Tehran, Aug 11: Talks between Iran and the International Atomic Energy Agency will be “technical” and “complicated,” the Islamic Republic’s Foreign Ministry said Monday ahead of a visit by the nuclear watchdog for the first time since Tehran cut ties with the organisation last month.

Relations between the two soured after a 12-day air war was waged by Israel and the US in June, which saw key Iranian nuclear facilities bombed. The IAEA board said on June 12 Iran had breached its non-proliferation obligations, a day before Israel’s airstrikes over Iran that sparked the war.

The IAEA did not immediately issue a statement about the visit by the agency’s deputy head, which will not include any planned access to Iranian nuclear sites.

Esmail Baghaei, the Iranian Foreign Ministry spokesperson, told reporters there could be a meeting with Foreign Minister Abbas Aragchi, “but it is a bit soon to predict what the talks will result since these are technical talks, complicated talks.”

Baghaei also criticised the IAEA’s “unique situation” during the June war with Israel.

“Peaceful facilities of a country that was under 24-hour monitoring were the target of strikes and the agency refrained from showing a wise and rational reaction and did not condemn it as it was required,” he said.

Aragchi had previously said that cooperation with the agency, which will now require approval by Iran’s highest security body, the Supreme National Security Council, would be about redefining how both sides cooperate. The decision will likely further limit inspectors’ ability to track Tehran’s programme that had been enriching uranium to near weapons-grade levels.

Iranian President Masoud Pezeshkian on July 3 ordered the country to suspend its cooperation with the IAEA, after the US bombed three major Iranian nuclear sites as Israel waged an air war with Iran, killing nearly 1,100 people, including many military commanders. Retaliatory Iranian strikes killed 28 in Israel.

Iran has had limited IAEA inspections in the past as a pressure tactic in negotiating with the West, and it is unclear how soon talks between Tehran and Washington for a deal over its nuclear programme will resume.

US intelligence agencies and the IAEA had assessed Iran last had an organised nuclear weapons programme in 2003, though Tehran had been enriching uranium up to 60 per cent — a short, technical step away from weapons-grade levels of 90 per cent.

India slams Pakistan Army Chief’s nuclear threats

New Delhi, Aug 11: New Delhi has sharply condemned Pakistani Army Chief Field Marshal Asim Munir’s remarks in the United States, in which he threatened to destroy Indian infrastructure and issued a nuclear warning.

Speaking in Tampa, Florida on Sunday at a private dinner hosted by businessman, Munir said Pakistan would target any Indian dam on the Indus River, adding that his country had “no shortage of missiles.” He further warned that Pakistan could “take half the world down” if pushed to the brink.

In a strongly worded statement on Monday, the Ministry of External Affairs said, “Our attention has been drawn to remarks reportedly made by the Pakistani Chief of Army Staff while on a visit to the United States. Nuclear sabre-rattling is Pakistan’s stock-in-trade. The international community can draw its own conclusions on the irresponsibility inherent in such remarks, which also reinforce the well-held doubts about the integrity of nuclear command and control in a state where the military is hand-in-glove with terrorist groups. It is also regrettable that these remarks should have been made from the soil of a friendly third country. India has already made it clear that it will not give in to nuclear blackmail. We will continue to take all steps necessary to safeguard our national security.”

Munir’s comments came amid heightened tensions over India’s suspension of the Indus Waters Treaty. He claimed such a move could put hundreds of millions in Pakistan at risk of starvation and vowed retaliation against any Indian attempts to alter water flows.

India has repeatedly accused Pakistan of making provocative statements to divert attention from its own internal challenges and its alleged support for cross-border terrorism.

Srinagar, Aug 11: Chief Minister Omar Abdullah today chaired a high-level meeting to review the ongoing food safety enforcement campaign in the wake of recent seizures of unsafe meat and meat products, particularly in the Kashmir Valley. The Chief Minister directed exemplary punitive action against those found storing or selling unsafe food, emphasising that offenders posing risks to public health must be prosecuted under the relevant provisions of the Food Safety & Standards Act. He called for criminal proceedings against the most serious violators.

“The grave problem appears to have remain unchecked and unnoticed for too long. The unscrupulous elements have played with health and lives of people. This has to stop and those deliberately involved in playing with public health must face the law.” Chief Minister said.

“I appreciate officials for launching the drive and exposing the dangerous rot in our food chain. There can be no compromise on public health and the drive will continue. There will be an audit of the concerned departments and the mechanism to stop import, sale and use of the unhygienic meat and other food items,” CM added.

To tighten quality control, the Chief Minister ordered the establishment of entry-point check posts and testing laboratories at Lakhanpur and Qazigund to screen mutton, chicken, and other perishable items entering Jammu & Kashmir.

He further directed that Food Testing Laboratories be set up at every district headquarters, instead of limiting such facilities to Jammu and Srinagar, thereby significantly enhancing the Government’s enforcement capacity. No meat should be sold and used without proper clearance.

The Chief Minister also emphasised that the Food Safety and Drugs Organization would be further strengthened to ensure rigorous monitoring and swift action against violations.

The Chief Minister further instructed intensified inspection drives across all districts, with Deputy Commissioners personally leading surprise market checks to ensure strict compliance with prescribed hygiene and quality standards. All mobile food-testing vans are to be deployed immediately to support these operations.

While acknowledging the justified public and media concern, the CM urged citizens to approach the concerned authorities rather than taking the law into their own hands. He cautioned against vigilante actions and directed the Food Safety Department to follow due procedure, work with the police for surprise raids, and avoid harassment of traders who comply with safety regulations.

The CM also ordered the registration of all food distributors, traders, and vendors, bringing them under a formal licensing framework. An inter-departmental committee will be constituted to ensure coordination, efficiency, and smooth enforcement, particularly for the distribution and sale of safe, hygienic, fresh, and properly labelled perishable items such as meat and chicken.

Departments have been instructed to verify that meat supplies originate from safe sources, that the cold chain is maintained, and that cold stores are equipped with deep-freezing facilities. The CM took serious note of the use of harmful chemicals, unauthorized synthetic additives, and colouring agents, stressing their potential health hazards.

Health experts, including the Director of SKIMS and the Principal of GMC Srinagar, briefed the meeting on the ill-effects of food adulteration and the health risks posed by unsafe food, urging changes in food habits to reduce the rising incidence of chronic illnesses.

The meeting was attended by Health & Education Minister Sakina Itoo, Agriculture Minister Javed Ahmed Dar, Food, Civil Supplies & Consumer Affairs Minister Satish Sharma, Advisor to the CM Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary to the CM Dheeraj Gupta, Principal Secretary Agriculture Shailender Kumar, Commissioner Secretary Industries & Commerce Vikramjeet Singh, Commissioner Secretary Food, Civil Supplies & Consumer Affairs Saurabh Bhagat, Secretary Health & Medical Education Dr Abid Rashid Shah, Director SKIMS Dr M. Ashraf Ganai, Principal GMC Srinagar Dr Iffat Hassan, Commissioner Food Safety Smita Sethi, and other senior officials.

Dr Abid Rashid Shah presented details of recent enforcement activities, seizures of unsafe meat and poultry, penalties prescribed under law, and the roles of various departments, including Food Safety, Food Civil Supplies & Consumer Affairs, Agriculture, Industries & Commerce, Home, Housing & Urban Development, and District Administration.

He also outlined an immediate 30-day action plan involving: Mapping all food businesses and vendors, Intensified inspection drives, Public reporting campaigns via “Dial 104”, Community engagement initiatives, and Establishing entry check posts at Lakhanpur and Qazigund.

Concluding the meeting, the CM reiterated the government’s commitment to take concerted and coordinated action to curb violations in the sale, storage, and distribution of perishable food items—particularly meat, meat-based products, and dairy—ensuring the highest standards of consumer safety and public health.

Chief Minister Omar Abdullah appealed people to remain vigilant and not to buy any processed meat from unauthorized vendors.

Baramulla, Aug 11: Deputy Commissioner (DC) Baramulla, Minga Sherpa, on Monday said comprehensive security arrangements have been made to ensure that the Independence Day celebrations are held smoothly and in a safe environment.

Speaking to reporters on the sidelines of a Tiranga Rally in Baramulla town, the DC said elaborate measures have been taken by Baramulla Police in view of the upcoming event.

“All necessary arrangements, including the deployment of security forces as required, have been put in place by SSP Baramulla,” he said.

The main Independence Day function will be held at Prof. Showkat Ali Stadium, Khoja Bagh, Baramulla.

Briefing about Monday’s Tiranga Rally—from the main town to the stadium—the DC said around 12,000 students from various schools, along with locals, participated, carrying a 2.5-kilometre-long national flag.

“We plan to continue such events in the coming days and will organise similar rallies at the Tehsil level as well,” Sherpa said, adding that the district administration has received enough national flags to ensure every household has a Tricolour before August 15.

“I urge people to participate in large numbers in the Independence Day function at Prof. Showkat Ali Stadium,” he added.

Senior Superintendent of Police (SSP) Baramulla, Gurinderpal Singh, said Independence Day functions will be held at 147 venues, including sub-division headquarters and schools, with the main event at Khoja Bagh.

“All security measures are in place to ensure smooth conduct at every venue,” he said, adding that three to four Tiranga Rallies are being organised daily in the run-up to August 15.

He also said the situation along the Line of Control (LoC) remains normal and arrangements are in place to deal with any possible eventuality.

According to officials, three sub-inspectors were travelling from Srinagar to Jammu after performing Amarnath Yatra duty when met with an accident at Tengan in Lasjan area of the city. The policemen were rushed to a hospital where two of them were declared brought dead.

Speaking to reporters on the sidelines of a rehearsal parade at Partap Park Srinagar, IGP Birdi said rehearsal drills are being carried out as part of the preparations.

He said multiple layers of security will be in place on August 15, with special arrangements at sensitive locations to ensure the event passes off peacefully.

Kishtwar encounter: Searches continue on day 2

Kishtwar, Aug 11: A search operation by security forces to track down terrorists hiding in a Dool area of Kishtwar district entered the two day on Monday, with additional deployment made in the area to reinforce the cordon, sources said.

Official sources informed that an encounter broke out between the terrorists and the security forces in the Dool Kisthwar on Sunday.

The encounter broke out when police, assisted by Army and CRPF, launched a cordon and search operation in Nagalo Sunday early morning based on intelligence inputs about the presence of terrorists in the area.

The search has been expanded in the area to track down the hiding terrorists. It is believed there are two to three of them, sources said.—(KNC)

LG can nominate five members to JK assembly without advice of elected govt: Centre informs HC

Srinagar, Aug 11: The Lieutenant Governor of Jammu and Kashmir can nominate five members to the J&K Assembly without the “aid and advice” of the elected government, the Union Ministry of Home Affairs has informed the Jammu and Kashmir High Court. The Ministry stated that the nominations were “outside the realm of the business of the elected government of J&K”, according to a report in The Hindu.

The five members include three members — two Kashmiri migrants (one of them a woman), one member from the Pakistan-occupied J&K (PoJK) community, and two women—if, in the opinion of the Lieutenant Governor, women are not adequately represented in the Assembly.

MHA’s affidavit in court said that the nominations were “outside the realm of the business of the elected government of J&K”. Adding that, “Once the Parliament bylaw recognises the Lieutenant-Governor as a distinct authority from the government of Union Territory under Parliamentary enactment, it necessarily follows that when a power is conferred upon the Lieutenant-Governor, then the same must be exercised as a statutory function and not as an extension of his duties as the head of the UT Government…. there can be no manner of doubt that it is the Lieutenant-Governor who has to exercise this statutory duty in his discretion, as a statutory functionary and not as an extension of the government, thus, without aid and advice,”

The amendment was challenged through a public interest litigation (PIL) filed by Congress leader Ravinder Kumar Sharma. While hearing the petition, the High Court on October 21, 2024 had sought a reply from the Union government on the changes to the 2019 Act.

“Whether Sections, 15, 15-A and 15-b of the J&K Reorganisation Act, 2019, making provision for nominating the members of Legislative Assembly over and above the sanctioned strength of the Legislative Assembly, and which have the potential of converting the minority government into a majority government and vice versa, is ultra vires the Constitution being in violation of basic structure of the Constitution?” it had asked.

The 2023 amendment increased the total number of seats to 119 from the existing 114. The government had kept 24 seats vacant for the PoJK areas.

In the affidavit filed on July 24, the MHA said the “present writ petition has become academic as the scenario contemplated did not arise”.

It said that “the interpretation of Section 12 of the Union Territories Act, 1963 would pari materia apply to Sections 15, 15A and 15B of the J&K Reorganisation Act and accordingly, the nominations so made, would be made without the aid and advice of the Council of Ministers, being outside the realm of the business of the elected government of J&K.”

The MHA said that the petitioner had failed to substantiate the claim that the nominations made under the J&K Reorganisation Act, 2019 exceed the sanctioned strength of the Legislative Assembly, while those under the Government of Union Territories Act, 1963, do not. “The Petitioner has not provided any cogent legal basis or statutory interpretation to support such a distinction, and the submissions in this regard remain misconceived and unsustainable in law,” the MHA said.

It added that Section 14(3) of the 2019 Act “does not provide the total strength of the Legislative Assembly; but merely provides the number of directly elected members to such Legislative Assembly”.

“The sanctioned strength of the Assembly, therefore, is not 114, but 114 + all members nominated in terms of Sections 15, 15A and 15B,” the MHA said.

It further said that the fallacious statutory interpretation of the petitioner was to be cross-applied to the Union Territory of Puducherry, then as per such reading, the total strength of the Assembly of Puducherry under Section 3(2) of the 1963 Act would be 30. “Whereas, as per his own case, the sanctioned strength of the Legislative Assembly for the UT of Puducherry has been stated to be 33, i.e. 30 +3,” MHA said.

The case is scheduled for hearing on August 14.

The election to the 90-seat J&K Assembly was held in September-October 2024 and the results were declared on October 8, with the National Conference-Congress alliance sweeping the polls.

Wellington, Aug 11: Australia will recognise a Palestinian state, Australian Prime Minister Anthony Albanese said Monday, joining the leaders of France, Britain and Canada in signaling they would do so.

His remarks followed weeks of urging from within his Cabinet and from many in Australia to recognise a Palestinian state and amid growing criticism from officials in his government over suffering and starvation in Gaza.

Australia’s government has also criticised plans announced in recent days by Israeli leader Benjamin Netanyahu for a fresh, sweeping military offensive in Gaza.

Albanese told reporters after a Cabinet meeting Monday that Australia’s decision to recognise a Palestinian state will be formalised at the United Nations General Assembly in September. The acknowledgement was “predicated on commitments Australia has received from the Palestinian Authority,” Albanese said.

Those commitments included no role for Hamas in a Palestinian government, demilitarisation of Gaza and the holding of elections, he said.

“A two-state solution is humanity’s best hope to break the cycle of violence in the Middle East and to bring an end to the conflict, suffering and starvation in Gaza,” Albanese said.

Boy injured in scuffle outside SP College, hospitalized

Srinagar, Aug 11: Five persons sustained injuries during a scuffle between two groups at Buksul in Budgam district on Sunday, officials said.

An official said that the injured include an 18-year-old resident of Gatipora Budgam, and four others aged 42, 36, 21, and 34 years, all residents of the same locality.

They were initially shifted to Sub-District Hospital Khansahib and later referred to SMHS Hospital Srinagar for advanced treatment. All are reported to be stable.

Police have taken cognizance of the matter and initiated further investigation. (KNC)
