Operation Sindoor served as a reality check on needs of N-warfare: Defence Secy

Pune, Sep 12: Stressing higher spending on research and development (R&D), Defence Secretary Rajesh Kumar Singh said on Friday that Operation Sindoor served as a reality check for the armed forces by pointing out the areas where we can do better, where we need to adapt to the changing needs of nuclear warfare.

Speaking to media persons on the sidelines of the Defence Tech 2025 Seminar – STRIDE (Synergy of Technology, Research, Industry &; Defence Ecosystem) at the RSAMI, Pune, Singh said that currently, just 0.66 per cent of the GDP is spent on R&D, and two-thirds of this is done through the public sector, like the Defence Research and Development Organisation.

“We cannot move ahead in the defence sector without R&D. We need to change the current situation as the private sector has negligible contribution in this field,” he said, adding that the government has decided to share 25 per cent of the Technology Development Fund (TDF) of the DRDO with the private sector and also created a Rs 1 lakh crore research fund under department of science and technology.

“In the past three years, nearly Rs 1,500 crore has been shared with start-ups and private sector firms under TDF,” he said.

Talking about indigenous efforts for defence equipment, he said, “At a broader level, as I mentioned, we have already decided that we will spend not less than 75 per cent of our defence spending domestically. Last year, we actually spent 81 per cent entirely within the country.”

He did not favour raising the country’s defence budget, saying, “Such a need may arise only when we manage to use the current budget optimally. There are no financial constraints, the finance department is willing to increase our capex by 10-15 per cent every year, and this will be sufficient to meet the requirements of the armed forces.”

Shedding light on fighter jet engines, he said the country is close to developing a collaboration with an international engine house, along with the DRDO.

“That’s a long-drawn process that will take as much as a decade to develop,” said Singh at the Defence Tech 2025 Seminar – STRIDE (Synergy of Technology, Research, Industry & Defence Ecosystem) today at the RSAMI, Pune.

He said efforts were also being made to reduce our dependence on foreign suppliers for marine engines as well.

The Southern Command of the Indian Army is organising the Defence Tech 2025 Seminar – STRIDE (Synergy of Technology, Research, Industry & Defence Ecosystem) today at the RSAMI, Pune.

The seminar, themed “Atmanirbharta through Partnership – Industry, Academia, Armed Forces,” brought together the nation’s leading stakeholders from academia, industry, research organisations, and the Armed Forces to foster collaboration, accelerate indigenous capability development, and promote adoption of disruptive technologies in defence.

The event was attended by Lt. Gen Dhiraj Seth, PVSM, AVSM, GOC-in-C, Southern Command, alongside senior Army leadership and distinguished representatives from the defence ecosystem.

The session, themed “Fast Tracking Development of Niche Tech for Indigenous Systems” saw discussions covering reverse engineering, industry-funded academic research, and DRDO’s role.

Deliberations on the growth of the Indian Defence Manufacturing Ecosystem saw the participants focus on contributions of private industry, PSUs, and academia.

The seminar marked a step towards building a robust, self-reliant defence industrial base while nurturing partnerships to meet the future challenges of national security.

Srinagar, Sep 12: Around one lakh devotees thronged the revered Dargah Hazratbal shrine on the banks of Dal Lake in Srinagar to offer congregational prayers and have a glimpse of the holy relic of Prophet Muhammad (SAW) on the Friday following Eid-e-Milad-un-Nabi (SAW).

The largest congregation was held at Hazratbal, where around one lakh devotees from across the Valley gathered in huge numbers to witness the display of the holy relic, Moi-e-Muqaddas, widely believed to be a hair strand of Prophet Muhammad (SAW).

Eid-e-Milad-un-Nabi (SAW), marking the birth anniversary of Prophet Muhammad (SAW), was observed on Monday. Today, the faithful once again assembled to observe the traditional Friday following the occasion with great religious fervour and devotion.

Devotees with moist eyes, amid recitation of Quranic verses, prayed for themselves, their families, and for peace in the world.

Similar congregations were reported at shrines and mosques including Asar Sharif Shahr-e-Kalashpora, Asar Sharif Jenab Sahab Soura, Lal Bazar, Syed Yaqoob Sahab Sonwar, and Makhama Beerwah in Budgam.

Large gatherings were also witnessed in districts such as Shopian (Pinjoora), Anantnag (Khiram Sirhama and Seer Hamadan), Kulgam (Kaba Marg Qaimoh), Pulwama (Khanqahi Faiz Panah Tral), and Bandipora (Aham Sharief).

Religious clerics on the occasion highlighted the teachings of Prophet Muhammad (SAW) during Friday sermons.

The Jammu and Kashmir Waqf Board had made elaborate arrangements to facilitate the devotees, while the Traffic Police had issued a route plan to ensure smooth movement of vehicles. (KNC)

Srinagar, Sep 13: The Meteorological Department has forecast pleasant weather conditions in Jammu and Kashmir over the next few days, with warm, sunny days and cool, clear evenings expected to continue till September 17.

Director of Meteorology, Dr. Mukhtar Ahmad, said the prevailing conditions are favourable for outdoor activities and travel.

“Jammu and Kashmir will experience warm, sunny days and clear, cool evenings through September 17, offering perfect weather for outdoor activities,” he told the news agency Kashmir News Trust.

He added that no major weather disturbances are expected during the forecast period, providing much-needed relief to peopleand visitors after recent spells of rainfall and flood scare. [KNT]

Bus carrying Indians 'attacked' near Kathmandu amid Nepal unrest; several injured

Maharajganj (UP), Sep 12: An Indian tourist bus returning from the Pashupatinath Temple in Kathmandu was allegedly attacked by protesters amid the ongoing unrest in Nepal, leaving several passengers injured, the bus driver has claimed.

The alleged incident took place on September 9 near Sonauli on the India-Nepal border, when the agitators targeted the bus carrying 49 Indians. Stones were reportedly pelted, shattering windows and injuring passengers, including women and the aged, the driver claimed.

According to reports, the local authorities admitted the injured to a hospital in Kathmandu, while the remaining passengers were flown back to India on a special plane arranged by the Indian Embassy with the help of the Nepalese government.

Talking to reporters in Sonauli here, bus driver Ramu Nishad said: “We were returning after having darshan (at the Pashupatinath temple), when suddenly a mob surrounded our bus and attacked without reason. There were women and elderly people among the passengers, but the protesters did not care.”

Youth-led Gen Z group, which spearheaded the anti-government protests in Nepal, had on Thursday said Parliament must be dissolved and the Constitution should be amended to reflect the will of the people, as the death toll from the demonstrations increased to 34.

The Gen Z protesters organised a press meet here to express their views, while some of their representatives were busy holding discussions with President Ramchandra Paudel and Army Chief Ashok Raj Sigdel at the Army Headquarters to find a solution to the current political crisis.

Srinagar, Sep 12: Chairman Mirwaiz Umar Farooq on Friday claimed he was put under house arrest and not allowed to offer congregational prayers at the Jamia Masjid here, calling it an “interference” in religious matters.

“Once again, I have been placed under house arrest by the authorities on the occasion of Majlis-e-Rahmat-ul-lil-Alameen at Jama Masjid, where respected ulema were to participate today,” Mirwaiz, who is also Kashmir’s chief cleric, said on X.

He alleged “relentless interference in our religious matters” by the authorities.

“Our human and political rights already stand denied, and then there is this relentless interference in our religious matters from locking us up to silencing our voice on issues ranging from the Ashoka plaque at Hazratbal to meddling with Muslim calendar holidays, to disallowing religious functions at masjids,” he charged.

Last Friday, a huge controversy erupted in Kashmir after a plaque with the Ashoka emblem was vandalised in the Hazratbal shrine as most political parties accused Waqf Board chairperson Darakshan Andrabi of hurting religious sentiments by using the national emblem in the mosque and demanded registration of a criminal case and her immediate removal.

The pulpit of Jamia Masjid will, however, continue to raise its voice be on matters of “religious interference” or “blatant violation of people’s rights” and their “disempowerment”, he added.

New Delhi, Sep 12: Chaos and panic gripped the Delhi High Court premises on Friday as it received a threatening e-mail about ‘exploding’ the complex.

Following the bomb scare, the court premises were being vacated by the Delhi Police personnel as part of a precautionary measure. Lawyers and court staff were seen vacating the premises.

TV channels reported that the threatening letter claimed that three bombs were planted inside the court premises, including one in a judge’s chamber.

The security agencies, including the bomb disposal squads, have been activated, while the cyber cell of the Delhi Police has begun investigating the source and origin of the threatening mail.

The threatening letter claimed that there would be a bomb blast this afternoon inside the High Court building.

The letter also talks about ‘links with Pakistani ISI cells’ and stated that the judge’s chamber will detonate shortly after mid-day Islamic prayers.

The threatening e-mail also warns of an acid attack on Udaynidhi Stalin and demands that Ezhilan Naganathan should ‘take charge’ of the DMK.

“Today’s blast in Delhi High Court will clear the doubt of previous bluffs,” said the letter in brazen warning, apparently directed at the Delhi Police.

Notably, there have been multiple bomb threats to educational institutions, including Maulana Azad Medical College as well as Delhi Secretariat, in the past few days and months. The bomb threat to both institutions was accompanied by an ominous warning of bomb detonation at the MAMC at 2:45 PM and the CM Secretariat at 3:30 PM.

Following the bomb scare, the security agencies had activated the standard response mechanism and bomb disposal teams were deployed at both places to conduct a thorough search and scanning of the premises.

Eventually, all that proved to be a bomb hoax.

Doda, Sep 12: Security was heightened in Doda district of Jammu and Kashmir on Friday, even as an uneasy calm prevailed over the mountainous region after authorities clamped prohibitory restrictions for the fourth consecutive day.

Several people have been detained in Doda following violent clashes between security forces and protestors agitating against the arrest of Aam Aadmi Party MLA Mehraj Malik under the stringent Public Safety Act (PSA) earlier this week. The Doda MLA, who was arrested for disturbing the public order, was later lodged in Kathua jail.

On Wednesday evening, police had held a peace committee meeting chaired by Deputy Inspector General of Police Shridhar Patil to expedite restoration of peace and normalcy in the region.

Prohibitory orders remained in force in Doda and Bhalessa towns, where mobile internet and Wi-Fi services continued to remain suspended as a precautionary measure.

“The situation remained calm overnight with no fresh protests. However, elaborate security measures are in place, with heightened security in sensitive areas,” said an official.

The security has been beefed up and patrolling intensified in Doda town in view of the Friday prayers, he said.

The deployment was strengthened around Doda town, Bhaderwah, Gandoh and Thathri amid high tensions over alleged administrative high-handedness. Concertina wires were installed near government offices to prevent untoward incidents.

Police vehicles patrolled the area, making announcements urging residents to stay indoors.

In Bhaderwah town nevertheless, a semblance of normalcy prevailed with shops and business establishments operating on Friday.

DIG Shridhar Patil assured people that the situation is almost under control. “We want to tell the people of Chenab Valley that the situation is by and large under control. Efforts are on to bring back complete normalcy. We are moving towards that,” the DIG told reporters on Thursday night.

He said around 40 citizens from Doda city and surrounding areas participated in discussions at the meeting, during which they shared valuable suggestions.

“I want to thank the people of Doda for their cooperation in ensuring peace. We had detained 60-70 people during the incident; several of them have been released on bonds. There are no casualties,” he said.

The district saw protests and violent clashes on Monday and Wednesday as protesters tried to defy restrictions, prompting the security personnel to resort to baton charges at several places. Several protesters were detained, while some of them were released later.

Eight police personnel, including a deputy superintendent of police and a station house officer, were reportedly injured during the clashes.

The chief education officer has ordered that all schools in the district will remain closed until Sunday. The business establishments would also remain shut.

Describing Malik as a government critic, the district administration said his arrest was based on “provocative speeches and abusive language” on social media, allegedly aimed at disturbing peace.

In the meantime, Malik’s father Shamas Din Malik has appealed for his son’s release, stating he no longer wished to pursue the matter in courts. “I want my son back. I met Chief Minister Omar Abdullah, who said he would see what he could do,” he said.

Shamas Udin, who was briefly hospitalised after collapsing from weakness and stress following his son’s detention, apologised for the language used by his son and urged Prime Minister Narendra Modi and Lieutenant Governor Manoj Sinha to facilitate his release.

The AAP has accused the Central government of targeting the party politically. At a protest in Jammu, AAP MP Sanjay Singh on Wednesday condemned the arrest, stating the party would continue its struggle “against injustice on the streets, in Parliament, and if necessary, in the Supreme Court.”

On Thursday, high drama unfolded at Circuit House in Srinagar as former Jammu and Kashmir Chief Minister Farooq Abdullah was prevented from meeting AAP’s Rajya Sabha MP Sanjay Singh, who was detained on the premises to prevent him from protesting against Malik’s arrest.

PDP chief Mehbooba Mufti on Thursday night described the situation in Doda as “deeply disturbing,” criticising the administration’s handling of the unrest.

“An internet blackout has been imposed, schools have been shut, and curfew has been enforced in Doda district. Alarming reports suggest that roads are being deliberately blocked, depriving people of their fundamental right to movement,” she said.

This is the first time a sitting MLA in Jammu and Kashmir has been taken into custody under the stringent law, which allows detention without charge or trial for up to two years in some cases.

Srinagar, Sep 12: In yet another significant move to combat the drug menace and dismantle the infrastructure supporting narcotics trafficking, Srinagar Police has attached a residential property worth approximately *₹ 50 Lakhs* under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

In a statement, a police spokesperson stated, “The attached property comprises a single‑storey residential house, constructed on land measuring 5 marlas and 68 square feet, bearing khasra No. 339 and valued at approximately ₹ 50 lakhs belonging to Waseem Ahmad Bafanda, son of Ghulam Ahmad Bafanda, resident of Lachmanpora, Dandrkha, Batamaloo.”

The action pertains to Case FIR No. 1/2025 U/S 8/21, 29 of NDPS Act of Police Station Zadibal, in which the aforementioned has been found to be involved as the accused person, he added.

Police said the accused person is a notorious drug peddler, and he has a history of involvement in drug peddling, primarily targeting local youth, thereby posing a grave threat to public health and safety.

Investigations have revealed the aforementioned property was acquired through proceeds from illicit drug trafficking. Therefore, acting under Sections 68-E and 68-F of the NDPS Act, Srinagar Police formally seized and attached the immovable property as per the due legal process.

The spokesperson added the property cannot be sold, transferred, or otherwise dealt with without prior approval from the competent authority.

“This development marks a decisive step in the broader strategy of Jammu & Kashmir Police to dismantle the financial infrastructure of narcotics networks.” the statement said

Srinagar, Sept 12: The High Court of Jammu and Kashmir and Ladakh has quashed the Public Safety Act (PSA) detention order wrongfully imposed on Imtiyaz Ahmad Ganie of Anantnag, terming it an act of shamelessness.

After quashing the PSA slapped by the District Magistrate (DM) Anantnag, the court directed the authorities to release Ganie from preventive custody.

The court observed that, “The detaining authority is shamelessly trying support for the issuance of the impugned order from material which does not speak of the involvement of the detenue in a case which has formed basis for issuance of the impugned order, as such the foundation on the basis whereof the detenue has been implicated and detained under preventive detention has collapsed by default”, reads the judgment.

Justice Moksha Kazmi while quashing the PSA, said there is absolutely no justification available on record or in the counter affidavit filed by the respondent-authority as regards the factum of mistaken identity as indicated by the counsel for Ganie during the course of argument. “The prognosis, therefore, is that the submission advanced by learned counsel for the petitioner in this regard is correct”, Justice Kazmi said.

Slapping the PSA on a wrong person the court said it is non-application of mind on the part of the detaining authority in issuing the impugned order is writ large on the face of the record, therefore, the action taken pursuant to such non-application of mind by the detaining authority cannot be sustained in the eyes of law.

The court noted the ground of detention of the detenue-Ganie which the court said is worth serious notice as admittedly the detenue is not involved in a criminal case on the basis whereof he has been detained, as it is someone else who has a similar name, who is stated to be involved in the case which founds basis for prevention detention of the detenue.

The court was convinced with the arguments advanced by the counsel appearing for detenu-Ganie said that he has been able to prove that the detaining authority has not applied its mind while issuing the impugned order and since the petitioner has succeeded in proving his innocence.
