PDP’s Aga Syed Muntazir wins J-K’s Budgam bypoll, beats ruling NC

Srinagar, Nov 14: The results of the Jammu and Kashmir Assembly bypolls were declared on Friday, with the People’s Democratic Party (PDP) winning the Budgam seat and the Bharatiya Janata Party (BJP) retaining Nagrota.

In Budgam, PDP candidate Aga Syed Muntazir Mehdi defeated his closest rival, Aga Syed Mehmood of the National Conference (NC), securing a lead of over 4,186 votes.

The constituency, one of the most competitive in the bypolls, saw 17 candidates contesting, including representatives from the Apni Party and Awami Ittehad Party (AIP).

PDP candidate Aga Syed Muntazir Mehdi tsaid that voters have opted for accountability and change in the constituency. “The people have voted for change and accountability,” he said, adding that Budgam district, which he said had been ignored over the past year, will now be represented effectively in the Assembly.

The PDP’s campaign gained momentum amid internal divisions within the NC.

Senior Shia leader and former three-time MLA and now MP Srinagar Aga Syed Ruhullah Mehdi had publicly refused to campaign for the NC candidate, citing delays in implementing the Reservation Sub-Committee report, issues with smart electricity meters, and perceived backtracking on statehood and Article 370.

Ruhullah requested that his name or image not be used in the NC campaign. Party workers celebrated the win across Budgam soon after results were announced.

In Nagrota, BJP candidate Devyani Rana defeated Harsh Dev Singh of the Jammu and Kashmir National Panthers Party (JKNPP) by a margin of over 21,000 votes.

The NC candidate, Shamim Begum, finished third with just over 10,000 votes. Devyani Rana, the daughter of late MLA Devender Singh Rana, entered politics following her father’s death on October 31, 2024. Her victory marks the BJP’s continued presence in the Jammu region.

The Budgam bypoll was necessitated by the resignation of Chief Minister Omar Abdullah, who had won both Ganderbal and Budgam seats in the 2024 Assembly elections and chose to represent Ganderbal.

The Nagrota bypoll followed the death of Devender Singh Rana.(KNS).

Pulwama, Nov 14: As part of its continuous efforts to curb drug trafficking, Pulwama Police registered an FIR (First Information Report) against two individuals, including a driver, after recovering 100 bottles of codeine phosphate from their possession during naka checking on Circular Road near Gangoo Crossing, officials said.

In a statement, a police spokesperson said that an Alto vehicle (JK13B-7561), travelling from Koil towards Gangoo, was intercepted for checking. During the search, police party from PS Pulwama recovered the contraband from the vehicle.

The driver was identified as Ashiq Hussain Mir, son of Abdul Rashid Mir, resident of Malikpora, and the second occupant as Anayat Tariq Lone, son of Tariq Ahmad Lone, resident of Kakapora. Both individuals failed to provide any lawful justification for possessing the substance.

Accordingly, FIR No. 269/2025 under sections 8 and 21 of the NDPS Act has been registered at Police Station Pulwama, and investigation has been initiated.

Pulwama Police reaffirm their commitment to fighting the drug menace and urge citizens to share any information regarding drug peddling or other unlawful activities in their locality.

Delhi HC to hold hearing in January on MP Rashid’s plea against order on travel costs to attend Parliament

New Delhi, Nov 14: The Delhi High Court on Friday said it would conduct in January a preliminary hearing on a plea by jailed Jammu and Kashmir MP Abdul Rashid Sheikh against costs to be paid for attending Parliament while in custody.

The matter was placed before Justice Ravinder Dudeja by the chief justice following a split verdict by a division bench of Justices Vivek Chaudhary and Anup Jairam Bhambhani on Rashid’s plea seeking modification of an order asking him to deposit approximately Rs 4 lakh with jail authorities to attend Parliament in custody.

Justice Dudeja listed the matter for January 14 to conduct a preliminary hearing after the counsel for Rashid and National Investigation Agency (NIA) submitted that the judge has to decide whether he should deliver the verdict or the appeal is to be re-heard and decided by a larger bench of judges.

“This bench needs to conduct a preliminary hearing on this aspect. List for consideration on January 14,” the judge said.

As per Section 433 of BNSS, if two or more judges on the bench are equally divided on an appeal, the case is referred to another judge of the same court. The proviso states that if either the original judges or the new judge believes it is necessary, the appeal can be re-heard and decided by a larger bench of judges.

On November 7, the bench of Justices Chaudhary and Bhambhani delivered the split verdict with one of the judges, saying Rashid does not have any right, entitlement or privilege to attend Parliament proceedings while in lawful custody and the other holding him liable to pay only reasonable costs towards transportation and not charges for police officers accompanying him.

While Justice Chaudhary, the senior judge on the bench, had rejected Rashid’s plea seeking modification of an order asking him to deposit approximately Rs 4 lakh with jail authorities to attend Parliament in custody, Justice Bhambhani allowed it.

The two judges had said they could not concur with each other and passed two separate judgments and they referred the matter to the chief justice for appropriate orders.

The high court was hearing a plea by Rashid seeking modification of an order passed by a coordinate bench on March 25, asking him to deposit around Rs 4 lakh with jail authorities to attend Parliament while in custody. Justice Bhambhani was also part of the previous division bench.

The Baramulla MP, who defeated Omar Abdullah in the 2024 Lok Sabha polls, is facing trial in a terror funding case with allegations that he funded separatists and terror groups in Jammu and Kashmir.

A Delhi court had allowed him to attend the Monsoon session of Parliament between July 24 and August 4 with a police escort.

Justice Chaudhary had said that the sole circumstance placed is ‘to attend Parliament sittings in regular course’, which cannot be termed as an emergent situation comparable to death, marriage or serious illness in the family or to the applicant.

Justice Bhambhani, on the other hand, had held that being an elected member of Parliament, Rashid owes a solemn obligation to his constituents to represent them in the Lok Sabha.

“I would emphasise, that in a Parliamentary democracy, an elected Member of Parliament owes a solemn obligation to his electors, and it is his bounden duty to represent his constituents in parliamentary proceedings… The importance of that role is highlighted by the fact that when a Parliament session is convened, no less a person than the President of India calls upon Members of Parliament to attend its proceedings,” he had said.

The judge had held that the only legitimate expense which Rashid can be asked to bear is the cost of transportation for taking him from prison to Parliament and back.

“… And the State’s demand that he must foot the charges for all police officers, who are public servants, and who the State says are required to accompany the appellant, is wholly unjustified and deserves to be quashed,” Justice Bhambhani had said in his verdict.

The State asked Rashid to pay Rs 1.45 lakh as the per day cost for travel and other arrangements to avail custody-parole. Aggrieved by the demand, Rashid sought modification of the order by waiving off the costs portion.

Justice Bhambhani had clarified the March order by saying as per the break-up given by the State in its report, the costs payable by Rashid would only be towards jail van and escort vehicle expenses at Rs 1,036 and Rs 1,020 per day respectively.

Rashid has been lodged in Delhi’s Tihar Jail since 2019 after the NIA arrested him in the 2017 terror-funding case.

After listing him in a charge sheet in October 2019, a special NIA court framed charges against Rashid and others in March 2022 under Sections 120B (criminal conspiracy), 121 (waging war against the government), and 124A (sedition) of IPC and for offences relating to terrorist acts and terror funding under UAPA.

Srinagar, Nov 14: In an unusual electoral trend in the Budgam Assembly bypoll, the None of the Above (NOTA) option has surged ahead of seven candidates after the completion of the eighth round of counting.

According to the latest figures from the counting centre, NOTA has secured 324 votes, placing it ahead of several contestants from both national and lesser-known political parties. NOTA currently stands at –11,399 behind the leading candidate, but its position ahead of multiple nominees has drawn significant attention.

Among the trailing candidates, Deeba Khan of the Aam Aadmi Party has polled 243 votes (–11,480), followed by Aditi Sharma, an Independent, with 205 votes (–11,518). Shabir Ahmad Ganie of the National Loktantrik Party has obtained 141 votes (–11,582), while Manzoor Ahmad Ganie of the Rashtriya Lok Dal is slightly behind with 136 votes (–11,587).

Further down the list, Mohammad Shafi Shah of the Sampoorna Bharat Kranti Party has received 124 votes (–11,599), and Parvej Ahmad Mir of the Republican Party of India (A) has secured 103 votes (–11,620). Farooq Ahmad of the Jammu & Kashmir National Panthers Party (Bhim) is currently last among this group, recording 44 votes (–11,679).

Patna, Nov 14: The BJP-led NDA appeared to register a landslide victory in Bihar, opening up impressive leads in more than 180 of the state’s 243 assembly seats, with early trends also indicating that the saffron party was on track to post its biggest tally with an excellent strike rate.

According to trends available on the Election Commission’s website by noon, the BJP was set to emerge as the single-largest party with a lead in more than 80 assembly seats out of 101 it contested, a performance that would further cement its position as the numero uno political force in the country, offsetting whatever setback that might have been caused by last year’s Lok Sabha polls.

The NDA’s tally in Bihar comes in the backdrop of the BJP’s back-to-back stupendous performances in Delhi, Maharashtra and Haryana.

Firm backing to Chief Minister Nitish Kumar by Prime Minister Narendra Modi and his team also appeared to have paid rich dividends for the JD(U), which seems poised to drastically improve its tally since 2020, when it had won only 43 seats, but was now leading in more than 70.

The LJP(RV), headed by Union minister Chirag Paswan, the self-declared “Hanuman” of the Prime Minister, was leading in over 20 seats, a stellar show taking into consideration the fact that it had contested only 29.

The RJD, which has been priding itself on being the “single largest party” despite being in the opposition, seems to be putting up a dismal show, with a lead in fewer than 40 seats, though it had contested more than 140.

The Congress, which had contested 61 seats, engaging in “friendly fights” with allies in many of these, has lived up to its reputation of being dead wood in Bihar, with a lead in less than 10 seats.

If trends are converted into results, the BJP will be outperforming the JD(U) in a second consecutive election, which may give rise to a clamour from within the cadres for having their “own chief minister”.

The PM and Union Home Minister Amit Shah, however, have so far been ambivalent on the issue, insisting that the NDA was “led by Nitish Kumar in Bihar”, a strategy that may have been adopted in view of the fact that the BJP, which does not have a majority in Lok Sabha, and is dependent on allies like JD(U), and Andhra Pradesh Chief Minister Chandrababu Naidu’s TDP for survival in power.

Among the prominent BJP candidates leading in their seats were Deputy CMs Samrat Choudhary (Tarapur) and Vijay Kumar Sinha (Lakhisarai).

RJD leader Tejashwi Yadav, the INDIA bloc’s Chief Ministerial candidate, was trailing behind BJP rival Satish Kumar by a slender margin of about 100 votes.

His elder brother Tej Pratap Yadav, who was expelled from the party a few months ago by their father Lalu Prasad, was placed a distant fourth in adjoining Mahua.

Srinagar, Nov 14: Peoples Democratic Party (PDP) candidate Aga Syed Muntazir was leading by a margin of more than 2,000 votes over his nearest rival and National Conference (NC) candidate Aga Syed Mehmood in the Budgam assembly bypoll in Jammu and Kashmir on Friday.

According to the Election Commission website, PDP’s Muntazir had secured 8,690 votes and Mehmood 6,656 votes by the end of six rounds of counting. There will be a total of 17 rounds of counting.

BJP’s Aga Syed Mohsin was a distant sixth with 1,132 votes.

A total of 17 candidates were in the fray.

The counting of votes for the bypoll began at 8 am at Government Higher Secondary School in Budgam.

A voter turnout of 50.02 per cent was recorded in the November 11 bypoll. The Budgam constituency had around 1.26 registered voters.

The Budgam bypoll was necessitated after Chief Minister Omar Abdullah vacated the seat and chose his family bastion of Ganderbal after winning from both constituencies in the assembly elections last year.

Nagrota, Nov 14: Devyani Rana of the Bharatiya Janata Party (BJP) has won the Nagrota assembly seat, according to the latest election results released by the Election Commission of India.

Rana led the race with 42,183 votes, defeating her closest rival Harsh Dev Singh of the Jammu & Kashmir National Panthers Party, who secured 17,661 votes.

Shamim Begum of the Jammu & Kashmir National Conference trailed with 10,834 votes, while independent candidate Anil Sharma received 837 votes.

This victory marks a significant win for the BJP in the Nagrota constituency, with Rana securing a margin of 24,522 votes over Singh.

The Election Commission’s official results confirmed the outcome as counting concluded for all 11 rounds in the constituency. (KNS).

The counting of votes for bypoll in Jammu and Kashmir’s Budgam began at 8 am on Friday, officials said.

As counting for the 4th round was completed, Mehdi had polled 6821 votes followed by Aga Mahmood with 5300 votes.

In the first and second rounds, Aga Mahmood of NC was leading by over 400 votes.

The counting, which would decide the fate of 17 candidates, is taking place at the Government Higher Secondary School in Budgam, they said.

Over 50 per cent of the electorate exercised their franchise in the bypoll held on Tuesday.
The final voting percentage was 50.01 per cent.

The Budgam assembly constituency had around 1.26 registered voters.

Jammu, Nov 14: The Bharatiya Janata Party candidate Devyani Rana was ahead with a lead of 5,267 votes over Jammu and Kashmir National Panthers Party (JKNPP) candidate Harsh Dev Singh as counting of votes progressed in the Nagrota seat in Jammu on Friday.

By the end of the third round, the BJP polled 11,581 votes, while the JKNPP candidate secured 4,280 votes, followed by National Conference candidate Shamim Begum with 2,464 votes.

Devyani Rana, the daughter of BJP MLA Devender Rana whose demise necessitated the by-election in Nagrota, has established a lead from the start.

The assembly constituency, which went for polling on November 11, saw a voter turnout of more than 75 per cent.

The counting of votes for bypoll in Jammu and Kashmir’s Budgam began at 8 am on Friday, officials said.

As counting gets underway for the third round, Mehdi had polled 3206 votes followed by Aga Mahmood with 3174 votes.

In the first and second rounds, Aga Mahmood of NC was leading by over 400 votes.
