Srinagar, Jul 28: The J&K Government today imposed a ban on six doctors found engaged in private practice during official duty hours and/or unethical referrals to private hospitals, For their preferential allegiance’ towards private hospitals, they have been barred from carrying out private practice of any kind in J&K.

The revelation came to fore during evaluation of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)/SEHAT Scheme.

The decision comes after evidence revealed that several doctors were engaging in private practice during official duty hours, and also engaged in unethical referrals to private hospitals. The order, 509-JK (HME) of 2025 dated 28 July highlighted “a clear pattern of lopsided performance, favoring private hospitals” by the doctors who have been named. He order also details the number of cases done or referred to private hospitals by the doctors who have been barred.

These include Dr. Bilal Ahmad Bashir, a consultant surgeon at GMC Anantnag, and Dr. Ishaq, a medical officer at District Hospital Pulwama, Dr Younis Kamal, Associate Professor GMC Ananatnag. In addition, three doctors have been charged with unethical referrals to private hospitals – Dr. Vikas Gupta Medical Officer CHC Hira Nagar, and Dr. Manju Kumari Medical Officer EH Vijaypur and Dr Raj Kumar Bhagat Medical Officer DH Samba. Dr Bashir has been charged with 312 offences of cases/referrals during duty hours, Dr Ishaq with 170 and Dr Kamal with 185.

The government has cited violations of the Conduct Rules and other regulations, which explicitly prohibit private practice during official hours. This “constitutes gross negligence, conflict of interest” and results in serious threat to patient care, violates patient rights and is misappropriation of government resources.

In April this year, Government banned a GMC Srinagar doctor from private practice for similar offences.

New Delhi, Jul 28: External Affairs Minister S Jaishankar on Monday asserted that at no stage in any conversation with the US was there any linkage of trade with Operation Sindoor and the request for halting the military action came from the Pakistani side through the DGMO channel. Jaishankar also said the result of India’s diplomacy post-Pahalgam attack was that only three out of 190 nations which are part of the UN opposed Operation Sindoor.

There was an overwhelming support that the country which has been attacked has the right to defend itself, he said.

Intervening in the special discussion in the Lok Sabha on ‘India’s strong, successful and decisive Operation Sindoor in response to the terror attack in Pahalgam’, Jaishankar said it was important to send a clear, strong and resolute message after the Pahalgam attack as “our red lines had been crossed and we had to make it very apparent that there would be serious consequences”. Hailing the government’s diplomatic efforts post-Pahalgam attack, the EAM said, “What we tried to create was a narrative and prepare the diplomacy for launch of Operation Sindoor. The result of that diplomacy was that out of the 190 nations of UN only three, besides Pakistan, opposed Operation Sindoor.

“Overwhelmingly, there was recognition that terror was unacceptable and the country which has been attacked has the right to defend itself and India was doing exactly that,” Jaishankar said. “When Operation Sindoor was launched, we put out our objectives that it was hitting terror infrastructure in Pakistan and Pakistan-occupied Kashmir. Our actions were focussed, measured and non-escalatory and we were living up to the commitment that those responsible for those attacks will be held responsible,” he said.

Jaishankar pointed out that The Resistance Front (TRF) group had been designated as a global terror organisaion by the US due to Indian diplomacy.

“On May 10, we received phone calls sharing the impression of other countries that Pakistan was ready to cease the fighting. Our position was that if Pakistan was ready, we needed to get this as a request from the Pakistani side through the DGMO channel. That is exactly how that request came,” Jaishankar said. “I want to make two things very clear — at no stage in any conversation with the US was their any linkage with trade and what was going on. Secondly, there was no call between the prime minister and President Trump from April 22 — when President Trump called up to convey his sympathy — till June 17, when he called up, the PM who was in Canada,” he said.

Talking about the post-Pahalgam actions of the government, Jaishankar said that the Cabinet Committee on Security had decided that the Indus Waters Treaty would be held in abeyance until Pakistan abjures its support for terrorism, along with a host of other steps.

“It was very clear that after the steps, India’s response to the Pahalgam attack will not stop there. Our responsibility from a foreign policy approach was to shape the global understanding of the Pahalgam attack,” he said.

Jaishankar said that Indian diplomacy then tried to bring out Pakistan’s long-standing support to terrorism and how the Pahalgam attack was targeted at Jammu and Kashmir’s economy and sow communal discord.

“Messages were two — zero tolerance for terrorism and right to defend our people against terrorists. All diplomatic briefing were aimed at these two objectives,” he said.

Jaishankar’s remarks came after Congress’ Deputy Leader in the House Gaurav Gogoi slammed the government over US President Donald Trump’s claim made “26 times”, that he used trade to bring about a ceasefire between India and Pakistan. The Congress has been repeatedly attacking the government over Trump’s remarks.

Since May 10, when Trump announced on social media that India and Pakistan had agreed to a full and immediate ceasefire after a long night of talks mediated by Washington, he has repeated his claim on several occasions that he helped settle the tensions between India and Pakistan. However, India has been consistently maintaining that the understanding on cessation of hostilities with Pakistan was reached following direct talks between the Directors General of Military Operations (DGMOs) of the two militaries.

In a nearly 35-minute phone call with Trump last month, Modi firmly stated that India does not and will “never accept” mediation and that the discussions between Indian and Pakistani militaries on cessation of military actions were initiated at Islamabad’s request. India launched Operation Sindoor on May 7, targeting terror infrastructure in Pakistan and Pakistan-occupied Kashmir in retaliation for the Pahalgam attack that killed 26 civilians. India and Pakistan reached an understanding on May 10 to end the conflict after four days of intense cross-border drone and missile strikes.

Jammu, July 28: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Monday announced the killing of three Pakistan terrorists in an encounter in Srinagar and said kinetic operations have been going on for the past several months in the region to eliminate terrorists.

“This is true — three Pakistani terrorists have been eliminated in the encounter near Dachigam. It is not appropriate for me to give more details; the police will issue a full statement on it,” Sinha told reporters at a function here.

He said that for the past several months, the police, Army and Central Reserve Police Force (CRPF) have been conducting kinetic operations.

“Terrorists have been eliminated in these operations, and the media highlights these events more,” he said.

The LG further said that several operations save lives but they often do not come into focus. “I congratulate the Army, police, CRPF and all those who were part of this operation from the core of my heart,” he said.

Sinha said that terrorism sponsored by Pakistan has inflicted severe atrocities on this land for a long time, “but now our security forces, Army and police will completely destroy them here until we can breathe freely”.

New Delhi, July 28: Decisive action has replaced dossiers and the new India can go to any extent to uproot terrorism, Defence Minister Rajnath Singh said on Monday while stating that Operation Sindoor was on pause as the armed forces had achieved the desired objectives.

Initiating the special discussion on “India’s strong, successful and decisive Operation Sindoor in response to the terror attack in Pahalgam” in the Lok Sabha, Singh said the military action against Pakistan had sent a clear message to supporters of terrorism that India was committed to defend its motherland.

Just as the debate started in the Lok Sabha, security forces in Jammu and Kashmir reported that three terrorists have been gunned down after a massive gunfight.

“Today, dossiers have been replaced by decisive action. Today’s India thinks differently and acts differently. We believe that if the adversary uses terrorism as part of strategy and does not understand the language of peace, then standing firm and being decisive is the only option,” Singh said.

Rejecting US President Donald Trump’s claims of mediating a ceasefire between India and Pakistan, the minister added, “Operation Sindoor was paused as the armed forces had achieved the desired politico-military objectives and there was no pressure to end the conflict with Pakistan.”

If Pakistan indulges in fresh misadventure, it will resume again, he added.

Singh asserted that India now believes in taking decisive action as peace overtures have not yielded desirable results.

The defence minister also made light of the opposition attacks against the government on the loss of military assets in the four-day war and urged political rivals to ask the number of Pakistani aircraft downed by India.

“It is the opposition’s job to ask questions of the government. Our opposition members kept asking how many of our aircraft were shot down, but they never asked how many Pakistani planes our forces had shot down,” Singh said.

“If you want to ask questions, then ask if any of our soldiers were harmed in this operation. The answer is no, none of our soldiers were harmed.”

Singh said Indian armed forces launched Operation Sindoor on the intervening night of May 6-7 to deliver justice to those who lost their loved ones in the Pakistan-sponsored terrorist attacks in Pahalgam on April 22.

To say or believe that Operation Sindoor was stopped under any pressure is baseless and completely incorrect, he said.

It was Pakistan’s director general of military operations who requested his Indian counterpart to end the strikes, the minister asserted.

Singh’s statement comes in the backdrop of Trump’s claims of mediation to end the conflict between India and Pakistan.

“The objective of Operation Sindoor was to destroy the terror nurseries nurtured by Pakistan over the years. The objective was to provide justice to the families who lost their loved ones in the Pahalgam terror attack,” Singh told the House.

“The overall politico-military objective of Operation Sindoor was to punish Pakistan for carrying out a proxy war through terrorism. This was the reason armed forces were given complete freedom to select targets and give a befitting response,” he said.

Singh added that the idea behind Operation Sindoor was not to start a war but force the adversary to bend through demonstrative use of force.

Leader of Opposition Rahul Gandhi sought to know from the defence minister why Operation Sindoor was halted.

“Aapne roki kyun (why did you halt),” asked Gandhi, a question that had ruling party members on their feet.

The minister said he had already spoken about it and the Leader of Opposition should listen to his speech.

“Operation Sindoor symbol of our strength… demonstrated that India will not remain silent if anyone harms its citizens,” Singh said.

The defence minister said India first extends the hand of friendship, but it also knows how to twist the wrist if any country betrays it.

“Pakistan initially rejected our rationale of specific targeting of terror outfits during Operation Sindoor and sought to escalate the situation targeting India’s civil and military places, thus violating the ceasefire.”

He said Pakistan used missiles, drones, rockets, including long-range rockets, among others, to target airports, military establishments and military cantonments.

“However, they failed to cause any damage to any establishment,” he said.

“In any exam, results matter, not whether the pencil was broken or the pen lost. Ultimately, results matter,” Singh said, responding to opposition criticism.

The minister said India has always aspired for peace with Pakistan, and cited the historic Lahore bus journey undertaken by then prime minister Atal Bihari Vajpayee in 1999. However, India’s peaceful outreach was misunderstood as weakness.

“We once spoke the language of the Lahore bus journey, but Pakistan did not understand that. We now respond with the Balakot strike,” Singh said.

He said successive Indian governments have made efforts to maintain friendly ties with Pakistan and other neighbouring countries.

“India wants friendly relations with all, and we have demonstrated this consistently,” Singh said.

Jammu, July 28: A woman police officer, who had been battling life-threatening illness and depression, allegedly died by suicide at her residence here, officials said on Monday.

The body of Assistant Sub-inspector (ASI) Kulbir Kour (52) was found hanging from a ceiling fan inside a room of her house at Lower Gadigarh on Sunday evening, they said.

“She was posted at District Police Lines Jammu and was on medical leave for a long time due to a chronic medical condition,” they added.

Preliminary investigation suggests that the officer committed suicide due to depression, they said.

The body was handed over to her family for last rites after completion of postmortem and other legal formalities, officials said.

Srinagar, July 28: Apni Party’s key leaders gathered today at the party headquarters in Srinagar to hold an extraordinary meeting aimed at discussing pressing public and political issues, as well as certain party matters. The crucial meeting was chaired by the party president, Syed Mohammad Altaf Bukhari.

According to a press statement issued here, “the leaders held a comprehensive discussion during the meeting on the prevailing political and security situation, as well as pressing public issues and grievances. They shared grassroots-level feedback from their respective constituencies, highlighting key concerns of the people. The party leaders expressed serious concern over the elected government’s complete failure to address the challenges faced by the people of Jammu and Kashmir.”

However, given the prevailing situation, they emphasised the need for peace with dignity for the people, as many feel apprehensive and under pressure. People must be able to live without fear,” the press note added.

It further said, “Unfortunately, following the Pahalgam terror attack, new arrests have been made. There are already a large number of people in jail. The government must review the cases of these prisoners, and except for those involved in heinous crimes, all should be pardoned and released to give them a chance to restart a normal life.”

After the meeting, the party’s General Secretary Rafi Ahmad Mir spoke with the reporters. Responding to the questions, he said, “We have decided to continue the party’s ongoing public outreach activities in order to stand by our people. We are deeply concerned to see that the elected government has failed on every front to address the pressing public issues. This has disappointed the people, who had cast their votes with great hope and high expectations.”

Replying to a question, Rafi Ahmad Mir said, “We are pleased that people have started realising that the Apni Party’s agenda and policies are clear and unambiguous. We do not lie, mislead, or engage in emotional sloganeering for our political interests. People now recognise that the Apni Party’s agenda is rooted in the politics of truthfulness and the integrity of its leaders. New Delhi, July 28: The figures for domestic tourist visits (DTVs) to Jammu to Kashmir during January-June this year stood at more than 95 lakh, according to data shared by the government.

Union Tourism Minister Gajendra Singh Shekhawat shared the data in a written response to a query on whether the Centre is aware of the decline in tourist footfall and business losses in Jammu and Kashmir during the peak tourist season following the recent terrorist attack in Pahalgam.

AIMIM MP Asaduddin Owaisi also asked if any assessment was made by the government on its economic impact on local tourism-dependent stakeholders.

“No such assessment has been made by the Ministry of Tourism on economic impact on local tourism-dependent stakeholders in Jammu and Kashmir,” Shekhawat said.

In his response, he shared year-wise tabulated data for domestic tourist visits (DTVs) and foreign tourist visits (FTVs) from 2020 to 2025.

This data is provided by the state tourism department. Based on the latest information received from the Jammu and Kashmir tourism department, the number of DTVs and FTVs stood at 95,92,664 and 19,570 respectively for the period January-June of 2025.

DTVs for preceding four years were — 2,35,24,629 (for year 2024); 2,06,79,336 (2023); 1,84,99,332 (2022); 1,13,14,920 (2021) and 25,19,524 (2020).

FTVs for preceding four years were — 65,452 (for year 2024); 55,337 (2023); 19,985 (2022); 1,650 (2021) and 5,317 (2020, and for January-June period of 2025 it stood at 19,570.

Shekhawat said the Ministry of Tourism has taken several steps or initiatives to promote tourism sector in the country, including in Jammu and Kashmir.

Kupwara, July 28: Security forces on Monday apprehended a terrorist associate during a joint Cordon and Search Operation (CASO) in village Marsary, Chowkibal, Kralpora of district Kupwara, and recovered huge cache of arms and ammunition from his possession.

A police spokesperson said that the operation was jointly launched by 05 PARA, 160 Territorial Army, 98 Bn CRPF, Special Operations Group (SOG) Kralpora, and Police Station Kralpora based on specific intelligence inputs regarding the movement of a terrorist associate in the area.

During the operation, he said, one individual identified as Wali Mohd Mir, S/o Mohd Sadiq Mir, R/o Marsary was apprehended. Upon search, a huge cache of arms and ammunition was recovered from his possession, which includes 01 AK-56 rifle, 03 AK-56 magazines, 1150 rounds of AK-56 ammunition, and 17 UBGL grenades.

The spokesperson said that preliminary investigations revealed that the apprehended individual was working as a terrorist associate for proscribed terrorist outfits and was involved in facilitating the movement of arms and ammunition to active terrorists in the region.

Accordingly, FIR No. 53/2025 under relevant provisions of law has been registered at Police Station Kralpora, and further investigation is underway, spokesperson said.

New Delhi, July 28: The Supreme Court today reiterated that its direction mandating 3 years’ practice as an advocate to enter judicial service will apply prospectively, and that the notifications issued before May 20 (the date of judgment) can proceed without this condition.

Holding so, the Court refused to entertain a challenge to a recruitment notification issued by the Jammu and Kashmir PSC, which did not mandate the 3-year practice rule.

The bench of CJI BR Gavai and Justices K Vinod Chandran and NV Anjaria was hearing a writ petition challenging the recruitment notification issued on May 14 for the post of Civil Judge (Junior Division) in Subordinate Judiciary rolled out by Jammu & Kashmir Public Service Commission, Live Law reported.

On May 20, the Supreme Court delivered its judgment mandating 3 years of legal practice before applying for judicial exams.

The petitioners, who are practising advocates in the trial courts of J&K, challenged the notification dated May 14 on the grounds that the recruitment rules do not incorporate the direction of the 3-year Practice Rule by the Supreme Court.

At the outset, the bench was inclined to dismiss the matter as it verbally remarked that it is not the case that the High Court was aware of what the Supreme Court would decide on May 20.

The CJI said: “You are saying that it was done only to defeat the purpose of the judgement. Was the full court of the High Court aware that the CJI is likely to pronounce the judgment on May 20?”

The CJI then explained that the direction will only apply prospectively to future judicial recruitments and does not disturb any selections that have already started.

“We have clarified in the judgment that this will not be applicable to any process which has already started and will be applicable only for the next recruitment year,” the bench observed in the order.

The Court, however, allowed the counsel to withdraw the petition.

The reliefs sought by the petitioners were:

(a) Issue a writ of certiorari or any other appropriate writ quashing Notification No. 07-PSC(DR-P) of 2025 dated 14.05.2025 issued by Respondent No. 3 for the post of Civil Judge (Junior Division);

(b) Issue a wnt of mandamus directing Respondents to issue a fresh notification for recruitment of Civil Judge (Junior’Division) in accordance with Para 89(yii) of the judgment dated 20.05.2025 All India Judges Association v. Union of India, requiring 3 years’ Bar experience;

The writ petition was filed with the assistance of AOR Raj Kishor Choudhary.

Srinagar, July 28: The Jammu and Kashmir Government on Monday ordered a ban on six doctors for allegedly engaging in private practice during official duty hours and making unethical referrals to private Empanelled Health Care Providers (EHCPs).

According to Government order issued by the Health & Medical Education Department, as per news agency JKNS, the action follows an evaluation conducted by the State Health Agency under the Ayushman Bharat – PMJAY/SEHAT Scheme, which revealed that these doctors had been violating norms and undermining the scheme’s objectives.

The doctors found involved in private practice during duty hours include Dr. Bilal Ahmad Bashir (Consultant Surgeon, GMC Anantnag) with 312 cases, Dr. Ishaq (Medical Officer, DH Pulwama) with 170 cases, and Dr. Younis Kamal (Associate Professor Orthopaedics, GMC Anantnag) with 185 cases.

Additionally, three doctors were found involved in unethical referrals to private EHCPs: Dr. Vikas Gupta (Medical Officer, CHC Hiranagar) with 19 cases, Dr. Manju Kumari (Medical Officer, EH Vijaypur) with 18 cases, and Dr. Raj Kumar Bhagat (Medical Officer, DH Samba) with 12 cases.

The order states that these actions “significantly outweighed their contribution to government service, thereby undermining the objectives of the AB-PMJAY/SEHAT Scheme.”
