans.

The spokesperson appealed to the public to support the Government’s “Vocal for Local” initiative by buying felted Namdas, emphasizing that collective patronage is essential to provide a level playing field to Namda artisans and to ensure the revival of this unique craft, which forms an integral part of Kashmir’s cultural heritage.

Srinagar, Sept 24: The Jammu and Kashmir government issued an order confirming the probation of directly recruited Deputy Superintendents of Police (DySPs) from the 2011 to 2020 batches.

An order issued by home department J&K, the officers whose names figure in the annexure to the order have been “deemed to have completed their probation satisfactorily” under Rule 22(1)(a) of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, read with Rule 7 of the J&K Police (Gazetted) Service Recruitment Rules, 2024.

Tax burden to ease further as economy gains more strength: PM Modi

Greater Noida, Sep 25: Prime Minister Narendra Modi on Thursday said tax burden on people will ease further as India’s economy gains more strength and asserted that reforms in GST are an ongoing process.

Addressing the gathering after inaugurating the UP International Trade Show (UPITS) here, Modi said that recent structural reforms in GST are set to give new wings to India’s growth story and lead to greater savings for the people.

He stated that the government introduced reforms in the indirect tax regime by implementing GST in 2017, a significant step towards strengthening the economy, followed by further reforms in September of this year.

“We are not going to stop here… As the economy strengthens further, the tax burden will keep going down… With countrymen’s blessings, reforms in GST will continue,” the Prime Minister said.

He highlighted the measures taken by the government, including no income tax on individuals earning up to Rs 12 lakh annually and the GST 2.0 reforms, and stated that these initiatives will result in more savings in the hands of the people.

Modi further said the country is developing a vibrant defence sector, creating an ecosystem where every component bears the mark of ‘Made in India.’

Production of the AK-203 rifles will soon begin in a factory set up in Uttar Pradesh, in collaboration with Russia, he said.

Modi emphasised that India must become self-reliant and called for increasing investment in research and innovation. Every product that can be made in India should be made in India, said the Prime Minister.

Inviting global investments, Modi said, despite geopolitical disruptions and uncertainty, India’s growth remains attractive.

Pune, Sep 24: Nationalist Congress Party (NCP) president and former Union Minister Sharad Pawar on Wednesday said that Kashmiris have always remained steadfast in their commitment to India despite repeated attempts by neighbouring countries to foment unrest.

“Kashmiris have consistently proved themselves an integral part of the nation. Their contribution in the service of the country is immense. Supporting these efforts, organisations like Sarhad have played a vital role in strengthening this bond. Sarhad has shown that the entire nation stands united with Kashmir,” Pawar said while inaugurating the Vijay Dhar Amphitheatre at the Sarhad Global School and Junior College, Gujarwadi, Pune.

The amphitheatre has been dedicated to eminent Kashmiri educationist and social thinker Vijay Dhar, son of veteran political leader Durga Prasad Dhar. The event was attended by former Union home minister Sushilkumar Shinde, Vijay Dhar with his wife Kiran Dhar and daughter Kanika Dhar, Sarhad founder Sanjay Nahar, and several other dignitaries.

Pawar also highlighted Pune’s role in shaping national unity: “Pune has always shown India a new path — in education, industry, IT, and culture. From Lokmanya Tilak to institutions like Sarhad, the city has led the way. Kashmir is India’s crown jewel, and no matter how much unrest is attempted, it will always remain an integral part of our country,” he said.

Shinde recalled his decades-long association with Dhar and praised his contributions to education in the Valley. “His institutions in Kashmir are among the finest. By dedicating this amphitheatre to him, Sarhad has honoured his vision. Sadly, while the situation was largely under control when I was home minister, it has deteriorated again. The recent Pahalgam incident raises difficult questions,” he said.

Expressing gratitude, Vijay Dhar credited Pawar and Sarhad for supporting his educational initiatives in Kashmir. Sarhad founder Sanjay Nahar described the amphitheatre as a symbol of Dhar’s legacy in education and social development.

The programme began with the recitation of the Navkar Mantra by Kashmiri student Ruqayya Maqbool, followed by the state song. Contributors to the Gujarwadi Educational Complex were felicitated, with Leshpal Jawalge delivering the vote of thanks and Neerja Apte conducting the proceedings.

Srinagar, Sep 25: “Rs. 1 lakh crore Urban Challenge Fund will be a game changer in the transformation of our cities and developing them as growth hubs,” the Lieutenant Governor Shri Manoj Sinha said earlier today.

He said the initiative involving states/UTs and private players to redevelop 300 cities across India will promote innovation, robust infrastructure, improve ease of living and integrate sustainability into urban planning.

The Lieutenant Governor was speaking at the Governing Council Meeting of All India Forum of Real Estate Regulatory Authorities (AIFORERA) in Srinagar.

The Lieutenant Governor urged that the ‘Whole of the Government’ approach is needed for advancing this sector and ensuring accountability in timely project delivery.

“The transparency, accountability, and efficiency brought by RERA Act 2016 must protect homebuyers’ interests and swift grievance redressal mechanism is required to transform this sector into a more regulated and efficient industry,” the Lieutenant Governor said.

The Lieutenant Governor also spoke on the intricacies of the Real Estate Sector, its challenges, possibilities and opportunities.

He called upon private players and real estate developers to play their greater role in promoting affordable housing.

“Under the leadership of Hon’ble Prime Minister Shri Narendra Modi, the real estate sector is emerging as one of the major contributors in realising the vision of Viksit Bharat. This rapid growth is driven by the aspirations of the common man. The real estate sector must move forward with equitable development and urban transformation at its core and ensure fairness and transparency for those who dream of owning a home.

I also want to see this sector becoming more competitive to encourage growth. There must be uniformity and harmony in housing regulations across the states and union territories,” the Lieutenant Governor said.

The Lieutenant Governor also exhorted the real estate developers to pay special attention towards the health and education of families of workers engaged in housing development projects.

The Lieutenant Governor said the welfare of those who are building our homes should be the top priority. He further urged the All India Forum of Real Estate Regulatory Authorities to work with developer groups like NAREDCO (National Real Estate Development Council) to ensure that workers and their families are not deprived of their basic rights in any way.

He further emphasised on real-time monitoring of housing development projects and awareness campaigns for the buyers.

On the occasion, the Lieutenant Governor released the Journal and Annual Report 2024-25 of AIFORERA.

CBI probing FCRA violation by activist Sonam Wangchuk's institution: Official

New Delhi, Sep 25: The Central Bureau of Investigation has begun an inquiry into alleged violation of Foreign Contribution (Regulation) Act against an institution founded by Ladakh-based educationist and activist Sonam Wangchuk, officials said on Thursday.

There has been an inquiry going on for some time but no FIR has been registered yet, they said.

When contacted, Wangchuk told PTI that a CBI team came with “an order” about 10 days ago, saying that they are acting on a complaint from the Ministry of Home Affairs regarding alleged Foreign Contribution (Regulation) Act (FCRA) violations in the Himalayan Institute of Alternatives Ladakh (HIAL).

“The order said we have not taken clearance under FCRA to receive foreign funds. We don’t want to be dependent on foreign funds, but we export our knowledge and raise revenue. In three such instances, they thought it was foreign contribution,” Wangchuk claimed.

He said a CBI team visited HIAL and the Students’ Educational and Cultural Movement of Ladakh (SECMOL) last week, seeking details of foreign funds received by them between 2022 and 2024.

The teams are still camping in Ladakh and going through accounts and statements of the organisations, he said.

Wangchuk said the matters the complaint refers to were service agreements with taxes duly paid to the government. They pertained to India exporting knowledge to the United Nations, Swiss University and an Italian organisation, he said.

“It was a very dignified assignment. They saw it and they were convinced. They understood it is not helping them, so they began asking for accounts outside that period. Their mandate was to check for accounts during 2022-24, but they started asking for accounts of 2021 and 2020. Then they went to our school asking for various documents outside their mandate period and a school outside the complaint’s purview,” Wangchuk alleged.

Both these schools give free education to needy young students. In HIAL, students are paid stipend for their work on various projects, he said.

“The CBI officers are still camping in Ladakh and rigorously going through records,” Wangchuk said, adding that they have not questioned him.

The activist said first, the local police filed a sedition case against him. This was followed by an order taking back the land given for HIAL, citing that the lease amount was not paid.

“Everyone knows, we have documents to show. The government had almost been apologetic in saying that their lease policy is not formed and hence it cannot take fee. It said ‘please bear with us and continue constructions’,” he claimed.

Wangchuk alleged that this was followed by the CBI action and income tax summons.

“The funny part is, Ladakh is one place where there is no tax. Yet I voluntarily pay taxes, and I get summons. Then they resurrected a four-year-old complaint that labourers were not paid properly. It is guns blazing from all sides on us,” he alleged.

Wangchuk had started a hunger strike on September 10, pressing for Ladakh’s inclusion in the Sixth schedule and for statehood.

The cold desert region witnessed the worst violence since 1989 on Wednesday, when groups of youths indulged in arson and vandalism, targeting the BJP headquarters and the Hill Council, and set ablaze vehicles.

Police and paramilitary forces had to lob teargas shells to bring the situation under control, officials said.

Srinagar, Sep 25: Asserting that India is realising the dream of home ownership under Prime Minister Narendra Modi’s leadership, Lieutenant Governor Manoj Sinha on Thursday said that real estate development should benefit workers and their families.

Addressing the Governing Council Meet of the All India Forum of Real Estate Regulatory Authorities here, LG Sinha said, “Under PM housing schemes, new homes are being approved. This sector is expected to attract investments of around ₹10 lakh crore and could reach $1.04 trillion by 2040.”

LG Sinha said, “After agriculture, real estate has become the second largest employment provider. There are challenges, as buyers have had to wait years for possession. Many developers merge projects, and those who wanted homes sometimes did not even get a roof.”

He said, “Earlier, India did not have mechanisms to handle these issues. Today, the entire country is realizing the dream of homeownership, and people are showing patience under PM Modi’s guidance.”

LG Sinha said, “Now all relevant information is in the public domain. Real estate development should benefit workers and their families, providing for their health and education.”

Lieutenant Governor Manoj Sinha while welcoming the participants said, “I welcome all to J&K. Over the past few decades, real estate has grown significantly and can become a key sector for the economy.”

He said, “There has been growth in the luxury housing segment. Property prices have increased, with annual growth around 14–15%, and further increases are possible.”

He stressed, “We must ensure that workers and their families can meet their needs.”

Ganderbal, Sep 25: Authorities in central Kashmir’s Ganderbal district have completed the construction of five new water filtration plants in Gund tehsil of Kangan sub-division, a move aimed at addressing the long-pending demand of locals for access to safe drinking water. The projects, executed under the Jal Jeevan Mission, were completed at a combined cost of around 5 crore 90 lakh rupees.

Assistant Executive Engineer of the Jal Shakti Department, Shabir Ahmad Masoodi said that the new filtration plants have been set up at Fraw, Haknar, Gagangir, Rayil, and Rayil Gund. According to him, the cost distribution includes 45 lakh rupees for the Fraw filtration plant, 78 lakh for Haknar, 79 lakh for Gagangir, 78 lakh for Rayil, and 3 crore 50 lakh rupees for the Rayil Gund project.

He explained that the new infrastructure would significantly enhance the quality of potable water being supplied to locals in the hilly areas of Gund, who had often raised concerns about scarcity and contamination in the past. “From the filtration plants at Fraw, Haknar, Gagangir, and Rayil, locals are already receiving clean drinking water. Within the next three days, supply will also be extended to the population from the Rayil Gund plant, which will provide 9 lakh litres of filtered water daily,” Masoodi said.

The official further confirmed that another important project, the Kulan filtration plant, has been completed but has not yet been commissioned due to a dispute with the landowner. The dispute revolved around the owner’s demand for a government job in exchange for the land where the plant was constructed. After prolonged negotiations, the matter has now been settled, and the department has agreed to provide monetary compensation instead of employment. Masoodi assured that once compensation is disbursed, the Kulan plant will be made operational in the near future.

Locals in several parts of Gund expressed relief at the progress made, noting that for years they were dependent on untreated water sources that frequently caused health-related complaints. Many described the initiative as a major step in addressing a persistent problem. “We often had to fetch water from natural streams, which was unsafe and caused illness, especially among children and the elderly. With these filtration plants in place, we finally expect a lasting solution,” said Abdul Hamid, a local from Haknar.

The Jal Shakti Department has faced multiple challenges in extending clean water facilities to remote and mountainous regions of central Kashmir. Officials highlighted that apart from land disputes, difficult terrain, harsh winters, and the need for continuous maintenance of pipelines have delayed earlier projects. Despite these obstacles, the completion of five plants within Gund has been described as a milestone achievement.

Masoodi pointed out that the Jal Jeevan Mission, under which the projects have been implemented, is focused on ensuring safe and adequate drinking water to every rural household. “These plants are not just about providing clean water today but ensuring a sustainable and long-term drinking water system for the future,” he remarked.

The commissioning of the Rayil Gund filtration plant is expected to ease the strain on existing water sources, particularly in the summer months when demand peaks. Officials said that trial runs have been successful and that supply would begin on a regular basis within the stipulated three days.

Meanwhile, the completion of the Kulan plant remains eagerly awaited by locals in that area. Officials believe that with the land dispute now resolved, the commissioning of the plant could happen before the onset of winter. Once operational, the Kulan facility will further expand the clean water supply network in Kangan sub-division.

The Jal Shakti Department has urged locals to cooperate in safeguarding the new infrastructure, stressing that maintaining these facilities is as important as building them. Kathua, Sep 25: Chief Minister Omar Abdullah on Thursday conducted an aerial survey of flood-affected areas in Kathua district to assess the extent of damage caused by incessant rains and overflowing rivers. The Chief Minister was accompanied by senior officials of the administration during the aerial inspection, which covered several submerged villages and farmlands.

The floods have inflicted heavy losses in Kathua, with vast agricultural land, standing crops, and residential structures coming under water. Locals said many families were forced to leave their homes and take shelter in higher areas, while cattle and other livestock were swept away by gushing waters. “The damage is widespread. Our fields are gone and many of us have lost our houses,” said Abdul Majid, a local farmer from Hiranagar.

Officials informed the Chief Minister that emergency relief measures have already been initiated.
After the aerial survey, Omar Abdullah interacted with the affected families and held a meeting with the officials of district administration at Duggain, Billawar.

Omar Abdullah emphasized that relief material including ration, drinking water, medicines, and temporary shelter must reach every family in need without delay. He directed the health department to deploy medical teams in flood-hit villages to prevent the outbreak of waterborne diseases. “We must be on the ground and with the people in this hour of distress. No family should feel abandoned,” the Chief Minister said.

The Chief Minister expressed solidarity with the affected families and assured that adequate compensation will be provided to those who suffered losses. “The government stands shoulder to shoulder with the people of Kathua. We will do everything possible to restore normal life and provide relief to all victims of this natural calamity,” he said. [KNT]
