IAS officer, 2 others killed in road accident in Kalaburagi

Kalaburagi, Nov 26: Three persons, including a senior IAS officer, were killed in a road accident in the Kalaburagi district of Karnataka on Tuesday, police officials said.

The Managing Director of Karnataka State Minerals Corporation Mahantesh Bilagi, his brother Shankara Bilagi and relative Iranna Shirasangi have been identified as the deceased persons.

According to the police, the accident occurred when the driver tried to save a stray dog and lost control of the vehicle.

The Innova car, in which the victims were travelling, spun after the driver lost control, resulting in the deaths of three people.

The incident had taken place at Gownalli Cross in Jewargi taluk of Kalaburagi district.

Bilagi was travelling from Vijayapura to Kalaburagi to attend a marriage ceremony.

51-year-old Mahantesh Bilagi succumbed to injuries at the hospital.

His brother Shankara and relative Iranna died on the spot.

More details are yet to emerge regarding the incident.

Bilagi was a 2012 Karnataka cadre IAS officer.

He was currently working as the Managing Director of Karnataka State Minerals Corporation Limited.

He had served as Managing Director of the Bengaluru Electricity Supply Corporation (Bescom) and worked as Deputy Commissioner of Davanagere, Udupi and other districts.

Karnataka Deputy Chief Minister D.K. Shivakumar expressing his grief over the incident said, “The passing of senior IAS officer Mahantesh Bilagi, Managing Director of Karnataka State Mineral Corporation, in a car accident is extremely saddening.”

“He had also served as MD of Bescom and held various positions across Karnataka, including Davangere and Udupi. His demise is an irreparable loss to society, as he was known for his efficient and people-oriented work. May his soul rest in peace, and may God give strength to his family to bear this loss. Om Shanti,” Shivakumar said.

State Minister for Large and Medium Industries, M.B. Patil condoned the death and said, “I am saddened to hear the news that the people-friendly IAS officer Mahantesh Bilagi, who was serving as the Managing Director of Karnataka State Minerals Corporation Limited, passed away in a horrific road accident near Jewargi in Kalaburagi district.”

“He (Mahantesh Bilagi) had served with honesty and efficiency as the District Commissioner in several districts. A fine orator, he had inspired many students. His demise is an irreparable loss to the administrative system,” Patil added.

“I pray that his soul attains eternal peace, and may the Almighty grant strength to his family members and admirers to bear this grief,” he said.

State BJP President and MLA B.Y. Vijayendra said, “The news of the demise of senior IAS officer Mahantesh Bilagi in a horrific road accident near Kalaburagi is deeply shocking. He had served as the Managing Director of Karnataka State Mineral Corporation and previously as the Managing Director of Bescom.”

“His untimely passing is a great loss to the state, as he was a senior, efficient, and excellent officer. I offer my condolences to his family and pray that God gives them the strength to bear this loss. I also express my condolences to the families of the two others who lost their lives in the accident, and pray that God grants them peace,” he added.

Trump says he’s sending his envoys to see Putin and Ukrainians after fine-tuning plan to end war

Washington, Nov 26: President Donald Trump said Tuesday his plan to end the war in Ukraine has been “fine-tuned” and he’s sending envoy Steve Witkoff to meet with Russian President Vladimir Putin and Army Secretary Dan Driscoll to meet with Ukrainian officials.

He suggested he could eventually meet with Putin and Ukrainian President Volodymyr Zelenskyy, but not until further progress has been made in negotiations.

“I will be briefed on all progress made, along with Vice President JD Vance, Secretary of State Marco Rubio, Secretary of War Pete Hegseth, and White House Chief of Staff Susie Wiles,” Trump added in the social media posting. “I look forward to hopefully meeting with President Zelenskyy and President Putin soon, but ONLY when the deal to end this War is FINAL or, in its final stages.”

Trump spoke after US Army Secretary Dan Driscoll held talks late Monday and throughout Tuesday with Russian officials in Abu Dhabi, United Arab Emirates, to discuss the emerging proposal.

“The talks are going well and we remain optimistic,” Lt Col Jeff Tolbert, spokesman for the Army secretary, said in a statement.

As the talks were taking place, Russia launched a wave of overnight attacks on Ukraine’s capital, Kyiv, with at least seven people killed in strikes that hit city buildings and energy infrastructure. A Ukrainian attack on southern Russia killed three people and damaged homes, authorities said.

Trump’s plan for ending the nearly four-year war emerged last week. It heavily favoured Russia, prompting Zelenskyy to quickly engage with American negotiators. European leaders, fearing for their own future facing Russian aggression but apparently sidelined by Trump in drawing up the proposals, scrambled to steer the negotiations toward accommodating their concerns.

Latest phase of the talks

French President Emmanuel Macron said Tuesday peace efforts are gathering momentum and “are clearly at a crucial juncture.” He spoke after senior US and Ukrainian officials met in Geneva on Sunday.

“Negotiations are getting a new impetus. And we should seize this momentum,” he said during at a video conference meeting of countries, led by France and the UK, that could help police any ceasefire with Russia.

British Prime Minister Keir Starmer said of the talks: “I do think we are moving in a positive direction and indications today that in large part the majority of the text, (Zelenskyy) is indicating, can be accepted.”

Oleksandr Bevz, one of the Ukrainian delegates at the Geneva talks, however, cautioned that it was “very premature to say that something is agreed upon.”

In an interview with The Associated Press late Tuesday, he declined to discuss the specifics of any amendments to Trump’s plan, but said the US was aware that the strength of security guarantees for Ukraine would “define the sustainability of the deal” and was “the part making this deal real and enforceable.”

Bevz earlier told the AP that the number of points in the proposed settlement was reduced, but he denied reports that the 28-point US peace plan now consisted of 19 points.

“(The document) is going to continue to change. We can confirm that it was reduced to take out points not relating to Ukraine, to exclude duplicates and for editing purposes,” Bevz said, adding that some points relating solely to relations between Russia and the US were excluded.

Long road to peace

Zelenskyy said late Monday that “the list of necessary steps to end the war can become workable.” He said he planned to discuss “sensitive” outstanding issues with Trump.

Rustem Umerov, a senior adviser to Zelenskyy, posted on X on Tuesday that Zelenskyy hoped to finalise a deal with Trump “at the earliest suitable date in November.”

Russian officials have been reserved in their comments on the peace plan. Russian Foreign Minister Sergey Lavrov said Tuesday that Moscow is in touch with US officials about peace efforts.

“We expect them to provide us with a version they consider an interim one in terms of completing the phase of coordinating this text with the Europeans and the Ukrainians,” Lavrov said.

European leaders have cautioned that the road to peace will be long.

‘Glass rained down’

Russia fired 22 missiles of various types and more than 460 drones at Ukraine overnight, Zelenskyy wrote on Telegram. The strikes knocked out water, electricity and heat in parts of Kyiv. Images showed a large fire spreading in a nine-story residential building in Kyiv’s eastern Dniprovskyi district.

Mayor Vitalii Klitschko said 20 people were wounded in Kyiv. The Russian Defence Ministry said it targeted military-industrial facilities and energy assets. The strikes were a response to Ukrainian attacks on civilian objects in Russia, the ministry said.

Liubov Petrivna, a 90-year-old resident of a damaged building in the Dniprovskyi district, told the AP that “absolutely everything” in her apartment was shattered by the strike and “glass rained down” on her.

Petrivna said that she didn’t believe in the peace plan now under discussion.

“No one will ever do anything about it,” she said. Putin “won’t stop until he finishes us off.”

Large Ukrainian drone attack

The overnight Ukrainian drone attack on Russia’s southern region of Krasnodar was “one of the longest and most massive” and wounded six people, Gov Veniamin Kondratyev said.

Russian air defences destroyed 249 Ukrainian drones overnight above various Russian regions and the occupied Crimean Peninsula, the Russian Defence Ministry said Tuesday.

Jammu, Nov 25: Chief Minister Omar Abdullah on Tuesday said that the Shri Mata Vaishno Devi Institute of Medical Excellence (SMVDIME) should be granted a minority status if the assertions were being made to deny admission to Muslim or non-Hindu students there on the basis of their religion.

However, in the same breath, he warned that such a precedent would be against the secular credentials of the country and would have its consequences.

CM Omar was responding to media queries on the sidelines of an official event at Nagrota.

His comment was sought on the statement of the Leader of Opposition (LOP) in J&K Legislative Assembly, Sunil Sharma, that the merit was not being denied or underestimated in the case of the SMVDIME admission row, but the matter involved was of faith, as Shri Mata Vaishno Devi Shrine was a centre of faith.

On November 24, the CM had said that merit was the criterion and not the religion for admission in SMVDIME as per the Act (passed by J&K Legislative Assembly) under which Shri Mata Vaishno Devi University (SMVDU) was established.

The CM said, “The question of faith is fine. However, when you were establishing the medical college, it should have been declared a minority institute. Why was it not granted the status of a minority institute then? They did not give it. Admissions are conducted only on the basis of NEET and entrance exams. Admissions are not done on the basis of religion.”

“Now if you (BJP) want that Muslim (students) should not study here (in SMVDIME). It is all right. We will not study there. You declare it a minority institute, and the Muslim students and the ones belonging to the Sikh community will withdraw from here and will secure admission somewhere else,” he said.

The CM argued that it (denial of admission), however, would set a wrong precedent.

“Those students have secured admission on the basis of merit. Their admission should be ensured somewhere else. But mind it, tomorrow if you point fingers at Muslims alleging that they have turned communal or become sectarian and they don’t tolerate the others (from different communities), then you will have to remember it (denial of admission in SMVDIME). When you don’t accept their (Muslims’) children and tomorrow if some untoward incident takes place, you should not blame the community as a whole,” CM Omar said.

Referring to the involvement of doctors in terror activities and their links to Al-Falah University, he said, “When the students secured admission in that university of Faridabad, then what did the BJP ask? Why do the students from J&K go to such places where they get radicalised – was their question. When the Muslim students are willing to secure admission in a place like Mata Vaishno Devi University… they are not concerned that it is named after Mata Vaishno Devi or that the university is funded by the shrine. Their only aim is to study. They only want to become doctors. But BJP wants to deny them admission on the basis of their religion.”

“Given this scenario, tomorrow, if they go to some place where they get radicalised, then who will be culpable? Will Sunil Sharma admit his culpability then?” the CM said.

“You should not treat Muslim children like this, as it will have its consequences, and then you hold the entire community responsible. Don’t do it,” he said. “I reiterate that if you want the Muslim students not to study in SMVDIME, then please change the university’s status, grant it a minority status. Our children will get admission somewhere else. They will go to Bangladesh, Turkiye, or some other place.”

About setting up the Automated Testing Centre at Nagrota, the CM said, “If we could save even a single life, then I would say that the Centre fully served its purpose. Many precious lives are lost in road accidents. Generally, you would have seen that when the accidents take place, the main complaint that comes to the fore is – the vehicle was not fit to be on the roads.”

He said that the objective of ATCs was to save lives in road accidents.

“We are setting up two Automated Testing Stations (ATCs) – one in Pampore for the Kashmir division and the other one in Nagrota for the Jammu division. So far, their foundation stones have been laid. Both these centres will be constructed along with a private party in a PPP mode. It is hoped that within the six months, both these centres will start functioning. Following it, the vehicles will be tested on computers. The vehicles, which fail tests, will not be allowed to be (plied) on the roads,” CM Omar said.

He said that for the Jammu region, two more such centres would be set up.

“I was just telling my cabinet colleague and the officers that probably a single centre at Nagrota would not be enough for the Jammu region. From Pampore, authorities will be able to cover the entire Valley. But from Nagrota, it will be difficult to cover Doda, Kishtwar, Rajouri, and Poonch. Therefore, our endeavour will be to open two more such centres – one in Pir Panjal and the other in Chenab Valley so as to ensure testing of maximum possible vehicles, thus reducing the number of accidents on roads,” the CM said.

Kupwara, Nov 25: Referring to the November 10 Delhi car blast involving a Kashmiri doctor, Apni Party President Altaf Bukhari on Tuesday termed the step extreme and worrisome.

“The incident should set alarm bells ringing in the entire country,” Bukhari said, addressing a workers’ convention in the Kralgund area of Handwara. “When doctors, who are among the intellectual class of the society, take such extreme steps even after earning a handsome salary, then it must worry everyone and Delhi must reflect on this alarming trend and work towards reducing the disconnect.”

The Apni Party chief said he can never be a supporter of the Bharatiya Janata Party (BJP).

He urged Prime Minister Narendra Modi and Home Minister Amit Shah to initiate the promised dialogue with the youth of J&K.

“The young people are feeling frustrated. They need a clear roadmap for the future. The PM had promised dialogue with the youth. That process should be started now,” Bukhari said.

He reiterated his call for the restoration of statehood, saying that it must follow a genuine and meaningful dialogue with the people of J&K.

The Apni Party President appealed to all regional political parties to set aside their differences and demand talks between New Delhi and the people of J&K.

Referring to the amendments to the domicile law, he said that the existing 15-year residency requirement should be increased to 35 years to safeguard local jobs and land.

Meanwhile, launching the public outreach drive from Kralagund in Langate constituency, Bukhari urged the Centre to bridge Dil ki Doori (distance of hearts) for a lasting peace and stability in J&K.

He condemned the ongoing arrests and voiced serious concern over recent incidents of harassment of Kashmiris in several places outside J&K.

“We met and interacted with our senior workers here. The purpose of this meeting was to plan our strategy and reaffirm our agenda and policies, which have been proven right because they are rooted in truth and integrity. Even today, the manifesto we presented during last year’s Assembly elections remains relevant. Other parties made false promises and used misleading slogans, but we spoke about real issues and real problems. We promised that if we were given the mandate, we would address these issues effectively,” the Apni Party chief said.

He said that the real problems were the arrests of the youth, delays in the verification process required for jobs and passports, and people being called to police stations simply because they held a different ideology in the 1990s.

“These are the genuine issues affecting our people. We had promised that if we came to power, we would announce a general amnesty for the detainees. We would have ensured a dignified life for our youth and brought an end to the arrest spree. But unfortunately, we were not voted to power,” Bukhari said.

He said the Apni Party was the first political party that actually managed to secure something for the people of J&K from New Delhi, an official order that land and jobs would remain reserved for the people of this region.

“For the past 75 years, other parties have been only giving things away to New Delhi,” the Apni Party President said.

“After August 5, 2019, anyone from outside J&K could have bought land here or applied for jobs. But it was the Apni Party that went to Delhi and ensured that a 15-year residency requirement was fixed for domicile eligibility. That was our achievement, and we never boasted about it. We did not even speak much about it, perhaps because soon after this happened, the COVID-19 outbreak occurred. This is the reason most people do not have any idea how J&K people succeeded to retain their special rights over land and jobs here despite the abrogation of Article 370 and Article 35-A. The fact is that credit for this achievement goes to the Apni Party that stood firmly at that time before the Government of India,” he said.

Bukhari said that five years had already passed since then, and now was the right time to extend the residency requirement for domicile.

“This power lies with the J&K government. I urge my workers to inform people about why increasing the residency period is important. Let people understand that demands like free electricity and other such issues are minor. They must press the government on the more important issue – strengthening the domicile law,” he said.

The Apni Party chief urged his party workers to reach out to the people and make them aware of what the party stands for and what it aims to achieve for them.

Urging the Centre to start a dialogue with the people of Jammu and Kashmir, Bukhari said, “Whether the government chooses to talk to Pakistan or not is entirely its own decision. But we firmly demand that a dialogue must begin immediately with the people – especially the youth of J&K. Following this dialogue, statehood should be restored, as the Centre has already promised.”

He said that all political parties in J&K must unite to push for a dialogue between the people and the Centre, so that the path is cleared for the restoration of statehood and other important rights.

The Apni Party President said that time has proven that those who ran a vicious defamation campaign against the party were actually the ones working hand-in-glove with the BJP.

“History shows that the leaders of these parties gained power and even became Chief Ministers and union ministers with the BJP’s support. They are the real proxies and B-teams of the BJP,” he said.

“We cannot be linked to that BJP. However, the Prime Minister is the leader of the entire country, and so is the Home Minister. Anyone who wants to work for the people of J&K must cooperate with these national leaders. We cannot solve our problems without the active support of the Government of India,” Bukhari said.

On the reservation issue, he said, “Look at how unemployment is harming the future of our youngsters. Many of them are falling prey to the prevailing drug menace. Our youth deserve employment opportunities so they can lead normal and peaceful lives. If the elected government fails to deliver even on these important matters, it is a shame for the government.”

On this occasion, Bukhari also spoke about the local issues faced by the people.

He said, “I firmly believe that the proposed Government Medical College (GMC) must be built at its approved site in Gund Chogal, Handwara. Any attempt to shift this project will be strongly opposed by the Apni Party. A huge sum of Rs 45 crore in public funds has already been spent, so the college must be completed at the approved location without any further delay.”

The residents informed the Apni Party President about certain issues and problems that people in the Langate constituency are facing.

They said that the degree college he had approved as education minister in the erstwhile state had still not been built because land had not yet been allotted for it.

They also raised issues of a severe water crisis, poor infrastructure, and the shortage of lady doctors in local health centres.

Bukhari assured them that he would take up these matters with the concerned authorities.

New Delhi, Nov 25: The Congress on Tuesday recalled that BR Ambedkar had moved the resolution in the Constituent Assembly 76 years ago for the formal adoption of the draft Constitution and claimed that Ambedkar as well as the Constitution were then subject to a “ferocious assault” by the RSS which has continued since.

Congress general secretary in-charge communications Jairam Ramesh also recalled that in his closing speech before moving the resolution, Ambedkar had hailed the role of the Congress in drafting the Constitution.

Today, exactly 76 years ago, Ambedkar moved the resolution in the Constituent Assembly for the formal adoption of the Draft Constitution of India, he said.

The J&K Government was represented by Commissioner Secretary  Information, M Raju; Director Information, Nitish Rajora; Joint Director Information (Hqrs), Dr. Zahoor Ahmad; Joint Director Information Jammu  Deepak Dubey; Nodal Officer, J&K Film Policy  Maheer Thakur and Cultural Officer Kashmir, Burhan Hussain at the grand film festival, said an official statement.

Panaji, Nov 25: The 56th International Film Festival of India (IFFI) joined the nation in expressing profound grief over the passing of Bollywood superstar Dharmendra, who passed away on Monday.

Noted filmmaker Rahul Rawail delivered an emotional remembrance, reflecting on his cherished memories with one of the brightest stars of the silver screen.

He began by urging everyone to celebrate the extraordinary life of Dharmendra, acknowledging the immense sorrow his family must be enduring.

“He was an iconic actor and an exceptional human being,” Rawail said.

Recalling his days as an Assistant Director on Raj Kapoor’s Mera Naam Joker, Rawail shared how Late Dharmendra portrayed trapeze artist Mahendra Kumar with unmatched dedication.

He narrated how the actor would take an evening flight to Delhi every day for a month, shoot till 5 am and then return to Mumbai to continue filming Aadmi Aur Insaan—a grueling schedule he maintained unfailingly.

Rawail also reminisced about the shooting of Betaab (1983), which marked the debut of Late Shri Dharmendra’s son, Sunny Deol.

While filming in Kashmir, crowds would gather in large numbers just to catch a glimpse of Dharmendra.

After the film’s release, he watched his son’s debut at Gaiety Cinema in Bandra West every evening for several days and would visit Director Rawail’s home afterwards to discuss the film with the same enthusiasm as someone viewing it for the first time each and every day.

Rawail also noted with pride that the legendary actor’s children continue to carry forward his ‘tremendous legacy’.

“Dharam ji was a man whose life must be celebrated, for he brought a lot of pleasure to people”, he said emotionally. He recounted the story of a Delhi police officer who had longed to meet Dharmendra and touch his feet.

Upon learning that the icon had passed away, the officer broke down in grief, called Rawail and expressed his desire to meet Sunny Deol to convey his condolences.

“This is the power of Dharam ji,” Rawail said.

Rawail also called Dharmendra a father figure who nurtured and supported him throughout his career. He also praised him as a wonderful producer.

“We’ve lost a great human being. We were fortunate to have lived in times when icons like Dharmendra ji were working,” he said and expressed gratitude to the IFFI organisers for arranging a special homage to honour the timeless star.

CM Omar Abdullah calls for early execution of pending works

Jammu, Nov 25: Chief Minister Omar Abdullah today chaired a meeting at the Civil Secretariat to review the progress of infrastructure projects taken up by the Revenue Department.

The meeting was attended by Chief Secretary Atal Dulloo, Additional Chief Secretary (Financial Commissioner Revenue) Shaleen Kabra, Additional Chief Secretary to the CM Dheeraj Gupta, Principal Secretary Finance Santosh D. Vaidya, Divisional Commissioner Jammu Ramesh Kumar, Secretary Revenue Kumar Rajeev Ranjan, Divisional Commissioner Kashmir, all Deputy Commissioners, and other senior officials. Officers from various districts joined via video conferencing.

At the outset, Secretary Revenue delivered a detailed presentation on 18 major building projects—including tehsil and niabat offices, residential quarters, mini secretariats, and revenue complexes—currently being executed across Jammu and Kashmir. These projects are located in Ramban, Kathua, Poonch, Doda, Udhampur, Reasi, Bandipora, Anantnag, Pulwama, and Srinagar, and form a critical part of the administration’s efforts to strengthen building infrastructure and grassroots governance. The review highlighted certain bottlenecks, including delays in funds disbursement, pending administrative approvals, and legal issues at a few locations.

Chief Minister Omar Abdullah emphasised the need to fast-track the remaining projects. He directed officials to adopt a coordinated approach to clear pending approvals, resolve legal impediments, and synchronise financial planning with project timelines to avoid cost escalation. Reiterating the government’s focus on building a modern and efficient revenue administration, the Chief Minister said that timely completion of these infrastructure projects is essential for improving citizen-centric service delivery. He called for enhanced monitoring, proactive inter-departmental coordination, and strict adherence to deadlines.

The Chief Minister assured that the government will extend full support to ensure smooth execution of the pending works, underscoring that strengthening administrative infrastructure remains a top priority for the overall development and governance reforms in Jammu and Kashmir.
