Shah orders chiefs of paramilitary forces to call back their personnel who are on leave: Sources

Gandhinagar, Sep 23: Union Home Minister Amit Shah on Tuesday said India’s ranking on the Global Innovation Index has gone up from 91 to 38 in the last decade, and expressed confidence that it would secure a position among the top 10 in the next three years.

The Startup India campaign launched under Prime Minister Narendra Modi’s leadership has started showing results as India now has the third largest startup ecosystem globally, and has made the country’s youth job creators from job seekers, he said.

Shah was speaking at the inauguration of the Gujarat government’s Startup Conclave here.

“Recently, the Global Innovation Index was announced. In 2015, our ranking on this index was 91 but we have jumped to 38th rank in 2025. This indicates the potential that our people have. I am a firm believer that India will be among the top 10 countries in the next three years and dominate innovation in the world looking at the performance and abilities of our youth,” he said.

The Startup India scheme is the Indian government’s flagship initiative launched in 2016 to promote innovation and create a robust startup ecosystem, transforming India from a job-seeking to a job-creating nation.

“In 2014, we just had 500 startups. Today, we have 1.92 lakh startups registered with DPIIT (Department for Promotion of Industry and Internal Trade). In 2014, we had four unicorns and now we have 120 such establishments whose combined market value is over USD 350 million,” Shah said.

Today, out of the total startups, 52 per cent are in tier-II and tier-III cities. Of the total startups, 48 per cent are initiated by women, he said.

Startup ecosystem has employed 17.90 lakh people. On an average, 17,000 startups have been set up annually and 9,000 of these are in tier-II and tier-III cities, the Union minister said.

Startup India campaign has made our youth job creators from job seekers, he said.

Shah said at the time of launch of Startup India scheme, the government was aware that it will not be a success if proper environment is not created for the same.

“Under the prime minister’s leadership, financial, infrastructure, policy and banking support has been made available to startups across the country since 2014. A fund of funds of Rs 10,000 crore has been created to help startups. To promote startups, the maximum loan limit has been increased from Rs 10 crore to Rs 20 crore, and various tax concessions have also been given,” he said.

He urged industry leaders to invest in startups, saying that one of them may turn into a unicorn one day and increase your wealth.

Shah further said that for the last four years, Gujarat has been leading the country in the startup sector.

Chief Minister Bhupendra Patel and his team of ministers and government officials have jointly made Gujarat the center of the startup revolution. State is one of the top five states in the country. 16,000 startups are in Gujarat. Ahmedabad city alone is in the top-4 cities with 6,650 startups. Gujarat has become the best performing state in the startup sector for four consecutive years, he said.

Govt will continue with reforms to make India a developed nation by 2047: PM Modi

New Delhi, Sep 23: Prime Minister Narendra Modi asserted on Tuesday that Ayushman Bharat, which was launched on this day in 2018, has effected a revolution in public healthcare, ensuring financial protection and dignity for its beneficiaries.

The medical insurance scheme provides annual health cover of Rs 5 lakh and covers the poor and all senior citizens above the age of 70.

Modi said on X, “Today we mark 7 years of Ayushman Bharat. This was an initiative that anticipated the needs of the future and focussed on ensuring top quality as well as affordable healthcare for people. Thanks to it, India is witnessing a revolution in public healthcare. It has ensured financial protection and dignity.”

He added, “India has shown how scale, compassion and technology can further human empowerment.”

An official handle, tagged by Modi, said the government’s showpiece welfare initiative covers over 55 crore citizens and lauded it as the “world’s largest health assurance scheme”. Over 42 crore Ayushman cards have been issued so far, it added.

It has led to the government’s health expenditure rising from 29 per cent to 48 per cent, while out-of-pocket cost dropped from 63 per cent to 39 per cent, it added. “Millions of families saved from financial ruin during illness,” it said.

When illness strikes, it shouldn’t mean financial ruin, the statement said, claiming that the scheme has protected more than six crore families from poverty every year.

Hundreds of families devastated by flash floods in Kishtwar’s Margi, Warwan; comprehensive relief and rehabilitation process required

Hundreds of families devastated by flash floods in Kishtwar's Margi, Warwan; comprehensive relief and rehabilitation process required

Warwan, Sept 23: Normal life is gradually returning to Kishtwar’s Marwah and Warwan subdivisions after recent torrential rains. But in Margi village, which bore the brunt of a devastating cloudburst and flash floods on August 26, misery still looms large as winter approaches.

Despite efforts by the district administration, NGOs from Kishtwar, Doda, Jammu, and local volunteers, the scale of destruction in Margi remains overwhelming, with hundreds of families still awaiting meaningful relief.

According to official , the floods damaged 224 residential houses—50 completely destroyed, 130 severely damaged, and 44 partially affected. At least 45 cattle perished, while shops, watermills, and the Jamia Masjid Margi also sustained heavy losses. Villagers, however, put the number of affected families closer to 400, significantly higher than the administration’s assessment.

For this remote and poverty-stricken village, the disaster has been crippling. Families have lost homes, belongings, and livestock, and now depend largely on government rations and charitable aid. Kishtwar and Doda based NGOs including Tariq Memorial Charitable Foundation, Ababeel, and Hilal Healthcare Societies are providing food, blankets, and other essentials to supplement district Adminstrations assistance.

This is not the first tragedy Margi has faced. Nearly 17 years ago, a massive fire reduced most of the village to ashes. Residents say the fresh calamity has pushed them into even deeper hardship.

Villagers allege that compensation ranging between Rs 1.35 lakh and Rs 1.38 lakh per household is being given unfairly to only one head of each damaged house, despite many homes sheltering multiple families. Those with partial damages, they add, remain excluded. “Despite assurances, debris clearance by machinery has not begun. Families are manually removing several feet of mud from their homes,” one local told Greater Kashmir. Another resident said at least 46 dead cattle have been recovered, with dozens still buried.

Several political leaders, including MLA Inderwal Pyare Lal Sharma, BJP leader and LoP Sunil Sharma, former minister Ghulam Mohammad Saroori, DDC councillor Sheikh Zaffarullah, former minister Sajjad Ahmad Kichloo, and NC district vice president Ghulam Rasool Magray, have visited the area. Villagers, however, continue to await a visit from Chief Minister Omar Abdullah and his cabinet ministers.

Officials said a final assessment of damages across Kishtwar is underway, with the revenue and agriculture departments preparing detailed estimates. “Relief and rehabilitation will follow government norms,” a senior officer said.

NC leader Haji Ghulam Mohi-ud-Din Mehru informed that MLA Pyare Lal Sharma has released ₹30 lakh from his Constituency Development Fund for immediate relief, while also submitting a ₹33 lakh proposal for debris clearance. Additionally, Sharma has proposed a ₹4.5 crore project to build protective bunds and retaining walls along the Shailansar stream to prevent future disasters. Former minister Sajjad Ahmad Kichloo has also donated ₹2 lakh for relief and ₹1 lakh for repairs to the Jamia Masjid Margi.

With harsh winter fast approaching, residents of Margi fear their resilience will be stretched to the limit unless long-term rehabilitation measures are expedited.

J&K being run by “two governments”, says Deputy CM Choudhary

J&K being run by “two governments”, says Deputy CM Choudhary

Srinagar, Sept 23: Deputy Chief Minister Surinder Kumar Choudhary on Tuesday said that Jammu and Kashmir was effectively being run by “two governments,” one elected by the people and another imposed on them, as he criticised the opposition for what he described as selective attacks on the National Conference.

Speaking to reporters in Srinagar, Choudhary accused the leader of the opposition of always targeting the National Conference despite having held a ministerial position during the BJP-PDP alliance. “He was a minister during the BJP-PDP rule and did nothing for the people. Now he keeps blaming the National Conference. This is hypocrisy,” Choudhary remarked.

The Deputy Chief Minister said that his party needed a free hand to govern and fulfil promises made to the people. “Give us a free hand and then see where we will take Jammu and Kashmir. We are committed to our manifesto and will implement every promise we have made,” he said.

Choudhary reiterated his hope that Prime Minister Narendra Modi would honour commitments made to the people of Jammu and Kashmir, including the restoration of full statehood. He also appealed for a comprehensive financial package to address the devastation caused by recent floods and the recurring blockade of the Jammu-Srinagar National Highway. “We still hope the Prime Minister will keep his promise and restore the status of statehood. We also expect a mega flood package to help rebuild lives after the damages suffered due to floods and highway disruptions,” he told reporters.

The Deputy CM as per the news agency Kashmri News Trust also launched a direct attack on the BJP and PDP, saying the two parties had long maintained a “setting” that benefitted them politically but hurt ordinary people. “BJP and PDP are like brothers. They fooled the people in the past, but now they cannot befool the public anymore. The people of Jammu and Kashmir have seen a decade of hardships and they know who is responsible,” he said.

He appealed to the media to understand the challenges faced by the government and report with sensitivity. “We are working in difficult circumstances. The media should understand the environment in which we are running this government,” Choudhary added.

Earlier, the Deputy CM visited Boulevard Road at Nehru Park in Srinagar to review the ongoing road-widening project. He was accompanied by Advisor to the Chief Minister, Nasr Islam Wani, and senior officials of the Roads and Buildings Department. During the inspection, Choudhary assessed the progress of the four-lane road project and directed officials to expedite the pace of work to ensure timely completion.

“The Boulevard is one of Srinagar’s most iconic stretches. The widened road will improve traffic flow, enhance the tourist experience, and provide better facilities to the public,” Choudhary said. He announced that the project would be inaugurated on October 17, adding that the government was determined to finish the work within the deadline.

Officials briefed the Deputy CM about the various stages of the project and assured him that necessary resources were being mobilised to speed up construction. Choudhary urged them to maintain quality standards while working under tight schedules. [KNT]

Cabinet recommends convening autumn session of Assembly from October 13

J&K Cabinet to meet in Srinagar, Assembly session on agenda

Srinagar, Sep 23: The cabinet on Wednesday recommended to the Lieutenant Governor that the Assembly be summoned on October 13.

Sources said that the cabinet meeting, which began this morning, was chaired by Chief Minister Omar Abdullah and attended by all ministers.

During the meeting, the cabinet decided to recommend to the LG that the Assembly be convened on October 13.

“The session is likely to be brief and may span seven days, from October 13 to 20,” sources disclosed.

As per the Jammu & Kashmir Reorganisation Act, 2019, there must not be a gap longer than six months between the last sitting of one session and the first sitting of the next.

“The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” reads the J&K Reorganisation Act, 2019.

Since the last sitting of the previous session was held on April 29, and given the rule that no more than six months should pass between sessions, the next session must be held by October 28.

The issues of statehood and reservation are expected to dominate proceedings in the House.

In the last Assembly session, three resolutions on statehood lapsed due to disruptions caused by the National Conference, following the rejection of an adjournment motion brought by its legislators on the Waqf (Amendment) Bill, 2025.

The issue of reservation also surfaced repeatedly during discussions in the House, with PC President and MLA from Handwara, Sajad Gani Lone, strongly criticizing the government over the matter—(KNO)

Kashmir’s apple industry at risk, warns former horticulture officer

Kashmir’s apple industry at risk, warns former horticulture officer

Srinagar, Sept 23: The future of Kashmir’s apple industry is under serious threat due to systemic shortcomings that remain unaddressed for decades, warned Mukhtar Ahmad Khan, former Area Marketing Officer (AMO) of the Horticulture Planning and Marketing Department. He described the situation as precarious, saying that unless immediate reforms are initiated, the Valley’s most vital agricultural sector could be pushed to the brink.

Khan pointed out that the industry lacks basic post-harvest infrastructure, which has left orchardists vulnerable year after year. Modern cold storage facilities, controlled atmosphere (CA) units, and fruit processing plants are either absent or too limited in scale to meet demand. He explained that Kashmir has no facilities for processing C-grade apples, which end up wasted, and there are no CA storage units capable of handling nearly 10 lakh metric tonnes of A-grade fruit. Without this storage cushion and with no reliable all-weather transport system, the sector, he said, is exposed to collapse whenever there are delays in dispatching produce to outside markets.

The introduction of High-Density apple plantations, which were meant to be a turning point for the industry, has added another layer of complexity. While these plantations have boosted yields, they require earlier harvesting and quicker distribution. Khan warned that without storage and processing buffers, the system is overwhelmed by sudden surges of produce, which can easily turn disastrous if transport routes are disrupted. “We lack the CA storage cushion to handle this surge, which makes the system vulnerable to collapse in case of transport delays,” he explained.

The crisis, however, is not limited to infrastructure. Khan noted that the absence of a comprehensive export policy has prevented Kashmiri apples from tapping into international markets. Equally damaging is the lack of a Minimum Support Price (MSP) or price-support scheme, leaving farmers exposed to the volatility of open markets dominated by middlemen. He argued that a robust MSP mechanism would provide stability to growers and protect them from distress sales, especially in years when market prices dip below production costs.

Another pressing concern highlighted by Khan is the unregulated sale of pesticides. He said that substandard and overpriced agricultural chemicals are freely circulating in the market, putting both farmers and the environment at risk. Without a dedicated Pesticide Regulatory Authority, there is no mechanism to monitor quality and pricing. This, he stressed, not only burdens farmers financially but also poses long-term ecological dangers that could damage soil health and undermine the sustainability of apple cultivation.

Khan insisted that meaningful reform must begin with improving and maintaining road connectivity across fruit-producing belts, particularly during the harvest season. Better roads would allow growers to move their produce quickly, reducing losses during critical periods. He also underscored the need for expanding cold storage and pack house facilities in every fruit-growing district so that orchardists can store their produce instead of being forced into immediate sales. In addition, he said that subsidised anti-hail nets should be provided on a large scale to safeguard crops from weather-related disasters that often destroy orchards within minutes.

He maintained that the apple industry cannot survive on piecemeal solutions and requires a holistic approach. This includes a strong export policy to help growers access international markets, the introduction of MSP to stabilise farmer incomes, and the establishment of a regulatory authority to oversee the pesticide market. Without these steps, he cautioned, the Valley’s most important horticultural sector will continue to remain fragile. [KNT]
