Handwara, Aug 14: Security forces on Thursday arrested three Over Ground Workers (OGW’s) affiliated with a terrorist outfit and recovered arms and ammunition in the wajhama Handwara area of north Kashmir Kupwara district.

A senior police officer said that a joint team of security forces intercepted the Suspected OGW and recovered arms and ammunition from their possession. The trio was arrested and taken into custody.

A case has been registered, and investigations are underway,” he said

Srinagar, Aug 13: The Central Administrative Tribunal (CAT) in Srinagar has held that the application of principles of natural justice is not a “straitjacket” as there are certain exceptions laid down by the apex court as regards the applicability of the rules of natural justice.

Observing that practice by medicos during duty hours would not only be against the morals but also against the human rights, a bench of M S Latif, Member (Judicial) declined to put on hold a government order dated July 28, 2025, issued by the Health and Medical Education Department insofar it related to prohibiting a doctor working in department of orthopedics in Government Medical College (GMC), Anantnag from engaging in any formal private practice in J&K with immediate effect.

The government order barred the doctor from private practice, allegedly for doing the same during duty hours.

“The allegation against the petitioner, per se, does not amount to any misconduct, as contended in the J&K Employees Conduct Rules,” the medico’s counsel said.

The aggrieved medico has based his plea on the contention that the order had been passed without adhering to the principles of natural justice, as he was entitled to a fair hearing and an opportunity to present his case before the decision was made. According to the plea, the order barring the medico from private practice should have been passed after having been given him a pre-decisional hearing, which has not been done, as no show-cause notice was issued to him as was required by law.

“The order, as such, is nothing less than a hostile discrimination,” it said.

In his plea, the medico denies the allegation that he indulged in private practice during duty hours, saying the official record maintained by the respondents during the normal course of business vouches for his discharge of duties during his entire working hours.

The allegation against the petitioner, per se, does not amount to any misconduct, as contended in the J&K Employees Conduct Rules”, the medico’s counsel said.

“The principles of natural justice is an embodied principle of law; it speaks of fairness, and any order passed, which is detrimental to the interests of an individual, natural justice is necessarily to be followed. Application of principles of natural justice is not a straitjacket; there are certain exceptions laid down by the apex court as regards the applicability of the rules of natural justice, like the doctrine of Audi Alteram Partem,” the tribunal said in response to the plea.

Before seeking a government response to the aggrieved doctor’s plea, the tribunal made certain observations.

“There is a devotion and dignity attached to the profession of a doctor, who takes an oath to serve humanity, the ailing and dying patients, irrespective of caste, creed or sex, and it is for this reason that doctors are, at times, called small gods. The reason for this is that a doctor gives deliverance from pain to an ailing patient and, as already stated, for that ailing patient, a doctor is no less than a god, as it is widely said that a doctor treats and God heals,” the bench said.

The tribunal observed that the primary concern was that private practice could lead to a decline in the quality of patient care provided in government hospitals, as the doctors may prioritise their private patients over those who approach the government facilities.

“It is not unknown that a patient travels hundreds of kilometres to reach a government-run hospital with the hope that he will have a doctor there to tend to him, and providing the life care is an important facet of Article 21 of the Constitution, and no person can be deprived of the same”.

The tribunal observed that at the same time, the patient has to be in the queue to wait for his turn to come up, and if he finds that the government doctor is not in the hospital, it would be depriving him of his fundamental right guaranteed under the constitution.

“Cases are not unknown, where doctors get tempted to refer the patients from public hospitals to their private clinics, creating a conflict of interest, though exceptions are always there,” it said.

Private practice by government doctors can erode public trust in the healthcare system, as the patients feel that they are not receiving adequate care in the government hospitals, the tribunal said.

The tribunal observed that though there is no ban on private practice in J&K, “a doctor, seen practising during duty hours, would not only be against the morals but also the human rights”.

While the court noted that patient care is of utmost importance and there can be no compromise on it, it said: “The schemes like Ayushman Bharat, PM Jan Arogya Yojna, and ABPMJ Sehet Scheme, are all introduced to provide the best health care especially to the citizens, who cannot afford private nursing homes and hospitals.”

Nearly 90 percent of the population in India is dependent on the government-provided healthcare, it said.

After hearing the parties, the court issued notice on the plea that was accepted by DAG Syed Musaib, who was granted four weeks to file his detailed response by September 23.  In the meantime, it held that the respondents were free to initiate an inquiry against the doctor under the law and by providing ample opportunity to him to put forth his case before the competent authority.

It directed the competent authority to pass appropriate orders within 30 days.

In response to the submission that a stay was granted in a similar case at Jammu, the tribunal declined to put on hold the government order, given the allegations levelled against the petitioner and also keeping in view the health care involved and to curb the menace of private practice by government doctors during their duty hours.

J&K ranks 2nd in India with 23 stray dogs per 1000 people

Srinagar, Aug 13: J&K has been in a crisis due to an escalating stray dog population, the density of which, as per government data, is 23 dogs per 1000 people.

The alarming figure underlines a growing public health and safety concern.

However, the government’s inaction on creating infrastructure and policies for managing the dog population scientifically has continued.

Even with dogs becoming the centre of discussion across the country after the recent Supreme Court decision, J&K has almost slept on the issue, Google Trends shows.

An X handle, @India.in.pixels, has graphically portrayed the interest of states and UTs in “stray dogs”. J&K has a score of 24 based on data from August 11-12, 2025.

This has been translated as “not-really-interested”, quite in line with other states and UTs.

Uttar Pradesh, Goa, Haryana, Uttarakhand, Rajasthan, and Karnataka score better.

Delhi has a score of 100, the highest in the country.

The X handle has also shown the state and UT-wise people-to-dog ratio.

J&K features at number two, with 22.9 dogs per 1000 people, as per the 2019 data of the Ministry of Fisheries, Animal Husbandry and Dairies.

Odisha, with 39.7 dogs per 1000 people, tops the list.

The apathy in J&K towards controlling the dog population and putting in place other measures that could ensure practical and long-term solutions has been chronic.

This is despite the frequent reports of dog bites and aggressive encounters with residents across the length and breadth of J&K.

The stray dog population here poses a persistent threat, with no effective measures in place to control it.

The Animal Birth Control measures, as recommended by national guidelines, have been few and far between and Srinagar-centric.

For the past 11 months, even Srinagar has been unable to restart its dog sterilisation programme.

Dog shelters are nonexistent – the sick, aggressive, and injured animals are left on streets, without containment or care.

J&K has also failed to put in place a Society for the Prevention of Cruelty to Animals (SPCA) that could enforce humane population control strategies and prevent cruelty against dogs and other animals.

The vacuum and the inaction have been fuelling frustration among people.

Reports of incidents of attacks are as common as sightings of dogs.

The August 11 Supreme Court judgment that ordered the relocation of all stray dogs to shelters within eight weeks in Delhi has sparked both support and criticism.

However, in J&K, it has not moved many heads.

The failure to start robust sterilisation programmes allows the dog population to grow unchecked, and attacks are becoming common.

At the same time, the lack of shelters exacerbates the plight of injured or diseased dogs, and the threatening dogs remain on the streets.

Animal Birth Control Rules 2023 mandate states and UTs in India to put in place Animal Birth Control measures and return of sterilised and vaccinated dogs back into their territories.

Srinagar, Aug 13: The Kashmir Small Scale Industrial Association (KSSIA) has expressed profound grief over the passing of the mother of prominent industrialists Itrat Hussain and Tajamul Hussain of M/s Royal Steels and Marvel Associates. The deceased, who passed away late Tuesday night, was also the mother-in-law of noted industrialist and hotelier Manzoor Abbass of Hotel Shah Abbass.

In a statement, KSSIA conveyed heartfelt condolences to the bereaved family. A delegation of the Association, led by President Syed Fazal Illahi and accompanied by Syed Shakeel Qalander, Ghulam Mohi-ud-Din, Syed Hamid Chashoo, Altaf Hussain Malik, Mirza Riyaz Hussain and other members, visited the bereaved family to offer their sympathies in person. The delegation prayed for the departed soul’s forgiveness and her place in the highest ranks of Jannat.

The Advisory Committee of the Federation of Chambers of Industries Kashmir (FCIK), comprising presidents of various estate, district, & sectoral associations under the leadership of Shahid Kamili, has also expressed deep sorrow at the demise.

They extended their condolences to the family & prayed for eternal peace for the departed.

A large number of members from the industrial sector visited the bereaved family on Wednesday to extend their personal condolences. Many more industrialists and well-wishers are expected to pay their respects through the conclusion of the mourning period on Friday.

Trinidad, Aug 13: Shai Hope’s unbeaten century and Jayden Seales’ six-fer led West Indies to register their first series win over Pakistan since 1991 with an emphatic 202-run win in the third and final ODI at the Brian Lara Cricket Stadium.

Hope led from the front with an unbeaten 120 to help the West Indies post 294/6, and pacer Seales collected six wickets in reply as Pakistan were bundled out for just 92 to ensure the home side registered a 2-1 series triumph for the first time since November 1991.

Hope’s 18th century took him past former great Desmond Haynes (17) and into third place for the most ODI centuries by a West Indies men’s player, with only Chris Gayle (25) and Brian Lara (19) ahead of him.

Pakistan opted to bowl first and drew the first blood within 15 balls as Naseem Shah dismissed Brandon King for five. Evin Lewis (37) and Keacy Carty (17) put on 47 runs for the second wicket before Abrar removed the former in the 14th over.

Hope, who walked in to bat at no. 4, struck his 18th ODI century as he remained unbeaten till the end, keeping the West Indies innings intact. He shared 45-run and 64-run partnerships with Sherfane Rutherford (15) and Roston Chase (36), respectively.

Justin Greaves (43 not out) walked in to bat with West Indies at 184-6 in 41.5 overs and shared a game-changing 110-run unbeaten century stand with skipper Hope.

West Indies ransacked 119 runs off the last 10 overs, hitting 11 fours and five sixes to reach the highest team total in the three-match series.

For Pakistan, Naseem and Abrar picked up two wickets each, while Saim and Nawaz claimed one wicket apiece.

Chasing 294, Pakistan was skittled out for 92 in 29.2 overs. Seales’ 6-18 in 7.2 overs—the third-best bowling figures in ODIs for the West Indies and the best bowling figures against Pakistan in the format—included a sensational four-wicket new-ball burst as the visitors slid to 23-4 in 8.2 overs.

For the next 11.1 overs, Salman Ali Agha (30) and Hasan Nawaz (13) briefly steadied the ship, but Gudakesh Motie got the latter stumped to open the floodgates. From 61-5 in 19.3 overs, Pakistan lost 5-31 in 10.1 overs.

Jammu, Aug 13: The Ujh Multipurpose Project, one of the most ambitious projects of Jammu and Kashmir, conceived nearly 100 years ago in the 1920s by the then Maharaja, has now been revived, and a coordination working group of the Union Territory and the Central-UT officers has been constituted.

Besides, the last phase of the Shahpur Kandi project, a national project, will be completed by September 15 this year.

Union Minister of State in PMO Jitendra Singh revealed this while chairing the DISHA meeting of the district administration and reviewing developmental projects of various departments in Kathua district on Wednesday.

The Union Minister informed that for the Government Medical College Kathua, which was presently providing a day care cancer treatment facility, there was an exercise going on to upscale it and also provide radiation treatment facilities through the experts and security of Tata Memorial Centre, Mumbai.

DISHA is an acronym for District Development Coordination and Monitoring Committees, which meet on a quarterly basis under the chairmanship of the MP(s) concerned.

During the meeting, the union minister also called for strict action against illegal mining in Kathua. He said that the illegal mining was threatening the erosion of the foundations of some of the vital infrastructure projects, including the Keerian Gadiyal bridge and motorway corridor.

He said these were some of the precious and historic projects of national importance that were obtained with the direct intervention and patronage of Prime Minister Narendra Modi, and therefore, it would be a matter of shame if, for some petty vested games and individual business interests, these projects were allowed to get eroded and lose their functional value.

The minister asked the SSP and the District Mining Officer (DMO) to furnish a report about how many illegal mining cases were brought to work. He also asked why the fine, which had a limit of Rs 50,000, had been reduced for the illegal miners and why it was reduced to a minimal amount, which encouraged the illegal miners to carry on with the crime.

Singh directed that anybody found involved in illegal mining, whether a political high-up or holding a high position, should not be spared.

“The person should not only be booked under law but also be publicly named and shamed,” he instructed.

Coming out heavily on the spreading menace of drug addiction, he suggested that a joint community be constituted consisting of the district administration, the police authorities, the public representative, and members of civil society to check this rapidly spreading drug abuse at different levels.

With regard to the Ujh Multipurpose Project, he said that the project also received a fillip because of the intervention of the Home Ministry and the Defence Ministry, which were also keen to revive the project in order to check the infiltration route through the river Ujh.

“Once this project becomes functional, it will provide irrigation to thousands of hectares of land, which may go up to even 90,000 hectares. For the surplus water not to be allowed to flow into Pakistan, an alternate plan is also being jointly prepared by J&K, Punjab, and the central government,” Singh said.

Regarding the Shahpur Kandi project, a national project that was also revised after four decades with the intervention of Prime Minister Modi, the minister informed that the last phase of it (the Shahpur Kandi project) would be completed by September 15, and the water would start flowing through it for the generation of electricity.

He emphasised that the industrial biotech park in Barnoti, the 11th such industrial park in the country and the first in North India, would become functional in the next few weeks with the involvement of public-private participation.

“This will create avenues of jobs, manufacturing, and business for the youngsters in various areas of bio-manufacturing and hospital instruments,” he said.

Singh highlighted that the long-standing demand of the Bala Sundri tunnel and the route would also be addressed, as the government had taken up a road project from Lakhanpur to Doda via the Chattra Gala Tunnel, including this route.

“Once this plan is complete, the travel distance from Kathua to Billawar will be reduced to only 30-40 minutes,” he said.

The minister said that Kathua was the first district to come up with a family bunker system in the border villages, covering about 2,000.

“The other border areas are also now following this as a role model. Meanwhile, 1,048 additional bunkers have also been proposed, which will bring the total number of family bunkers in the Kathua border areas to nearly 3000,” he shared.

Singh informed us that North India’s first-ever homoeopathy college was also approved for construction in the district.

“Very soon, the construction work will start and will cater to the college, and the associated hospital will also cater to the neighbouring states of Punjab and Himachal Pradesh,” he said.

During the meeting, the minister reviewed flagship schemes, including PMGSY, Jal Jeevan Mission, Swachh Bharat Mission, PMAY, Samagra Shiksha, PM SVANidhi, PM MUDRA Yojana, MGNREGA, Ayushman Bharat, horticulture, animal husbandry, and tubewell projects.

The meeting was attended by MLA Jasrota Rajiv Jasrotia, other MLAs from the district, and senior officers of the district administration.

Accompanied by their spouses and nodal officers, a total of 425 participants will attend the event. A felicitation programme for the guests will be held in New Delhi on August 14, attended by Union Minister Rajiv Ranjan Singh, Minister of State S. P. Singh Baghel, and senior ministry officials.

The event will feature the launch of the AI-powered SabhaSaar application and the release of the 16th edition of Gramoday Sankalp magazine.

This year’s theme — “आत्मनिर्भर पंचायत, विकसित भारत की पहचान” — underscores the role of self-reliant Panchayats in building a developed India. Srinagar, Aug 13: Authorities on Wednesday issued a notice to a West Bengal-based private company and online shopping giant Amazon for allegedly misbranding fake carpets as “authentic Kashmiri handmade silk carpet”.

“NOTICES issued 2 @jewelcarpet & @amazonIN for misbranding #KashmirCrafts,” Director, Department handicraft and handloom Mussarat Zia said in a post on X.

Attaching a screenshot of the misbranded carpet to his post, Zia said, “They must b crazy offering 50% rebates on cheap FAKES in name of Authentic Kashmiri Handmade Silk Carpet for ₹2,160 & ₹2,630. UNACCEPTABLE. Brings disrepute 2 artisans & high value items.”

According to the notice, the company has been directed to remove the misleading advertisements and tender an apology.

The company has been also directed to provide details of all sales of the misbranded products and submit a compliance report within three days.

Kupwara, Aug 13: Security forces on Wednesday busted a hideout in Gulgam forest area of north Kashmir’s Kupwara district, recovering arms, ammunition, and other war-like stores.

“Based on specific input, a joint search operation was launched by India Army and Jammu & Kashmir Police in general area of Alachizab in Gulgam forest, Kupwara which resulted in recovery of large quantity of war-like stores including one pistol explosives, ammunition and grenades,” Army’s Chinar Corps said on X.

“Operation is in progress,” Army added.

President Murmu to address nation tomorrow on eve of 79th Independence Day

New Delhi, Aug 13: President Droupadi Murmu will address the nation on Thursday, August 14, on the eve of the 79th Independence Day.

The address will be broadcast at 7 p.m. on the entire national network of Akashvani and telecast on all Doordarshan channels — first in Hindi, followed by the English version.

Regional language broadcasts will then be aired by Doordarshan’s regional channels, while Akashvani will carry the regional versions at 9.30 p.m. on its respective networks, a government statement said.

On Friday morning, Prime Minister Narendra Modi will deliver his traditional Independence Day speech from the ramparts of the Red Fort.

India observes Independence Day every year on August 15 to commemorate its freedom from over two centuries of British colonial rule in 1947. The occasion is marked by flag-hoisting ceremonies, cultural programmes, and tributes to the nation’s freedom fighters.

While past years have seen the government announce an official theme for the celebrations — focusing on unity, patriotism, social progress, and sacrifice — no theme has been declared so far this year.

In the run-up to the celebrations, iconic locations across the capital will host live performances by the Armed Forces bands, Central Armed Police Forces (CAPF) bands, Railway Protection Force (RPF) bands, and the National Cadet Corps (NCC). These events aim to infuse patriotic fervour and offer citizens a chance to enjoy stirring tunes and disciplined artistry.

Security arrangements have been intensified in Delhi, with traffic restrictions in place around key areas including India Gate, Mandi House, and Mathura Road. Vehicles without parking labels have been advised to avoid these stretches.

The Delhi Metro Rail Corporation (DMRC) has also made special arrangements for August 15, announcing that train services will start at 4 a.m. on all lines to facilitate the movement of guests, invitees, and the public attending the Red Fort ceremony.

From 4 a.m. to 6 a.m., trains will run every 30 minutes, after which normal schedules will resume, DMRC said.
