High Court acts on EPG report, summons top officials over flood threat

Srinagar, Sep 08: The High Court of Jammu & Kashmir and Ladakh on Monday took serious note of the emerging flood crisis in the Valley (Flood 2025) during the hearing of the Public Interest Litigation (PIL) titled Environmental Policy Group (EPG) v. Union of India & Others.

The Division Bench led by the Hon’ble Chief Justice examined a six-page urgent report filed by EPG Convenor Faiz Bakshi, which was presented before the Court by Advocate Nadeem Qadri, Amicus Curiae appointed in the matter. The report raised immediate concerns over preparedness, flood-control measures, and the risks to life, property, and the fragile ecology of Kashmir.

Taking cognisance of these concerns, the Court directed the Commissioner/Secretary, Irrigation & Flood Control Department, the Commissioner/Secretary, Housing & Urban Development Department, and the Divisional Commissioner Kashmir to appear personally before the Bench in a special hearing scheduled for tomorrow.

The Court also ordered the government of Jammu & Kashmir to take urgent steps and file a comprehensive Action Taken Report (ATR). The matter has been listed for further consideration on September 9, 2025.

In his written report, Bakshi was unsparing in his criticism of the administration’s handling of the issue. “The government is clueless on the way forward,” he wrote.

“Those who are competent and qualified to decide the future course of action are neither empowered nor listened to, while those who are empowered but not qualified are not inclined to act. Till the government decides on a clear strategy, it is imperative that no land be allotted for government buildings or other facilities without first establishing that it is not a waterbody. Any allocation, sale, transfer of land, or construction within 500 metres of wetlands must be stopped immediately. Projects like Rakh Arth, Transworld University, and IIM Srinagar should be halted forthwith.”

The EPG report urged the Court to enforce an immediate ban on all land allotments, transfers, and construction in wetland areas, noting that rampant encroachment was compounding the Valley’s flood vulnerability. It also stressed that conservation of natural flood basins and wetlands was critical to preventing a repeat of the devastation witnessed in September 2014.

Bakshi, while underscoring the absence of a coherent government policy, emphasised that Kashmir’s long-term security depends on flood moderation. “We do not have any other viable and practical solution,” he cautioned. “Small storages must be created in every basin and sub-basin and used to moderate the flow. These mini dams can, in fact, be paired with solar power to construct hybrid pumped storage systems. Therein lies the answer to our two main woes — flood and power — in that order.”

The Court’s intervention is being seen as a significant step towards ensuring accountability, compelling the administration to act decisively, and safeguarding the lives, property, and environment of millions of residents of the Valley who remain exposed to the looming flood threat.

Srinagar, Sept 8: Veteran journalist and author Sankarshan Thakur has passed away, leaving behind a deep void in political journalism. Thakur, known for his incisive reporting and authoritative books on Indian politics, particularly Bihar, was widely respected across the country.

In Jammu and Kashmir, political leaders expressed grief over his demise. Former Chief Minister and National Conference Vice President Omar Abdullah, in a post on X, wrote: “Deeply saddened to hear about the passing away of Sankarshan Thakur. His work reflected depth, fairness, and integrity. A huge loss to journalism.”

NC Chief Spokesperson Tanvir Sadiq and PDP President Mehbooba Mufti also paid tributes. Mehbooba said Thakur remained “a fearless voice committed to truth.”

NC leader Nasir Aslam Wani (Sogami) wrote on X: “Shocked to hear about the untimely demise of Sankarshan Thakur. His writings brought out the complexities of Indian politics with unmatched clarity. My deepest condolences to his family.”

On Thakur’s demise, the Press Club of India stated, “We’ve lost a fearless voice in journalism”. Praising his Praising his integrity in profession, it added that “His sharp political analysis and unwavering commitment to the truth will be deeply missed”

In a post on X, the Press Club of India wrote, “Senior journalist and editor of The Telegraph newspaper, Sankarshan Thakur passed away today. He was 63. We’ve lost a fearless voice in journalism. His sharp political analysis and unwavering commitment to the truth will be deeply missed. In this time of sorrow, the Press Club of India stands with his family, friends, and all who feel the weight of this loss.”

Thakur authored several acclaimed books, including The Brothers Bihari and Single Man: The Life and Times of Nitish Kumar of Bihar, and had a long career with leading national dailies.

Srinagar, Sept 08: Former Member of Legislative Assembly (MLA) from Chenani and retired Range Officer, Dina Nath Bhagat, passed away on Monday.

Family sources informed that Bhagat breathed his last this morning. His demise has been widely condoled across political and social circles.

The cremation of the veteran leader will take place today at 4:30 PM at Devika Ghat in Udhampur.

Srinagar, Sept 8: National Conference Chief Spokesperson and MLA Zadibal Tanvir Sadiq on Monday said that the violence at the Hazratbal shrine was a spontaneous reaction to a violation of religious sentiments and demanded immediate action against those responsible, including the Vice-Chairperson of the Waqf Board.

He also urged the formation of a House Committee to investigate irregularities in allotments and tenders by the board.

Sneaking to reporters, Sadiq condemned the violence but said it was a response to the misuse of the state emblem at the shrine. “Violence is no one’s answer. We can fix it better, but because religious sentiments were broken, what people did was a spontaneous response,” he said.

He added that the misuse of the state emblem was a serious violation and action should be taken against those responsible. “The police also have to see that if the state emblem is misused, that is a big thing… whoever misuses the emblem, there should be action on it,” he said.

Sadiq called for accountability and said that the first step should be to take action against the Vice-Chairperson. “First there should be action against VC , and the rest of the FIRs, I think, it was better to talk to them, call them lovingly… intimidate them and give them reference of the police and PSA, that is wrong,” he said.

He further called on the Assembly’s House Committee to take up an inquiry into irregularities in allotments and tenders given without proper procedures. “We request the House Committee that as soon as possible, we have to remove all the charges that have been filed in the work board, the allotment that has been done without any e-tendering, against our people… we want an investigation on that, and all those involved should be punished,” he said.

Earlier, while referring to the contribution of people in building the Hazratbal Shrine, Sadiq recalled the efforts of Sheikh Abdullah in collecting donations. “The biggest institution, which is our Muslim Awaqaf Trust, which is now the Waqf Board, the hard work that Shere-e-Kashmir has done by going at everyone’s home, to make Dargah so good, that our devotees can come here from afar to pray, to do their religious duty… so their contribution is something we will never forget,” he said.(KNS)

Srinagar, Sept 08: Union Minister Dr Jitendra Singh on Monday said that efforts are being made on a war footing to clear the Jammu–Srinagar National Highway blockade at Thard and Bali Nalah in Udhampur.

In a post on X, Dr Singh said the weather had cleared and the NHAI authorities were working round the clock to restore traffic movement on the highway. “Hopefully by late evening, it may be possible to start allowing the traffic movement,” he said.

He added that in the absence of road connectivity beyond Udhampur, special arrangements have been made to transport essential supplies. A newly introduced special local passenger train is operating between Katra and Ramban Sangaldan, ensuring movement of essentials.

“These essentials can then be carried forward by road to districts Doda and Kishtwar as well,” the minister said, while assuring that continuous efforts are being made to restore normal traffic on the highway. (JKNS)

Srinagar, Sept 08: The Jammu and Kashmir National Conference on Monday observed the 43rd death anniversary of party founder and former Chief Minister Sheikh Mohammad Abdullah at Qaid Mazar, Naseem Bagh, Srinagar.

Party president Dr Farooq Abdullah, along with senior leaders and workers, offered tributes at the mausoleum and recalled the contribution of Sher-e-Kashmir to the people of Jammu and Kashmir.

Advisor to J&K Chief Minister and NC leader Nasir Aslam Wani, while speaking to media persons, as per JKNS said, “We are remembering our leader today. For generations, we have been honouring his sacrifices, and we can never forget them. The very existence of the people of Jammu and Kashmir is because of the vision and struggle of Sher-e-Kashmir.”

He added, “It is our duty to remember him and all those elders who gave their lives for us. Whether or not the government declares a holiday on this day, we will continue to commemorate it with devotion. This party was created in the spirit of public service, not for the sake of power. Sharjah, Sep 08: Left-arm spinner Mohammad Nawaz claimed a hat trick and inspired Pakistan to a 75-run win in the final of the Twenty20 tri-series as Afghanistan crashed to its second lowest-ever T20 score of 66.

Afghanistan’s spinners, led by Rashid Khan’s 3-38, had earlier limited Pakistan to 141-8 which was the lowest total by teams batting first in the tournament that also featured United Arab Emirates.

“It was the kind of wicket where even 130-140 was always going to be challenging and once we got there, we knew it would be tough for them,” Pakistan captain Salman Ali Agha said.

“Since Nawaz’s comeback, he’s been outstanding, performing brilliantly in all departments. For me, he’s the guy I can rely on in tough situations.”

Nawaz (5-19) sliced through the Afghan middle-order with the wickets of Darwish Rasooli and Azmatullah Omarzai off the last two balls of his first over in the powerplay. He became only the third Pakistani bowler to achieve a hat trick in T20s when in-form batter Ibrahim Zadran was stumped off the first ball of Nawaz’s second over.

Fast bowlers Faheem Ashraf and Mohammad Hasnain achieved hat tricks for Pakistan against Sri Lanka in 2017 and 2019, respectively.

Nawaz had Afghanistan on the mat with four wickets for just one run in his first two overs when he also had Karim Janat leg before wicket off a straight delivery before he rounded off a perfect night at Sharjah Cricket Stadium by claiming the wicket of Khan in his final over.

Khan, playing in his 100th T20 for Afghanistan, top-scored for his team with 17 while Sediqullah Atal made 13 as none of the other batters could reach double-figures with two specialist spinners Sufiyan Muqeem (2-9) and Abrar Ahmed (2-17) also baffling the batters.

“I feel like that was a chaseable total but we didn’t play the brand of cricket we wanted,” Khan said. “Losing five wickets inside the powerplay made it really hard to bounce back … it’s important for us to learn from these conditions ahead of the Asia Cup.”

Pakistan had earlier chosen to bat first and stuttered to 72-5 in the 12th over before Nawaz revived the innings by contributing 25 runs off 21 balls and sharing a 40-run stand with Agha, who made 24 before falling to Khan in the 17th over.

On a spinning wicket, Pakistan batters struggled and Saim Ayub was limited to 17 runs off 19 balls while Fakhar Zaman couldn’t read Khan’s straight delivery and was out plumb leg before wicket for 27 in 26 deliveries.

But Pakistan’s template of going with a fleet of all-rounders bailed them out and gave the team confidence ahead of the Asia Cup, starting in UAE on Tuesday.

“We wanted to prepare in a way that helps us for the Asia Cup and we’ve done that,” Agha said. “We’ve been doing really well since the Bangladesh home series. Finally, we’re in very good shape and fully prepared for the Asia Cup.”

Srinagar, Sep 08: The continuous closure of the Srinagar-Jammu Highway, coupled with alleged mismanagement along the Mughal Road, has badly hit the mutton industry in Kashmir Valley, triggering acute shortage and forcing people to postpone wedding ceremonies.

According to the Mutton Dealers Association, more than 150 weddings scheduled across the Valley had to be deferred due to the unavailability of mutton. General Secretary of the Association, Mehrajuddin Ganai said that the situation has become alarming, and if the livestock supply does not reach the Valley within a day, there will be zero availability of mutton from Tuesday onwards.

He revealed that at least 400 sheep have already died over the last three days in stranded trucks. The deaths have been attributed to prolonged halts, lack of food and water, and suffocation inside vehicles.

Although the government maintains that essential supplies are being routed through Mughal Road, the dealers alleged that traffic police are violating norms and creating unnecessary bottlenecks. “Right from Lakhanpore, trucks are stopped at multiple points, including, Nowshera, Sarankote and Poonch. They are made to wait for days before being allowed to move forward, leading to massive cattle deaths and financial losses,” Ganai said.

He said that trucks laden with sheep and goats remain stranded at several locations for three to four days at a stretch. The dealers alleged that authorities have failed to facilitate smooth movement despite repeated pleas.

The Mutton Dealers Association has appealed to the administration to intervene urgently and ensure the hassle-free passage of livestock trucks into Kashmir to prevent further losses and stabilize the market supply. [KNT]

In rare ruling, Israeli Supreme Court says Israel deprives Palestinian prisoners of food

Tel Aviv, Sep 08: In a highly rare exercise of wartime legal restraint, Israel’s Supreme Court ruled Sunday that the Israeli government has deprived Palestinian detainees of even a minimum subsistence diet and ordered authorities to increase the amount and improve the quality of food served to deprived Palestinian inmates.

Although it’s the job of the Supreme Court to advise the government of the legality of its policies, the Israeli judiciary has seldom taken issue with its actions in the 23-month Israel-Hamas war.

Since Hamas’ October 7, 2023, attack on southern Israel that killed 1,200 people, mostly civilians, Israel has largely rejected growing international criticism of its conduct by arguing that it was doing what was necessary to defeat Hamas.

The Israeli army has detained large numbers of Palestinians in Gaza and the occupied West Bank on suspicion of militant ties. Thousands have been released from months of detention in camps and jails without charge to tell of brutal conditions, including overcrowding, scant food supplies, inadequate medical attention and scabies outbreaks.

As Israel’s highest tier of accountability, the Supreme Court hears complaints from individuals and organisations against Israeli government actions, such as its practice of restricting food and medical supplies to Gaza or, in this case, what two Israeli human rights groups described in their complaint as the security establishment’s “systemic policy” of depriving Palestinian prisoners of food.

The three-judge panel ruled unanimously that the Israeli government had a legal duty to provide Palestinian prisoners with three meals a day to ensure “a basic level of existence” and ordered authorities to fulfil that obligation.

In an unexpected 2-1 decision, the court furthermore accepted the petition filed last year by the Association for Civil Rights in Israel, or ACRI, and the Israeli rights group Gisha, siding with their allegations that the government’s deliberate restriction of prisoners’ food in Israeli detention facilities has caused Palestinians to suffer malnutrition and starvation during the Israel-Hamas war.

“We are not speaking here of comfortable living or luxury, but of the basic conditions of survival as required by law,” the ruling said. “Let us not share in the ways of our worst enemies.”

Palestinian authorities have recorded the deaths at least 61 Palestinians in Israeli custody since the war started. In March, a 17-year-old Palestinian in Israel prison died of what doctors said was likely starvation.

Israeli National Security Minister Itamar Ben-Gvir, who oversees the prison system, boasted last year that he degraded the conditions of security prisoners to the bare minimum required by Israeli law.

Ben-Gvir, who leads a small far-right ultranationalist party, lashed out at the court ruling Sunday.

“Are you from Israel?” he asked the judges, arguing that while Israeli hostages in Gaza have no one to help them, Israel’s Supreme Court defends Hamas “to our disgrace”.

He vowed the policy of providing prisoners with “the most minimal conditions stipulated by law” would continue unchanged.

ACRI called on authorities to implement the verdict immediately. In a post on X, the rights group said Israel’s prison service has “turned Israeli prisons into torture camps.”

“A state must not starve people,” it said. “People must not starve people — no matter what they have done.”

Jammu, Sep 08: Union minister Jitendra Singh had a word of caution for his BJP colleague and Jammu and Kashmir MLA Shakti Raj Parihar, saying leaders should be “frank in stating facts without handing out lofty promises” to people looking for a return to normalcy following a series of calamities.

He was responding to an X post in which the Doda MLA claimed he was assured by the minister and the divisional commissioner of Jammu that fuel supply would be facilitated to the area via the Mughal Road at the earliest to support critical services and public needs.

“Although our colleague and Doda MLA Shakti Raj Parihar has spoken to me expressing his concern (about shortage of fuel in Doda), the present unusual and difficult calamity conditions require that we should be free and frank in stating the facts without handing out lofty promises which are impracticable or undoable to our citizens who are already well informed and wise enough,” Singh said on X in response to Parihar’s post.

The minister of state in the PMO who represents Udhampur in the Lok Sabha said the matter of fact is that the Mughal Road, which was blocked for several days, has just been opened only for single-lane movement for light vehicles, and it may not be possible to ply heavy petrol trucks on it at the risk of an accident.

“Moreover, in case of continuous rain, it is likely that the Mughal Road may get blocked any time again,” he said.

The Mughal road is an alternate route linking Poonch and Rajouri districts in the Jammu region with south Kashmir’s Shopian district.

Its reopening two days ago came as a big relief to stranded passengers since the Jammu-Srinagar National Highway has been closed for nearly a fortnight now owing to multiple landslides between Udhampur and Banihal.

Referring to the Jammu-Srinagar road, Singh said attempts were made to remove the blockade on the highway in Udhampur at Thard and Bali Nalah on Sunday night, but incessant rains hampered the operation.

“It is hoped that the NHAI authorities working round the clock will succeed in opening at least a part of it by tomorrow (Monday) to enable petroleum/ fuel and other essential vehicles to get a passage on a priority basis.”

Earlier, Doda MLA Parihar, in his X post, said that due to the prevailing weather conditions, fuel shortages have started causing panic among the people and are badly affecting the restoration work on highways and link roads in the district.
