New Delhi, Aug 22: The Supreme Court on Friday restrained Assam Police from taking any coercive action against senior journalist Siddharth Varadarajan and other journalists, including consulting editor, working with web portal “The Wire” in connection with an FIR lodged against them over a news article.

A bench of Justices Surya Kant and Joymalya Bagchi passed the order after senior advocate Nitya Ramakrishnan, appearing for the journalists, said that Assam police was circumventing the earlier orders passed by the court.

She said Vardarajan and other journalists, including a consulting, editor have been summoned Friday for recording statements in an old FIR lodged in May and there is apprehension that they may be arrested.

The bench, while protecting the journalists, said everyone is expected to follow the law and asked the journalists to join the investigation and file a status report on the next date of hearing.

On August 12, the top court had protected Vardarajan and restrained the Assam police from taking any coercive action against him in connection with an FIR lodged against him over an article on Operation Sindoor.

ED raids multiple locations in Jammu in connection with land scam

Jammu, Aug 22: The Enforcement Directorate on Friday conducted multiple searches in Jammu region against some revenue department officials as part of a money laundering probe linked to alleged grabbing of custodian land, official sources said.

At least nine locations in Jammu and one in Udhampur have been raided under the Prevention of Money Laundering Act (PMLA), the sources said.

Locations linked to Patwari rank officials named Pranav Dev Singh and Rahul Kai and Naib Tehsildar Akeel Ahmed apart from some others are being covered in a case related to land grabbing and corruption related to Custodian land (belonging to evacuees from Pakistan occupied Kashmir) in Jammu since 2022, they said.

The money laundering case stems from an FIR registered by the Anti-Corruption Bureau (Central) of Jammu and Kashmir Police.

Shrinking orchards threaten Kashmir’s centuries-old almond industry

Srinagar, Aug 22: Once known as the “land of almonds”, Kashmir is witnessing a sharp decline in almond orchards, with farmers cutting down trees to make way for high-density apple plantations and construction activities.

Growers said that without urgent intervention, the region’s centuries-old almond heritage could be lost forever.

“This year, the crop has been good, but the tragedy is that orchards are shrinking faster than ever,” said Muneer Ahmad, an orchardist from Pulwama. “Wherever you look, land is either being used for apples or buildings. If this continues, almonds will soon vanish from Kashmir’s landscape.”

Figures from the horticulture department highlight the alarming trend. In 2006–07, almonds were grown on 16,374 hectares of land across Kashmir, but by 2019–20, that number had dropped to just 4,177 hectares. Production too dipped—from 15,183 tonnes to 9,898 tonnes in the same period. Despite still contributing over 90 per cent of India’s almond output, growers warn the industry is in free fall.

For many farmers, the economics no longer add up. “Apples bring us better returns, while almonds hardly cover our expenses,” said Nisar Ahmad Mir, a grower from Budgam. “We love almond trees, but love alone cannot feed our families.”

Growers also point to the absence of marketing infrastructure as a major setback. “We have been demanding a proper dry fruit mandi for years, but no one listens,” said Abdul Rasheed Reshie, another farmer. “Without an organised market and support prices, how can almond cultivation survive?”

Farmers fear that if the government does not regulate land conversion and provide incentives, Kashmir’s almond tradition—once celebrated in poetry, art, and culture—will be reduced to memory. (KNO)

EAM Jaishankar concludes Moscow visit; reaffirms strength of India-Russia strategic partnership

Moscow, Aug 22: Concluding a significant three-day visit to Russia, External Affairs Minister (EAM), Dr S. Jaishankar, reaffirmed the strength and depth of the India-Russia strategic partnership, co-chairing the 26th Session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) and holding high-level meetings with the Russian leadership.

From August 19 to 21, EAM Jaishankar met Russian President Vladimir Putin, First Deputy Prime Minister Denis Manturov, and Foreign Minister Sergey Lavrov, and also engaged with Russian scholars and think tanks.

During his meeting with President Putin, Dr. Jaishankar “conveyed personal greetings of the Prime Minister and discussed key issues of the bilateral agenda and contemporary global issues of mutual interest, including the developments related to Ukraine,” the Ministry of External Affairs said in a Press release issued on Friday.

Earlier on August 20, the EAM co-chaired the 26th IRIGC-TEC session with Deputy PM Manturov, where both sides stressed the need to “address tariff and non-tariff trade barriers, remove bottlenecks in logistics, promote connectivity, effect payment mechanisms smoothly, and finalise the Programme of Economic Cooperation till 2030.”

The early conclusion of the India-Eurasian Economic Union Free Trade Agreement and regular engagements between Indian and Russian businesses were emphasised as critical to achieving the revised bilateral trade target of $100 billion by 2030.

Energy cooperation and mobility of Indian skilled professionals, especially in IT, construction, and engineering, were also discussed. The session concluded with the signing of the Protocol for the 26th IRIGC-TEC.

Both leaders later addressed the India-Russia Business Forum, which “saw participation from a wide range of stakeholders” and emphasised coordination between the Forum and Working Groups under the IRIGC.

On August 21, EAM Jaishankar held talks with Foreign Minister Sergey Lavrov, undertaking a “comprehensive review of the entire gamut of India–Russia bilateral relations, including in trade, connectivity, Defence, military-technical cooperation, and the fast-tracking of new Indian Consulates in Kazan and Yekaterinburg.”

The two sides reaffirmed their commitment to global multilateralism, including collaboration in G20, BRICS, and SCO, and jointly stressed the need for UN Security Council reforms.

“EAM underlined the imperative to expand and energize the UN Security Council to reflect contemporary realities,” the release said.

Regional issues such as Ukraine, the Middle East, West Asia, and Afghanistan were also discussed.

EAM Jaishankar reiterated India’s firm stance on dialogue and diplomacy and also raised concerns over Indians serving in the Russian Army, calling for swift resolution of pending cases.

On counter-terrorism, both nations “resolved to fight jointly against all forms and manifestations of terrorism.” EAM conveyed India’s strong stance, reiterating its “zero‑tolerance policy against terrorism and its sovereign right to defend Indian citizens against cross-border terrorism,” MEA stated.

The visit concluded with discussions on preparations for the upcoming Annual Summit between the Indian and Russian leadership, and EAM Jaishankar extended an invitation to Foreign Minister Lavrov to visit India at a mutually convenient time.

New Delhi, Aug 22: ChatGPT maker OpenAI on Friday confirmed plans to open its first India office in New Delhi later this year, alongside new data highlighting the rapid adoption of its tools in the country.

Opening an office in India reflects OpenAI’s support for the government’s IndiaAI mission and commitment to partnering with the government to build AI for India, with India, the company said in a statement.

It will also allow OpenAI to better serve its users in India, including the millions of students, educators, professionals, and developers who use OpenAI’s tools to learn, be more creative, and solve problems for themselves and others.

“The level of excitement and opportunity for AI in India is incredible. India has all the ingredients to become a global AI leader—amazing tech talent, a world-class developer ecosystem, and strong government support through the IndiaAI Mission. Opening our first office and building a local team is an important first step in our commitment to make advanced AI more accessible across the country and to build AI for India, and with India,” said Sam Altman, CEO of OpenAI.

This expansion underscores India’s global leadership in AI, its thriving AI ecosystem, and the growing demand for OpenAI’s advanced AI tools among people, developers, and businesses across the country.

India is ChatGPT’s second-largest market by users, after the US, and one of its fastest-growing. Weekly active users of ChatGPT in India increased by more than 4 times in just the past year.

Through this local presence, OpenAI is committed to listening closely to users, customers, and partners across India, and to building features and tools specifically for India — designed to make advanced AI more affordable and accessible to people throughout the entire country.

Rajouri, August 22: Government Medical College (GMC) Rajouri, in collaboration with the National Health Mission (NHM), Jammu & Kashmir, organised a one-day Professional Development Programme (PDM) for the medical staff here in the Lecture Hall, Mehra Campus.

The programme was specifically designed for healthcare professionals of the Pir Panjal region, covering the twin districts of Rajouri and Poonch, and aimed at enhancing the skills, knowledge, and preparedness of medical professionals to strengthen healthcare delivery systems in this challenging terrain, which is prone to natural calamities.

The event was held as part of the Health and Medical Education Department’s deliverables and reflects the continuing commitment of GMC Rajouri and NHM J&K towards fostering continuous professional development and strengthening primary healthcare services.

The programme was graced by Mission Director, NHM J&K, Baseer Ul Haq Chaudhary. In his address, he emphasised the role of professional capacity building in improving healthcare outcomes and lauded the efforts of health professionals working in the Pir Panjal region under difficult circumstances.

Highlighting the Ayushman Bharat – Health & Wellness Centre (HWC) initiative, he said the primary healthcare is being transformed by integrating services for Non-Communicable Diseases (NCDs), maternal and child health, adolescent health, mental health, palliative care and emergency services under the scheme.

He added that the goal is not just to treat illnesses but to keep communities healthier, empowered, and better prepared for the health crisis, especially in geographically challenging locations such as Rajouri and Poonch.

In his address, Executive Director Shri Mata Vaishno Devi Institute of Medical Excellence, Kakryal, Dr. Yashpal Sharma termed the JK SEHAT App a revolutionary step in making healthcare accessible, transparent and patient-friendly.

“In a region like Jammu & Kashmir, where mountainous terrains and border areas often limit physical access to healthcare facilities, the SEHAT App ensures that healthcare reaches the people, rather than people reach healthcare,” he maintained.

The participants were oriented on key areas crucial for effective healthcare delivery, including JK SEHAT App – Ensuring health coverage and accessibility; Disaster Management & Experience Sharing; Role of Indian Army in Humanitarian Assistance and Disaster Relief (HADR); Implementation of Comprehensive Primary Health Care under NHM; Orientation on of NHM programs in J&K; Violence against Healthcare Professionals & Preventive Measures.

​Srinagar, Aug 22: The Jammu and Kashmir Cabinet is scheduled to meet at the Civil Secretariat in Srinagar on Friday under the chairmanship of Chief Minister Omar Abdullah.

The meeting is expected to recommend dates for convening the Assembly session, which is a key item on the agenda, sources said.

​This will be the first Cabinet meeting since the recent cloudburst tragedies in Kishtwar and Kathua, which have claimed numerous lives.

The government’s response to these natural calamities and the rehabilitation of victims are also on the agenda, sources said.

​Cabinet will also discuss other significant issues, including a proposal to clear pending House Rent Allowance (HRA) for government employees and strategies to promote tourism in the region.

Only 1 of 40 stomach endoscopes functional at GMC Srinagar

Srinagar, Aug 21: Leaked internal communications at Government Medical College (GMC) Srinagar has exposed a severe shortage of critical equipment, leading to compromised patient safety as well as inadequate facilities for an overwhelming number of upper and lower gastrointestinal (UGI/LGI) cases.

Greater Kashmir investigation reveals, and the letter confirms, there is only one functional endoscope for upper gastrointestinal (UGI) procedures at the Department of Gastroenterology, Super Specialty Hospital (SSH) Srinagar.

These were 40 a few years ago.

The document, addressed to the administration of the hospital, highlights how the administrative lapses are pushing doctors to ignore the safety protocols – an invitation to cross-infections.

The delayed diagnoses are imminent, with a long queue for procedures due to the shortage of multiple scopes that could have allowed doctors to do more than one endoscopy at a time.

With Kashmir’s disproportionately high burden of gastrointestinal (GI) cancers, timely endoscopic diagnostics are essential for early detection and improved survival rates, but for the apathy towards strengthening the system.

“The UGI Endoscopy procedures should take approximately 15 minutes, followed by 8 minutes of cleaning and disinfection of the scope,” reads the letter. “At present, the Department has only one functional UGI endoscope, which limits our capacity.”

“The defective, old endoscopes have not been repaired, despite repeated written and verbal requests from the department,” it says.

The letter minces no words in stating, “This excessive patient load leads to compromised procedure time and inadequate cleaning, increasing the risk of missing vital diagnostic lesions and cross-infections.”

The communication urges urgent intervention from the authorities.

According to details obtained from hospital sources, in 2010, the Department of Gastroenterology was ordered to relocate to the new Super Specialty Hospital (SSH), Shireen Bagh.

It received state-of-the-art equipment to facilitate the move.

However, the SSH construction was not complete, and the equipment remained unopened until 2014.

That year, SMHS Hospital, GMC Srinagar, and many other hospitals were badly hit by the devastating floods of Kashmir.

This destroyed the stored equipment and set back the department’s capabilities.

However, the relief and restoration packages for hospitals post-floods resulted in the department procuring new equipment, including 85 endoscopes across five different categories tailored to specific patient needs. Apart from 40 UGI endoscopes, these included separate endoscopes for HIV patients, Hepatitis C, Hepatitis B, emergencies, and other general categories.

Over the past decade, these endoscope hospital maintenance contracts meant for upkeep of equipment have reportedly resulted in damage to the endoscopes.

An official told Greater Kashmir that out of the 40 UGI endoscopes, all but one are defunct now.

Two, he said, were under warranty and their replacement was expected soon.

The maintenance company, the official suspects, is incompetent.

“Non-technical people are sent to repair the equipment instead of qualified Biomedical equipment engineers, as per protocol,” he said.

In Kashmir, GI malignancies dominate.

A 2016-2020 study of 5,392 histologically proven cancer cases in the Kashmir found that GI cancers constituted more than one-third of all malignancies.

Stomach cancer was the leading malignancy overall.

Medical Superintendent SSH, Dr Rubeena Shaheen, told Greater Kashmir the endoscopes are subjected to “proper cleaning” as per protocol.

On how many endoscopes were available at the hospital, she said, “We have three UGI scopes, and 24 functional lower scopes in working condition.”

She said there are 85 scopes in total in the department.

“However, some are non-functional and under repair, which is normal for machinery, equipment,” she said. She said work in gastroenterology was “going on smoothly and on average, 25 to 30 endoscopies are done daily.

Stock markets extend winning run to 6th day

World shares mixed as markets take breather after their recent wild ride

Mumbai, Aug 21: Stock markets extended the winning run to the sixth consecutive day on Thursday, with benchmark Sensex closing higher by nearly 143 points on buying in blue-chip shares ICICI Bank and Reliance Industries.

The 30-share BSE Sensex climbed 142.87 points or 0.17 per cent to settle at 82,000.71 in a restricted trade. During the day, it rallied 373.33 points or 0.45 per cent to 82,231.17. As many as 14 Sensex shares closed higher, while 16 ended with losses.

The 50-share NSE Nifty rose by 33.20 points or 0.13 per cent to 25,083.75.

Among Sensex firms, Bajaj Finserv, ICICI Bank, Reliance Industries, Bajaj Finance, Larsen & Toubro and Bharat Electronics were the major gainers. However, Power Grid, Eternal, Hindustan Unilever and Adani Ports were among the laggards.

Gains in pharma, realty, and financials shares supported the rally while profit-taking in FMCG, energy, and auto shares capped gains.

Market experts stated that the proposed GST reforms and a recent credit rating upgrade have bolstered investors’ confidence.
