Former CRPF DG Anish Dayal Singh appointed deputy NSA

New Delhi, Aug 24: Former CRPF and ITBP director general Anish Dayal Singh has been appointed the new deputy National Security Advisor (NSA), with a mandate to handle internal affairs, official sources said.

Singh, a 1988-batch Indian Police Service (IPS) officer from the Manipur cadre, retired from service in December 2024.

He brings extensive experience to the role, having served for nearly 30 years in the Intelligence Bureau (IB) before heading the Indo-Tibetan Border Police (ITBP), and most recently, the Central Reserve Police Force (CRPF).

According to officials, Singh will be in charge of internal affairs of the country, including Jammu and Kashmir, and Naxal and Northeastern insurgency, as the deputy NSA.

Former RAW chief Rajinder Khanna is the Additional NSA, while retired IPS officer TV Ravichandran and former IFS officer Pawan Kapoor are the two serving deputy NSAs.

During his tenure as CRPF chief, Singh was instrumental in a number of key initiatives, such as CRPF’s strides in combating Naxalism, establishing over three dozen forward operating bases, and introducing four new battalions in the Left-Wing Extremism-affected areas.

He also oversaw the CRPF’s role in ensuring security during the 2024 Lok Sabha elections and the first Assembly elections in the Union Territory of Jammu and Kashmir.

Internally, Singh initiated a comprehensive realignment of over 130 CRPF battalions — the first such restructuring in eight years, which is aimed at improving operational efficiency and providing troops with more “family time,” reducing the average distance between units and their parent centres from 1,200 km to 500 km.

He also introduced “samvaad” (dialogue) sessions with company commanders to gather feedback, a move widely appreciated within the force.

The appointment comes alongside the Union government’s approval of granting honorary ranks to retiring personnel of the central armed forces, a policy Singh championed.

Earlier this year, the Ministry of Home Affairs (MHA) issued an order approving a policy aimed at boosting the morale of subordinate officers in the Central Armed Police Forces (CAPFs) and Assam Rifles.

The proposal for this policy was originally moved by Singh himself with a reasoning to overcome the long-standing issue of stagnation in promotional avenues, with some constables waiting as long as 20 years for their first promotion.

Jammu, Aug 24: At least 45 students of the Indian Institute of Integrative Medicine (IIIM) were evacuated to safety in a joint operation by the State Disaster Response Force and police after floodwaters submerged the ground floor of the hostel complex here on Sunday, officials said.

State Disaster Response Force (SDRF) and police deployed manpower equipped with boats to reach out the students after more than seven feet of water from the overflowing canal entered their hostel buildings this morning, the officials said.

They said the rescue operation continued for more than five hours and all the trapped students were evacuated to safety.

Director IIIM, an autonomous body under the Council of Scientific & Industrial Research (CSIR), Dr Zabeer Ahmed said the institute has made arrangements for the safe stay of the students.

Thanking police and SDRF for their assistance in evacuating the students, he said there was no need to panic.

“We have enough alternative arrangements to provide accommodation to students,” he said, adding as the floodwaters started collecting in the ground floor, the institute mobilised all resources, including dewatering pumps for the safety of the students.

S R Choudhary, one of the students, said their colleagues putting up in the ground floor suffered losses due to the flash floods.

“My room is located on the top floor but those in the ground floor immediately shifted to upstairs, leaving behind their belongings,” he said, adding they waited for at least five hours for getting shifted out of the submerged buildings.

Meanwhile, a portion of a road adjacent to a temple near Tawi bridge caved in, while a culvert on the exit gate of Jammu bus stand also collapsed owing to the heavy rainfall.

The overflowing streams and drains aggravated the situation in low-lying areas where the flood waters entered home, damaging boundary walls at several places and dozens of vehicles.

Jammu, Aug 25: Defence Minister Rajnath Singh’s aircraft, which was en route to Jammu from New Delhi for a visit to cloudburst-hit Chashoti in Kishtwar district, had to return midway to Delhi after developing a technical snag.

Officials confirmed that the Defence Minister will now travel in another plane and is expected to arrive in Jammu shortly to review the ground situation in the affected area.

Rajnath Singh was accompanied by Union Minister of State in the PMO, Dr Jitendra Singh, during the flight.

The Defence Minister is scheduled to undertake an aerial survey and also review relief and rescue measures being carried out in Kishtwar, where at least 32 people remain missing after the devastating cloudburst. (KNC)

Srinagar, Aug 24: Jammu and Kashmir Chief Minister Omar Abdullah on Sunday directed all departments concerned to remain on high alert amid heavy rains which lashed wide parts of the Union Territory.

He has also advised people to remain cautious amid a weather forecast predicting moderate to intense rainfall with possibility of cloudbursts, flash floods and landslides in high altitude areas till August 27.

In a post on X, the office of the chief minister said Abdullah has directed all departments to remain on high alert, as heavy rains have caused waterlogging in several residential areas, with rivers and nallahs flowing above danger mark.

“Control rooms are active and CM Office is in touch with departments. Priority is being given to drainage in affected areas and restoration of essential services like water supply and power. People are advised to remain cautious,” the chief minister said.

Heavy rains battered most parts of Jammu and Kashmir overnight, triggering flood-like situation in several low-lying areas and causing damage to a vital bridge on the Jammu-Pathankot national highway, officials said.

Jammu, Aug 24: The recruitment for just 75 naib tehsildar posts has turned into a windfall for Jammu and Kashmir Services Selection Board (JKSSB) which has collected over Rs 6.43 crore from aspirants in application fees, according to information obtained through a Right to Information (RTI) query.

With each form priced at Rs 600 for general and Rs 500 for reserved category, the money collected shows that over one lakh aspirants had applied for the posts but the deferment of the recruitment process last month has now left these candidates in limbo, RTI activist Raman Kumar Sharma said.

“The sheer scale of the response — over one lakh candidates vying for a meagre 75 posts — speaks volumes about the deepening unemployment crisis. It reflects the desperation of educated youth who, despite degrees and qualifications, are left with few opportunities,” Sharma, who filed the RTI application, told PTI.

The JKSSB in its response to the query said that an amount of Rs 6,43,28,400 was collected as fees from the candidates for 75 posts of naib tehsildar in the revenue department on June 9.

Sharma filed the RTI application on July 21, a week after the JKSSB deferred the recruitment until further notice after the Central Administrative Tribunal (CAT), Jammu, stayed the ‘Urdu-only’ rule for the recruitment.

The activist had sought details about the total number of applications, category-wise, received in response to the job notification and the money collected from them.

The Public Information Officer, JKSSB, in his reply on August 2, refused to share the information about the number of applications before the culmination of the selection process, but shared the details about the total fees collected.

“For thousands of aspirants, many from financially strained backgrounds, the deferment of the recruitment process not only means the loss of hope but also the loss of hard-earned money, as there is no return policy for the deposited application fee,” Sharma said.

Shortly after the advertisement, the recruitment ran into controversy over the mandatory Urdu clause, with the BJP leading the protests, seeking revocation of the “discriminatory order” across the Jammu region – a party bastion where it had won 29 Assembly seats last year.

Chief Minister Omar Abdullah defended the Urdu only clause and said there was never any intention to prevent anyone from appearing for the exam.

“Even before Independence, our revenue records were in Urdu. How will a staff member in the revenue department work if he/she does not know Urdu?” Abdullah said earlier.

He said that in the past, officers of Jammu and Kashmir Administrative Service and Indian Administrative Service not versed in Urdu used to be given time to learn basics.

“I do not think staff members of the revenue department who do not know Urdu can be efficient for the job,” the National Conference leader said, and advocated for the policy that grants time to the people to learn the language after appointment.

On July 14, a two-member CAT bench stayed the provisions of the Jammu and Kashmir Revenue (Subordinate) Service Recruitment Rules of 2009 that mandate graduation with knowledge of Urdu as the minimum qualification for the post of naib tehsildar.

Former chief minister Mehbooba Mufti, reacting to the CAT order, said, “It is deeply unfortunate that our judiciary appears to be influenced by divisive politics.”

The People’s Democratic Party president said, “Urdu, a recognised official language for decades, is now being unfairly communalised. Our revenue records and administrative work continue to be maintained in Urdu, and it is only logical that applicants for the post of naib tehsildar possess basic proficiency in the language. This requirement is rooted purely in administrative efficiency, not in any form of divisiveness.”

Bandipora, Aug 24: A cloudburst struck the Gurez-Bandipora road on Saturday evening, triggering heavy landslides at multiple spots and forcing the closure of this vital mountain route. Several vehicles remained stranded as mounds of debris blocked the highway.

Officials said that the Border Roads Organisation (BRO) immediately launched a massive clearance drive and worked through the night to restore traffic. Bulldozers and earthmovers were pressed into service, and despite continuous rain and difficult conditions, the road was cleared by dawn.

Around 5:00 am on Sunday, stranded vehicles were finally allowed to move, bringing relief to the passengers who had spent the night waiting.

The impact of the cloudburst was also felt in nearby villages, including Kanzalwan and Korulbal, where residents were alarmed by gushing waters and temporary flooding. Many families moved to safer places for the night but returned home on Sunday morning as water levels receded.

Meanwhile, traffic has been resumed on the Gurez-Bandipora road, but authorities have urged commuters to avoid unnecessary travel as the stretch remains vulnerable to fresh landslides.

Adding to the weather impact, light snowfall was reported at Razdan Pass on Saturday evening, accompanied by widespread rain across the region. The change in weather has brought a dip in temperatures, but officials have advised motorists to drive cautiously on slippery, mountainous stretches.

The Meteorological Department has forecast light to moderate precipitation in the higher reaches of north Kashmir over the next 24 hours. [KNT]

New Delhi, Aug 24: Prime Minister of Fiji, Sitiveni Ligamamada Rabuka, arrived at Indira Gandhi International (IGI) Airport in New Delhi on Sunday, marking the beginning of his first official three-day visit to India.

Prime Minister Rabuka was welcomed by Sukanta Majumdar, the Union Minister of State for Education and Development of the Eastern Region.

The Fijian Prime Minister is accompanied by his spouse Sulueti Rabuka. The delegation include Minister of Health and Medical Services, Ratu Atonio Lalabalavu and senior officials.

Taking to the social media platform X, India’s Ministry of External Affairs spokesperson Randhir Jaiswal shared the news of PM Rabuka’s arrival, posting: “Warm welcome to PM Sitiveni Rabuka of Fiji @slrabuka as he arrives in New Delhi on his first visit. PM Rabuka was received by MoS Education & DoNER @DrSukantaBJP at the airport. The visit will further deepen – partnership across diverse sectors.”

During his visit to New Delhi, the Fiji Prime Minister is scheduled to hold talks with Prime Minister Narendra Modi tomorrow. He will also call on President Droupadi Murmu.

The visit comes just weeks after India and Fiji held the 6th round of Foreign Office Consultations (FOC) in Suva, Fiji, in July 2025.

The consultations provided a comprehensive platform for both nations to review and expand cooperation in key areas including health, education, capacity building, trade and investment, agriculture, renewable energy, climate change, and cultural exchanges.

The Indian delegation at the FOC was led by Neena Malhotra, Secretary (South), Ministry of External Affairs, while Raijeli Taga, Permanent Secretary for Foreign Affairs, represented the Fijian side.

Both sides reaffirmed their commitment to strengthening bilateral ties and maintaining regular high-level political engagements.

In its official statement, the MEA said, “The FOC provided an opportunity to review and discuss the entire gamut of bilateral relations… in order to deepen and diversify the India-Fiji partnership.”

The next round of the Foreign Office Consultations is scheduled to be held in New Delhi in 2026, at a mutually convenient time.

Jammu, Aug 23: In a major crackdown against adulterated and unsafe food, Drugs and Food Control Organization (DFCO), Jammu Saturday seized 21 quintals of suspected synthetic cheese (Paneer) and 78 tins of expired Mustard Oil from Gangyal in Jammu outskirts.

Giving a detailed account of the raid, the Commissioner, Food & Drugs Administration (FDA), J&K, Smita Sethi, who supervised the drive, said that the seizure was made during ongoing special enforcement inspection drives in compliance with directions from the government.

“Samples of the suspected synthetic paneer were also lifted on-site for laboratory analysis under FSSA norms,” she said.

According to Sethi, a team from the Drugs and Food Control Organization (DFCO), Jammu, on the basis credible inputs, conducted a major enforcement action and unearthed a massive stockpile of unsafe and adulterated food products including 21 quintals of suspected synthetic paneer emitting a foul and putrid smell and 78 tins of expired mustard oil stored in insanitary conditions at Pandita Mohalla, Gangyal, Jammu.

During the drive carried out by the Deputy Commissioner, Food Safety Jammu, Madan Mangotra and his team comprising the Food Safety officers, it was found that the food items were found to be in violation of the Food Safety and Standards Act (FSSA), including breaches with respect to storage under insanitary conditions, improper storage, labelling provisions and operating without a valid FSSAI license.

“The raid was carried out with active support and inputs from the SHO Satwari, officials from Jammu Municipal Corporation and GRP Railway Police, making it a successful and precise operation. This enforcement raid marks another major success in the department’s ongoing campaign to crack down on food adulteration,” Sethi said.

The Commissioner further said that such violations, often found to surge during the summer season, posing an immediate threat to public health.

She however, reaffirmed the department’s zero-tolerance policy towards food adulteration and warned all Food Business Operators (FBOs) to strictly adhere to safety norms.

Sethi revealed that the FBOs would be booked under various provisions of the FSSA for dealing in expired food items and legal action under FSS Act was initiated.

She further added that these enforcement drives would continue rigorously across the UT of Jammu and Kashmir to curb the menace of food adulteration.

However, given the significance of nature of the violations, the department has called on the general public to be vigilant and report any suspected cases of adulteration at the department’s toll-free helpline for Consumer Complaints: 104, for speedy action.

Earlier, the department had issued advisories on unpermitted colours and storage and labelling of meat and meat products, for information of the FBOs and stakeholders, the advisories also contained guidance on hygienic storage conditions, temperature control for perishables, prohibition on the use of non permitted food colours.

Srinagar, Aug 23: The Jammu and Kashmir government has put 46 new hydropower projects to bid, drawing an encouraging response from private players and setting the stage for a fresh wave of clean energy generation in the Union Territory.

Officials say the projects, advertised in June this year, mark a significant step towards harnessing J&K’s vast hydroelectric potential while creating jobs and easing the burden of costly power imports.

The projects include 26 schemes under the Swiss Challenge mode and 20 under the Independent Power Producer (IPP) route, with a cumulative capacity of 78.65 megawatts.

The response has exceeded expectations, with 73 bids received for Swiss Challenge projects and 25 companies expressing interest in IPP sites.

Secretary Science and Technology Department, Shahid Iqbal Choudhary, who first announced the development in a tweet, said the administration was determined to unlock the immense hydro potential of the Western Himalayas. “In just two months, our team has taken steps to unlock the immense hydro potential of Jammu & Kashmir. We advertised 46 new hydro projects in June… The response from industry has been inspiring,” he said.

Choudhary highlighted that the benefits of these projects go far beyond power generation. “The social impact is equally important: 1,380 long-term jobs and over 465,000 person-days of work during construction. Alongside, 55 more projects with a cumulative capacity of 298 MW are in the pipeline under PPP and IPP routes, and we expect to commission two projects this season and nine more next year, out of the 28 already under execution,” he explained.

He emphasised that the new hydropower push was designed with ecological sensitivity, given the fragility of the Himalayan ecosystem. “Small and medium hydro projects can provide decentralised clean energy, strengthen local livelihoods, and drive a resilient green transition in fragile mountain ecosystems. The next phase is about completion, commissioning, and scaling — ensuring that hydro, alongside solar, becomes a cornerstone of Jammu & Kashmir’s clean energy journey.”

The government has also proposed a new classification of projects in Draft Hydropower Policy to streamline oversight and approvals. Small hydroelectric projects up to 25 megawatts will fall under the domain of the Science and Technology Department, with projects up to 10 MW handled directly by it, while larger projects above 25 MW and up to 100 MW will be overseen by the Power Development Department (PDD). Officials said the arrangement would reduce overlaps, improve accountability and help speed up execution.

J&K’s dependence on external power continues to weigh heavily on its finances. In the last decade, the Union Territory has spent nearly Rs 75,000 crore on power purchases. In the financial year 2022–23 alone, the expenditure was over Rs 8,500 crore, with demand projected to climb beyond 22,000 million units this year.

A senior PDD official admitted the challenges. “In case of shortage, we buy power at an exorbitant rate. With consumption rising every year, we urgently need to increase local generation,” the official said.

While the smaller and medium projects are expected to make an immediate contribution, the government is also banking on mega projects being executed in partnership with NHPC. These include Ratle (824 MW), Kirthai-II (930 MW), Sawalakote (1,856 MW), Dulhasti-Stage II (258 MW), and Uri-I Stage-II (240 MW). Together, they represent an investment of nearly Rs 35,000 crore and are projected to add more than 4,100 MW to the grid, potentially making J&K power surplus in the coming years.

For now, though, the administration’s focus is firmly on the 46 projects already tendered. With strong investor interest and a promise of fast-track clearances, officials say J&K is poised to turn its mountain rivers into reliable sources of green power while generating much-needed employment at home.
