HC denies anticipatory bail to Tehsildar in corruption case

HC restores permission to Ludhiana trust to run Langar at Panchtarni

Srinagar, Aug 29: The High Court of Jammu & Kashmir and Ladakh at Srinagar has dismissed the anticipatory bail plea of Tehsildar Bijbhera, in connection with an alleged land scam investigated by the Economic Offences Wing (Crime Branch), Srinagar.

According to details available with Kashmir News Corner (KNC), the case stems from a complaint filed by a Srinagar woman who claimed she was cheated after purchasing over five kanals of land in Balhama in 2012. It was alleged that revenue records were tampered with, mutations fraudulently inserted, and part of the land later sold to a third party.

Investigations revealed that mutations had been altered in connivance with revenue officials, including then Tehsildar Nusrat Aziz and a Patwari. The Crime Branch registered FIR No.14/2025 under Sections 167, 420, 120-B RPC read with the Prevention of Corruption Act.

The petitioner argued that she had been falsely implicated due to personal vendetta and cited her long service record, health issues, and earlier interim bail as grounds for anticipatory bail. However, Justice Javed Iqbal Wani observed that given the gravity of the allegations and ongoing investigation, anticipatory bail could not be granted at this stage.

The court stressed that investigation must proceed “with a free hand” and noted that the evidence so far indicates a “well-planned conspiracy” involving manipulation of official records to benefit private individuals.

Dismissing the plea, the court concluded that the petitioner is “not entitled to the concession of anticipatory bail at this stage.” (KNC)

In India, capital does not just grow, it multiplies: Modi in Tokyo

Tokyo, Aug 29: India and Japan will together shape the Asian century for stability, growth and prosperity, Prime Minister Narendra Modi said on Friday as he began a two-day crucial visit to the east Asian nation.

In an address at a business forum, Modi said Japan’s excellence and India’s scale can create a perfect partnership and mutual growth.

The prime minister landed in Tokyo this morning on a two-day visit that comes amid a strain in New Delhi’s relations with Washington over President Donald Trump’s policies on trade and tariffs.

Showcasing India as an attractive investment destination, Modi said the country has political and economic stability as well as transparency and predictability in policy decisions.

In India, capital does not just grow, it multiplies, he said.

“Today, India is the fastest-growing major economy in the world and very soon, it is going to become the third largest global economy,” he said at the India-Japan Economic Forum.

Modi said India has taken bold and ambitious initiatives in a range of key areas, including artificial intelligence, semiconductor, quantum computing, biotech and space.

Technology of Japan and talent of India can together lead the technology revolution of this century, he said.

Modi also said that India is the “springboard” for Japanese business to the Global South.

India and Japan can replicate successful auto sector partnership in areas of robotics, semiconductors, ship-building, and nuclear energy, he noted.

In India’s development journey, Japan has always been an important partner, Modi said.

From Metro to manufacturing, from semiconductors to start-ups, India-Japan partnership in every sector became a symbol of mutual trust, he said.

India and Japan can make a significant contribution to the development of the Global South, especially in Africa, he added.

School enrollment in India drops for third year in a row, government schools see sharpest decline: Report

Srinagar, Aug 29: According to the latest UDISE+ data from the Education Ministry, total school enrollment in India declined for the third consecutive year. From 2022‑23 to 2024‑25, enrollment fell from 25.18 crore to 24.80 crore, and further down to 24.69 crore in 2024‑25—marking a reduction of approximately 11 lakh students (0.5%) compared to the previous year The Indian Express.

The UDISE+ 2024–25 report also showcases modernization efforts: now, over 63% of schools have computers and internet access. However, gaps persist—such as nearly 8,000 schools with zero enrollment, over 1 lakh single-teacher schools, and only 55% of schools being inclusive with barrier-free infrastructure like ramps and handrail.

As per an Indian express report, the decline was predominantly in government and government-aided schools, while private school enrollment increased from 8.42 crore (2022‑23) to 9.59 crore (2024‑25). As a result, private schools now account for 39% of total enrollments—the highest share since at least 2018‑19. In contrast, government school enrollment dropped sharply, from 13.62 crore in 2022‑23 to 12.16 crore in 2024‑25

Notably, the sharpest decline in student enrollment was seen in primary classes (Grades 1–5). In contrast, other segments—including pre-primary, upper primary (Grades 6–8), secondary (Grades 9–10), and higher secondary (Grades 11–12)—experienced slight increases in enrollment numbers. There was also a significant improvement in the secondary-level dropout rate, which dropped from 13.8% in 2022–23 to 8.2% in 2024–25.

As per reports, when it comes to the Gross Enrollment Ratio (GER):

The foundational stage (pre-primary to Grade 2) remained mostly unchanged at 41.4%—nearly identical to the previous year’s 41.5%.

The preparatory stage (Grades 3–5) recorded a small decrease, slipping from 96.5% to 95.4%.

However, GER figures increased for both middle and secondary levels, reflecting modest progress.

As per officials these figures are based on population projections from the 2011 Census, and emphasized that a new census is necessary to produce more reliable and up-to-date estimates.

In response to questions about the continued drop in enrolment, a senior official from the Ministry of Education explained that the trend likely reflects a shift in demographics, especially due to declining birth rates.

Lionel Messi led Argentina to play FIFA friendly in India

Buenos Aires, Aug 29: Lionel Messi has given his strongest hint yet that he will bid farewell to international football at next year’s FIFA World Cup.

Argentina, already assured of a place at the 2026 finals in the United States, Mexico and Canada, will host Venezuela on September 4 at the Monumental Stadium in Buenos Aires before completing qualifying away to Ecuador on September 9.

“It (the Venezuela clash) is going to be a very, very special match for me because it’s the last qualifying match,” the 38-year-old forward told reporters after leading Inter Miami into the Leagues Cup final.

Messi said his family will be present for the Venezuela game and acknowledged it could be his last opportunity to appear in front of home fans, reports Xinhua.

“I don’t know if there will be friendlies or more matches [after Venezuela], but it is a very special match, so my wife, my children, my parents, my siblings will be there with me,” he added.

The Albiceleste captain has signaled before that Argentina’s title defense in 2026 would mark the end of his international career. The former Barcelona and Paris Saint-Germain star will be 40 when the next World Cup qualifiers begin in 2027.

South American football governing body CONMEBOL echoed his comments on Thursday, posting “the last dance is coming” alongside a picture of Messi in an Argentina shirt.

Messi, the winner of eight Ballon d’Or trophies, is Argentina’s all-time leading scorer and most-capped player. His crowning moment came in December 2022 when he led the team to its third World Cup triumph in Qatar.

Vaishno Devi Board denies disregarding weather advisories, says yatra halted before cloudburst

Death toll in Vaishno Devi landslide rises to 32

Jammu, Aug 29: Shri Mata Vaishno Devi Shrine Board (SMVDSB) has refuted allegations of allowing the yatra to proceed in disregard of weather advisories and at the cost of pilgrim safety, saying that the pilgrimage was suspended at noon on August 26 ahead of the cloudburst that triggered a landslide.

However, the Board did not share details about the number of deaths that occurred in the disaster. A landslide triggered by the cloudburst struck the route to the shrine at Adhkuwari in the Trikuta hills of the Katra belt, killing 34 pilgrims and injuring 18 others.

“A few media reports have been circulating since yesterday alleging that yatra was allowed to proceed in complete disregard of weather advisories and at the expense of pilgrim safety. The Board expresses deep sorrow and pain at the unfortunate loss of pilgrims’ lives in the natural disaster on August 26, and places on record the correct factual position to dispel the impression being created by the insinuating media reports. The Board categorically denies the allegations as false and baseless,” the Board said in a statement here on Thursday night.

It said the weather conditions had remained clear and conducive for pilgrimage on the morning of August 26 until around 10 am, during which time the yatra proceeded normally. Even helicopter services were operating seamlessly then.

Asserting that the Board had made elaborate arrangements by positioning its enforcement staff and Disaster Management Task Force along the entire track as per its established standard operating procedure, it said weather updates were closely monitored.

“As soon as the forecast for moderate rains was received, registrations were immediately suspended. The majority of the yatris were moving down the track after completing darshan at the Holy Cave Shrine. Thousands of yatris en route had smoothly completed their pilgrimage back to Katra by then,” it said.

The statement further mentioned that many pilgrims stayed on in the shelter sheds en route at designated halt points on the old track. “These are those points and stretches which have never been susceptible to landslides in the past. These halt points have been specifically created in the safest zones of the track, for pilgrim safety.”

The new track between Katra and Adhkuwari (through Tarakote), which is susceptible to landslides and weather-related disruptions, had already been closed since August 24 in the interest of pilgrim safety, it said.

The old track, which is generally secure and not prone to slides and shooting stones, having stabilised over the last many decades, was kept open for pilgrim movement with a close watch on weather conditions. “Even yatra on this track was suspended by 12 noon on August 26 upon issuance of the specific weather advisory,” the statement said.

It added that the location where this unfortunate disaster happened was near Inderprastha Bhojanalaya on the old track. “This is one of the safest locations on the track. However, nature’s fury struck in the form of a sudden severe cloudburst in this stretch of around 50 metres only, which triggered the massive landslide at 2.40 pm. It was unpredictable and unforeseen from any count. No such event of landslide has ever been recorded in this area in the past. The event was a force majeure,” it said.

The Shrine Board’s Disaster Management Task Force, which was spread along the track, immediately responded in close coordination with District Administration Reasi, J&K Police, CRPF, Army, NDRF, SDRF and volunteers, launching swift evacuation and relief operations.

“Eighteen pilgrims who had sustained injuries were safely evacuated and shifted for super-specialty care at the Shrine Board’s hospital in Kakryal after being given first aid along the track,” it added.

The statement said the stranded pilgrims were safely evacuated to Katra through Tarakote Marg by the evening of August 26. “Simultaneously, debris clearance, slope inspection and stabilisation were undertaken on a war footing,” it added.

The Board reiterated that every reasonable precaution was taken keeping in view weather forecasts. “The unfortunate cloudburst resulting in the loss of precious lives was not humanly foreseeable and was thus beyond anyone’s anticipation or control,” it added.

The Board said it has at all times acted strictly in line with official weather forecasts and advisories, with pilgrim safety and well-being as its foremost priority.

The Shrine Board stands firmly with the bereaved families in this hour of grief and every possible assistance will be provided to the NoKs of the deceased devotees. The injured are being provided with the best possible medical treatment and the Shrine Board prays to Mata Vaishno Devi for their quick recovery.

Thieves steal transformer, curtains from mosque in central Kashmir's Kangan

Srinagar, Aug 29: In a shocking incident, unidentified thieves broke into Iqbalabad Masjid Shareef in the Kangan area of central Kashmir’s Ganderbal district and decamped with an automatic transformer and curtains used in the mosque.

According to the Masjid Committee, the theft was discovered early Friday morning when locals found the transformer missing and the curtains torn away. The incident has sparked anger among worshippers, who expressed dismay over the desecration of the place of worship.

Committee members alleged that the act may have been carried out by drug addicts active in the area, who often resort to thefts to fuel their addiction. They urged the police to intensify night patrolling and launch a swift investigation to trace the culprits.

Locals also appealed to the district administration and law enforcement agencies to take strict action against those responsible, stressing that repeated incidents of theft in and around mosques were hurting the religious sentiments of the community.

Police have taken cognizance of the matter, and further investigation is underway. (KNT)

Water recedes in Jammu division, relief and rescue ops continue

Jammu, Aug 29: As the water level in all rivers of Jammu division dropped below the danger mark on Friday, relief and rescue operations continued with the Army, Air Force, NDRF, SDRF, J&K Police and other agencies joining hands to mitigate the suffering of thousands of people affected by the unprecedented flood during the past five days.

The Meteorological (MeT) Department has forecast generally cloudy weather with chances of isolated rain/thunder in the Jammu region and generally cloudy weather with a few spells of rain/thunder at isolated places during the next 24 hours. The weather is expected to remain erratic till September 5.

Rescue teams at Ardhkuwari on the Shri Mata Vaishno Devi Shrine route, where a landslide occurred on Tuesday, killing 35 pilgrims, continued to comb the area.

Officials said no bodies were recovered on Thursday as the operation was still on.

The pilgrimage to the Shri Mata Vaishno Devi Shrine will remain suspended for three more days.

All educational institutions in the Jammu division will remain closed till August 30 in order to safeguard the lives of students and the staff at these institutions.

A statement by the Shri Mata Vaishno Devi Shrine Board (SMVDSB) said that a few media reports have been circulating since Wednesday, alleging that the Shri Mata Vaishno Devi Yatra was allowed to proceed in complete disregard of weather advisories and at the expense of pilgrim safety.

“SMVDSB expresses deep sorrow and pain at the unfortunate loss of lives of pilgrims in the natural disaster on August 26 and places on record the correct factual position to dispel the impression being created by the insinuating media reports. The Board categorically denies the allegations as false and baseless. The weather conditions had remained clear and conducive for pilgrimage on August 26 morning until around 10 a.m., during which time the yatra proceeded normally, so much so that even the helicopter services were operating seamlessly during that time,” said the board.

“In fact, the Board had made elaborate arrangements of positioning its enforcement staff and Disaster Management Task Force along the entire track as per its established standard operating procedure. The Board monitored weather updates closely, and as soon as the forecast for moderate rains was received, registrations were immediately suspended. Majority of the yatris were moving down the track after completing darshan at the Holy Cave Shrine. Thousands of yatris en route had smoothly completed their pilgrimage back to Katra by then. Many pilgrims, however, stayed on in the shelter sheds en route at designated halt points on the old track. These are those points/ stretches which have never been susceptible to landslides in the past. These halt points have been specifically created in the safest zones of the track, for pilgrim safety,” the statement said.

Jammu-Srinagar highway remained closed on Friday for the 4th consecutive day due to multiple landslides between Jakheni and Chenani in Udhampur.

Officials said over 500 to 600 vehicles were stranded en route. Kishtwar-Sinthan-Anantnag highway also remained closed, while only light motor vehicles (LMVs) are being allowed on the Mughal Road between Shopian in the Valley and Poonch in the Jammu division.

Due to fresh snowfall, Srinagar-Leh, Srinagar-Gurez roads are also closed.

Rail traffic in Jammu Division remained completely suspended for the third consecutive day on Thursday and will continue to remain affected on Friday as the Northern Railway authorities have announced the cancellation of 40 scheduled trains to and from Jammu.

Except for two special trains, which were run for stranded passengers here, there was no arrival as well as departure of any train at Jammu Railway Station on Thursday.

According to an official spokesperson of Northern Railway, there is a complete suspension of rail traffic on Kathua-Madhopur Punjab Downline due to misalignment on Bridge number 17 following flash floods and soil erosion.

Railway officials said there are breaches at multiple locations in the Jammu division, and in view of the prevailing situation, rail traffic is likely to remain paralysed for the next few days.

Due to traffic suspension, Northern Railway also announced the short termination/origination of 12 other trains. The cancelled trains include 24 Up trains (which were scheduled to arrive here from different stations across India) and 16 Down trains (which were scheduled to depart from Jammu, Katra and Udhampur Stations).

Meanwhile, the Jammu Division of Northern Railway, keeping this situation in mind, has been taking all necessary steps to ensure the safety of passengers and restore rail service as early as possible.

The communication network across the union territory remained affected. Telecom companies have failed to restore services completely, leaving several areas in Jammu, Kathua, Samba, Udhampur, Reasi, Ramban and Doda without connectivity.

Bani Sub-Division in Kathua district has had no phone services for three days, while even parts of Jammu city outskirts are facing mobile network disruption.

Power supply remained severely affected as well. Several villages and towns across the union territory have been facing a blackout for three days. Even in Old Jammu City, localities such as Panjtirthi, Jain Bazaar and adjoining areas were without electricity for the third consecutive day on Thursday due to damage to infrastructure.

Water level in the Jhelum River has receded, and schools, colleges and universities have been opened on Friday after remaining closed for two days in Kashmir.

Israel launches fresh airstrikes on Yemen’s capital Sanaa

Israeli airstrikes targeting Iran-backed Houthis rock Yemen's capital

Sanaa, Aug 28: Israel launched airstrikes on Yemen’s capital Sanaa on Thursday, the media reported citing officials and local residents who heard a series of loud explosions.

Israeli Defence Minister Israel Katz confirmed the airstrikes in a statement, while Israel’s state-owned Kan TV news reported that the airstrikes were aimed at Houthi leaders, without disclosing their identity, Xinhua news agency reported.

The strikes came a few hours after the Israeli military said it intercepted two drones fired from Yemen.

The first drone entered Israeli airspace at noon, triggered air raid sirens, and was then intercepted by Israeli air force over communities near Gaza, while the second, fired less than two hours later, was intercepted before crossing into Israeli territory, the military said in a statement.

No human casualties or material damage have been reported from the two drone launches. There was no immediate comment from Yemen’s Houthi group regarding the incidents.

The Houthis, who control much of northern Yemen, have carried out drone and missile attacks on Israel since November 2023 in what they describe as solidarity with Palestinians during the Israel-Hamas war in Gaza. Most of the projectiles have been intercepted by Israeli defenses.

Israel has responded with strikes on Houthi-held areas, targeting airports, power stations, and ports in Yemen’s capital Sanaa and the city of Hodeidah.

Earlier, Israel’s army said that the deadly double strike on Gaza’s Nasser Hospital targeted a camera allegedly installed by Hamas, according to findings from an initial inquiry.

The double strike on Monday killed at least 20 people, including five journalists and several health workers, according to Gaza health authorities.

The Nasser Hospital in Khan Younis has been the last partially functional medical facility in southern Gaza, as Israel’s 22-month offensive has repeatedly struck hospitals across the enclave, leaving all of them either destroyed or partially damaged, Xinhua news agency reported.

In a statement, the military said that Golani Brigade troops identified the camera as positioned by Hamas in order “to observe the activity of IDF (Israel Defense Forces) troops” and to direct militant activities against them.

The military offered no evidence to support its claim but accused Hamas of using hospitals, including Nasser Hospital, for military purposes.

“The troops operated to remove the threat by striking and dismantling the camera and the inquiry showed that the troops operated to remove the threat,” the military said, without elaborating on why two strikes were needed to destroy one camera.
