Dementia casts a shadow over J&K’s aging population

Srinagar, Sep 20: Amina, 63, from Srinagar downtown, often forgets where she kept her prayer beads.

Last year, she started mistaking the names of her grandchildren.

Her family thought it was the “normal aging” process until doctors diagnosed dementia.

Jammu and Kashmir is witnessing a demographic shift and by 2031, an estimated 17 percent of J&K’s 1.48 crore residents, roughly 25 lakh people, will be over 60 years of age.

Amid the demographic shift and growing elderly population, health experts are calling for heightened public awareness about dementia.

They say this could offer individuals and families more time to plan for a better quality of life.

J&K’s present population is estimated to be around1.2 crore with the elderly (aged 60 and above) now comprising around 9.4 percent of the populace.

This figure is poised to rise sharply due to increasing life expectancy.

While in India, seniors are expected to comprise 20 percent of the population by 2050, this graph is particularly striking in J&K.

In J&K, women at age 60 have over 20 additional years of life expectancy.

This calls for a robust elder care system, the one that is still in its infancy.

One major concern is age-related conditions like dementia.

The number of people suffering from dementia is projected to double in India to reach 18 million cases by 2036.

In J&K, this major health concern, often termed “normal aging”, is also set to affect lakhs of people.

Talking to Greater Kashmir, Assistant Professor Neurology, GMC Srinagar, Dr Sheikh Hilal Ahmad, said that the symptoms include forgetfulness, confusion, or difficulty with daily tasks.

“If a person who has been carrying out an activity normally, now finds difficulty in accomplishing that task, we need to evaluate him,” he said.

Dr Ahmad said dementia was not sudden and usually sets in slowly, often affecting people over the age of 60.

“Yet, it can also set in earlier,” he said. “It’s a health issue that thrives in silence.”

With the elderly population growing, health systems must prioritise education to break this cycle.

Professor of Psychiatry at GMC Srinagar, Dr Arshid Hussain, said ageing brings about a decline in many functions, and it is a biological reality.

“Most of this is still not in our control,” he said.

Dr Hussain said the total number of new cases of dementia each year worldwide is nearly 77 lakh, implying one new case every four seconds.

“Ask the families who have patients with dementia,” he said. “It is overwhelming for patients but it is no less a burden on families.”

Dr Hussain said dementia effects families physically, socially, economically, and psychologically.

Doctors believe that identifying dementia in early stages through cognitive assessments, family observations, or specialist referrals is possible.

They say this could help people retain greater autonomy.

Early diagnosis helps families with time to explore treatments.

There are medications that may slow progression, and many other therapies that are being evaluated to preserve independence.

In J&K, nearly seven in every 10 people live in rural areas.

Specialised healthcare access could mean hours, sometimes days of travel.

In such settings, early intervention is especially vital.

However, with a poor understanding of dementia among the population, this goal is far from being achieved.

As Amina struggles to remember the names of her grandchildren, her story mirrors that of countless other people.

Dementia may be silent, but awareness, early diagnosis can give these precious years meaning.

In Kashmir where memories define so much, every moment of clarity is worth protecting.

New Delhi, Sep 20: Renowned ophthalmologist from Kashmir, Dr Sajjad Fazili, was conferred with the prestigious ‘Excellence Award’ at the annual conference of the Indian Society of Cornea and Keratorefractive Surgeons in New Delhi.

Dr Fazili, who is the Director of Fazili Eye Care Center, recently entered into a collaboration with Centre for Sight, the largest eye hospital chain in North India.

A pioneer of micro-incision cataract and refractive surgery in J&K, he has earned an impressive reputation both nationally and internationally for his academic and surgical contributions.

Internationally, Dr Fazili is widely respected for his surgical expertise and is a regular contributor at major global ophthalmology forums.

He has presented at numerous prestigious conferences, including the World Ophthalmology Congress, Asia Pacific Academy of Ophthalmology, European Society of Cataract and Refractive Surgeons, and South Asia Academy of Ophthalmology.

On the national front, he continues to serve as a key faculty member at the All India Ophthalmological Society, North Zone Ophthalmological Society, and several other state-level ophthalmology societies.

During his tenure in government service, Dr Fazili made notable contributions to public healthcare.

As the youngest A-Grade Specialist in the Department of Health, he played a pivotal role in establishing the Ophthalmology Department at JLNM Hospital, which continues to provide exemplary eye care in the Valley.

After resigning from government service at the age of 45, he transitioned to private practice, earning widespread acclaim and respect.

Established 26 years ago, Fazili Eye Care Center in Baghat, Srinagar, is equipped with state-of-the-art technology, making it one of India’s leading eye hospitals.

Dr Fazili’s early adoption and promotion of micro-incision phacoemulsification cataract surgery positioned him among the pioneers of this technique in the country.

His career has been marked by innovation, precision, and excellence.

In 2019, he was awarded the Gold Medal by the Intraocular Implant and Refractive Society of India for his outstanding contributions to ophthalmology.

He has also been honoured by the Jaipur Ophthalmological Society, Delhi Ophthalmological Society, and North Zone Ophthalmological Society.

A former General Secretary and President of the Kashmir Ophthalmological Society, Dr Fazili remains a guiding force and inspiration to young ophthalmologists across the country.

His work continues to be a source of pride for Kashmir, a true son of the soil whose vision has illuminated countless lives.

Banks achieve 22% of Q1 credit target in Bandipora

Bandipora, Sep 20: The District Consultative Committee (DCC) and District Level Review Committee (DLRC) meeting for the first quarter ending June 2025 was held under the leadership of DDC Chairman Abdul Gani Bhat and chaired by Deputy Commissioner Indu Kanwal Chib.

During the meeting, it was reported that banks in Bandipora disbursed Rs 314 crore in Q1 against the Annual Credit Plan (ACP) target of Rs 1,411.22 crore, achieving 22% of the target. Priority sector loans accounted for Rs 148 crore (18% of target) while non-priority sector loans reached Rs 166.16 crore (29%).

DC Chib directed banks to improve credit off-take under the Holistic Agriculture Development Programme (HADP), achieve full coverage of Kisan Credit Cards (KCCs) with smart card issuance, and reduce case rejections and procedural delays. She also called for active participation in Jansuraksha, Re-KYC of Jan Dhan accounts, and Swachhata Hi Sewa activities.

Lead District Manager presented scheme-wise progress under PMEGP, PMFME, PM Surya Ghar Muft Bijli Yojana, Vishwakarma Scheme, & NRLM initiatives, along with digital banking performance and social security enrolments.

Srinagar, Sep 20: Royal Warsi defeated Hamdania Warriors by 36 runs, securing their fourth consecutive victory in the competition behind an all-round performance from Ruhaib.

As per a statement issued on Saturday, batting first, Royal Warsi set a competitive total, thanks to a stellar all-round display by Ruhaib, who smashed a quickfire 36 runs off just 21 balls.

His explosive batting provided the much-needed momentum, while Musaib anchored the innings brilliantly with a solid 48 runs. Adding further strength, Naveed Gulzar Ashai contributed a valuable 39 runs, ensuring Royal Warsi finished with a strong score on the board.

In response, Hamdania Warriors faltered under pressure and failed to build partnerships, crumbling against disciplined bowling. Once again, Ruhaib rose to the occasion, picking up 2 crucial wickets to put the Warriors on the back foot early.

New Delhi, Sep 20: An inter-faith conference was organised at the ICAR Convention Centre, Pusa Campus, on Saturday to commemorate the 350th martyrdom day of Sri Guru Tegh Bahadur Ji.

Spiritual leaders including Sri Sri Ravi Shankar, Shri Chidanand Saraswati, Acharya Lokesh, Goswami Ji, Bhikku Sanghsena, Haji Syed Salman Chishtyi, Rabbi Ezeikel Issac Ji, Rajyogi Binny Sareen Ji, Anil Joseph and Giani Raghbir Singh addressed the gathering.

Ravinder Pandita, President of the All India Kashmiri Samaj, was the sole speaker from Jammu and Kashmir.

He recalled Guru Tegh Bahadur’s sacrifice, saying, “We owe a lot to Guru Sahib, saviour of Kashmiri Pandits during Aurangzeb’s rule.”

The event, presided over by guest of honours Manjinder Singh Sirsa, Delhi minister Kapil Mishra and others, also saw Pandita being felicitated by the Delhi Sikh Gurdwara Management Committee.

Over 6,400 tonnes of apples transported from Kashmir to Delhi in 2 weeks

Jammu, Sep 20: Over 6,400 tonnes of apples have been transported from Kashmir to Delhi via parcel trains within two weeks, Jammu Division of Northern Railways said on Saturday.

Kashmir produces around 2-2.6 million metric tonnes of apples annually, accounting for about 70-80 per cent of the country’s total apple production.

The Jammu Division of Northern Railway is operating parcel trains carrying apples from Kashmir to Delhi after starting the service on September 11 with two parcel van coaches — one destined for Jammu and the other for Adarsh Nagar, Delhi.

“Each parcel van coachwas loaded with approximately 23 tons of goods. This was considered a historic achievement, as a parcel van coach first reached Adarsh Nagar, Delhi, from Budgam Railway Station (in Kashmir) in less than 21 hours, and another in Jammu in less than six hours,” Senior Divisional Commercial Manager, Jammu Division, Uchit Singhal said in a statement here.

On September 15, Lt Governor Manoj Sinha flagged off an eight-parcel van coach train, each with a weight capacity of 23 tonnes, from Srinagar to Adarsh Nagar, Delhi.

The start of the service coincided with the closure of 270-km Jammu-Srinagar national highway, the only all-weather road linking Kashmir with the rest of the country, owing to massive damage caused by heavy rainfall between August 26 and September 6.

Srinagar, Sep 20: In continuation of its ongoing drive against illegal mining, Police in Handwara have intensified efforts to combat illegal mining activities in the Police district and have seized 05 vehicles (02 tippers, 03 Tractors) involved in illegal excavation and transportation of minerals.

Police teams of Police Post Langat, Police Post Chogul and Police Station Kralgund headed by supervisory officers seized 05 vehicles (02 tippers, and 03 Tractors) bearing registration numbers JK09B-2078, JK09B-4016, JK09B-1143,JK09B-3804, Ch No- NKD2TAE-0562 involved in illegal excavation and transportation of minerals. Subsequently, proceedings under the provisions of the (MMDR Act) have been initiated, and further investigation is in progress, police statement reads.

Police requested community members to come forward with any information regarding illegal mining activities in their neighbourhood, and assured strict action against the violators as per law.

Kulgam, Sep 20: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo today said that the incumbent government led by Chief Minister Omar Abdullah is committed to expanding health infrastructure in rural and far-flung areas so that no one is deprived of basic medical facilities in Jammu and Kashmir.

The minister expressed these remarks during his visit to Devsar Kulgam where she inaugurated newly constructed Primary Health Centre (PHC).

MLA Devsar, Peerzada Feroz Ahmad; senior officers of district administration, health department, besides large number of locals were also present on the occasion.

Speaking on the occasion, the Minister said that the new PHC will greatly benefit the local population by providing accessible and quality healthcare services near their vicinities.

She reiterated the government’s commitment to expanding health infrastructure in rural and far-flung areas so that no one is deprived of basic medical facilities.

Highlighting some remarkable initiatives launched by Government in health sector, the Minister urged health staff to work with dedication and compassion in serving the people.

She further said that under the leadership of Chief Minister, Omar Abdullah, the government is committed to transparency, accountability, and pro-people approach, while ensuring holistic development across all regions of J&K.

Speaking on the occasion, MLA Devsar, Peerzada Feroz Ahmad Shah, said that the PHC at Devsar will significantly augment healthcare services in the area. He assured continued efforts for the overall development of the region and also requested the Minister for upgradation of hospitals and schools in the constituency.

Later, the Minister also interacted with locals and took stock of various issues and demands related to development of their area.

Minister Sakeena assured them that their genuine issues and concerns will be addressed promptly.

Mumbai, Sep 20: The government has quietly ushered in reforms in governance and domain expertise, aptitude and reputation now guide appointments across central government and state-run companies, P K Mishra, Principal Secretary to the Prime Minister, said on Saturday.

Addressing the convocation ceremony at the Indian Institute of Management (IIM) Mumbai, Mishra said the strategic shift in the selection process of senior bureaucrats in a credible, fair and objective manner is bringing about a transformative change.

“Domain expertise, aptitude and reputation now guide appointments across the central government and PSUs. He emphasised that these changes have been sustained for nearly a decade, quietly reshaping governance to meet the aspirations of a fast-evolving India,” he said.

India is progressing with courage and confidence under Prime Minister Modi’s vision of ‘Viksit Bharat @ 2047’, driven by the mantra of ‘Reform, Perform and Transform’, he said.

Mishra congratulated MBA, Executive MBA and PhD graduates, and commended the institution’s rise to the sixth position among India’s IIMs.

He emphasised that success is a collective achievement involving teachers, families and peers.

“This degree carries all their love, patience and support along with your own efforts,” he said.

Mishra outlined the complexities of the current economic landscape, citing the COVID-19 pandemic, trade wars, geopolitical tensions, climate change and technological disruptions.

He said India has emerged as a global innovation powerhouse, with over 100 unicorns and 1.9 lakh startups, and listed government initiatives, including the Rs 1 lakh crore Anusandhan National Research Fund, the IndiaAI Mission and the Deep Tech Fund of Funds in this regard.

Focusing on human resource development, Mishra said technical skills alone are not sufficient and underlined the importance of attitude, teamwork, openness, mutual respect, humility, ethics, transparency and objectivity.

“Teamwork is probably much more important than individual brilliance,” he said.

On human resource development, Mishra urged graduates to embrace continuous learning, noting that knowledge becomes obsolete in a fast-changing world.

He underscored the challenge of instilling values in large organisations and the need for sustained motivation.

On the evolving architecture of administrative reforms, Mishra said the strategic shift in personnel management since 2014 was aimed at building a 21st-century civil service.

A key reform has been the overhaul of the empanelment process for senior positions such as joint secretary, additional secretary and secretary to the government of India, he said.

Moving beyond the limitations of annual assessment reports, the government has introduced a Multi-Source Feedback (MSF) system in 2016, he said.

This system incorporates evaluations from seniors, juniors, peers and external stakeholders, assessing attributes such as decision-making, ownership, delivery, proactiveness and reputation for integrity.

Mishra said such an approach has widened the talent pool, with strong credibility in the fairness of selections.

He said the discontinuation of personal interviews for Group B and C posts in 2016 has reduced bias and subjectivity in the selection process.

He also elaborated on Mission Karmayogi, which has transformed civil service capacity building through the iGOT Karmayogi platform, now hosting more than 3,300 courses and serving over 1.3 crore users.

Mishra noted that 79 per cent of the onboarded employees are junior-level and over 50 lakh have completed role-specific courses.

He emphasised the integration of course completion into annual performance appraisals and the development of the Karmayogi Competency Model.

Mishra asserted that the reforms prove that even the biggest institutions can be transformed.

Anantnag, Sep 20: District Police Anantnag on Saturday issued a public advisory prohibiting the use of drones, UAVs, or any other aerial devices within the district without prior approval from the competent authority, citing prevailing security concerns.

The advisory as per news agency Kashmir News Corner — KNC, issued in the interest of public safety, stated that individuals, institutions, media personnel, and event organizers must seek permission well in advance before operating drones.

Police warned that any unauthorized flying would attract strict action under relevant legal provisions, and such equipment may be seized.

The public has been urged to remain vigilant and report any suspicious drone activity to the nearest police station or on the district helpline numbers 9419051940 and 01932-2222870.

Authorities emphasized that citizens’ cooperation is vital in maintaining peace, safety, and security across the district.
