Jammu, Aug 19: Jammu and Kashmir Bharatiya Janata Party (BJP) president Sat Sharma Tuesday, while reiterating support for families affected in Kishtwar, Kathua cloudbursts, asserted that the party would closely monitor relief and rehabilitation processes.

He also asked the administration to expedite compensation, provide all possible medical aid and ensure swift rehabilitation.

J&K BJP president stated this after he was briefed about the latest situation in the cloudburst-affected areas of Kishtwar and Kathua districts by the party leaders.

The update was provided by senior leaders who shared detailed reports on the search, rescue and rehabilitation operations being carried out by local administration, disaster response teams, and voluntary organizations in the aftermath of the devastating cloudbursts that struck parts of the two districts earlier this week, leaving dozens of casualties.

Expressing concern over the situation in two districts, Sat Sharma conveyed solidarity with the victims and lauded the efforts of administration and rescue teams. He directed party cadre to remain on ground, assist in relief operations and ensure no affected family was left unattended.

BNS brings sweeping changes, harsher penalties for acid attacks, stalking, other sexual crimes

Srinagar Aug 19: The Bharatiya Nyaya Sanhita (BNS), which replaces the colonial-era Indian Penal Code (IPC), has introduced stringent new provisions to tackle modern crimes, especially those related to sexual violence and digital misconduct.

The new law reflects a more victim-centric and contemporary approach, with the inclusion of new definitions of crimes such as acid attacks, stalking, cyberstalking, doxxing, and identity theft, along with stricter penalties for sexual violence, particularly against minors.

Harsher punishments for sexual crimes involving minors

The sexual violence against girls under 18 now attracts life imprisonment or the death penalty, depending on the severity and circumstances of the crime. This measure reflects a firm stance against crimes targeting vulnerable children and aims to serve as a strong deterrent.

Previously, sexual crimes against minors were prosecuted under the Protection of Children from Sexual Offences (POCSO) Act, but the new provisions integrate these offences directly into the core penal framework. The death penalty will be applicable in cases involving aggravated sexual assault, such as repeated offences, gang rapes, or acts resulting in the victim’s death or permanent disability.

Gang Rape: Minimum 20 years or life imprisonment

The BNS prescribes a minimum of 20 years’ rigorous imprisonment or life imprisonment for gang rape, irrespective of the victim’s age. This departs from the earlier system, where the age of the victim often determined the minimum sentence. The law removes ambiguity and signals the state’s zero-tolerance policy toward collective sexual violence.

Marital Consent, age raised to 18

In a progressive shift, the age of consent for married women has been raised to 18, aligning it with the minimum legal age for marriage and other women’s rights frameworks. This provision directly challenges marital rape exemptions, a longstanding issue in Indian criminal law. While marital rape is still not explicitly criminalised, the age clause suggests a move toward recognising bodily autonomy within marriage, at least for minors.

Deception or False Promises of Marriage Made Punishable

The Sanhita now treats sexual relations obtained through false promises of marriage, deception, or emotional manipulation as criminal offences. Courts have historically prosecuted such acts under “cheating” or “rape” on a case-by-case basis. The new law codifies this pattern of exploitation, making it punishable with up to 10 years of imprisonment and a fine.

Recognition of modern crimes: stalking, cybercrime, and acid attacks

The BNS formally recognises cyberstalking, online harassment, and acid attacks as distinct and severe criminal offences:

Cyberstalking, revenge porn, and unauthorised sharing of intimate images will now attract imprisonment of up to 7 years, depending on severity.

Acid attacks, already recognised under special laws, are now brought under the central penal framework, with punishments ranging from 10 years to life, along with mandatory compensation for the victim.

Additional Provisions:

Identity theft and online impersonation have been defined and penalised for the first time in Indian law. Repeat offenders of sexual violence will face harsher minimum sentences and may be barred from bail. Witness protection, faster trials, and mandatory forensic investigation in sexual offence cases have also been proposed for systemic reform.

Doda, Aug 19: Deputy Commissioner Harvinder Singh on Tuesday rolled out advisories for the annual Kailash Yatra 2025, emphasising that the safety and security of devotees have been flagged as the topmost priority.

Speaking to the media persons here, he gave details about the arrangements made for the annual Yatra scheduled to be held from August 20 to August 22. “In view of the unfortunate cloudburst incidents at Padder and Kathua and the prevailing inclement weather conditions, precautionary restrictions have been imposed to ensure a safe pilgrimage,” the DC informed.

The DC informed us that women and children will not be permitted to participate this year owing to safety concerns. He further clarified that pilgrims shall not be allowed to travel through the Chattergala route, as the stretch is vulnerable due to wild streams and unsafe terrain. “Instead, the Yatra will be conducted strictly through the traditional routes—Sungli, Nalthi, and Drafda (Bhalla)—where the District Administration has deployed officials at all important locations to assist and guide the yatris,” he said and added that the holy mace (Charri Mubarak) will move along with the designated pilgrims as part of a symbolic Yatra, ensuring smooth conduct of essential rituals and religious ceremonies.

The Deputy Commissioner informed us that every pilgrim has to carry a valid identity card issued by the District Administration for proper verification.

“A comprehensive deployment plan has been prepared for stationing of staff at multiple points along the Yatra route to ensure smooth movement, provision of medical facilities, prompt disaster response, drinking water, shelter, communication, and security,” he further informed. He added that three rounds of meetings have already been conducted with all stakeholders to finalise the arrangements, and it was unanimously decided to allow only the Charri Mubarak with the identified group of yatris for the symbolic conduct of the Yatra this year.

Budgam, Aug 19: A 22-year-old man from Budgam was brought to JVC Hospital in Bemina, Srinagar, after allegedly being stabbed with a sharp-edged object in Wadwan, Budgam.

Official sources told news agency Kashmir News Corner (KNC) that the injured man was first taken to Primary Health Centre (PHC) Soibugh before being referred to JVC Hospital.

He sustained an injury to his right leg. Sources said that the victim, a resident of Soibugh, was allegedly stabbed by a person he knew.

Cognizance has been taken and further investigation has been initiated into the matter.

New Delhi, Aug 19: The Union Home minister Amit Shah has written to the secretary-general of Lok Sabha Utpal Kumar Singh on Tuesday, August 19, 2025, notifying him that he intends to move a Union Territory Administration (Amendment) Bill, 2025 in the ongoing monsoon session of the parliament, The Wire has reported.

According to report, the Union Home Minister has marked the letter to the Union Minister of Parliamentary Affairs Kiren Rijiju, the legislative department of the Ministry of Law and Justice, the Lok Sabha Secretariat, and the legislative office of the Lok Sabha.

Along with the primary proposal, Shah also wrote the Lok Sabha’s secretary-general to move an associated 130th Constitutional Amendment Bill, 2025.

Shah requested in a separate letter urging the secretary-general to show some leniency in rules of the house for him to move both the amendment bills in the current session. Shah is said to have cited “paucity of time” to urge the secretary-general to go easy on the procedures and rules of the Lok Sabha mentioned in Rule 19 (A) and 19 (B) to facilitate the proposal in the current session that is supposed to end on August 21, 2025.

Rule 19 (A) requires a government minister to give prior notice to introduce a bill in the Lok Sabha, while Rule 19(B) says that government bills should be circulated to all members of the Lok Sabha before they are formally introduced to facilitate review and preparation of the concerned bill.

The Wire could not confirm the content of the bills, but the bill comes on the heels of the Union government’s counsel Tushar Mehta reassuring the Supreme Court that the statehood of Jammu and Kashmir would be restored “at the earliest” after considering all factors. Mehta has told the Supreme Court that the Union government fulfilled its promise of conducting assembly elections in Jammu and Kashmir, and assured that its statehood would also be restored soon.

At the same time, Ladakh has seen protests by a large section of its population to demand a legislative assembly. The Narendra Modi government has said that it will consider the demand positively.

The Lieutenant Governor announced that the long pending persistent demand of non-teaching employees of the University belonging to lower middle level and below has been fulfilled.

“As per the approval accorded all non-teaching employees of this category who were earlier on 05 years contract system and whose contract period were continuously renewed shall now be regularised and the contract system is hereby removed.

This decision reaffirms our commitment to fairness, talent retention, and professional growth. This move will strengthen the foundation of Shri Mata Vaishno Devi University and provide the employees with a renewed sense of stability in their jobs, empowering them to contribute to the university’s development with even greater confidence and dedication,” the Lieutenant Governor said.

It is inspiring to see the university’s transformation into a multi-disciplinary institution, in line with the National Education Policy. The increasing enrolment in programs like Design Your Own Degree, B.Tech-Robotics, Artificial Intelligence, and MSc Data Science is also impressive, he said.

The Lieutenant Governor called upon the faculty members to develop a skill-driven learning environment in the campus.

“We have the onerous responsibility of preparing the next generation of innovators, entrepreneurs, architects and skilled professionals in the country,” the Lieutenant Governor said.

Srinagar, Aug 19: A Border Security Force (BSF) constable was injured in an accidental fire at Balnoi forward post at Line of Control (LoC) in Poonch district of Jammu and Kashmir, officials said on Tuesday.

The constable namely Narote Ganpat (No. 118115243) of D Company, 182 BSF was injured in an accidental fire incident while on duty at Balnoi forward LoC post 471, officials said.

They said the incident occurred on August 19, 2025 at around 1400 hours when Ganpat was cleaning his weapon.

He sustained injuries and was immediately shifted to the MI Room at Army 30 Punjab headquarters in Balnoi for first aid, officials said, and added, after initial treatment he was further shifted to Army 150 General Hospital in Rajouri for specialized care.

Srinagar, Aug 19: Jammu and Police have arrested three drug peddlers and recovered contraband substances from their possession.

A police spokesperson said that a police party from Police Post Soibugh at a checkpoint established at Galwanpora Crossing intercepted a suspicious individual identified as Muzamil Ahmad Khan, son of Mohammad Ayoub Khan, resident of Bathaar. During search, contraband was recovered from his possession.

In Kupwara, during patrolling at Batergam near the Radio Station, a Police team from Police Station Kupwara intercepted a suspicious vehicle (Hyundai i10 Sports) bearing registration number JK15A-6188 with two persons on board. They have been identified as Afaq Mohiuddin Bhat, son of Gh Mohiuddin Bhat, resident of Aloosa Bandipore; and Muneeba Begum, wife of Mehrajudin Bhat, resident of Aloosa Bandipore. During search, officers recovered heroin-like substance from them, he said.

The spokesperson said that cases under relevant provisions of law have been registered at respective police stations and investigations have been initiated.

Editors Guild of India condemns FIR against Siddharth Varadarajan, Karan Thapar

New Delhi, Aug 19: The Editors Guild of India (EGI) has come out strongly in defence of senior journalists Siddharth Varadarajan, Founding Editor of The Wire, and Karan Thapar, Consulting Editor of The Wire, after the Assam Police registered FIRs accusing them of “endangering the sovereignty of India.” The Guild demanded immediate withdrawal of FIRs against Thapar and Varadarajan.

The Guild in a statement expressed deep concern over media reports that the Assam Police have summoned two senior journalists – Siddhart Varadarajan, Founding Editor of The Wire, and Karan Thapar, Consulting Editor of The Wire – to Guwahati following the registration of a First Information Report (FIR) against them for allegedly endangering the sovereignty of India.

The summons to these two journalists to appear before the Crime Branch office in Guwahati’s Panbazar on August 22, 2025, comes just days after the Supreme Court granted Varadarajan and others protection against any “coercive action” by the Assam Police in connection with another FIR lodged over an article published by The Wire, the statement said.

It is not yet clear whether the latest FIR is also linked to the same article, which critiqued the government over Operation Sindoor, it said.

It also said that as with the earlier FIR registered at Morigaon Police Station, the latest case also invokes Section 152 of the Bharatiya Nyaya Sanhita (BNS), which pertains to acts endangering the sovereignty, unity and integrity of India. In addition to Section 152, the FIRs invoke several other provisions: Section 196 (communal enmity), Section 197 (1)(d)/3(6) (false propaganda), Section 353 (public mischief), Section 45 (abetment), and Section 61 (criminal conspiracy).

The Guild is extremely disturbed by this continuing trend of law enforcement agencies across states registering FIRs against journalists by invoking multiple provisions of the criminal code. This practice effectively muzzles independent journalism, as the very process of responding to notices, summons and prolonged judicial proceedings becomes a form of punishment, the statement highlighted.

It added that the invocation of Section 152 of the BNS is particularly troubling, since it is widely regarded as a repackaged versions of the draconian sedition law (Section 124A of the IPC), which the Supreme Court ordered to be kept in abeyance in May 2022 in response to petitions filed by the Guild and others challenging its constitutionality. Rather than meaningfully engage with the concerns raised by the Court, the government reintroduced the provision in broader form under the new law. Section 152 of the BNS now extends beyond speech acts (written or oral) to also include the alleged use of financial means to pursue certain objectives.

The Guild had written to the Home Ministry in July 2024 highlighting these concerns, specifically regarding Section 152 and other provisions that pose a serious risk of misuse against free speech. It had also urged the introduction of procedural safeguards to prevent the arbitrary application of such laws against journalists in the course of their professional work, it added.

While laws must always be respected and upheld, they must not be misused to suppress journalism. The Editors Guild urges the Assam Police to refrain from actions that could cast even the slightest doubt on their true intent. The Guild also takes the opportunity to remind fellow journalists about the importance of pursuing their profession without fear or favour. Honest journalism can never be a crime, the statement held.
