Cairo, Sep 20: Israeli strikes killed at least 14 people overnight in Gaza City, said health officials, as Israel ramps up its offensive there and urges Palestinians to leave.

The strikes come as Western countries are increasingly fed up with the intensifying war in Gaza, with some moving to recognise Palestinian statehood at the gathering of world leaders at the United Nations General Assembly next week. In a statement on Friday, Portugal’s Foreign Affairs Ministry said it will recognise a Palestinian state on Sunday. The Iberian country had previously announced its plans to do so, but has now set an official date.

Portugal is among other Western nations, including the UK, Canada, Australia, Malta, Belgium and Luxembourg. Expected to recognise Palestinian statehood in the coming days.

The latest Israeli operation, which started this week, further escalates a conflict that has roiled the Middle East and likely pushes any ceasefire farther out of reach. The Israeli military, which says it wants to “destroy Hamas’ military infrastructure,” hasn’t given a timeline for the offensive, but there were indications it could take months.

Israeli bombardment over the past 23 months has killed more than 65,000 people in Gaza, destroyed vast areas of the strip, displaced around 90 per cent of the population and caused a catastrophic humanitarian crisis, with experts saying Gaza City is experiencing famine.

Dr Rami Mhanna, the managing director of Shifa Hospital, where some of the bodies were brought, said the dead included six people from the same family after a strike hit their home early Saturday morning. They were relatives of the hospital’s director, Dr Mohamed Abu Selmiya, he said.

The Palestinian Red Crescent said five other people were killed in another strike close to Shawa Square.

Israel’s military didn’t immediately respond to questions about the strikes.

In recent days, Israel has been urging hundreds of thousands of Palestinians sheltering in Gaza City to move south to what it calls a humanitarian zone.

Palestinians have streamed out of the city — some by car, others on foot. Israel opened another corridor south of Gaza City for two days this week to allow more people to evacuate. But many Palestinians in the famine-stricken city are unwilling to be uprooted again, too weak to leave or unable to afford the cost of moving.

Aid groups have warned that forcing thousands of people to evacuate will exacerbate the dire humanitarian crisis. They are urging for a ceasefire so aid can reach those who need it.

On Friday, UNICEF said lifesaving therapeutic food meant for thousands of children in Gaza was stolen from four of its trucks. The statement said armed individuals approached the trucks outside their compound in Gaza City, and the drivers were held at gunpoint while the food was taken.

“They were intended to treat malnourished children in Gaza City, where famine is declared … it was a life-saving shipment amid the severe restrictions on aid delivery to Gaza City,” said Ammar Ammar, a spokesperson for UNICEF.

In a statement on Friday, Israel’s army blamed Hamas for stealing the food.

Israel accuses Hamas of siphoning off aid and using it to fund its military activities, without providing evidence. The UN says there are mechanisms in place that prevent any significant diversion of aid.

The death count in Gaza has climbed over 65,100, according to Gaza’s Health Ministry, which is part of the Hamas-run government, since the October 7, 2023, attack by Hamas that triggered the war. The ministry does not say how many of the dead were civilians or militants. Its figures are seen as a reliable estimate by the UN and many independent experts.

Hamas-led militants stormed into southern Israel in the 2023 attack, killing around 1,200 people, mostly civilians, and abducting 251 others. Forty-eight hostages remain in Gaza, with fewer than half believed to be alive.

Jammu, Sep 20: A spa, allegedly being run as a brothel, was raided in the Udhampur district of Jammu and Kashmir, following which seven individuals were arrested, officials said on Saturday.

Acting on a tip-off, police raided the Blue Lotus Spa Centre located in a private building in the Barrian area on Friday night, a police spokesperson said.

During preliminary investigation, it was found that a brothel was being operated under the garb of a spa, he stated, adding that four women were among the seven individuals arrested from the spot.

A case under relevant Sections of the Immoral Traffic (Prevention) Act has been registered at the Udhampur police station, and further investigation is underway.

New Delhi, Sep 20: Chief Justice of India (CJI) B R Gavai on Saturday said some of the non-judicial members of the tribunals, who are usually ex-bureaucrats, are averse to passing any orders against the government and urged them to reflect.

Addressing the 10th All India Conference of the Central Administrative Tribunal 2025 here, the CJI flagged various issues plaguing the tribunals and the country’s justice delivery system in the presence of Union Law Minister Arjun Ram Meghwal and Union Minister of State in the Prime Minister’s Office Jitendra Singh.

CJI Gavai said the administrative tribunals are unlike courts as they occupy a unique space between the executive and the judiciary, and many of their members come from administrative services while others come from the judiciary.

Though this diversity presents a strength as it brings together judicial acumen and administrative experience, it makes it imperative that members are consistently trained and held to uniform standards of eligibility and conduct, he said.

“Judicial members would benefit from exposure to the nuances of public administration, while administrative members would require training in legal reasoning. I should not be taken otherwise because nowadays you don’t know what you say and what comes on social media.

“But as a judge, I have personally noticed that some of the administrative members — some of the judges coming from the administration… do not forget that they come from the administration and… are averse to passing any order which will be against the government. So I think they should reflect on that…,” the CJI said.

He added that regular workshops, conferences and training programmes conducted by judicial academicians can prove invaluable in this regard and greatly enhance the effectiveness of the tribunal members.

“Furthermore, if a uniform appointment process is enacted with clear eligibility criteria, this would abate all questions of arbitrariness and reinforce the trust of the citizens in the tribunal,” CJI Gavai said.

He also flagged the multiplicity of appeals which arises from the tribunals’ decisions, an issue that was also highlighted by Meghwal in his address, in cases where there are concurrent findings of the Central Administrative Tribunal (CAT) and high courts but still appeals are filed in the apex court.

This happens because bureaucrats are afraid of taking any risk and want to pass on the buck to the courts, he said.

“If you can have some central agency to filter as to whether the matter really deserves to be appealed or not, that will greatly reduce the pendency of the matters before the court. All of us know that the central government is the biggest litigant before the Supreme Court, as well as the high courts,” he added.

The CJI said that though the citizens’ right to appeal is the cornerstone of justice, this process often results in lengthy litigation spanning years, therefore undermining the purpose of establishing tribunals.

In numerous instances, he said, the government officials and officers reach the age of retirement before their cases are finally resolved.

CJI Gavai further flagged the issue of uniform service conditions for members of tribunals and said the government needs to address this issue urgently.

“If the government desires that the retired judges of the high court and good judicial officers should adorn the offices of the tribunals, a quick look, or a quick relook at the service conditions of the chairperson and the members of the tribunals is I think the need of the day,” he said.

The CJI was also critical of the conduct of some judges and judicial officers in courtrooms and referred to a recent decision of the apex court where it made it mandatory for a fresh law graduate to have an experience of three years before appearing in the judicial service examination.

He said that data was sought from the states and the high courts, and it was found that the fresh law graduates, who did not have any experience, or exposure of the court, “the chair would go to their head on the very first day, and they would browbeat or irritate the lawyers with a standing of 40 years and 50 years”.

Referring to a recent incident where a young lawyer fell unconscious in a high court after being browbeaten by a judge, he said, “As judges, we must also accept the position that both judges, as well as the lawyers, are like two wheels of the golden chariot of justice. None superior or none inferior, unless both the judges and the lawyers work together, the institution of administration of justice, which exists for the last citizen of this country, cannot function properly.”

He said all litigants who appear before the court do so with the faith that they will receive justice and their judgements will not be coloured.

“I urge everyone to honour this responsibility not just within the official spaces but outside as well. In many ways, our roles are like those of a leader who will shape the lives of several thousand citizens through the outcomes that we determine…,” CJI Gavai said.

He lauded the contribution of CAT and state tribunals in the justice delivery system.

Attorney General R Venkatramani also spoke on the occasion and highlighted that the tribunals help in reducing the pendency of litigation.

Handwara, Sept 20: Police in Handwara apprehended a man during a naka checking operation on Saturday and recovered heroin-like substance from his possession. Officials confirmed that the man has been booked under the Narcotic Drugs and Psychotropic Substances Act.

According to police, a naka checking was established near HDFC Bank in Handwara town. During the operation, a person identified as Jahangir Ahmad Ganie, son of Ghulam Mohammad Ganie, a 40-year-old local of Bohipora Kupwara, was intercepted and searched. From his possession, police recovered around seven grams of a substance resembling heroin.

The individual, whose profession is recorded as domestic work, was immediately taken into custody. A formal case under FIR No. 215/2025 has been registered at Police Station Handwara under sections 8 and 21 of the NDPS Act.

Police sources said that preliminary investigation has been initiated and further questioning of the accused is underway to ascertain the source of the contraband and whether more individuals are involved in the illegal trade.

Authorities have reiterated their commitment to curb the rising drug menace in north Kashmir, which has been a growing concern for both locals and law enforcement agencies. Senior officers in Handwara Police stated that more naka checking operations and surprise raids will continue in coming days to tighten the grip on narcotic smuggling and consumption.

Locals in the area have also expressed concern over the increasing cases of drug abuse, particularly among youth, and have urged authorities to intensify measures to dismantle the networks operating in Kupwara and Handwara belt.

Police have appealed to the public to share credible information about drug peddling in their areas so that timely action can be taken. They added that identity of informers will be kept strictly confidential.

The arrested individual remains in police custody while investigation continues. [KNT]

PM Modi calls for economic self-reliance

Bhavnagar, Sep 20: Prime Minister Narendra Modi on Saturday made a strong pitch for ‘atmanirbharta’ saying the main enemy of India was the dependence on other nations and asserting the country should make everything from (semiconductor) chips to ships.

He was speaking at the ‘Samudra se Samruddhi’ event in Gandhi Maidan in Gujarat’s Bhavnagar, where he inaugurated and laid foundation stones of projects entailing a total cost of Rs 34,200 crore.

“In the true sense, India does not have any big enemy in the world. The only enemy of India is the dependence on other countries. We need to defeat this dependence on others. We have to understand the more we are dependent on others, the rate of failure is high,” he asserted.

“From chips to ships, we must make everything. For peace, stability and wealth, the country with the highest population in the world has to become self-reliant,” the PM emphasised.

There is only one medicine for all problems of India and that is atmanirbharta (self-reliance), he said.

Underscoring the financial burden of such dependence, Modi said the country pays Rs 6 lakh crore annually to foreign firm to ship its goods across the world.

“This is almost equal to our defence budget,” he told the massive crowd.

Around 50 years ago, 40 per cent of the country’s trade was through India-made ships, but this has now come down to just 5 per cent, the PM pointed out.

The prime minister said his government had taken a historic decision to strengthen India’s maritime sector by recognising large ships as infrastructure.

“India’s ports are the backbone of our nation’s rise as a global maritime powerhouse,” he asserted.

Attacking previous dispensations under the Congress, the PM said the party suppressed inherent talent of Indians by placing restrictions like licence raj.

New Delhi, Sept 20: New Delhi, September 20: Defence Minister Rajnath Singh will embark on a two-day official visit to Morocco from September 22–23, at the invitation of the country’s Minister Delegate of National Defence, Abdeltif Loudiyi.

This will be the first visit by an Indian Defence Minister to the North African nation, reflecting the growing strategic convergence between the two countries. A major highlight of the visit will be the inauguration of Tata Advanced Systems Maroc’s new facility at Berrechid, which will manufacture the Wheeled Armoured Platform (WhAP) 8×8.

The plant is the first Indian defence manufacturing unit in Africa and marks a significant milestone for the Aatmanirbhar Bharat initiative, showcasing India’s expanding defence footprint overseas.

During his visit, Mr. Singh will hold bilateral talks with Mr. Loudiyi to deepen defence and strategic cooperation. He is also scheduled to meet Morocco’s Minister of Industry and Trade, Ryad Mezzour, to discuss industrial collaboration. In addition, the Defence Minister will interact with members of the Indian community in Rabat.

India and Morocco are expected to sign a Memorandum of Understanding (MoU) on defence cooperation, which will establish a framework for exchanges, training programmes and industrial linkages.

The agreement is likely to strengthen existing naval ties, as Indian warships have been making regular port calls at Casablanca in recent years.

Relations between New Delhi and Rabat have strengthened since Moroccan King Mohammed VI met Prime Minister Narendra Modi in 2015. The upcoming visit is expected to inject new momentum into the partnership, particularly in defence and strategic sectors.

Srinagar, Sep 20: Lieutenant Governor Manoj Sinha on Saturday said Jammu and Kashmir has witnessed remarkable progress in healthcare over the past five to six years, with both government and private sectors contributing to improved medical facilities.

“In developing the health infrastructure, Jammu and Kashmir is the most developed state of the country. Until 2019, there were only four medical colleges. Today there are 11 medical colleges, two AIIMS, and a strong Indian System of Medicine network,” Sinha said while inaugurating Dr. Agarwal’s Eye Hospital in Srinagar.

LG said Prime Minister Narendra Modi’s initiative of universal health coverage has ensured that every citizen of J&K is entitled to health insurance worth ₹5 lakh.

He added that medical infrastructure has been upgraded at a rapid pace, with new super-specialty hospitals, private institutions, and more medical colleges coming up in both Jammu and Kashmir divisions.

Sinha said he hopes the new hospital will ensure eye care services comparable to those in metro cities like Delhi and Mumbai.

He urged the institution to hold regular outreach camps in border and rural areas to extend specialized treatment to underserved communities.

“The purpose behind this infrastructure is that the citizens of Jammu and Kashmir can be well cared for, and their lives can be healthy and happy,” he added.(KNS)

Special Train service between Budgam and Katra begins with stops at all major stations

Banihal, Sept 20: The special train service between Budgam and Shri Mata Vaishno Devi Railway Station, Katra, which was announced earlier this week, commenced operations yesterday, September 19. The service will run until October 3.

Railway authorities said the temporary service has been introduced in view of the poor condition of the Jammu–Srinagar National Highway and frequent traffic restrictions.

Railway officials told Greater Kashmir thatbthe special train will halt at all major stations including Budgam, Srinagar, Awantipora, Anantnag, Qazigund, Banihal, Khari, Sumber, Sangaldan, Sawalkote, Duga, Bakkal, Reasi, and Katra. Tickets are available at all these stations , they added. They said that the fare from Budgam to SMVD Katra is just Rs 50, while from Banihal to Katra it is Rs 30.

According to the timetable issued by the Railways, the train departs from Budgam at 08:45 AM and arrives in Banihal at 10:45 AM. It leaves Banihal at 11:00 AM and reaches Shri Mata Vaishno Devi Katra station at 01:30 PM, with the return service departing at 01:45 PM.

The public has warmly welcomed this initiative, and demands are growing for the temporary service to be made permanent. Thousands of passengers are expected to benefit from the affordable, safe, and uninterrupted travel option.

Officials said that the deceased has been identified as Tek Chand, 38, son of Prem Chand, resident of Akra Kuntwara area under the jurisdiction of Police Station Kishtwar.

Anantnag, Sept 20: The Assistant Regional Transport Officer (ARTO) Anantnag, Mubashir Jan, along with his enforcement team, on Saturday conducted an awareness-cum-interaction session with drivers and transport staff of Delhi Public School (DPS) Anantnag to reinforce safety measures for students.

ARTO Mubashir Jaan said that the initiative focused on ensuring strict compliance of school vehicles with the Motor Vehicles Act, 1988, and Supreme Court guidelines on safe school transport.

During the session, ARTO Jan highlighted key requirements including CCTV cameras in buses, first-aid kits, fire extinguishers, speed governors, emergency exits, regular fitness and pollution checks, prohibition of rash driving and mobile phone use, and compulsory uniforms and ID cards for drivers and conductors.
