Ease of Doing Business still a distant dream in J&K: KCCI to Parl panel

Srinagar, Sep 15: A delegation of the Kashmir Chamber of Commerce and Industry (KCCI) on Monday raised a series of pressing issues before the Parliamentary Standing Committee on Commerce, urging urgent interventions to revive Jammu and Kashmir’s struggling trade, industry, and export sectors.

The delegation, led by Senior Vice President Ashiq Hussain Shangloo and Joint Secretary General Umer Nazir Tibetbaqal, met the Committee headed by Chairperson Dola Sen at Srinagar. The meeting was attended by several Members of Parliament, including Renuka Chowdhury, Yusuf Pathan, Prasun Banerjee and others.

KCCI submitted a detailed memorandum flagging bureaucratic delays that continue to frustrate entrepreneurs despite the Centre’s push for Ease of Doing Business. The Chamber said multiple clearances and recurring NoC requirements have left hoteliers and industrialists stuck in an endless loop of paperwork, calling for a genuine single-window clearance system “in both letter and spirit.”

On the industrial front, the Chamber pointed out that for the first time in decades, J&K is without an operational incentive scheme. The earlier ₹28,400 crore New Central Sector Scheme was exhausted last year, while the UT administration has sought an additional ₹75,000 crore. KCCI demanded that at least 25 percent of allocations in any new package be reserved for local entrepreneurs.

Highlighting infrastructure gaps, the delegation said the absence of warehousing and logistics hubs continues to inflict heavy losses on traders and fruit growers, who remain hostage to frequent closures of NH-44. They recommended a logistics park in Kashmir and more parcel trains, particularly during harvest and winter months.

The Chamber also flagged the sharp decline in handicraft exports—from ₹1,162 crore in 2023–24 to ₹733 crore in 2024–25—and proposed setting up warehousing facilities abroad, including Bharat Mart in Dubai, alongside an Inland Container Depot in Kashmir. It further sought reintroduction of the 3 percent interest subvention on export finance.

On the IT and electronics sector, KCCI underlined Kashmir’s untapped potential and urged the inclusion of Kashmiri startups in global trade fairs and official delegations. It also called for 500 modern looms for artisans this year and NABL accreditation for the new Pashmina fibre testing lab at SKUAST-K to reduce reliance on Dehradun facilities.

Regarding the proposed “Golden Pashmina Brand,” KCCI said certification must be restricted strictly to 100 percent handmade Pashmina, warning against dilution through fibre mixes.

Credit access also figured prominently, with KCCI urging the Reserve Bank of India to create relaxations for entrepreneurs penalised by low or erroneous CIBIL scores. They recommended a government-backed mechanism for reassessing such cases, noting that many businesses had been disrupted by conflict and natural calamities but remain viable today.

The delegation expressed hope that the Committee’s visit would translate into tangible policy measures. “J&K’s economic revival depends on targeted interventions in trade, industry, horticulture, handicrafts, and IT. The challenges are systemic, but the opportunities are immense,” the Chamber said.

Jammu, Sep 15: In view of frequent disruptions on the Jammu–Srinagar National Highway (NH-44) due to inclement weather Chief Secretary Atal Dulloo convened a high-level meeting to review restoration measures, assess supply chain management, and ensure seamless movement of essential commodities across Jammu and Kashmir.

As per a press release, the meeting was attended by Principal Secretary, Home; Principal Secretary, Public Works Department (PWD); Commissioner Secretary, Food, Civil Supplies & Consumer Affairs (FCS&CA); Divisional Commissioner, Jammu/Kashmir; IG, Traffic; Director, FCS&CA Kashmir; Deputy Commissioner, Udhampur/Doda; and representatives from the National Highways Authority of India (NHAI).

The Chief Secretary sought a detailed appraisal from the Divisional Commissioner, Jammu regarding the present status of NH-44. He was informed about the partial restoration of traffic on a single-lane stretch that had been severely damaged by flash floods, as well as diversion of vehicular movement through Mughal Road.

The Chief Secretary also took note of the number of vehicles crossing daily and emphasized the need to expedite restoration works so that traffic flows smoothly on both lanes in the shortest possible timeframe. He directed that the restoration process be closely monitored at the divisional and district levels, with daily reports to be submitted on both traffic movement and progress of repair works.

Srinagar, Sep 15: Chief Minister Omar Abdullah on Monday said that he is consulting lawyers to explore whether a new strategy needs to be devised regarding the statehood case in the Supreme Court.

Speaking to reporters, as per news agency—Kashmir News Observer (KNO), Omar said he is seeking legal advice ahead of the case’s scheduled hearing in October.

“We will continue our fight for statehood. I am consulting lawyers because the case is set to come up for hearing before the Supreme Court in October. As of now, private parties are empaneled and pleading the case. I am discussing with lawyers whether there is a need for a different strategy,” he said.

The Chief Minister stressed that he has not given up on the issue of statehood.

“We have not stopped advocating for statehood. I am thankful to Sharad Pawar Sahab, who wrote a letter to the Prime Minister regarding his promise to restore statehood. I also wrote letters to leaders of all parties during the last Parliament session, urging them to support us,” he said, adding that he had personally hoped the Prime Minister would fulfill his promise on August 15, 2025.“But that didn’t happen,” Omar said.

Srinagar, Sep 15: The Kashmir Chamber of Commerce and Industry (KCCI) on Monday told a visiting Parliamentary Standing Committee on Commerce that handicraft exports from Jammu and Kashmir have dropped sharply from Rs 1,162 crore in 2023–24 to Rs 733 crore in 2024–25, urging immediate policy interventions to revive the sector.

The delegation, led by KCCI Senior Vice President Ashiq Hussain Shangloo and Joint Secretary General Umer Nazir Tibetbaqal, met the Committee headed by its chairperson Dola Sen in Srinagar. Members of Parliament, including Renuka Chowdhury, Shri Awasthi Ramesh, Yusuf Pathan, Dr Shiv Pal Singh Patel, Sadanand Mhalu Shet Tanavade, Santosh Panday, Prasun Banerjee, and Dr Prashant Yadaorao Padole were present.

KCCI submitted a detailed memorandum highlighting challenges in trade, industry, logistics, credit access, and exports. It called for warehousing facilities abroad, recognition of J&K under the Export Promotion Mission, an Inland Container Depot in Kashmir, and revival of the 3 per cent interest subvention on export finance to arrest the slide in handicraft trade.

The Chamber also flagged the absence of an industrial incentive scheme, delays in business approvals, lack of logistics parks, weak implementation of procurement policies, and hurdles in credit flow due to outdated CIBIL scores. It pushed for a genuine single-window clearance system, a relaxation framework for loans in J&K, and strict enforcement of preferential procurement for local units.

On textiles, KCCI asked for NABL accreditation of the Pashmina testing lab at SKUAST-K, distribution of 500 modern looms to artisans by 2025, and certification of only 100 per cent handmade fibre under the proposed Golden Pashmina Brand. It also sought global exposure for IT startups from the Valley to help them integrate into the digital economy.

KCCI said it was hopeful that the Parliamentary Committee would take its recommendations seriously to shape a stronger and more inclusive economic future for Jammu and Kashmir.

IAF airdrops ration to remote village in J&K’s Reasi

Devastating landslide kills more than 1,000 people in Sudan's Darfur

Jammu, Sep 15: Indian Air Force (IAF) on Monday pressed its helicopter into service to airdrop rations to a remote village which was cut off by landslides triggered by heavy rains recently in Reasi district of Jammu and Kashmir, officials said.

Reasi district administration, with IAF’s help, successfully airlifted ration supplies to Sarhi village, which was isolated due to multiple landslides on the Reasi–Sarhi (via Tote) road, and the washing away of Thathi bridge on the alternative Udhampur–Sarhi route via Moungri, the official said.

Reasi Deputy Commissioner Nidhi Malik said this intervention ensured that essential commodities reach the residents despite the challenging terrain and adverse conditions.

“So far, 25 quintals have been delivered, and the exercise will go on, subject to favourable weather conditions,” she said.

Although adequate ration stock is currently available, she said precautionary measures are being taken to avoid any shortages.

The deputy commissioner said the reconstruction of the Thathi Bridge is being taken up on priority with army support, while alternate routes and manual transportation options are also being explored.

Srinagar, Sep 15: According to the Chief Engineer, Distribution, KPDCL, in order to carry out the work related to evacuation of power from GIS Harwan, shutdown of 33KV Habbak Burzuhama line shall be observed due to which 33/11KV Receiving Station at Burzhama shall remain off while power supply to Danihama, Khimber, Teilbal, Burzhama, Shoperbagh, Rahbagh, Gulabagh and adjoining areas will be affected from 09:00 AM to 03:00 PM on 16 September, 2025.

Also, to carry out the work of replacement of damaged auxiliary cable at Receiving Station GIS Batamaloo, shutdown of 33KV Exhibition line shall be observed due to which 33/11KV Receiving Station at GIS Batamaloo shall remain off while power supply to Batamaloo, Moominabad and adjoining areas will be affected from 08:00 AM to 02:00 PM on 18 September, 2025.

Moreover as per a separate shutdown schedule issued here, in order to complete the left over work of stabilization of 33 KV Mattan-Pahalgam line which was halted due to SANJY-2025, shutdown of 33KV Mattan Pahalgam line shall be observed due to which 33/11KV Receiving Stations at Salia, Hutmurrah, Aishmuqam, Batkoot, Sallar, Pahalgam (AIS)  & Pahalgam (GIS) shall remain off while power supply to Pahalgam, Batkoot, Aishmuqam, Seer, Saller, Akad, Hutmurrah, Salia and adjoining areas will be affected from 09:00 AM to 03:00 PM on 18 & 20 September, 2025.

New Delhi, Sep 15: From October 1, the Railway Ministry will allow only Aadhaar-authenticated users to book reserved general tickets through the IRCTC website or app during the first 15 minutes after booking opens for any train. Currently, this restriction applies only to Tatkal bookings.

“With a view to ensure that the benefits of the reservation system reach the common end user and are not misused by unscrupulous elements, it has been decided that with effect from 1.10.2025, during the first 15 minutes of opening of general reservation, reserved general tickets can be booked through the website of Indian Railway Catering and Tourism Corporation (IRCTC)/its app only by Aadhaar authenticated users,” a ministry circular said on Monday.

Ministry officials said that after 15 minutes, authorised ticket agents will be allowed to book online reservations.

“There shall, however, be no change in timing for booking of general reserved tickets through computerised PRS counters of Indian Railways,” the circular said.

It added, “There shall also be no change in the timing of restriction of 10 minutes of opening of general reservation during which authorised ticketing agents of Indian Railways shall not be allowed to book opening day reserved tickets.”

Baramulla, Sep 15: After the outbreak of chickenpox among school-going children in Khunchipora village of Kunzer Zone in Baramulla district, medical teams have launched door-to-door visits to assess the situation. Blood samples have been collected from affected children for confirmation and to monitor the spread of the infection.

Block Medical Officer Kunzer, Dr Muhammad Yaqub while talking to the news agency Kashmir News Trust, appealed to the public not to panic, assuring them that medical teams are actively monitoring the situation. “Precautionary measures are important, and we are closely diagnosing and observing affected children,” he said, adding that it is a communicable disease.

He advised parents to remain alert and immediately report any symptoms of chickenpox in children to nearby health centres for timely treatment.

Officials of the Kunzer Municipal Committee said multiple areas have been sanitized as part of preventive measures.

Locals, however, expressed fear that the infection could spread further among children in the area.
