Srinagar Dec 04 : Jammu & Kashmir Chief Minister Omar Abdullah on Thursday said the authority to declare public holidays rests with the Centre, not the elected government of the Union Territory, adding that this is why J&K needs its full statehood back.

He said whether a holiday is declared on Sheikh Abdullah’s birth anniversary or not, the late leader’s place “resides in the hearts of the people.”

“Under the distribution of powers, the elected government here has not been given the authority to declare or remove a holiday. That power lies with the central government,” he said. “This is why we say give us back statehood so that we can take both big and small decisions ourselves.”

Omar said Sheikh Abdullah’s stature does not depend on official notifications. “There is no need for a holiday to remember the Sher-e-Kashmir. People remember him from their hearts,” he said, adding that even the best cadet in the passing-out parade was awarded the Sher-e-Kashmir Sword of Honour, reflecting the respect associated with his name.

Speaking to reporters, Omar said the Agni Veer scheme was a new model of recruitment, and the hope remains that those joining through it will uphold the regiment’s long tradition of unity, discipline, and national service.
“We expect that, like those who served before them, the new recruits will also strengthen the spirit of brotherhood and unity across the country,” he said.

Speaking on India–Russia ties in the context of President Vladimir Putin’s visit to India, Omar said Russia has consistently supported India on critical fronts.

“Russia has come forward to help us whether in supplying weapons or using its veto in the United Nations, especially in the Security Council,” he said as per KNS.
However, he expressed hope that Moscow would move towards de-escalation. “We hope Russia takes the path of peace and stops the attack on Ukraine,” he added.

On being asked naming changes in government institutions, Omar responded with a Shakespearean reference. “A rose by any other name will still smell as sweet,” he said, explaining that people care about governance and service, not labels.

“Whether you call it Raj Bhawan or Lok Bhawan, the purpose is the same that people should get comfort and timely service,” he said. He added that such steps are meaningful only when they improve public convenience.

Omar also said that government is committed to the Rehabilitation Assistance Scheme (RAS), previously known as SRO-43, under which a family member of a government employee who dies in service is given a job to help them withstand financial hardship.

He said the administrative process takes time but the government has cleared a significant number of cases and recently distributed around 60 appointment orders in Kashmir. He said departments have been instructed to set realistic schedules and strictly follow them.(KNS)

New Delhi, Dec 4: Prime Minister Narendra Modi will host a private dinner for Russian President Vladimir Putin on Thursday, hours after he lands in New Delhi to further expand a nearly eight-decade partnership that has remained steadfast notwithstanding fractious geopolitical environment and tensions.

Boosting defence ties, insulating India-Russia trade from external pressure and exploring cooperation in small modular reactors are set to be the focus of the summit meeting between Modi and Putin on Friday that is expected to be closely watched by Western capitals.

The Russian leader’s nearly 27-hour visit to New Delhi has assumed greater significance as it is taking place against the backdrop of rapid downturn in India-US relations.

Following the 23rd India-Russia summit, the two sides are expected to seal several agreements, including in areas of trade.

As the Russian leader is visiting India amid renewed American push to end the war in Ukraine, the issue is likely to figure prominently at the summit.

The Russian president is likely to arrive in New Delhi at around 6:35 pm on Thursday, and hours later, Modi will host him for a private dinner in reciprocation of a similar gesture extended to the Indian prime minister by the Russian leader during his visit to Moscow in July last year.

On Friday, Putin will be accorded a ceremonial welcome at the Rashtrapati Bhavan before the 23rd India-Russia summit. Modi will also host a working lunch for the Russian leader and his delegation at Hyderabad House, the venue for the summit.

Putin will also visit Rajghat in the morning, according to people familiar with the matter.

After the summit, Putin is set to launch the new India channel of Russian state-run broadcaster, following which he will attend a state banquet to be hosted in his honour by President Droupadi Murmu.

The Russian leader is expected to leave India at around 9 pm on Friday.

In the summit talks, New Delhi is expected to press for addressing the increasing trade deficit caused by India’s procurement of large volumes of Russian crude oil.

The Russian president’s trip to India is taking place at a time when India-US relations are going through possibly the worst phase in the last two decades after Washington imposed a whopping 50 per cent tariff on Indian goods, including 25 per cent levies for New Delhi’s procurement of Russian crude oil.

The impact of American sanctions on India’s procurement of Russian crude oil is likely to be discussed at the summit.

Kremlin spokesperson Dmitry Peskov on Tuesday said New Delhi’s purchase of crude oil from Russia may decline for “a brief period” in view of Western sanctions, but, at the same time, he said Moscow is taking steps to enhance the supplies.

At the summit, Putin is expected to apprise Modi about the latest US efforts to bring an end to the Ukraine conflict. India has been consistently maintaining that dialogue and diplomacy is the only way forward to end the war.

Following the Modi-Putin talks, the two sides are expected to ink a plethora of agreements, including one on facilitating the movement of Indian workers to Russia, and another on logistical support under a broader framework of defence cooperation.

It is learnt that under the trade basket, Indian exports to Russia are expected to significantly increase in areas of pharma, agriculture, food products and consumer goods.

The move comes amid concerns in New Delhi over a ballooning trade deficit in favour of Russia.

India’s annual procurement of goods and services from Russia amounts to around USD 65 billion, while Russia’s imports from India stand at around USD 5 billion. Officials said India is also looking at boosting cooperation in the fertiliser sector. Russia supplies three to four million tonnes of fertilisers to India annually.

The Indian and Russian sides are also likely to discuss New Delhi’s proposed free trade agreement with the Eurasian Economic Union.

Ahead of the summit, the defence ministers of the two countries will hold wide-ranging talks on Thursday that are likely to focus on India’s plan to procure additional batches of S-400 missile systems and other critical military hardware from Russia.

The S-400 missile systems proved to be very effective during Operation Sindoor. Top military officials said the overall focus will be to further expand the already close defence and security ties between the two countries, with a particular focus on ensuring expeditious supply of military hardware from Russia to India.

In October 2018, India signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding a warning by the US that going ahead with the contract may invite US sanctions under the provisions of Countering America’s Adversaries Through Sanctions Act (CAATSA).

Peskov said there may be a discussion on the possibility of Russia supplying Su-57 fighter jets to India. India is in the process of procuring a batch of fifth-generation fighter jets.

Dassault Aviation’s Rafale, Lockheed Martin’s F-21, Boeing’s F/A-18 and the Eurofighter Typhoon are the main contenders.

Ways to bolster bilateral energy ties are also expected to figure prominently in the summit. It is learnt that Russia has offered India additional discounts for its procurement of crude oil.

The offer came after the volume of India’s purchase of Russian crude oil registered a decline in the last few weeks following the latest wave of US sanctions on two Russian oil producers.

India and Russia have a mechanism under which India’s prime minister and the Russian president hold a summit meeting annually to review the entire gamut of ties. So far, 22 annual summit meetings have taken place alternatively in India and Russia. The Russian president had last visited New Delhi in 2021.

In July last year, PM Modi travelled to Moscow for the annual summit.

Russia has been a time-tested partner for India and a key pillar of New Delhi’s foreign policy.

Srinagar, Dec 4: Police in south Kashmir’s Anantnag district have registered a case against a hotel in Pahalgam for allegedly violating provisions of the Immigration and Foreigners Act by failing to report the stay of two foreign nationals.

According to officials, a police team from Police Station Pahalgam, during routine inspections of hotels and guest houses in the Rafting Point area, found that Hotel Golden Heritage, located at Rafting Point, Yenner, had accommodated two visitors from Thailand without completing the mandatory reporting formalities.

The hotel management had “deliberately concealed their stay” and failed to submit the compulsory online Form C, which all lodging establishments are required to file for registration of foreign nationals, police said. Filing Form C is a legal requirement aimed at maintaining security oversight and ensuring proper documentation of foreign visitors.

Terming the lapse a serious security concern, police said the act amounts to a violation of the Immigration and Foreigners Act, 2025.

Following the findings, FIR No. 79/2025 under Sections 8 and 23(b) of the Act was registered against the hotel management at Police Station Pahalgam. Further investigation is underway.

The Anantnag Police urged all hotels, guest houses and homestays to strictly adhere to legal and security protocols, emphasizing that non-compliance will invite strict action.

SC extends stay on trial court proceedings against Rahul Gandhi

New Delhi, Dec 4: The Supreme Court on Thursday extended till April 22 next year its interim order staying proceedings against Congress leader Rahul Gandhi in a case related to his alleged derogatory remarks against the Indian Army during his 2022 Bharat Jodo Yatra.

A bench of Justices M M Sundresh and Satish Chandra Sharma admitted the appeal filed by Gandhi, and said it will hear the matter in detail.

The bench was hearing Gandhi’s plea challenging a May 29 order of the Allahabad High Court dismissing his plea challenging the trial court’s summoning order in the case.

While hearing Gandhi’s plea on August 4, the top court stayed till the next date of hearing further proceedings in the case pending before a court in Lucknow.

“How do you get to know that 2,000 sq km of Indian territory has been occupied by Chinese? Were you there? Do you have any credible material?” the bench had earlier asked Gandhi about his alleged remarks.

“Why do you make these statements without having any material? If you are a true Indian, you won’t say such a thing,” it added.

The top court had then issued notice to the Uttar Pradesh government and the complainant in the case seeking their responses on Gandhi’s plea.

Senior advocate Abhishek Singhvi, appearing for Gandhi, had told the apex court that it would be an unfortunate situation if the Leader of Opposition cannot raise issues.

He referred to Section 223 of the Bharatiya Nagarik Suraksha Sanhita, and said prior hearing of the accused was mandatory before the court took cognisance of a criminal complaint, which was not done in the present case.

In his plea filed in a court, complainant Udai Shanker Srivastava alleged that Gandhi made several derogatory remarks against the Indian Army in context of the clashes with Chinese soldiers during his December 2022 yatra.

The trial court summoned Gandhi as an accused for facing trial for the alleged offence of defamation. Gandhi’s advocate Pranshu Agarwal argued that the allegations appeared to be fabricated, just by reading the complaint.

It was also argued that Gandhi is not a resident of Lucknow. So the trial court should have investigated the veracity of the allegations before summoning him on this complaint, and he should have been summoned only if the allegations were prima facie found to be fit for trial.

New Delhi, Dec 4: InterGlobe Aviation, the parent company of IndiGo, saw its shares fall more than 3 per cent on Thursday as the airline continued to struggle with large-scale flight disruptions across the country.

The stock dropped to Rs 5,405 in the morning, its lowest level in over five months, and extended its decline for the second straight session. IndiGo faced one of its biggest operational setbacks in recent years, with around 200 flights cancelled on Wednesday.

The disruptions were mainly caused by a severe shortage of crew, particularly pilots, after the revised Flight Duty Time Limitation norms came into effect last month.

The new rules require airlines to provide more rest hours and humane work schedules for crew members. IndiGo has been finding it difficult to quickly adjust its network to these changes.

The impact spilled over to Thursday as well, with nearly 73 flights cancelled at Bengaluru’s Kempegowda International Airport, adding to passenger inconvenience.

Following the widespread cancellations, IndiGo issued an apology, acknowledging major disruptions across its network over the past two days.

The airline said multiple unforeseen challenges — including minor technical glitches, winter schedule adjustments, bad weather, increased air traffic congestion, and the rollout of updated crew rostering rules — combined to create a situation that was difficult to anticipate.

To stabilise operations, the airline said it has made calibrated schedule adjustments that will remain in place for the next 48 hours. IndiGo expects these measures to help restore normal operations and gradually recover punctuality.

Meanwhile, aviation regulator DGCA has launched an investigation into the disruptions. The watchdog has asked IndiGo to submit a detailed report explaining the reasons behind the cancellations and its plan to reduce delays and minimise inconvenience for passengers.

On Tuesday, IndiGo shares had already fallen around 2 per cent to close at Rs 5,595.50. The stock has slipped nearly 6 per cent in the past five days but remains more than 2 per cent higher over the last six months.

Jammu, Dec 3: Jammu and Kashmir Chief Minister on Wednesday felicitated cricketer Anekha Devi for her outstanding performance in the inaugural T20 World Cup for the Blind, in which India emerged victorious.

He lauded her determination and said her achievement is a matter of pride for Jammu and Kashmir and the nation.

Devi was accorded a grand reception by several organisations, including the Yuva Rajput Sabha (YRS), on Tuesday for her stellar performance in the World Cup.

Twenty-year-old Anekha Devi, daughter of daily wager Bachitar Singh from the remote village of Machhedi (Bajohi) in Kathua district, represented India in the inaugural Women’s T20 Cricket World Cup for the Blind 2025.

The Indian women’s blind cricket team created history by winning the title with a seven-wicket victory over Nepal in the final in Colombo.

India began their campaign by defeating Sri Lanka, followed by a 57-run win over Australia after the Aussies failed to chase a 293-run target. India then beat arch-rivals Pakistan, chasing 136 runs in just 10.2 overs.

In the semi-final, India thrashed Australia by nine wickets before sealing the trophy with a dominant win over Nepal in the final.

Srinagar, Dec 4: A severe cold wave has tightened its grip over Kashmir as temperatures plunged further below freezing across the Valley on Wednesday night, a local weather monitoring agency said on Thursday.

According to data compiled by the independent weather forecaster, Srinagar recorded a bone-chilling minimum of -4.0°C, marking one of the coldest nights of the season so far. Qazigund registered -3.6°C, while tourist destination Pahalgam continued to shiver at -4.8°C.

Other stations in the Valley also witnessed harsh conditions: Kupwara logged -3.2°C, Kokernag -0.8°C, and Gulmarg -1.0°C.

Peripheral and south Kashmir areas saw even lower temperatures. Pampore dropped to -5.0°C, Srinagar Airport to -4.6°C, and Awantipora to -4.0°C. Budgam settled at -4.2°C, while Anantnag, Baramulla, and Zethan Rafiabad recorded -4.8°C, -4.8°C, and -4.6°C respectively. Pulwama and Shopian remained among the coldest habitations at -5.6°C and -5.3°C, with Bandipora touching -3.9°C. Ganderbal recorded -2.6°C, Sonamarg -3.6°C, and Zojila Pass stood out as the coldest point at a frigid -17.0°C.

In the Jammu region, temperatures remained relatively milder. Jammu city recorded 8.0°C, Banihal 2.1°C, Batote 4.7°C, and Katra 8.4°C. Bhaderwah dipped to 0.4°C, Kathua to 7.2°C, and Jammu Airport to 8.7°C. Udhampur reported 3.0°C, Ramban 4.3°C, Samba 3.3°C, Rajouri 1.7°C, Kishtwar 3.6°C, Reasi 6.1°C, and Doda 4.7°C.

In the cold desert region of Ladakh, sub-zero conditions also persisted. Leh recorded -9.0°C, Kargil -7.8°C, and the Nubra Valley -7.6°C.

Israel launches airstrike in Gaza after 5 soldiers wounded in militant attack

Jerusalem, Dec 4: Israel said it has launched an airstrike on a Hamas militant in southern Gaza in retaliation for an attack earlier in the day that wounded five Israeli soldiers.

The strike late Wednesday was the latest test for a fragile ceasefire that has mostly held up since early October, despite claims of violations by both Israel and Hamas. Hamas put out a statement condemning the strike in Khan Younis.

Earlier Wednesday, Israel received remains of what could be one of the last hostages in Gaza and said it would begin allowing Palestinians to leave the war-torn territory through a border crossing with Egypt.

Prime Minister Benjamin Netanyahu said Hamas violated the ceasefire Wednesday when, according to the army, militants emerged from an underground tunnel and attacked Israeli soldiers in an area under their control.

Israel has accused Hamas of ceasefire violations before launching previous waves of airstrikes. Strikes killed 104 people in late October and 33 people in late November, according to local health officials.

The remains found by militants in northern Gaza were returned to Israel, where they will be examined by forensics experts. Remains militants handed over on Tuesday did not match either of the last two hostages in Gaza.

The return of all the hostages taken on the October 7, 2023, attack that started the war is a key element of the first phase of the ceasefire that began in October. In exchange, Israel has been releasing Palestinian prisoners.

Under the terms of the ceasefire, the long-closed Rafah crossing is to be opened for medical evacuations and travel to and from Gaza. The World Health Organization says there are more than 16,500 sick and wounded people who need to leave Gaza for medical care.

It was not immediately clear when the border crossing would be opened, however.

Egypt wants Palestinians to be able to return to Gaza through the crossing and says it would only be opened if movement is allowed both ways. Israel says Palestinians will not be able to return to Gaza through the crossing until the last hostages’ remains are returned from Gaza.

Once the last hostages’ remains are returned and Israel releases more Palestinian prisoners in exchange, the U.S.-backed ceasefire plan is supposed to advance to the next phases, which call for creating an international stabilization force, forming a technocratic Palestinian government and disarming Hamas.

Earlier on Wednesday, Prime Minister Benjamin Netanyahu said forensic testing showed that partial remains returned by militants on Tuesday did not match either of the hostages still in Gaza. Palestinian militants later said they had found more remains in northern Gaza and turned them over to the Red Cross, which is acting as an intermediary.

The two hostage bodies still in Gaza are Israeli Ran Gvili and Thai national Sudthisak Rinthalak. Gvili was an Israeli police officer who helped people escape from the Nova music festival during the Oct. 7 attack and was killed fighting at another location. Sudthisak Rinthalak was an agricultural worker from Thailand who had been employed at Kibbutz Be’eri, one of the hardest-hit communities in the attack.

A total of 31 workers from Thailand were abducted, the largest group of foreigners to be held in captivity. Most of them were released in the first and second ceasefires. The Thai Foreign Ministry has said in addition to the hostages, 46 Thais have been killed during the war.

The Israeli military body charged with facilitating aid to Gaza, COGAT, said Israel would coordinate with Egypt on the exit of Palestinians, under the supervision of a mission from the European Union.

Those wishing to leave Gaza will require “Israeli security approval”, COGAT said.

The US State Department’s Bureau of Near-Eastern Affairs, writing on X, cast the opening of the crossing as a measure that would afford “the most vulnerable Gazans” access to better medical care.

Palestinians who want to leave Gaza will be able to move through Rafah if Egypt agrees to receive them, Israeli government spokesperson Shosh Bedrosian said. But the crossing won’t be open for Palestinians seeking to return to Gaza until all of the hostages in the territory are returned to Israel, she said.

Citing an unnamed Egyptian official, Egypt’s State Information Service said, if an agreement is reached, the crossing will be opened for travel in both directions in accordance with the ceasefire plan advanced by US President Donald Trump.

Egypt fears that Palestinians allowed to leave Gaza might not be able to return.

Egyptian President Abdel-Fattah el-Sissi has warned that Israel might prompt an exodus from Gaza as a way to permanently expel people and “eliminate the Palestinian cause” for statehood. More than 100,000 Palestinians that left Gaza after the war started, including those wounded in the conflict, have been living in Egypt, according to Egyptian authorities.

The Rafah crossing was sealed off in May 2024 when Israel’s military invaded the area. It was briefly opened in February this year as part of a previous ceasefire for the evacuation of sick and wounded Palestinians.

In the southern city of Rafah, four Israeli soldiers were injured, one seriously, after being attacked by militants who emerged from an underground tunnel, the Israeli military said. The military called the attack in an area under its control a violation of the ceasefire, and said it responded by returning fire.

In Gaza City, a Palestinian man was killed by Israeli fire, a hospital said, marking the latest reported Palestinian fatality in the territory.

Israeli forces shot the 46-year-old man in the Zeitoun neighborhood, according to the Al-Ahli hospital, which received the body. Israel’s military did not immediately respond to a request for comment.

The hospital said the man was shot while in the “safe zone”, which, under the terms of the ceasefire, is not controlled by the Israeli military. The Gaza Health Ministry says more than 360 Palestinians have been killed across Gaza since the ceasefire took effect on October 11.

Twenty living hostages and the remains of 26 others have been returned to Israel since the ceasefire began in early October.

Israel has been releasing 15 Palestinian bodies for the remains of each hostage as part of the ceasefire agreement. The Gaza Health Ministry said the total number of remains received so far is 330. Health officials in Gaza have said they have only been able to identify a fraction of the bodies handed over by Israel, and the process is complicated by a lack of DNA testing kits.

The exchanges have gone ahead even as Israel and Hamas have accused each other of violating other terms of the deal. Israeli officials have accused Hamas of handing over partial remains in some instances and staging the discovery of bodies in others.

Hamas has accused Israel of opening fire on civilians and restricting the flow of humanitarian aid into the territory.

The ceasefire aims to wind down the war that was triggered by the Hamas-led attack on southern Israel, which killed about 1,200 people and saw 251 taken hostage.

The Gaza Health ministry says the total Palestinian death toll from the war is over 70,100. The ministry does not distinguish between militants and civilians, though it says roughly half of those killed have been women and children. The ministry operates under the Hamas-run government. It is staffed by medical professionals and maintains detailed records viewed as generally reliable by the international community. (AP)

Jammu, Dec 3: Lieutenant Governor Manoj Sinha, on Wednesday, said that the inclusion of Persons with Disabilities (PwDs) is the foundation of equitable development.

Speaking at an ‘International Day of Persons with Disabilities’ event at Padma Shri Padma Sachdev Government College for Women, Gandhi Nagar, in Jammu, LG Sinha said, “Inclusion of Divyangjan is the foundation of equitable development. We must work with sensitivity, awareness, and a shared resolve to ensure their dignity and meaningful participation and guarantee access to education, skills, and livelihoods.”

He called upon all the officials and social organisations to pledge to protect and promote the rights of PwDs.

“I salute the resilience, determination and potential of Divyangjans. We are committed to building a system that aligns with their dreams and aspirations, eliminating all challenges and barriers,” the LG said.

He shared the key initiatives of the J&K administration towards providing comprehensive support for the socio-economic empowerment of PwDs.

LG Sinha said that, under the leadership of Prime Minister Narendra Modi, special efforts had been made to provide equal opportunities, equal rights, and a quality life to PwDs.

“Together, we must build a J&K where accessibility is the norm, where every Divyangjan has access to all facilities, equal employment opportunities, and the advanced technical tools needed to live a life with dignity and respect,” he said,

The LG handed over the assistive devices and kits to beneficiaries and also visited stalls put up by various social service organisations.

He also lauded the Composite Regional Centre, Jammu, for its commendable efforts in the rehabilitation and empowerment of PwDs.

Since 2024, CRC Jammu has conducted over 35,000 clinical surveys and distributed assistive devices worth over Rs 2 crore, thereby transforming the lives of countless individuals.

The event was organised by CRC Jammu for skill development, rehabilitation and empowerment of PwDs under the theme, ‘Celebrating Ability, Preserving Culture.’

The global theme for this year’s International Day of Persons with Disabilities is ‘Fostering disability-inclusive societies for advancing social progress.’

Member of Legislative Assembly from Bahu, Vikram Randhawa; Director Colleges, Prof Sheikh Ajaz Bashir and Director, CRC Jammu (Samba), Rohnika Sharma were also present on the occasion.

Srinagar, Dec 3: Rehabilitation of business units hit by the April-May 2025 disturbances remains abysmally slow, with official data showing that only 7752 of the 64,029 affected accounts – just about 12 percent – have been covered under the relief package so far.

The disturbances followed the April 22 Pahalgam terrorist attack in which 26 tourists were killed and the subsequent India-Pakistan conflict, triggering a severe economic disruption across Jammu and Kashmir.

According to the details accessed by Greater Kashmir, the matter was reviewed during the 16th meeting of J&K UTLBC on June 21, 2025.

During the meeting, it was decided that a committee comprising Jammu and Kashmir Bank, State Bank of India, and Punjab National Bank would frame a comprehensive rehabilitation package for affected enterprises.

Subsequently, the J&K government, with the approval of the Lieutenant Governor, issued a notification on August 8, declaring entire J&K as disturbance-affected with effect from April 22.

A senior banking executive said, “The approved rehabilitation package was circulated among all banks on September 6 for implementation. However, the latest data reveals sharp gaps in execution.”

J&K Bank reported 36,192 affected units involving Rs 1930.57 crore of which only 7133 accounts have been rehabilitated.

SBI has rehabilitated merely 362 of 10,800 affected accounts, while PNB has covered 235 of 9581 units.

HDFC Bank, despite exposure to 2044 affected units worth Rs 790.93 crore, has not rehabilitated a single account to date.

In total, banks have extended relief of only Rs 494 crore against an overall affected exposure of Rs 5055 crore.

“As per the plan, all banks were supposed to complete the rehabilitation by November 5, 2025. But the progress is nowhere close,” said an official familiar with the matter. “Banks have now approached UTLBC seeking an extension till December 31 to ensure wider coverage of eligible borrowers.”

Trade bodies argue that businesses cannot survive without urgent intervention.

Kashmir Chamber of Commerce and Industry (KCCI) President, Javid Ahmad Tenga said he has already written to J&K Bank, formally requesting an extension in the implementation timeline.

“The situation after the April 22 attack has been extremely challenging for businesses. Tourism has taken the biggest hit, allied sectors have collapsed, and this downturn has spread to transport, handicrafts, retail and services,” Tenga said. “We are also demanding a one-time settlement scheme for borrowers who have suffered due to a prolonged slump. Thousands of traders and entrepreneurs are unable to revive their units without decisive financial support.”

President Kashmir Trade Alliance, Aijaz Shahdhar, said many small and medium businesses are “on the verge of closure” due to the slow rollout.

“The relief package is meaningful only if it reaches people on time. Every week of delay pushes more businesses deeper into distress,” he said.

Meanwhile, banking officials said that procedural delays and verification processes had contributed to the slow progress, but assured that rehabilitation efforts would accelerate if the deadline is extended.
