Centre transfers over Rs 4.28 lakh crore as tax revenue to states

New Delhi, Aug 29: The Central government has received Rs 10,95,209 crore from April to July of the current financial year, which comprises 31.3 per cent of the corresponding budget estimates (BE) for 2025-26, according to data released by the Finance Ministry on Friday.

Of this, a sum of Rs 6,61,812 crore constitutes net tax revenue to the Centre, Rs 4,03,608 crore is non-tax revenue, and Rs 29,789 crore is part of non-debt capital receipts.

The Centre has transferred Rs 4,28,544 crore to state governments as devolution of share of taxes during this period, which is Rs 61,914 crore higher than the previous year, the Finance Ministry said.

Total Expenditure incurred by the Centre during this period is Rs 15,63,625 crore, which constitutes 30.9 per cent of the corresponding BE 2025-26. Out of this total amount, Rs 12,16,699 crore is on the revenue account and Rs 3,46,926 crore is on the capital account, which is spent on large infrastructure projects.

Interest payments make up Rs 4,46,690 crore of the total revenue expenditure, while major subsidies account for Rs 1,13,592 crore.

The government’s capital expenditure on big-ticket infrastructure projects in the highways, railways, ports and power sectors has crossed Rs 3.5 lakh crore compared to Rs 2.6 lakh crore a year ago. This augurs well for the economy as these infrastructure projects push up the growth rate and have a multiplier effect on creating more jobs and incomes.

The government’s fiscal deficit is also well under control at 29.9 per cent of the budget estimate fixed for the full fiscal year 2025-26.

A declining fiscal deficit reflects the strengthening of the fundamentals of the economy and paves the way for growth with price stability. It leads to a reduction in borrowing by the government, thus leaving more funds in the banking sector for lending to corporates and consumers, which leads to higher economic growth. A low fiscal deficit also helps to keep inflation in check.

Srinagar, Aug 29: Lieutenant Governor’s Secretariat on Friday constituted a high-level three-member committee headed by Additional Chief Secretary to the Government, Department of Jal Shakti, J&K, to enquire reasons behind landslide incident at Shri Mata Vaishno Devi track occurred on August 26, 2025

An order issued by Lieutenant Governor J&K, who is also Chairman of Shri Mata Vaishno Devi Shrine Board reads, “A high-level three-member Committee, headed by Additional Chief Secretary to the Government, Department of Jal Shakti, J&K, is hereby constituted to enquire into the reasons behind the tragic landslide incident near Adhkuwari on Shri Mata Vaishno Devi Ji track, district Reasi on 26.08.2025”.

The Committee shall comprise of Additional Chief Secretary to the Government, Department of Jal Shakti, J&K; Divisional Commissioner, Jammu; and Inspector General of Police, Jammu.

The Committee shall examine in detail the causes and reasons behind the incident and point out any lapses. It shall access responses in the form of rescue and relief measures undertaken. Further the Committee will suggest appropriate SOPs and measures for preventing recurrence of such incidents in future.

The Committee shall submit its report within two weeks to the Hon’ble Chairman, Shri Mata Vaishno Devi Shrine Board.

Police attach property of notorious drug peddler in Handwara

Srinagar, Aug 29: In a decisive move against drug trafficking, Jammu and Kashmir Police in Handwara has attached the property of a notorious drug peddler under Section 68-F of the NDPS Act, 1985, as part of its relentless efforts to curb the drug menace and its illicit proceeds.

A police spokesperson said the seized asset is a double-storey residential house with an attic, located in Magam, Handwara, belonging to Hilal Ahmad Rather, son of Ab. Rashid Rather, resident of Geeripora Magam.

He said the property, valued at approximately Rs 25 lakh, was found to have been illegally constructed using proceeds from drug trafficking.

Hilal Ahmad Rather is accused in a major NDPS case involving a commercial quantity of contraband for which case has been registered under FIR No. 189/2021, with charges under Sections 8/20 and 29 of the NDPS Act at Handwara Police Station, he said.

Following thorough investigation and adherence to legal procedures, the property has been formally attached, with a reference sent to the Competent Authority, SAFEMA, New Delhi, for confirmation, spokesperson added.

Shillong, Aug 29: Indian Air Force (IAF) Chief Amar Preet Singh on Friday highlighted the need for a unified approach to counter emerging threats and challenges to maintain a high level of preparedness to respond to any situation.

While addressing the Commanders’ Conference, he also emphasised the crucial role of Eastern Air Command (EAC) in securing the country’s northern and eastern borders. Air Chief Marshal Singh attended the Commanders’ Conference held in Eastern Air Command headquarters in Shillong on Thursday and Friday.

Defence spokesman Lt Col Mahendra Rawat said that the four-day Conference is being held from August 27 to August 30.

In his address, the Chief of the Air Staff (CAS) emphasised the crucial role of Eastern Air Command in securing the Country’s northern and eastern borders, the spokesman said. The conference focused on enhancing the operational capabilities and effective coordination with other services to ensure seamless operations in the region.

The CAS awarded trophies to Air Force Stations for achieving excellence in the field of operations, maintenance and administration. The students of Air Force School, Kendriya Vidyalaya and UMEED Vidya Kiran School, Upper Shillong, had an opportunity to interact with the IAF Chief on Friday. The interaction evoked immense motivation and left an indelible impression on young minds.

The CAS was earlier received by Air Marshal Surat Singh, Air Officer Commanding-in-Chief, EAC. The IAF chief was presented with a guard of honour on his arrival and was introduced to all Commanders and Senior Officers of EAC.

Meanwhile, Air Marshal Surat Singh visited Air Force Station Kalaikunda last week to preside over the valedictory function of the 213 pilot course. The Air Marshal awarded trophies to the pilots who excelled in various fields and congratulated them on their successful completion of training.

Tokyo, Aug 29: Prime Minister Narendra Modi on Friday said it is important for India and China to work together to bring stability to the world economic order as he asserted that New Delhi is ready to advance bilateral ties from a strategic and long-term perspective based on mutual respect, mutual interest and mutual sensitivity.

In an interview with The Yomiuri Shimbun published during his ongoing visit to Japan, Modi also asserted that stable, predictable, and amicable bilateral relations between India and China, as two neighbours and the two largest nations on earth, can have a positive impact on regional and global peace and prosperity.

Asked about the importance of improving relations with China at this time, Modi said, “At the invitation of President Xi Jinping, I would be travelling to Tianjin from here to take part in the SCO Summit. Since my meeting with President Xi in Kazan last year, steady and positive progress has been made in our bilateral ties.”

Stable, predictable, and amicable bilateral relations between India and China, as two neighbours and the two largest nations on earth, can have a positive impact on regional and global peace and prosperity, he said.

This is also crucial for a multi-polar Asia and a multi-polar world, he added.

“Given the current volatility in world economy, it is also important for India and China, as two major economies, to work together to bring stability to the world economic order,” Modi said.

India is ready to advance bilateral relations from a strategic and long-term perspective on the basis of mutual respect, mutual interest and mutual sensitivity, and to enhance strategic communication to address our developmental challenges, he said.

On his views on the Japanese government’s concept of a free and open Indo-Pacific, Modi said there is a strong convergence between Japan’s vision of a free and open Indo-Pacific and India’s own approach encapsulated in our Indo-Pacific vision, in the ‘Vision MAHASAGAR’ and the Indo-Pacific Oceans’ Initiative.

India and Japan are committed to an Indo-Pacific that is peaceful, prosperous, stable and where the territorial integrity and sovereignty of nations are respected, the prime minister said.

“Both our countries have strong and extensive linkages with countries in the Indo-Pacific region, and we both engage with some of them in plurilateral formats to give expression to our shared objectives,” he said.

Talking about his recent conversations with the leaders of Russia and Ukraine, Modi said India has maintained a principled and humanitarian stance on the conflict, which is equally appreciated by both President Vladimir Putin and President Volodymyr Zelenskyy.

“In line with this, both the leaders spoke to me to share their perspectives on the developments related to the conflict. I reiterated India’s principled and consistent stand and encouraged dialogue and diplomacy to resolve the conflict. I have already indicated India’s willingness to support meaningful efforts aimed at achieving peaceful resolution of the conflict,” he told the Japanese newspaper.

“I believe, by virtue of our good relations with both sides, including key stakeholders, we can strengthen efforts dedicated to the restoration of an early and lasting peace in Ukraine,” Modi said.

Stressing the importance of the Global South, Modi said the global community has made a commitment to create a more equitable world through achieving Sustainable Development Goals by 2030.

“If we have to live up to this commitment, then the Global South must be given priority. In a highly interconnected world, we have seen the debilitating impact of the pandemic, conflicts and supply chain disruptions on the Global South,” the prime minister said.

They continue to face myriad challenges involving global governance, climate change, food and energy security, debt and financial stress, all having a significant impact on their development priorities, he said.

“As members of the Global South, we clearly understand these concerns and their effects on people’s lives. We have made strenuous efforts to bring these to the forefront of the global agenda,” he said.

“All our global initiatives, like Mission LiFE, Coalition for Disaster Resilient Infrastructure, International Solar Alliance, Global Biofuels Alliance, focus on promoting the interests of the Global South. Our G20 Presidency saw the inclusion of the African Union and gave voice to the aspirations of the Global South,” Modi pointed out.

Similarly, in BRICS, India is actively engaged in working toward the benefit of the Global South, he added.

India attaches importance to its engagement with BRICS, which has emerged as a valuable forum for consultation, and cooperation and has helped promote mutual understanding, on a specific set of issues of common interest to emerging economies, he said.

Under the rubric of the Quad, he said they have worked for the development and progress of the countries in the Indo-Pacific.

“India has also consistently called for urgent and comprehensive reforms of the global multilateral institutions to make them more effective and reflective of the current geopolitical and economic realities,” he said.

He pointed out that in the last 20 years, since its inception in 2004, the Quad has emerged as a force of global good, delivering positive outcomes for the people of the Indo-Pacific region.

Rajouri, Aug 29: The Government Medical College (GMC) Rajouri has announced the postponement of the written examination for the post of Junior Residents in view of the prevailing inclement weather conditions in the region.

The examination, which was earlier scheduled to be held on August 31, 2025, could not take place as per the original schedule due to continuous bad weather affecting normal activities.

According to the fresh notification issued by the Principal GMC Rajouri, the examination will now be conducted on September 4, 2025, at 11:00 AM at the Mehra Campus.

The decision was taken to ensure the safety and convenience of the candidates appearing for the test, given the challenges posed by heavy rains and road blockades in the area, the notification reads.

The clip, widely circulated online, has sparked public outrage and raised concerns over accountability in enforcement duties.

SSP Traffic City Srinagar, Aijaz Ahmad, told JKNS: “Taking suo motu cognisance of the viral video where a traffic cop is seen slapping someone, a fact-finding enquiry has been initiated. Action as warranted under rules will follow once the enquiry is completed.”

Asked what led to the incident, the officer said the details were part of the inquiry and he could not comment further.

Srinagar, Aug 29: The Supreme Court on Thursday refused to entertain a petition challenging the Jammu and Kashmir government’s notification declaring 25 books — including works by A.G. Noorani, Arundhati Roy and Anuradha Bhasin — as “forfeited” for allegedly promoting secessionism and endangering India’s sovereignty.

A bench of Justices Surya Kant, Joymalya Bagchi and Vipul M Pancholi granted liberty to the petitioner, Advocate Shakir Shabir, to approach the J&K and Ladakh High Court. It requested the Chief Justice of the High Court to list the matter before a three-judge bench and decide it expeditiously, reported Live Law.

The petition had also challenged Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which empowers state governments to forfeit publications deemed unlawful. Senior Advocate Sanjay Hegde, appearing for the petitioner, argued that the provision had “pan-India application” and was “overbroad.”

Deprecating the trend of litigants bypassing High Courts, the apex court said the J&K High Court was best suited to examine the issue, especially since some of the banned works are authored by locals. It rejected a plea to transfer the case to another High Court, observing that such a move would be “demoralising.”

The J&K Home Department’s August 5 notification claimed the books distorted history, glorified terrorists and vilified security forces, thereby fostering radicalisation among youth. Titles on the list include Sumantra Bose’s Contested Lands, Noorani’s The Kashmir Dispute 1947–2012, Roy’s Azadi, and Bhasin’s A Dismantled State.
