Body of young labourer recovered from Wular lake after Week-long search

Bandipora, Sep 12: The body of a young labourer, who had gone missing a week ago, was recovered from Wular Lake in Bandipora on Friday morning.

Locals and police said the deceased has been identified as Amir Ahmed Dar, 25, son of Gulzar Ahmad, resident of Baniyari Sharki village of Sonawari. His body was spotted by sand workers at Laharwarpura stretch of Wular Lake, seven days after he had drowned.

Reports said Amir had drowned in Nichiyari Nallah at Baniyari while extracting sand. Despite continuous efforts, his body could not be traced until today when it surfaced in the lake.

Police have taken cognizance of the matter and completed necessary legal formalities. [KNT]

New Delhi, Sep 12: Newly elected Vice President CP Radhakrishnan will be sworn in on Friday at a formal ceremony at Rashtrapati Bhavan, with President Droupadi Murmu administering the oath of office at 10:30 a.m., officially marking Radhakrishnan’s assumption of the second-highest constitutional office in the country.

The swearing-in ceremony will be attended by senior leaders across party lines. Invitations have been extended to Leaders of the Opposition from both Houses of Parliament as well as prominent members of the ruling NDA. Former Vice President Jagdeep Dhankhar is also expected to attend the ceremony.

In preparation for his new responsibility, Radhakrishnan formally resigned from the post of Maharashtra Governor on Thursday.

Following his resignation, President Murmu appointed Gujarat Governor Acharya Devvrat to take additional charge as the Governor of Maharashtra, an official statement from the Rashtrapati Bhavan confirmed.

Soon after taking the oath, Vice President Radhakrishnan has scheduled a meeting, according to sources, with all floor leaders of the Rajya Sabha at 12:30 p.m. The meeting was announced late on Thursday evening.

Radhakrishnan, the NDA nominee, was elected as the 15th Vice President of India on Tuesday, securing 452 votes against Opposition candidate and former Supreme Court judge B. Sudershan Reddy, who received 300 votes. Vice Presidential election was held following the resignation of Jagdeep Dhankhar.

Following the announcement of results, Prime Minister Narendra Modi congratulated CP Radhakrishnan and expressed confidence that the newly elected Vice President would strengthen India’s constitutional values.

“Congratulations to Thiru CP Radhakrishnan Ji on winning the 2025 Vice Presidential election. His life has always been devoted to serving society and empowering the poor and marginalised. I am confident that he will be an outstanding VP, who will strengthen our Constitutional values and enhance Parliamentary discourse,” PM Modi wrote on X.

Brasilia, Sep 11:  A panel of Brazilian Supreme Court justices sentenced former president Jair Bolsonaro to 27 years and three months in prison Thursday after convicting him of attempting a coup to remain in office despite his 2022 electoral defeat.

Bolsonaro is currently under house arrest in Brasilia. He can appeal the sentence.

Four of the five justices reviewing the case in the panel found the far-right politician guilty on five counts.

US President Donald Trump said hours later that he was “very unhappy” with the conviction. Speaking to reporters as he departed the White House, he said he always found Bolsonaro to be “outstanding.”

Srinagar, Sep 11: Jammu and Kashmir Police chief Nalin Prabhat on Thursday directed district police heads in the Union Territory to closely monitor social media platforms to prevent the spread of misinformation that could jeopardise public safety and order.

The J&K Director General of Police (DGP) chaired a security review meeting at the Police Control Room Kashmir here to assess the prevailing security situation and to discuss measures to further strengthen the security framework, a police spokesman said.

At the outset, the zonal inspector generals and heads of various wings briefed the DGP on the current security situation in the Union Territory, he said.

The spokesman said the DGP was also briefed about the recent developments regarding anti-terrorist operations and actions taken in response. The discussion further focused on recent security issues, ongoing challenges, and strategies to address them.

During the meeting, Prabhat urged district heads to closely monitor social media platforms to prevent the spread of misinformation that could jeopardise public safety and order, the spokesman said.

He said the DGP directed the officers to intensify surveillance on anti-national elements and ramp up area domination efforts in their respective areas, and emphasised the importance of bolstering security around vulnerable targets and ensuring fool-proof security measures.

The J-K police chief also addressed the issue of rising general crime in certain areas and directed district heads to strengthen community policing initiatives and improve public outreach programmes, the spokesman said.

Srinagar, Sep 11: The Nigeen Tourist Traders Association (NTTA) has welcomed the Union Ministry of Textiles’ distribution of Modified Modern Steel Carpet Looms under the Integrated Wool Development Programme (IWDP) at the Indian Institute of Carpet Technology (IICT), Srinagar.

President NTTA, Manzoor Ahmad Wangnoo, described the initiative as a significant step for Kashmir’s handicrafts and tourism sector. “Kashmiri carpets are not just products — they are living heritage and the pride of our Valley. Modern looms will improve working conditions, enhance quality, and ensure authenticity. This step strengthens artisan livelihoods while enriching Kashmir’s tourism identity,” he said.

The introduction of modern looms is expected to improve productivity and ergonomics for artisans, safeguard authenticity through better testing and certification, and boost tourist confidence in genuine Kashmiri crafts. The government’s proposal for 500 additional looms will further expand these benefits.

NTTA highlighted the link between heritage preservation and tourism growth. “Visitors come to Kashmir seeking authenticity. By modernising carpet weaving while preserving tradition, we create sustainable livelihoods and offer tourists a true Kashmiri experience,” Wangnoo added.

The Association urged authorities to ensure transparent distribution of the new looms, strengthen design innovation, and integrate Kashmiri carpets into global quality benchmarks and tourism promotion campaigns.

Ramban, Sep 11: The Srinagar-Jammu National Highway remained partially open on Thursday for stranded traffic, stuck for several days at different locations between Srinagar and Jammu due to landslides and extensive damage to a 250-meter road stretch at Tharad in Udhampur district.

Official sources said traffic was being regulated on a rotational basis at Tharad between Chenani and Udhampur.

In the morning, Light Motor Vehicles (LMVs) were allowed to cross the landslide-affected stretch, while road restoration and traffic management continued simultaneously.

Later in the day, hundreds of heavy vehicles carrying essential supplies were allowed to move towards Kashmir from Udhampur.

In the evening, apple-laden trucks stranded for the past 16 days at Qazigund in south Kashmir were also permitted to move towards Jammu.

Authorities confirmed that the highway had not yet been fully restored at Tharad.

Earlier, vehicle operators faced difficulties due to slippery conditions on the unpaved diversion stretch prepared for temporary traffic movement.

Due to the single-lane passage, congestion continued at several points along the highway.

On Thursday morning, traffic authorities said the highway had not been fully restored at Tharad, due to which only one-way traffic movement of LMVs and heavy vehicles was allowed.

They advised commuters not to travel against the issued advisory and follow lane discipline, and said overtaking would cause congestion.

The traffic authorities advised to check the status of the road on the Traffic Control Units (TCUs) of Srinagar, Jammu, Udhampur, and Ramban and on the X handle and Facebook page of J&K Traffic Police before undertaking journeys on the highway.

Drivers and vehicle operators late Thursday evening said that a large number of vehicles were still stuck in congestion in the Udhampur area.

Meanwhile, a commuter, Advocate Khursheed Wani, who started his journey from Banihal towards Jammu at 7 am, said he reached Nashri by 8 am, where traffic was halted by the Police.

He said that one tube of the Chenani-Udhampur stretch had sunk with huge cracks, rendering it unsafe, while traffic was being diverted through a narrow, muddy track.

Wani said continuous landslides and repair works were causing long delays and increasing risks.

He advised the public to travel only in case of emergency, cautioning that the Chenani-Udhampur stretch was unsafe for smooth movement and may result in prolonged halts.

Ibex key to snow leopard survival in Kishtwar

Srinagar, Sep 11: For the past two years, Ondrila Sanyal, 33, a Kolkata-based researcher with the Zoological Survey of India, has been documenting the spatio-temporal use of Asiatic ibex (Capra sibirica) in Kishtwar High Altitude National Park (KHANP), where wild ungulates and domestic livestock share fragile Himalayan pastures.

Sanyal, who holds a postgraduate degree in environmental sciences from the University of Calcutta and has spent 9 years in wildlife conservation research with the Wildlife Institute of India, University of Kashmir (KU) and Wildlife Trust of India (WTI), said her findings show ibex herds of 25 to 30 individuals frequent the same alpine grazing grounds used by nomadic livestock.

“The ibex is a true wild goat and a near-threatened species. It is also the primary prey of the snow leopard. If we want to secure snow leopards in Kishtwar, we must ensure the ibex population remains healthy,” Sanyal told participants at the 2nd International Conference on Hangul and Other Threatened Ungulates (2IHUC-25) at Sher-e-Kashmir University of Agricultural Sciences and Technology, Kashmir (SKUAST-K)’s Shalimar campus.

From May to August, nomadic herders bring sheep and goats into the park’s meadows.

Camera trap studies and field surveys revealed that livestock activity influences ibex presence and habitat use.

“They can’t entirely avoid livestock, so the management strategy should be to develop species activity-specific core zones inside the national park,” Sanyal said.

Her team has also reported the presence of musk deer – both Himalayan musk deer and Kashmir musk deer in the park.

Camera trap images captured the Kashmir musk deer in 2022 and 2023.

Unlike the ibex, musk deer are solitary and avoid large groups.

Along with the Himalayan goral, these species form part of the Chenab Valley’s greater Himalayan ungulate diversity.

Sanyal said the park holds “a healthy ibex population” and “good captures” in surveys, underlining its importance for snow leopard conservation.

“The study opens new frontiers for understanding predator-prey dynamics in the Himalayas,” she said.

The international conference, which began on Wednesday, is dedicated to the conservation of the critically endangered Kashmir red deer, or Hangul, along with related species such as the Bukhara deer, Tarim deer, and other threatened ungulates worldwide.

More than 200 delegates from across India and abroad are participating, including experts from the United States, the United Kingdom, Canada, the Middle East, and Central and South Asia.

Vice Chancellor SKUAST-K, Prof Nazir Ahmad Ganai, who inaugurated the event, said science, policy, and community engagement are key to wildlife conservation.

“Hangul occupies a place of pride in J&K’s wildlife heritage. This platform should help the next generation of scientists build networks and an actionable roadmap for conservation,” he said.

Commissioner Secretary, Forest, Ecology and Environment, Sheetal Nanda, and eminent international experts, including Dr Susana Gonzalez and Dr Stefano Focardi, also addressed the gathering, calling for coordinated strategies to protect ungulates against pressures of urbanisation, climate change, and disease.

Held under the banner of the International Support and Alliance for the Central Asian Red Deer with IUCN recognition, the conference covers a wide range of themes, including population dynamics, ecology, wildlife health, genetics, breeding and reintroductions, climate change adaptation, and community engagement.

Organisers said the event marks “a milestone of global conservation relevance” and underscores India’s commitment to the Sustainable Development Goals.

Sanyal’s ibex research was conducted under the supervision of Dr Tauqeer Bashir of SKUAST-Kashmir, with funding from the National Development Foundation and the J&K Wildlife Protection Department.

Washington, Sep 11: Sergio Gor, President Donald Trump’s nominee for US Ambassador to India, during his Senate confirmation hearing, revealed that the US has invited an Indian delegation to visit Washington next week and the two sides are close to a deal.

“We’re actively negotiating with the Indians right now. In fact, the President has invited their commerce and trade ministers to come visit us next week, and he’ll be meeting with Ambassador Greer here in Washington. Part of that will include a hopeful deal. We’re not that far apart right now on a deal. In fact, they’re negotiating the nitty-gritty of a deal,” he announced.

He also reiterated Washington’s commitment to the Quad – a group of four democracies – India, the United States, Japan and Australia.

Gor said that the group is “vitally important” and indicated that President Trump could travel to India for the leaders’ summit, which is scheduled to occur in India later this year.

“The president is fully committed to continuing to meet with the Quad and strengthening it. In fact, there’s already been talk of a trip for the next Quad meeting,” Gor added.

He recalled how Secretary of State Marco Rubio met Quad Foreign Ministers within an hour after assuming office.

“Secretary Rubio was sworn in, one hour after his first meeting at Foggy Bottom, which was a meeting with the foreign ministers of the Quad,” he emphasised.

On India-China relations, Gor said that despite the current “hiccups” in India-US ties, he believed Washington has “a much warmer relationship than they have with the Chinese” and hoped that India is “pulled into our side, and away from that.”

“Just five years ago, they were in open conflict. Frankly, they are concerned by Chinese expansionism, and Chinese expansionism is not just on the border of India; it’s all over the area. And we share a lot in common, and then we share a lot of the same concerns that other nations in the region do. We will make that a top priority,” he added.

Gor also lauded India for being a “stopgap” within the BRICS grouping.

“Indians have been on our side on various issues within BRICS, including several individuals in BRICS – Brazil, China, who have pushed for years to move away from the US dollar. India has been the stopgap for that. India is much more willing and open to engage with us than with some of those other individuals that are in BRICS,” he pointed out.

Jammu, Sep 11: MP (Rajya Sabha) Ghulam Ali Khatana has announced the allocation of Rs 3 Crore under MPLADS for the urgent restoration and relief works in Jammu & Kashmir, said a party statement. The announcement was made in the presence of BJP J&K President Sat Sharma, General Secretary (Organization) Ashok Koul, Vice-President Zulfikar Ali Choudhary, General Secretary Baldev Singh Billawaria, and other senior leaders at the BJP Headquarters, Trikuta Nagar, Jammu.

The funds will be utilised to address the extensive damage caused by incessant rains, flash floods, and related calamities that have severely affected public infrastructure and disrupted livelihoods across the Union Territory.

Speaking on the occasion, Sat Sharma expressed gratitude to MP Khatana for setting an example of responsibility and public service. “The BJP remains committed to standing with the people of J&K in this hour of distress. Our representatives will ensure that every possible resource is mobilized for relief and rehabilitation,” he said.

Ashok Koul, while appreciating the initiative, reiterated the party’s resolve to provide timely assistance. He remarked that the calamity has caused widespread hardship, and it is the duty of public representatives to extend maximum support. He said that the BJP has always believed in service before self, and this contribution reflects our dedication to the people.

Srinagar, Sep 11: Chief Secretary Atal Dulloo on Thursday chaired a high-level meeting to review the progress made on the implementation of the Cyber Security Action Plan across J&K.

At the outset, the Chief Secretary took a comprehensive review of the initiatives undertaken to strengthen the cyber security framework of the UT.

He noted with satisfaction the progress made in the security audit of departmental websites, installation of Endpoint Detection and Response (EDR) and Unified Endpoint Management (UEM) solutions in the Civil Secretariat, and other measures designed to safeguard government systems from cyber threats.

He also reviewed steps being taken for the augmentation of State Data Centre (SDC), operationalization of a Mini Security Operations Centre (SOC), and capacity building of officers to promote cyber hygiene across departments.

Stressing on the importance of holistic protection of IT assets, the Chief Secretary directed for the early roll-out of the e-SAM portal in J&K. The system will ensure comprehensive inventorization of all IT assets and strengthen their security and monitoring.

During the meeting, Secretary, IT Department, Dr. Piyush Singla, briefed that out of 250 websites, security audit of 175 has been completed and are live, while the remaining 40 are under vulnerability testing.

He added that 1–2 websites are being cleared daily and the entire process will be completed within the ensuing month.

The meeting was further informed that the census of IT assets had been completed by 23 departments, and the J&K instance of the e-SAM portal is in the testing phase. Once operational, it will provide a unified, end-to-end inventory of IT assets to strengthen cyber resilience. The Chief Secretary emphasized the importance of a proactive approach to cyber security, underlining that robust digital safety measures are integral for ensuring efficiency and reliability in governance. He directed all departments to work in close coordination with the IT Department to plug gaps, adopt best practices, and complete all pending tasks within stipulated timelines.
