Drug peddler held with contraband substance in Anantnag: Police

Srinagar, Sep 30: Continuing its efforts to eradicate the menace of drugs from the society, Anantnag Police achieved a major success by arresting a drug peddler and recovering a huge consignment of narcotic substance in Bijbehara area.

An official said that Police Station Bijbehara received credible information from reliable sources regarding the illegal possession of narcotic substances by one individual, namely Riyaz Ahmad Mir, son of Abdul Khaliq Mir, resident of Katriteng, Bijbehara. It was learnt that the accused had concealed a large quantity of contraband substance in his residential house with the intention of selling it to local youth, thereby promoting drug abuse in the area.

He said that acting swiftly on this information, a case FIR No. 182/2025 under Sections 8/20 of the NDPS Act was registered at Police Station Bijbehara, and investigation was taken up.

During the course of investigation, a police team from PS Bijbehara conducted a raid at the residence of the accused. During the search operation, a huge quantity of cannabis leaves mixed with seeds and covers, weighing approximately 25.200 kilograms, was recovered from the house. The recovered contraband was sealed on the spot as per procedure, official said.

The accused Riyaz Ahmad Mir has been arrested and taken into custody. Further investigation is underway to ascertain the source of the contraband and to identify other individuals involved in the drug trade.

Anantnag Police urged the general public to come forward with any information related to drug trafficking or substance abuse in their areas, and added the identity of informants will be kept confidential.

Jammu, Sep 30: Jammu and Kashmir has shown a decrease in the number of overall crime incidents from 2021 to 2023, recording a fall of 2,080 cases during the period, the National Crime Records Bureau (NCRB) report 2023 said.

The Union Home Ministry on Tuesday released the 71st edition of the NCRB annual report, which presents a comprehensive analysis of crime statistics for the calendar year 2023.

As per the report, overall crime data, including Indian Penal Code (IPC) crimes and Special and Local Laws (SLL) crimes, have shown a decrease in cases from 31,675 in 2021 to 30,197 in 2022 to 29,595 in 2023.

The data shows a decline of 2,080 cases from 2021 to 2023.

As per the breakup of the cases, there is an increase in cases related to SLLs. The number cases went up to 4,468 in 2023 from 4,282 in 2022 and 4,228 in 2021, with the rate of chargesheets for such cases recorded at 90.7 per cent, it said.

However, the cases pertaining to the Indian Penal Code have decreased by 2,320 cases—from 27,447 in 2021 to 25,915 in 2022 to 25,127 in 2023. The report said that the rate of cognizable crimes was 184.3 per lakh in 2023, while the rate of charge-sheets went up to 79.1 per cent.

Jammu and Kashmir recorded 84 murder cases involving 101 victims with a 0.6 crime rate per lakh in 2023, the report said, adding that it registered 1,004 cases of kidnapping involving 1,010 persons in the year.

Similarly, 231 cases of rape involving 231 victims were registered in the Union Territory in 2023, along with 1,352 cases of assault against women and 70 cases of sexual harassment.

However, the report said that there was no case of sedition registered in Jammu and Kashmir in 2023, but 425 cases of rioting involving 655 persons were registered. It said that there was no case of communal or religious violence or sectarian violence registered during the year.

The report further said that 673 cases involving 797 persons were registered in connection with deaths caused by negligence in 2023, including 639 cases of deaths due to road accidents such as hit-and-run.

It reported nine dowry cases against nine people and 44 cases of abetment to suicide. As many as 438 cases of attempt to murder and 434 cases of attempt to suicide were registered during the year.

UGC declares 54 state private universities defaulters

New Delhi, Sep 30:  At least 54 state private universities have been declared defaulters by the University Grants Commission (UGC) for not submitting mandatory information under section 13 of the UGC Act, 1956, and making public disclosures on their website, according to officials.

Citing several reminders through e-mails and online meetings, the UGC said the universities had been directed to submit detailed information for inspection purposes, along with supporting documents duly attested by the registrar.

“They were also directed to upload the filled-in format and appendices on their website by giving a link on the home page so that the information is accessible to the students and the general public. The above was followed by several reminders through e-mails and online meetings,” UGC Secretary Manish Joshi said.

According to the guidelines on public self-disclosure, the higher education institutions must maintain a functional website for imparting information to stakeholders.

“The information disclosed on the website should be easily accessible to everyone, on the home page, without any need for registration or login. Additionally, there should be a ‘search’ facility available for easy navigation,” the guideline stated.

Madhya Pradesh at 10 had the maximum number of defaulter universities, followed by Gujarat, Sikkim and Uttarakhand at eight, five, and four such institutions.

The UGC circulated the list of defaulting universities and warned them to take corrective steps immediately. According to UGC officials, further action could follow if the institutions continue to ignore the instructions. The higher education regulator has tightened its monitoring of private universities in recent months.

In July, it had warned 23 institutions for not appointing ombudspersons.

New Delhi, Sep 30: Heart attack, stroke, or heart failure come with warning signs in 99 per cent cases, according to a large study that refuted the notion that these devastating events often strike people without warning signs.

The study led by Northwestern Medicine, US, and Yonsei University in South Korea, showed people with these deadly cardiovascular diseases — which remain the leading cause of death worldwide — had at least one risk factor above an optimal level beforehand.

“We think the study shows very convincingly that exposure to one or more nonoptimal risk factors before these cardiovascular outcomes is nearly 100 per cent,” said senior author Dr. Philip Greenland, professor of cardiology at Northwestern University Feinberg School of Medicine.

“The goal now is to work harder on finding ways to control these modifiable risk factors rather than to get off track in pursuing other factors that are not easily treatable and not causal,” Greenland added.

The team selected four major cardiovascular risk factors: blood pressure, cholesterol, blood sugar, and tobacco use.

The scientists analysed health data from more than 9.3 million Korean adults and nearly 7,000 US adults, who were followed for up to two decades.

The findings, published in the Journal of the American College of Cardiology, showed that more than 99 per cent of people who developed coronary heart disease, heart failure, or stroke had at least one nonoptimal risk factor before their event. Over 93 per cent had two or more risk factors.

High blood pressure, or hypertension, was the most common culprit, affecting over 95 per cent of patients in South Korea and more than 93 per cent in the US.

Even in women under 60 — the group often assumed to be at lowest risk — more than 95 per cent still had at least one nonoptimal factor before heart failure or stroke.

In a secondary analysis, the team also looked at clinically elevated risk factors, the higher thresholds doctors often use for diagnosis: blood pressure more than 140/90, cholesterol more than 240, glucose more than 126, and current smoking.

In such scenarios, at least 90 per cent of patients still had at least one major risk factor before their first cardiac event.

Ashok Koul said that the GST is not merely a tax reform, rather it is a step towards strengthening the economy by bringing every stakeholder on one platform. He stressed that the recent changes introduced by the Modi government are focused on consumer welfare, ensuring that essential goods and services become more affordable, while also providing relief and ease of business to traders.

Koul said that in the recent GST reform, by lowering GST slabs to 5% on several goods and rationalizing rates in transport and allied sectors, the reforms aim is to reduce costs for consumers, ease compliance for traders, and enhance competitiveness for Indian businesses.

He further added that the opposition parties have always misled people regarding GST, but the reality is that it has brought uniformity, eliminated cascading taxes, and provided a fair structure that benefits both buyers and sellers.

Dr Karan Singh expresses concern over personal remarks against PM Modi

New Delhi, Sep 30: Ahead of the RSS’ centenary, veteran Congress leader Karan Singh on Wednesday congratulated the Hindutva organisation’s chief Mohan Bhagwat and ‘swayamsevaks’, saying the Sangh should continue to focus on nation-building for the next 100 years for India’s progress.

The Rashtriya Swayamsevak Sangh (RSS), founded by Keshav Baliram Hedgewar on Vijayadashmi in 1925, is set to complete its 100 years on Thursday.

“The Rashtriya Swayamsevak Sangh is celebrating 100 years since its founding. On this occasion, I extend my heartfelt congratulations to everyone, from Mohan Bhagwat ji to millions of activists,” Singh said in a video message.

“I remember that in 1982, when I founded the Virat Hindu Samaj, the Rashtriya Swayamsevak Sangh helped us immensely due to which we organised large rallies in many important cities, highlighting the needs of Hindu ‘dharma’ and Hindu society,” he said.

“I would like the Rashtriya Swayamsevak Sangh to continue focusing on nation-building, especially character-building, in the next 100 years, because only through character-building can a society progress,” the former Union minister said.

He has been a former Sadr-e-Riyasat of Jammu and Kashmir as well as the governor of the erstwhile state.

Singh said he would like India to truly progress in this manner so that it can play a progressive role in the world and succeed in taking the lead in the chaos that is raging everywhere.

Preparations are in full swing to organise various events in different parts of the country to mark the RSS’ centenary.

From over one lakh ‘Hindu sammelans’ to thousands of ‘biradari goshthis’ for harmony and peace in society, the RSS has made an elaborate plan to organise a series of year-long programmes across the country to mark its centenary year, starting with Bhagwat’s annual Vijayadashmi address at the Sangh headquarters in Nagpur on Thursday.

The Hindutva organisation also has plans to carry out a nationwide door-to-door public outreach campaign and hold thousands of symposiums on various topics across all the states.

New Delhi, Sep 30: Defence Minister Rajnath Singh on Tuesday praised the tri-services’ synergy during Operation Sindoor that enabled timely decisions and enhanced situational awareness, reiterating the government’s aim to further promote jointness.

Addressing a seminar organised by the Indian Air Force (IAF) at Subroto Park in Delhi, Rajnath Singh said, “Our government’s objective is to further promote Jointness and integration among the tri-services. This is not only a matter of policy but a matter of survival in the fast-changing security environment.”

“The evolving character of warfare, combined with the complex interplay of traditional and non-traditional threats, makes jointness a core operational necessity rather than a matter of choice,” he said.

“Jointness has become a fundamental requirement for our national security and operational effectiveness today. While each of our services possesses the capacity to respond independently, the interconnected nature of land, sea, air, space and cyberspace makes collaborative strength the true guarantor of victory,” he added.

The seminar on the theme ‘Fostering Greater Jointness – Synergy through Shared Learning in the domain of Inspection and Audits, Aviation Standards and Aerospace Safety’ underscores the necessity for India’s Armed Forces to embrace deeper integration to meet the demands of modern warfare and to maximise defence preparedness.

The Defence Minister highlighted the importance of IAF’s Integrated Air Command and Control System (IACCS), working in unison with the Indian Army’s Akashteer and the Indian Navy’s Trigun, making a joint operational backbone during Operation Sindoor.

“During Operation Sindoor, the tri-services synergy produced a unified, real-time operational picture. It empowered commanders to take timely decisions, enhanced situational awareness, and reduced the risk of fratricide. This is the living example of jointness delivering decisive results and this success must become the benchmark for all future operation,” he said.

The Union Minister recalled the recent Combined Commanders’ Conference held in Kolkata where Prime Minister Narendra Modi underlined the importance of jointness and integration.

He stated that this reflects the government’s clear commitment to ensuring that the Armed Forces are not only among the best in the world in terms of values and traditions but also pioneers of future-ready systems.

Anantnag, Sep 30: Chief Minister Omar Abdullah on Tuesday he won’t make an compromise on the issue of statehood to Jammu and Kashmir and that his government’s struggle would remain rooted in democratic values and non-violence.

Addressing a gathering in Anantnag, CM Omar said he was prepared to protest but Ladakh situation in front of all and he would not accept “destruction, devastation and bloodshed” in the Valley.

“I will fight democratically and peacefully for the restoration of statehood. But I will not allow Kashmir to once again plunge into fire. Families here have already suffered enough and I do not want to see that cycle of grief return,” he said.

He also ruled out any political accommodation with the Bharatiya Janata Party (BJP) to achieve the objective. “If inclusion of BJP in the government will help restore statehood, then take my resignation and make any other MLA the Chief Minister, but I will not compromise,” he said.

He recalled that after the last assembly elections, he too had the option of aligning with the BJP. “Like Mufti Mohammad Sayeed and Mehbooba Mufti did in 2015 and 2016, I could have chosen to form government with the BJP. Forming govt with the BJP perhaps statehood would have come sooner. But I chose the other path, to keep BJP away from power in J&K. We may have to wait longer, but I will never allow them to enter government through us,” he said.

Responding to voices demanding protests for statehood, CM Omar drew a comparison with Ladakh. “In Ladakh, when people came out, firing started within an hour. Here in Kashmir, they won’t even wait that long – bullets will rain within ten minutes. I don’t want Kashmiri families to collapse under grief again. We will continue our fight, but democratically and peacefully,” he stressed.

He also reminded people that Ladakh, which had initially welcomed the abrogation of Article 370 on August 5, 2019, has now admitted that it was the constitutional protection which safeguarded their interests. “We had said it then, and we say it now, whatever happened on August 5, 2019, was wrong,” he said.

He said that his government’s struggle for statehood would remain rooted in democratic values and non-violence. “We are not against development or governance, but statehood is our identity. We will not rest until it is restored and that too without surrendering our principles,” he said—(KNO)

Kulgam, Sept 30: Security forces on Tuesday claimed to have unearthed an old hideout used by militants in the dense forest belt of Laisoo Gudder in south Kashmir’s Kulgam district. The operation, carried out jointly by the Army’s 9 Rashtriya Rifles, 18 Battalion Central Reserve Police Force, and Special Operations Group of Kulgam Police, marked a fresh sweep in the ongoing counter-insurgency efforts in the region.

Police sources said that specific intelligence inputs had suggested the possible presence of a cache or remnants of militant infrastructure in the forested area falling under the jurisdiction of Police Station Devsar. Acting upon the lead, a search operation was launched early in the morning with multiple teams cordoning off the thick woods that stretch across Laisoo Gudder.

After several hours of combing operations, the joint teams came across traces of an abandoned structure concealed under layers of foliage and rocks. On closer examination, the site was identified as an old hideout, likely used by militants in earlier years. Security officials confirmed that the structure bore clear signs of having served as a makeshift shelter, though no fresh recoveries of arms or ammunition were immediately reported from the spot.

A senior police officer in Kulgam said the discovery was significant despite the absence of weapons. “Every hideout that we identify and dismantle reduces the tactical advantage for militants in these areas. This particular shelter had been abandoned for some time, but its very existence is a reminder that the forests were once exploited for militant movement and concealment. Our teams will ensure that no such facility remains usable,” the officer remarked.

The official added that forensic and technical teams had also visited the location to examine any leftover material, with efforts underway to establish when the hideout was last used and by whom. Security forces believe that even defunct shelters can sometimes provide clues about networks, routes, and logistical methods employed by militants. [KNT]

Dubai, Sep 30: Saudi Arabia has ventured into mainstream cricket for the first time, announcing a strategic partnership with International League T20 (ILT20) which would ensure that all six participating franchises in the event will have to absorb at least one player from the oil-rich kingdom.

Under the partnership, the Saudi Arabian Cricket Federation (SACF) has sanctioned and licensed the DP World ILT20, which is approved by the Emirates Cricket Board, as an official T20 league (men and women) to host matches within Saudi Arabia in its forthcoming seasons.

“Saudi Arabia players will also have a direct pathway into the DP World ILT20. Notably, the DP World ILT20 Season 4 Player Auction, scheduled for Wednesday, will require each franchise to secure at least one player from the Kingdom of Saudi Arabia,” read a statement from ILT20.

In the coming years, ILT20 matches will also be staged in Saudi Arabia, which hosted a cricket festival earlier this month “to create a new ecosystem” for the sport in the country. The ILT20 has featured reputed former players like Dwayne Bravo, Jonathan Trott and David Warner among others.

“We are very proud to announce our partnership with the Saudi Arabian Cricket Federation. Saudi Arabia is a key part of the Gulf region, and its commitment to developing cricket is inspiring,” ILT20 Chairman Khalid Al Zarooni said.

Chairman of Saudi Arabia Cricket Federation (SACF) Prince Saud Bin Mishal Al-Saud said the partnership is a reflection of his commitment to develop cricket in his country.

“It also provides a platform for fan engagement within the Kingdom and opens up further avenues for developing the game across infrastructure and tourism…,” he added.

David White, CEO ILT20, called it a significant step to grow the game across the Gulf region.

The ILT20 Season 4 will begin on December 2 and will feature 34 matches, ending with the final on January 4, 2026.
