New Delhi, Sep 14: Coming down hard on the Election Commission for its response on “vote theft” allegations, former chief election commissioner S Y Quraishi on Sunday said the poll body should have ordered a probe into Leader of Opposition Rahul Gandhi’s charges instead of “shouting” at him in a language that was “objectionable and offensive”.

In an interview with PTI, Quraishi said much of the terms used by Gandhi while making the allegations such as likening them to a “hydrogen bomb” were “political rhetoric” but asserted that the complaints which he was raising need to be investigated in detail.

The former chief election commissioner slammed the Election Commission (EC) over the manner in which it carried out the Special Intensive Revision (SIR) of electoral rolls in Bihar, and said it is not only “opening a pandora’s box” but the poll body has put its hand in the “hornet’s nest” which will hurt it.

The EC has rejected all the allegations of “vote theft” in the past. It has also all along maintained that the SIR of electoral rolls in Bihar will cleanse the voters’ list of ineligible people, duplicate entries and include those eligible as per law to vote.

“You know when I hear any criticism of the EC, I feel very concerned and very hurt not only as a citizen of India but also because having been the CEC myself, I have also laid a brick or two in that institution,” Quraishi told PTI ahead of the launch of his new book ‘Democracy’s Heartland’ published by Juggernaut Books.

“When I see that institution under attack or weakened in any way I feel concerned and the EC itself has to do introspection and has to feel concerned. It is up to them to stand up to all the forces and the pressures that may be influencing their decisions,” said Quraishi, who was the Chief Election Commissioner (CEC) between July 30, 2010 and June 10, 2012.

“They have to win the confidence of the people – you need the confidence of the opposition parties. For me, I always gave preference to the opposition parties because they are the underdogs,” he said.

Quraishi opined that the party in power doesn’t need as much pampering as the opposition does because the latter is out of power.

“So the instruction generally to my staff (when I was the CEC) was to throw the doors open, if they (opposition) want an appointment, give them immediately, listen to them, talk to them, if they want some small favour, do it if it is not at the cost of somebody else,” he said.

Here the opposition has to go to the Supreme Court every now and then and in fact, 23 parties have had to say they are not getting an appointment and nobody is listening to them.

Specifically responding to Quraishi’s remarks calling for giving opposition parties a hearing whenever they ask for it, an EC functionary said, “We are holding regular meetings with the political parties.I think at no other time this has been in such a structured manner.”

Quraishi argued that the EC should have called for a probe into Gandhi’s allegations instead of asking him to submit an affidavit.

“Rahul Gandhi is the Leader of Opposition (LoP) after all, don’t shout at him the way the EC did. I think it is not like the EC that we have known. He is after all the LoP, he is not a man on the street. He is representing millions of people, he is voicing the opinion of millions of people and to say to him, ‘give an affidavit otherwise we will do this and do that’, the body language and the language used is both objectionable and offensive,” Quraishi said.

“I have often said, suppose they (opposition) also turn around and say that ‘ok you are coming up with a new roll, give an affidavit that it is mistake free. And if there is a mistake you will be held criminally liable’. Can you think of that situation?” he said.

Asserting that the EC should have ordered a probe into the allegations, Quraishi said not just the LoP but if anybody had complained, the normal practice was to immediately order a probe.

“Not only we (EC) have to be fair but we have to appear to be fair. The probe brings out the facts. So instead of the way the EC responded, the probe was the right thing to do and they missed an opportunity,” he said.

His remarks come after Chief Election Commissioner Gyanesh Kumar said at a press conference here last month that Gandhi should either give a declaration under oath within seven days on his allegations of irregularities in the voters list, else his ‘vote theft’ claims would be rendered baseless and invalid.

Levelling allegations of “vote chori”, Gandhi had, through a presentation at a press conference, cited data from the 2024 Lok Sabha polls to claim that over 1 lakh votes were “stolen” in Mahadevapura assembly segment in Karnataka through five types of manipulation. He alleged similar irregularities in other states.

Gandhi also carried out a ‘Voter Adhikar Yatra’ across Bihar against the SIR of electoral rolls, alleging collusion between the BJP and the EC for “stealing votes”.

Asked about Gandhi’s claim that he will soon come up with a “hydrogen bomb” of revelations on “vote chori”, Quraishi said the Leader of the Opposition has used these kinds of terms and most of it is “political rhetoric” which has to be taken as such only.

“But at the same time, if there are serious issues, serious complaints which he is raising, they need to be investigated in detail not only to the satisfaction of the LoP but of the whole nation, the whole nation is watching,” he said.

On whether the people’s confidence on the electoral process had been shaken, Quraishi answered in the affirmative.

Questioning the logic behind excluding Electors Photo Identity Card (EPIC) from the list of documents that could be provided for inclusion in the voters list, Quraishi said EPIC is issued by the EC itself and not recognising it has very serious implications.

“Remember it has taken the EC 30 years to reach 99 per cent or 98 per cent of the people, to bring the electoral roll to this level of perfection. One per cent is updated every year by door-to-door summary inquiry’ – That is the normal thing. So to throw the existing roll in the dustbin and to start all over again. You are trying to do in three months what we had done in 30 years,” Quraishi said.

“So, it is buying trouble. It is not only opening a pandora’s box but I think the EC has put its hand in the hornet’s nest and it is going to hurt them. Of course the Supreme Court has already asked to use Aadhaar and because of the pressure of the top court, the EC has started using Aadhaar,” he said.

Quraishi said he is surprised the Supreme Court did not follow up on EPIC which is the EC’s own creation.

Kupwara, Sept 14: Minister Sakina Itoo on Sunday said that blood donation initiatives are essential for saving lives and called for greater public participation, especially among youth, in such programs across Jammu and Kashmir.

Speaking to media persons during a blood donation awareness event, the minister congratulated the organizers and emphasized the importance of organizing similar initiatives at the grassroots level.

“First of all, I would like to congratulate all those who have organized this program. I feel that such programs should be organized regularly and everyone should participate,” she said, adding that the need for blood is constant in Jammu and Kashmir, with someone requiring blood almost every day.

She expressed satisfaction over the active participation of youth in the event and encouraged more people to get involved. “I have seen a lot of youth here, which made me very happy. I want to see even more people participating in such programs,” she said.

Highlighting the need for institutional-level involvement, Itoo stressed the importance of conducting in-campus initiatives at district and school levels. “Whether it’s due to an accident or medical emergency, there are many cases where blood is not readily available. Through these efforts, we can save lives. That is the main objective — that no one should die due to the unavailability of blood,” she noted.

Reaffirming the government’s support, she said the Health Department is committed to assisting such efforts. “The government will definitely support all those who come forward, especially through the Health Department. We welcome and congratulate everyone involved in this noble cause,” she added.

Calling it a “very good initiative,” Minister Itoo concluded by appealing to the public to come forward and contribute towards building a more responsive and life-saving healthcare system.(KNS).

Doda/Jammu, Sept 14: A 26-year-old man allegedly committed suicide by shooting himself inside his house in Doda district of Jammu and Kashmir, police said on Sunday.

Ravinder Katoch used the licensed rifle of his father Joginder Kumar, a village defence guard, to end his life at village Humbal on Friday evening, a police official said.

Deputy Superintendent of Police Ajay Anand said police have started inquest proceedings to ascertain the details of the incident.

The body of the deceased was shifted to Government Medical College (GMC), Doda for postmortem and was being handed over to his family for last rites, he said.

The officials said the motive behind his taking such an extreme step was not known immediately

Mangaldoi (Assam), Sep 14: Prime Minister Narendra Modi on Sunday alleged that the Congress, instead of supporting the country’s army, was backing terrorists groomed by Pakistan.

Addressing a programme at Mangaldoi in Assam’s Darrang district, he accused the grand old party of protecting infiltrators and anti-national forces.

The prime minister asserted that the BJP would not allow infiltrators to grab land and their conspiracy to change the demography.

“The Congress, instead of supporting the Indian Army, backs terrorists groomed by Pakistan. It protects infiltrators and anti-national forces,” the PM alleged, while addressing the public meeting.

He also claimed that the Congress ruled Assam for decades, but built “only three bridges” over the Brahmaputra river, while the BJP-led dispensation constructed six such structures in the last 10 years.

He also praised Assam Chief Minister Himanta Biswa Sarma for “evicting infiltrators from encroached land and ensuring that farmers can now cultivate on these plots”.

The PM asserted that India was emerging as one of the world’s fastest-growing economies, and said that Assam’s growth rate was 13 per cent.

“This was achieved due to the efforts of the double-engine government. The Centre and the state government are developing Assam as a health hub. The Northeast has a big role to play in achieving the ‘Viksit Bharat’ dream,” the PM added.

CBI urges citizens not to pay bribes, issues helpline numbers in Srinagar

Srinagar, Sep 14: The Central Bureau of Investigation (CBI) has urged citizens not to pay bribes to government officials, employees of government-controlled corporations, local authorities, or any other individuals performing public duties.

In an advisory issued to the public, the CBI Anti-Corruption Branch Srinagar asked people to report any demand for bribes or cases of corruption directly to its office located near the MLA Hostel in Srinagar. Complaints can be made through landline number 0194-2455514, mobile number 9419900977, or via email at hobacsgsr@cbi.gov.in.

The agency assured that the identity of complainants and informers will be kept strictly confidential. It emphasized the importance of public cooperation in eliminating corruption and urged people to say no to bribes and actively participate in eradicating the menace.

Rajouri, Sept 14: Member Legislative Assembly (MLA) Thanamandi, in Rajouri district of Jammu and Kashmir, Muzaffar Iqbal Khan was seen in an angry mode during his field visit from where he video called the officers of education department lodging his resentment against failure of department to ensure adequate, safe building to the school.

The said school is Government Primary School Maal in Manjakote zone of Rajouri district and is located near Line of Control.

The building of the school is in worst condition as all three classrooms and office of the school are almost collapsing with no doors, windows.

Fumed after seeing pathetic condition of the school during his visit in the area, MLA Muzaffar Iqbal Khan straightway called senior officers of education department including Chief Education Officer Rajouri and briefed him about the poor condition of school building.

With regular video call, MLA made education officers aware about situation of school building and how unsafe it is posing serious threat to students and staff.

The MLA also raised his serious concern as he projected a new building for the school at least 6 months ago but the department has not allocated funds.

PC writes to J&K speaker on PSA detention of MLA Mehraj Malik

Srinagar, Sep 13: Former MLA Kupwara and chief spokesperson of the J&K Peoples Conference Advocate Bashir Ahmad Dar has written a letter to the Speaker of the J&K Legislative Assembly, raising alarm over what he described as “systematic assault” on the very institution of MLA.

In the letter, Adv. Bashir expressed deep concern over the arrest of sitting MLA Mehraj Malik under the Public Safety Act (PSA) and recalled the “unprecedented and shameful” physical assault on Malik inside the Assembly premises.

“The institution of MLA is being rapidly eroded. As someone who has been an MLA myself, it pains me to see this decline. The arrest of a sitting legislator under PSA is not just about one individual — it is a question of the Assembly’s dignity. The Speaker has a duty to step outside the box and safeguard the sanctity of this institution,” he wrote.

PC Chief spokesperson stressed that while the Assembly may not directly control the Home Department but nothing prevents it from taking a stand. “Disapproval by the Legislature is disapproval by the masses. It is imperative that such disapproval is voiced unambiguously,” he added.

He also reminded the Speaker that Malik had earlier been physically attacked inside the Assembly premises. “For the first time since 1947, non-MLAs assaulted an MLA inside the premises of the J&K Legislature. Shockingly, no punitive measures were taken. This was not a scuffle during proceedings, but a calculated assault outside session hours, a historic violation of legislative sanctity,” he wrote.

He questioned the Speaker’s silence on both issues, calling it “disheartening” and “a dangerous precedent” urging him to order an investigation into how non-MLAs gained access to the Assembly premises to assault a sitting legislator, and why no accountability followed.

Drawing a line between political disagreements and targeted violence, Advocate Bashir said: “There is a world of difference between heated exchanges during a session and a cowardly, vicious attack on a lone MLA when the House is not in progress. If we fail to uphold our dignity, we cannot expect others to treat us with dignity.”

Defending Malik, Adv. Bashir suggested his grassroots rise was the reason behind the targeting. “Had he been an elitist, establishment-driven politician, nobody would have dared lay a finger on him or slap PSA against him,” he wrote.

Adv. Bashir appealed to the Speaker to take decisive steps to restore public faith in the Assembly. “I implore you to take a firm stance to ensure that the legislature addresses the implications of the PSA and that the administrative system identifies the MLAs who participated in the attack and the non-MLAs who assaulted an MLA inside the premise,” he stated.

He expressed hope that the Speaker would act with proportionality and firmness, ensuring that the Legislative Assembly does not lose its sheen, stressing that this institution must never be allowed to crumble—(KNO)

Reasi, Sep 14: Vaishno Devi Yatra remained suspended for the 20th consecutive day on Sunday, following adverse weather conditions in the region.

 

The Yatra, which was scheduled to resume today, stands postponed till further orders due to incessant rain at Bhawan and the track.

In a post on social media X, the Shri Mata Vaishno Devi Shrine Board (SMVDSB) requested devotees to stay updated through official communication channels.

“Due to incessant rain at Bhawan & the track, commencement of Shri Mata Vaishno Devi Yatra scheduled from 14th September stands postponed till further order. Devotees are requested to stay updated through official communication channels,” the post read.

Earlier, the Shrine Board expressed gratitude to the devotees for their patience and understanding during the temporary suspension of the Yatra.

“The resumption of the Yatra marks a reaffirmation of our collective faith and resilience, and the Board remains committed to upholding the sanctity, safety and dignity of this revered pilgrimage.” Authorities cited safety concerns as persistent rainfall has triggered landslides and blocked tracks leading to the shrine, making movement unsafe for pilgrims.

The Jammu-Srinagar National Highway also remains disrupted at several points due to landslides and road damage, further complicating connectivity.

The prolonged suspension caused disappointment among devotees, while local businesses dependent on the yatra are also facing difficulties.

The Vaishno Devi Yatra was suspended after a landslide on August 26 that killed 34 people and injured several. The disaster struck in the afternoon, around 3 pm, when heavy rains triggered a massive landslide near the Inderprastha Bhojnalaya at Adhkuwari, about halfway along the 12-kilometre trek from Katra to the shrine.

Moscow, Sep14: Ukraine struck Russia’s biggest oil terminal in its largest drone operation in months, setting fire to two tankers and forcing a suspension of crude loadings on Saturday, according to France 24.

The facility, owned by Russian oil company Bashneft, is located around 1,400 kilometres from the front line.

According to The New York Post, one of the tankers that caught fire had the ability to carry up to 700,000 barrels of oil. The fires were later put out, but it remains unclear if loading operations have resumed.

As per France 24, head of Russia’s Bashkortostan region, Radiy Khabirov, said one drone struck the plant while another was shot down. “There were no casualties or injuries. The production site sustained minor damage, and a fire broke out, which is currently being extinguished,” he wrote on Telegram.

Videos posted on social media appeared to show a drone drifting towards the facility before exploding in a ball of flames, sending a cloud of smoke into the sky, as per France 24.
The strike is part of Ukraine’s wider campaign targeting Russian refineries to disrupt Moscow’s war funding. Over the summer, a series of such attacks reduced refining capacity at key plants and pushed up fuel prices.

US President Donald Trump urged NATO allies on Saturday to stop buying Russian oil, calling it necessary to pressure Moscow to end the conflict. Despite sanctions, Turkey, Hungary and Slovakia continue to import Russian oil.

The Bashneft Ufa refinery, described by the Kremlin in 2016 as “one of the largest in the country,” produces over 150 different petroleum products, France 24 reported.
